If a child attends kindergarten, his parents are required to pay money to receive the service.

Using maternity capital to pay for education at a preschool educational institution
This form of support for motherhood and childhood, such as maternal capital, can be used to pay for the maintenance of a child in kindergarten. Certain conditions must be met: the kindergarten is located on the territory of the Russian Federation and conducts licensed general educational activities.
In addition, maternity capital funds should only cover the cost of the child’s basic stay in kindergarten. No third-party services, additional classes, sections, excursions can be paid for with this money.
At the same time, stay in a private kindergarten may be covered by maternity capital if its activities are licensed in accordance with educational standards.
The algorithm for using maternity capital will be as follows:
- The parent (most often the mother of the child), for whom the certificate for maternity capital is issued, enters into an additional agreement to the contract with the preschool educational institution, which spells out the benefits of the recipient, and provides a calculation of the amounts and deadlines for making payments for the kindergarten.
- An application is submitted to the branch of the Pension Fund of the Russian Federation. Documents with copies are attached to it: identity card and SNILS of the parent and child, certificate for maternal capital, contract and additional agreement from the kindergarten, license of the preschool educational institution for conducting educational activities.
- The Pension Fund reviews the application and makes a decision. If it is positive, the money is transferred by bank transfer to the bank account of the preschool institution, no later than 2 months from the date of submission of the application by the parent.

Who is entitled to compensation for kindergarten in 2021?

- citizens undergoing military service by conscription;

For these citizens, the amount of compensation is 50% of the payment amount, regardless of the number of children.

At the regional level, the following types of preferences can be provided:
- increasing the discount on preschool education;
- subsidy for a child’s failure to attend kindergarten.
Required documents to receive
The state will agree to provide funds when the legal representative of a minor citizen prepares and submits the required list of papers to the children's educational institution. Only one parent can receive the payment. They must independently agree among themselves about who will receive the funds. Another person who legally represents the interests of the child has the right to apply for compensation for kindergarten in 2021. How to get compensation
Compensation can only be received upon application

Most often, when registering a child for kindergarten, the head simultaneously gives several forms of agreements and applications (preschool education agreement, application for compensation of parental fees, a letter with a list of relatives who have the right to pick up the child from kindergarten, and others).

Step 1. Collect a package of documents

If the eldest child is 18 years old

The Ministry of Defense has set the benefit at 50% if one of the parents falls into the following category:
- participant in the liquidation of the Chernobyl nuclear power plant;
- preschool employee;
- undergoing conscription service.
The benefit is valid in all regions of the country; the money is transferred to the person who has entered into an agreement with the kindergarten. But the authorities that deal with the issue of compensation do not, alas, issue it to everyone.
For reference! Funds are mainly provided to large or low-income families. The main factor is the number of family members without income. If the kindergarten fee changes, the amount of compensation is adjusted.
Regional payments
Additional benefits are provided by law at the regional level, for example if there is no space.
The Constitution provides for a free education program in preschool educational institutions, and at the federal level the issue of compensation for failure to provide a place in the kindergarten has been discussed more than once, but it has not found a solution at the countrywide level. That is why programs of individual constituent entities of the Russian Federation began to operate.
Legislative acts in different regions of our country differ from each other in a number of requirements:
- child's age;
- amount of payment for the educational institution.
In many areas the size is 20%. So, in Sevastopol, compensation is equal to 30% of the city salary. This is a big plus for families with low income.
Compensation for private kindergarten
The lack of places in state preschool organizations forces parents to send their children to private kindergartens. The fees for such institutions are usually significantly higher. In 2021, the law allows you to receive compensation even if the child attends private institutions. However, the payment amount will be lower.

When calculating the required amount, only the average cost of similar services provided in state kindergartens is taken into account. The difference in payout can be significant. The fee for visiting private institutions includes all expenses. It can reach 20,000 rubles. and even exceed this amount. At the same time, the average fee for a state kindergarten is about 1000 rubles. Regardless of the actual payment, a person will only be able to receive 200 rubles. (20% of the amount).
The compensation scheme in 2021 in case of attending a private kindergarten will be standard. Parents will have to prepare a package of documentation and then contact the authorized body. The list of papers must include an application completed in accordance with the rules. Additionally, you will need to indicate the account details to which the funds will be transferred. The terms of accrual and the rules for provision will be exactly the same as for other residents of the region.
What will be the amount of compensation
If parents had to use the services of a private kindergarten due to the lack of budget places in a preschool educational institution, the state must pay such a family up to two minimum wages. Deputy Evgeny Fedorov came up with this idea.
It is still unknown when the bill will be considered and whether it will be adopted at all. Unfortunately, the current legislation contains many bureaucratic delays that must be taken into account when deciding to approve a deputy’s project.
The corresponding paper will pass through a number of departments before it ends up on the desk of the head of government.
Given the financial difficulties in the state budget due to the pandemic, Evgeniy Fedorov’s proposal risks being postponed indefinitely.
When is compensation transferred?
Features of accrual and payment are also fixed by law. The funds are transferred to the citizen’s bank account. Details must be provided during the application process. The information must be contained in the application. Funds will be transferred to the specified account number.

The action is performed once a month. Compensation is paid at the end of the period. Thus, payment for January will only be received in February. Funds are credited to the account at the end of the month. A person can specify the transfer date in advance. The action can be performed during the process of applying for benefits. Questions about the timing of the transfer must be asked to an authorized employee of the body to which the application is made.
Procedure for appointment and procedure for payment of compensation
There is a certain procedure for assigning and paying compensation for a child’s attendance at kindergarten.
After submitting all necessary documents, the following steps are performed:
- All copies of the documents provided are certified by the seal of the preschool educational institution in accordance with the originals (the originals are returned to the applicant).
- According to the submitted documents, lists of applicants are formed and sent to the city authorities of education, social protection of the population, as well as to district administrations.
- Quarterly, updated lists of recipients of compensation for the maintenance of a child in a preschool institution are submitted to the above services, indicating the parental payment actually made.
Compensation is paid at the end of the month following the month of payment. That is, compensation for December will come to the bank account at the end of January, and so on.
Regional programs of private kindergartens 2021
The state is striving to change the current trend and provide all needy citizens with kindergartens. Thus, private preschool educational institutions can receive state support if they provide budget places for children who do not have enough places in standard kindergartens. Similar proposals were sent to the Ministry of Economic Development. However, we have not received any support yet.
Regions also have the right to implement their own programs within the framework of state ones. Thus, local authorities have the right to increase the amount of compensation for persons who are forced to send their child to a private kindergarten. Additional assistance to parents is provided in regions where there is a particularly severe shortage of places in kindergartens.
