The expert explained how to prepare documents and maternity capital for a newborn

The birth of a child is a joyful event, but it entails a lot of different troubles. Parents can expect not only the joys of fatherhood and motherhood, but also a huge amount of paperwork associated with registering the arrival of a new citizen of the Russian Federation into the world. Instructions on the State Services website, designed to clarify this issue, sometimes only drive unprepared mothers and fathers into panic - that is why FAN turned for advice to the chairman of the board of the All-Russian public organization for the support of motherhood and childhood “Council of Mothers” Tatyana Butskaya . In an interview for our publication, she named the mandatory steps that parents should take in the first weeks after the birth of a child.

Birth certificate

- Tatyana Viktorovna, let's start with the very first document that is issued to a person - a birth certificate. Where can I get it?

- Sometimes right in the maternity hospital. At some perinatal centers there are unique branches of registry offices where you can draw up documents for the child. The most important thing for you in this case is to choose a name in advance. And since this is often a big problem for parents, they have to pick up the baby without a document, and then spend a lot of time getting it processed at the registry office itself.

By the way, one of my proposals was to allow the registry offices at maternity hospitals to register not only newborns, but also their parents as husband and wife, since it very often happens that people have children without ever formalizing their marital relationship. They put it off until the last minute, as usual. Well, with the advent of a child, why bother thinking and procrastinating?

The family, of course, becomes stronger with the appearance of a stamp in the passport. In addition, many payments for a child are much easier to obtain when his father and mother are husband and wife. Few people, by the way, know that otherwise the father will have to adopt his child - and this is a rather unpleasant moment for a man.

In general, a birth certificate can be obtained not only at the registry office, but also at the MFC, as well as on the State Services portal. For registration, you must provide passports of both parents (if the mother is married, otherwise a document establishing paternity must also be attached), a marriage certificate (or a divorce certificate if the baby was born no later than 300 days after the divorce) and a certificate of birth of the child issued at the maternity hospital.

Methods for submitting documentation

The full package of documents is transferred to representatives of the Pension Fund. You can use different ways to do this:

  • personal visit to a department of the institution;
  • using the services of an intermediary who has a notarized power of attorney;
  • submission of papers through the MFC;
  • sending documentation by mail, but at the same time paying for notification of delivery and an inventory of the attachment;
  • the use of an electronic service, but for this you will have to scan the originals and use an electronic signature, and the service is offered on the PF website and the State Services portal.

Important! If the application is submitted electronically, then within 5 days it is still necessary to submit the original papers, otherwise a refusal will be received.

It is advisable to fill out the application directly at the Pension Fund branch so that a representative of the institution can check the correctness of completion. You can consult him regarding the correctness of the collected documents. This will reduce the risks of possible failure.

Maternal capital

One of the most frequently asked questions among future parents concerns the procedure for obtaining maternity capital. How to get one?

— The practice of proactively issuing certificates for maternal capital is now widespread. In other words, you do not need to go anywhere specially with documents to confirm the appearance of a child in your family. As soon as the baby is born, information about this is received by the relevant authorities, who must subsequently notify you of the granted right to maternity capital.

The State Services website will soon launch so-called “super services” (they are really super!) for a variety of life situations. Among them will be the life situation “Birth of a child” - and as soon as the baby is born, an electronic birth certificate and an electronic SNILS will immediately be issued for him, his mother will be able to register the baby online at her place of residence and receive her “capital” . In addition, she will immediately receive an SMS on her phone with a question about where exactly the state should transfer her 18 thousand rubles - a one-time benefit for the birth of a child.

You won't even have to go anywhere! Parents will receive both documents and money for the child automatically. This whole fabulous story awaits our country any day now - at least that’s what they promise at the Ministry of Labor and Social Development of the Russian Federation.

Deadlines for reviewing documents for capital payment

The decision regarding the issuance of a certificate is made within 15 days. This period is required to verify the documentation received from the applicant. If any paper is missing, you will have to bring it in, which significantly increases the period for obtaining financial support from the state.

If a positive decision is made, a certificate is issued in two versions:

  • on paper, so citizens will have to come to the Pension Fund office again to get the document;
  • sending an electronic version by mail, and this certificate is signed with an enhanced digital signature.

It is possible to receive the paper version not only upon a personal visit to the institution, but also by mail, for which a registered letter is used.

Refusal may be due to the following reasons:

  • there is no complete set of documents;
  • erroneous or unreliable data is identified;
  • a citizen applying for a certificate does not have the right to receive maternity capital;
  • People have already received this support measure before, so they are trying to use it again.

Attention! If you contact the MFC employees rather than PF representatives, the waiting period increases by 5 days due to the use of an intermediary who independently forwards the received papers between different authorities.

While studying the documentation, PF specialists may request additional documents and data from citizens. This usually applies to situations where people are deprived of parental rights, commit crimes against children, or are represented by adoptive parents rather than parents.

If certain documents are needed, they are requested from the applicant, and they must be brought within 5 days. If after the end of this period the papers are not transferred to the fund’s employees, the review process is suspended.

Registration at place of residence

What about registering a child at the place of residence? How is this issue resolved?

— The baby must live with his parents. Accordingly, he must be registered with them at the same address. Well, or at the registration address of the father or mother, if according to the documents they live in different places. The choice of registration must be approached responsibly, since the family will receive support precisely from the region in which it registered its child. Let me remind you that its size can vary greatly depending on a particular subject of the Russian Federation.

These regional maternity capital can be very steep: 100, and even 150 thousand rubles. So you really should take the issue seriously and choose carefully, if possible.

