How to apply for an old-age pension through government services and Pension Fund services


Who is paid?

Pension is a monthly payment to citizens who have reached a certain state-established age. In 2021, this period is 60.5 years for men and 55.5 years for women. When the time comes to retire, the citizen begins to receive pension payments. At the same time, he can continue to work and receive wages from the employer. New requirements for receiving pension payments:

  1. The retirement age will increase every year; in 2020 it is 60.5 and 55.5 years.
  2. By 2021, pensioners should have no less than 11 years of insurance coverage. By 2024, this number will rise to 15 years.
  3. The pension coefficient in 2021 is 18.6. Every year it grows by 2.4. By 2025, pensioners must score 30 or more points.

Some citizens can retire early; conditions have been developed for them that differ from the basic ones.

If your experience at Russian Railways

If a citizen has a drug on Russian Railways, then special conditions for retirement are provided for him. Thus, for women, the right to retire for a well-deserved rest is acquired at the age of 50, subject to the fulfillment of the conditions of having a general SS of 20 and 10 years of work on Russian Railways. There is a list of positions that can participate in the calculation of Russian Railways drugs.

Important! For men, this opportunity appears upon reaching the age of 55, if the period of work at Russian Railways is 12.5, and the SS is 25 years old.

Where is it issued?

You can apply for a pension at any time convenient for the citizen after he has acquired this right. But you can submit documents for accrual of payments no earlier than a month before your official retirement.

Submit documents in the most convenient way for you:

  1. When contacting the Pension Fund office in person. The day of application is considered to be the day the application is received by Pension Fund employees.
  2. Sending documents by mail. In this case, the day of application is the date indicated on the mail when sent.
  3. Contact the MFC. The day of application is also considered the day the application is received by employees.
  4. Online in your personal account on the Pension Fund website or on the State Services portal. The date of applying for a pension corresponds to the day of submitting the application with documents through the system.

If a Russian has left for another country for permanent residence, then upon reaching age and fulfilling the conditions of the Pension Fund, he can apply to the Pension Fund in Moscow. You can also fill out documents for accrual of payments online in your personal account on the Pension Fund website.

A pensioner or his representative can apply for pension payments personally. In addition, documents can be sent through the employer.

Electronic services of the Russian Pension Fund

The site itself, it turns out, appeared back in 2008. But electronic services and services only in 2014. Even then, some services operated in test mode. But they began to act confidently after the approval of the list of public services by order of the Pension Fund Board No. 660r, as early as December 25, 2015. Although, some of them are still being tested.

What kind of information did I dig up in order to somehow console my vanity due to my unforgivable ignorance of the existence of such an excellent service? But let's get to the point. What amenities does this promising government project offer us? To clarify the situation, I will list only some of the points that, in my opinion, are important for us present and future pensermen. Here they are:

Apply:

  • about granting you a pension;
  • about the method of delivery of this pension;
  • on the appointment of a monetary payment;

You can get information:

  • on pensions and, if established, social benefits;

Also order:

  • a certificate of the amount of pension and other payments;
  • extract for social assistance;

All of the above is available only to registered users, that is, those who have a personal account on the site. But there are services for unregistered people, such as:

  • make an appointment for a personal appointment;
  • ordering some certificates and documents;
  • send your appeal;
  • ask your question via the Internet;
  • pension calculation calculator;

Well, we have given a short excursion about the electronic services and services of the Pension Fund, now we can move on to the burning questions of future pensioners - pensioners.

Set of documents for assigning a pension

To apply for a pension in Russia, present the following list of documents:

Document typeDescription

You may also need additional papers for your pension:

  • children's birth certificates;
  • certificates confirming the presence of disabled members in the family;
  • diploma of education;
  • certificates of change of name;
  • military ID.

If you do not provide all the required documents, you will be given a period of 3 months to provide the missing documents. When submitting an application online on the website of the State Services or the Pension Fund of the Russian Federation, you do not need to present an identity card, since you will be identified in any case to pass authorization.

When are the accruals made?

The Russian Pension Fund office takes 10 days to review the application and documents. After this, the citizen is assigned pension payments. If a citizen does not provide all the certificates, then the pension is accrued within 10 days from the moment the pensioner brought the missing document. However, it must be presented no later than 3 months later.

There are situations when some documents cannot be handed over to a pensioner. Then the Pension Fund independently requests the necessary documents from organizations, and the pension is accrued within 10 days from the date of receipt of the document.

In any case, the pension is accrued no earlier than the day you apply for payments. Only in one case can it be accrued earlier: if a citizen quits his job and applies for a pension within 30 days.

What does it show

This is not simply an indication of the number of years worked and the total amount of income during this time. From the document, inspectors will learn:

  • periods of work in certain companies;
  • monthly earnings with annual results;
  • payment currency, indication of its denomination;
  • periods excluded from the calculation (leave at your own expense, maternity leave, etc.).

Also, with this paper, the employer will assure the department that it made deductions in accordance with the current legislation.

