What documents are needed to obtain a passport at 14 years old, where to apply, deadlines

Russian legislation provides for the initial receipt of a passport after a citizen of the Russian Federation reaches the age of 14 years. The very next day after the teenager’s fourteenth birthday, he needs to attend to submitting documents to the migration department of the Ministry of Internal Affairs so that he will be issued an identity passport.

The application period for obtaining a passport is 1 month. Otherwise, previously parents had to pay a fine of 1,500 to 2,500 rubles. The child must apply for a passport independently upon reaching 14 years of age, so the parent will be fined under clause 1 of Art. 19.15 Code of Administrative Offenses of the Russian Federation is not allowed. And a child at this age is not yet subject to administrative liability by virtue of Article 2.3. Code of Administrative Offenses of the Russian Federation (he is not yet 16 years old). Therefore, no one can be fined.

Passport documents

In order to obtain a Russian passport, you need to collect a special package of documents. It is not large, but some of them may be difficult to obtain.

  • Birth certificate . If for some reason it is lost, you need to contact the civil registry office at the place of issue for a duplicate.
  • Document confirming Russian citizenship . Sometimes problems arise with obtaining it. A mark indicating Russian citizenship is placed on the reverse side of the birth certificate. Some people have a special insert about citizenship status on their birth certificate. In other cases, citizenship will need to be confirmed. Parents or other legal representatives need to apply to the migration department at their place of residence to obtain citizenship for their child. To do this, you need to have one of the following documents: passports of the teenager’s parents (they must be citizens of the Russian Federation and the child (applicant) must be included in them);
  • information about registration at the place of residence (in regions in Russia);
  • foreign passport of a teenager.
  • Two photos teenager measuring 35 by 45 millimeters. Both color and black and white images of the face are allowed in the photo, but there are a number of requirements:
      the image of the face is exclusively from the front, the shoulders are turned forward;
  • the face must occupy at least 80 percent of the total space in the photograph;
  • there should be no headdress on the head (except for persons whose wearing it is obligatory by religion);
  • If the applicant always wears glasses, the photo must show him wearing them. They should not hide the eyes (not tinted, not darkened).
  • Application form for obtaining a Russian Federation passport in the established form (No. 1P). It is issued by an employee of the migration department and filled out by the applicant in his own hand. Full name, as well as date and place of birth are written in readable text (printed letters). The application must be signed by the person submitting it and the specialist receiving it.
  • Receipt for payment of state duty in the amount of 300 rubles (either the receipt itself or an indication of its details).
  • Information about registration at the place of residence (if you have a residence permit). This could be a certificate of family composition, a certificate issued by the MFC.
  • Sometimes the Ministry of Internal Affairs refuses to issue a passport in the absence of registration. This is illegal, since the issuance of a passport is not made dependent on the citizen’s registration. Such a refusal should be appealed to a higher authority or to court. If this does not help, the issue must be resolved in court.

    About duties

    It was previously emphasized that citizens must pay for passports. But how much? State duties are paid in a fixed amount; they are the same for all regions of the country.

    At the moment, a civil passport costs 300 rubles. You will have to pay that much for both the initial registration and the reissue. An increased fee of 1,500 rubles is paid if the personal ID has been lost, damaged or stolen.

    Important: when transferring funds to the state treasury through State Services, the applicant receives a 30% discount. This means that you can cope with the task not only quickly, but also profitably.

    Features of obtaining a passport at 14 years old

    Receiving a passport for the first time by a citizen of the Russian Federation has several features in contrast to its replacement or re-issuance.

    • Documents must be submitted to the migration department of the police within 30 days from the date the applicant turns 14 years old.
    • If the deadline for applying for a passport is missed for the first time. If the recipient is fifteen, sixteen or more years old, then the procedure for issuing it and the list of documents are the same as indicated above. Only in the application form you need to indicate that it is being obtained “for the first time,” and not in connection with “reaching the age of fourteen.” And if the child is already 16 years old, then he may be brought to administrative responsibility (fine 1500-2500 rubles).
    • When issuing a Russian passport for the first time, the procedure for confirming Russian citizenship is mandatory. The required documents for this are listed above.

    Obtaining a passport for a healthy, capable teenager by proxy is not allowed. The child must contact the migration service in person.

    International passport - old and new


    Since 2006, Russia began maintaining new foreign passports, which were designed to help Russian citizens in all cases when a person abroad needs to quickly identify his identity, for example, when obtaining a foreign visa. The issuance of new international passports has brought Russia closer to establishing a visa-free regime with those countries that are developing similar passport programs.

    The new Russian international passport is practically no different from the old-style passport, except that its title page is made in the form of a plastic page and is slightly thicker than usual.

    Passport information and a photograph of the passport holder are applied to it, and the electronic chip inside this page at this stage will only duplicate graphic passport data and contain a digital photo of the person.