Registration can also be completed on the State Services website, at the MFC or at the Ministry of Internal Affairs. You will need to present: an application, parents’ passports and the child’s birth certificate.

You said that each region has its own “maternal certificates”, which are issued in addition to the federal one. Let's take an average option - not the capital, but not the province either - the city of St. Petersburg. How is the issue of supporting families resolved there?

— I advise you to go to the website “vremyarozhat.rf” - there is a whole motivator there, in which everything is specifically calculated. Open it, write about your life situation and what kind of child will appear in your family (a lot depends on this) - all the amounts will be sent to you immediately. I think that St. Petersburg is in our “top”.

It was there that the authorities came up with the so-called “children's card”. The city transfers money for it, but you can spend it only in specialized retail chains that sell goods for babies.

By the way, some federal subjects additionally provide fathers and mothers with a kind of “humanitarian aid” for their children, such as free milk formula. As for vitamins, they are prescribed within the framework of territorial state guarantee programs under the compulsory medical insurance policy for both pregnant women and children under three years of age.

Why is registration denied?

Some citizens may be denied maternity capital registration by the Pension Fund. As a rule, this happens for several reasons:

  • the mother or children do not have Russian citizenship;
  • the parents were deprived of parental rights or committed crimes against the child’s personality;
  • the family has applied for maternity capital before;
  • documents and information in them turned out to be erroneous or unreliable.

The Pension Fund notifies citizens of the decision in writing. In case of refusal, the Pension Fund always explains the reason and provides a link to the legislation. If the decision of the Pension Fund turns out to be illegal, you can file a complaint administratively or judicially.

Compulsory medical insurance policy and SNILS

What about the compulsory health insurance policy? How and when should it be completed?

— For the first 30 days of his life, a newborn can live under his mother’s policy. During this time, parents need to have time to choose an insurance company and sign an agreement with it. To do this, you will need a birth certificate and a passport of one of the parents. On the day you contact the insurers, you will be given a temporary policy, which you can use for a whole month until you receive a permanent one.

As for SNILS (individual personal account insurance number), starting from July 15, 2021, it automatically goes to the mother’s personal account on the State Services website, so there is no need to obtain it anywhere specifically. If the child was adopted or the mother does not have an account on this wonderful resource, then you can apply for the document at the nearest MFC or at a branch of the Pension Fund of the Russian Federation (you must have a passport and the child’s birth certificate with you).

Children recognized as disabled

In this case, parents receive compensation only after they have spent the funds on goods and needs of the child.

To implement the certificate, you will need to submit the following documents:

  • passport, SNILS and application;
  • certificate;
  • act of checking the availability of goods issued by the guardianship authority;
  • rehabilitation or habilitation program;
  • account details for transferring funds;
  • checks, payment receipts and other documents confirming the fact of purchase.

Goods and services must be purchased from list No. 831-r dated April 30, 2021. Moreover, they must be included in the current version of the program and purchased after its expiration. Then the examination and updating must be completed again.

Procedure for obtaining a certificate

The Pension Fund employee who accepts the application is obliged to make copies of the submitted papers and issue a receipt of acceptance. If the application was sent using electronic services, a corresponding message is sent to the applicant’s e-mail.

Since 2021, the law gives the Pension Fund 15 days to process a citizen’s appeal, check information about him and the child, and make a decision on issuing a certificate. Previously, a month was allotted for this. The department may not give an answer for so long if the parent provided incomplete information, and the Pension Fund is forced to request it from other government authorities.

Possible reasons for refusal

The Pension Fund has the right not to issue a certificate if:

  • the applicant has misinterpreted the law and does not have the appropriate rights;
  • the right to this type of assistance was revoked with the cancellation of the adoption decision;
  • parents have already used maternity capital for their previous child;
  • The appeal contains distorted data about children, their number, time and circumstances of their appearance in the family.

You can challenge a negative answer in a higher division of the Pension Fund.

Pros and cons of electronic registration

Issuing a maternity capital certificate through remote access channels has both advantages and disadvantages. The main advantage of a public services website is that you don’t need to leave your home, so in self-isolation or quarantine, this may be the only method. Also, you won’t have to spend as much time applying online as you would when visiting a Pension Fund branch in person. For example, for women with small children this is quite a significant advantage. Sitting in lines with kids or looking for someone to leave them with can be quite problematic.

But this method also has a disadvantage. The government services website does not always work stably and without errors due to its complex organization. Also, the system sometimes experiences long-term failures due to too many simultaneous requests from citizens. In addition, at the initial stages, in order to register and submit documents for a certificate, you need to understand all the nuances. But this problem can be solved with step-by-step instructions.

Additional disadvantages include the fact that to obtain a certificate you need to go through complex registration and issue an electronic signature. This takes quite a long time. But in contrast, we can add that this entire long and tedious procedure will have to be completed only at the initial stage. Once authorization has been completed, a personal account has been issued and an electronic signature has been registered, all requests and clarifications of information go through much faster. Moreover, this applies not only to obtaining a certificate for maternity capital, but also to many other services that the government services portal provides access to.

What the certificate looks like (photo)

What a maternal certificate looks like is established by Order No. 1180n of the Ministry of Health and Social Development. The state guarantee for capital is issued on an A4 size form. The paper contains information about the parent: full name, passport details, decision number and name of the Pension Fund branch that issued the certificate, the amount due for payment.

The document is protected from counterfeiting by watermarks, inclusions of fibers in the paper, elements visible only in ultraviolet light, and other measures. In addition, the basic information of the document is encrypted in a barcode in the lower left corner of the form.