It should be noted that the amounts in it are gross, that is, those that appeared in the employment contract, and not those that the employee received in person. So you shouldn’t be surprised if in a certain period you received a little more than 17,000, but the document contains the figure “20,000 rubles.”

How are they paid?

Pensioners receive monthly payments from the state in three ways:

  1. At Russian Post. Payments can be delivered to your home or issued at the post office. Depending on the method of receiving money, a payment schedule is assigned. Taking into account delivery times may be extended. If a citizen has been assigned a pension, he has chosen to receive it at the department at his place of residence and has not come to collect it for more than 6 months, payments are suspended. To resume accrual, you need to contact the Pension Fund and write an application. This precaution is taken to ensure that in the event of the death of the pensioner or under other circumstances, there is no abuse of government payments.
  2. Through a pension delivery organization. A list of organizations that officially provide such services can be found at the Pension Fund branch.
  3. Through the bank. At a banking institution, you can receive your pension at a branch or on a card. The money will be credited to the account on the same day that the Pension Fund transfers the funds to the bank. You can withdraw money from your card at any time. Or you can use them for non-cash payments or for card payments. On our service you can choose a favorable offer from banks with interest accrued on the balance. If you often leave funds in your account, the bank will charge you a set percentage. When choosing a pension delivery method or changing it, submit a corresponding application to the Pension Fund. For example, you have been receiving money at Russian Post offices for a long time, and now you want it to be transferred to a Sberbank card or any other bank of your choice.

In 2021, the amount of the fixed payment of the insurance pension is 5686.25 rubles.

The procedure for connecting the policyholder to the electronic document flow of the Pension Fund of Russia

The advantages of electronic document management (ED) with the Pension Fund of Russia are obvious:

  • you do not need to personally visit the territorial office of the Pension Fund;
  • the ED system allows you to quickly correct errors identified in reporting;
  • other advantages (ensuring the confidentiality of transmitted information, the ability to create an electronic archive at the enterprise of all document flow with the Pension Fund, etc.).

To connect to the electronic document management system, you must sign an Agreement with the Pension Fund on the exchange of electronic documents in the electronic document management system.

In addition, to organize ED you will need:

  • install the necessary software (for generating reports according to established forms, cryptographic software);
  • use the services of a certification center to create and maintain electronic signature key certificates for the Pension Fund of Russia electronic signature;
  • appoint a person responsible for organizing ED with the Pension Fund at your enterprise.

You can submit reports to the Pension Fund electronically through an accredited certification center or through authorized representatives. The last option will be cheaper, but the first one will be more convenient. Certification centers provide absolutely all the necessary software (including their own digital signature) and provide technical support - an accountant can see right at the workplace: whether the report was sent to the fund, returned for revision with comments, or was accepted without complaints.

Who will be approved for early payments?

In 2021, the conditions for the opportunity to retire early have changed:

  1. Women with three or more children. If a woman has three children, she has the right to make pension payments 3 years earlier than the official deadline. Women with 4 children can retire 4 years earlier. But it is necessary to take into account annual changes in retirement age. Women must have at least 15 years of insurance experience.
  2. Great experience. Women who have worked for 37 years and men who have worked for 42 years also have the right to retire earlier, but only by 2 years.
  3. Unemployed persons. For those citizens who do not have the opportunity to get an official job, pension payments begin 2 years earlier than their retirement date. But this happens taking into account the period of adaptation to retirement age.

The conditions for early retirement for residents of the Far North and regions equivalent to them have not changed. Employees who carried out their activities in dangerous working conditions can receive a pension early. Teachers and medical workers with a certain experience of 25 and 30 years, respectively. A man and woman who have a disabled child retire 5 years earlier than the official deadline.

To exercise your right to early retirement, first consult with an employee from the Pension Fund. If he confirms the possibility of exercising such a right, begin collecting documents. Send the application and list of required documents to the Pension Fund. The Pension Fund will receive the documents, issue you a receipt and begin the review. Check the documents carefully, as it often happens that in the papers confirming the right to early retirement, mistakes and typos are made in the full name and spelling of the position.       There are no legal restrictions for providing the Pension Fund with information about your existing work experience. But the Pension Fund website states that a pensioner writes an application to request a payment (pension) file and documents are requested by department employees. If this is the problem, then you can contact the PRF in writing with the specified question and receive a reasoned response in accordance with the Federal Law “On the procedure for considering appeals from citizens of the Russian Federation” No. 59-FZ.

    Dear Lyudmila, residents of the Far North and similar areas have the right to early retirement 5 years earlier than the generally established retirement age. You can calculate your retirement date at the territorial division of the PRF at your place of residence.

    Anna, you yourself need to bother the organization where the request was submitted for your husband in Kazakhstan. I haven’t yet run around to all the organizations so that they write answers that agree to pension contributions. The fact is that now in Kazakhstan there is no obligation for enterprises to submit documents to the archives or the enterprise is still operating, therefore there are no documents in the archives after the collapse of the USSR. I collected all the years in Kazakhstan myself and the Labor Committee sent them in response to a request from Russia by mail.