    New passports will be valid on the same basis as the old ones. There is no time limit for their replacement. The exchange will be carried out in stages, during the period necessary to gradually replace foreign passports for everyone. The validity of the new passport is 5 years.

    Where to contact

    • Migration Department of the Ministry of Internal Affairs. An application for a passport is submitted to the territorial migration police department related to the place of registration (or temporary registration), stay or residence of the applicant. In fact, you can apply to any department - they should not refuse to accept your application.
    • MFC. You can also submit an application along with the above documents to one of the multifunctional centers for the provision of public services in your city (or other locality). The employees who accepted it will themselves forward the appeal to the addressee - the Ministry of Internal Affairs, and then issue a completed passport.

    When you contact the police migration service, you have a better chance of receiving a passport in a shorter time (up to 10 days). MFC employees also transfer the accepted application and documents to the Ministry of Internal Affairs, which slightly increases the period for preparing the document.

    If, for health reasons, the child cannot independently contact the department of internal affairs regarding the issue of issuing a passport for the first time, then a specialist from this service can be called to the home. The child himself or his legal representatives must first fill out an application.

    Now it’s worth understanding the established regulations for the initial registration of a civil personal identifier. It does not provide any specifics, but teenagers rarely think about such a process.

    The first thing you should pay attention to is the authorities authorized to issue passports. Where can I get an ID? How about getting it?

    Today, you can cope with this task with the help of migration services or passport offices. Passport and visa centers and departments of the Federal Migration Service also provide similar services.

    The work schedule of the migration service on the issue of issuing passports is quite convenient and allows you to apply to them in the evening (when in the majority of organizations the working or school day is already over). You can submit an application twice a month and on a day off - Saturday.

    For convenience and speed of application, you can sign up for the electronic queue in advance on the official website of the Ministry of Internal Affairs of the Russian Federation or on the Unified Portal of State Services and arrive at the appointed time.

    Receipt times

    The time frame for obtaining a passport is limited. They depend on the applicant having a permanent residence permit in the region to which the migration department of the Ministry of Internal Affairs belongs, where the documents were submitted.

    • No more than 10 days - this is the period for issuing a passport if its recipient has permanent registration at the place of residence in the corresponding region.
    • No more than 2 months - the period for issuing a passport if the application and documents were submitted not at the place of address registration, but at the place of residence (stay, registration for a certain time, simply at the place of application). The same period is provided if the applicant does not have registration at the place of residence in the vastness of Russia at all.

    After accepting the application and documents for obtaining a passport at the age of 14, the citizen is issued a special receipt. At his request, migration service specialists can issue a temporary certificate of a citizen of the Russian Federation. Then you will need another (third) photo.     First mandatory replacement

    But this is not all that every modern citizen should know. We found out at what age they receive a passport in Russia. Only according to current laws, a personal ID is subject to mandatory replacement several times. No exceptions are made.

    The first reissue of a passport is carried out at age 20. It doesn’t matter how long ago a citizen ordered an ID. The main thing is that the law requires you to replace your passport upon reaching your 20th birthday. It is impossible to avoid such an operation - this is a gross administrative violation that is fraught with fines.

    Passport via the Internet

    It is also possible to obtain a passport via the Internet. This will not relieve the applicant from collecting and submitting a package of documents. But it will simplify the procedure and free you from unnecessary visits. You can solve organizational issues while sitting at home at your computer. To understand how to get a passport for a child aged 14 via the Internet, you need to:

    • Register on the Unified Government Services Portal at: www.gosuslugi.ru.
    • After completing a simple procedure and receiving an access code, you will have your own “Personal Account”.
    • Through it you need to go to the “Electronic Services” , then – “Federal Services”
    • In this list, select “Issue or replacement of an internal passport of a citizen of the Russian Federation.”

    First, confirmation of consent to the processing of personal data will be required. Afterwards, the basis for issuing the passport is selected. In our case, this is reaching the age of fourteen (or issuing a passport for the first time).

    The computer will ask you to fill in all the applicant’s personal data one by one (full name, date and place of birth, citizenship, registration or residence address, information about parents, spouse, children). It will be necessary to upload a personal photo, observing a number of requirements indicated above and additionally:

    • it must be in JPEG or JPEG200 format;
    • resolution no less than 600 DPI;
    • color depth of a black-and-white photograph is no less than 8 bits, color depth is no less than 24 bits;
    • the background is only white.

    The built-in editor will not accept an image that does not meet the specified requirements. When all personal information has been entered and the photo has been uploaded, click the “Submit Application” box.

    The processing time for an electronic application is the same as for a regular one: 10 days – if registered at the place of residence, 2 months in all other cases. Information about the stage of consideration of the application will be sent to your email. If insufficient information is provided or for any other reason, the application may be returned. It will need to be adjusted.

    A positive result will be an email with an invitation to the police department at a designated time to receive a passport. You must take the originals of the above documents with you.
