You can now wait until you replace your passport, but you won’t have to put stamps on your passport. What else has changed in the rules for replacing and issuing passports and what consequences does this have?


On August 6, a law came into force that will increase penalties for falsifying identity documents to three years in prison. The fine for reporting false information (for example, when submitting documents for a foreign passport) will increase and amount to 10 thousand rubles. If there are signs of a crime in the forgery, you can get up to three years in prison under Article 327 of the Criminal Code of the Russian Federation. At the same time, there will be no punishment for random mistakes and typos without the goal of gaining benefit.

At what age should you change your passport?

The passport has a limited validity period. It is first issued at the age of 14 , after which it must be changed at least twice.

The passport must be replaced after reaching 20 years of age, and then 45 years of age. Starting from the age of 45, the passport is valid indefinitely.

Regardless of age, your passport must be replaced if:

  • changing your surname after marriage;
  • changing surname after divorce;
  • changing name or gender at will;
  • loss or theft of a passport;
  • errors were made when preparing the document;
  • wear or damage to the passport - for example, if a person washed the passport, it is impossible to establish the authenticity of the document, pages are missing, etc.

Receiving (replacing) a passport

If you are making a passport for your child:

  • receipt of payment of state duty;
  • the child’s birth certificate (if he is between 14 and 18 years old - his civil passport);
  • parent's civil passport;
  • act of the guardianship and trusteeship authority on the appointment of a guardian or trustee (if any);
  • The presence of the child is required for photographing.

If you receive a passport when you are over 18 years old:

  • receipt of payment of state duty;
  • passport of a citizen of the Russian Federation;
  • international passport (if you have one and have not expired);
  • certificate of change of surname, name or patronymic (if these data have changed);
  • military ID (if available).

Important: if you are preparing an old-style document, you must provide four color or black and white photographs measuring 3.5x4.5 cm.

You must also provide information about your place of work or study for the last 10 years.

For whom the deadline for replacing a passport has been extended to 90 days

From July 2021, the validity period of passports that need to be changed at 20 and 45 years has been extended to 90 days. Old passports to be replaced will be valid until you receive a new document.

Previously, citizens were given 30 days after their birthday to apply for a new passport. And the old passport after turning 20 or 45 years old became automatically invalid. Although a person was given a temporary identity card for the period of obtaining a new passport, such a document had limited use. For example, it was impossible to register on the government services portal, sell an apartment, or get a loan from a bank. The new procedure eliminates these problems.

Another change was the extension of the deadline for submitting documents to obtain a first passport to 14 years. Now teenagers will have not 30, but 90 days to contact the Ministry of Internal Affairs. It is not possible to submit documents for a passport in advance.

Registration through the State Services website

All documents can be submitted through the State Services portal - it’s faster and more convenient.
In addition, you do not have to stand in lines and fill out paperwork by hand. First, you will need to enter the data from these documents on the website, and then, when the application is registered and you pay the state fee, personally bring the originals for verification. This method will also save you 30% of the cost of state duty - only portal users have this opportunity on the basis of paragraph 4 of Article 333.35 of the Tax Code of the Russian Federation. The state fee can be paid at a discount on the portal using a bank card, through an electronic wallet or mobile operator.

Important: if your passport is lost or stolen, you cannot submit an electronic application - you need a personal visit.

The second time you come to pick up your document, a notification about readiness will appear in your personal account on the State Services portal.

Passport stamps are a thing of the past.

Since July 2021, only two stamps in the passport remain mandatory:

  • about registration (registration at the place of residence);
  • about military duty.

They will be put in everyone’s passport.

The remaining stamps are optional, including a stamp on registration and divorce, as well as a mark for children. Does this mean that marriage registration stamps are no longer stamped in the passport? No, they will make a mark, but only if the newlyweds themselves ask for it. A divorce stamp will also be placed at the personal request of the passport holder.


What stamps are optionally placed in the passport from July 2021

At the same time, it will not be possible to hide the fact of being married when applying for a passport. Information about your spouse must be provided in your passport application. If you hide this fact, you will be denied a passport.

The following stamps in passports have become voluntary:

  • about previously issued passports;
  • about foreign passports.

The rules for making notes about blood group and Rh factor, about TIN in the passport have not changed - they, as before, remain voluntary.

Deadlines for issuing documents

International passport (from 18 years old):

  • when submitting documents at the place of residence - up to a month;
  • when submitting documents not at your place of residence - up to three months;
  • when issuing a passport for an applicant who has or has had access to state secrets - up to three months.

In exceptional cases, documents will be completed within three working days.
Passport of a citizen of the Russian Federation:

  • if you are applying for a passport at your place of residence - up to 10 days;
  • if you are applying for a passport not at your place of residence - up to 30 days.

What consequences will the abolition of stamps in passports have?

Removing the passport stamp can create problems for property buyers. Previously, by looking at the stamp in the passport, one could understand when a person bought an apartment - before marriage or later. And it will not be possible to remarry without dissolving the previous marriage. Marriage information is available in the registry office in digital form, and the fact that a passport was requested when submitting an application is rather a simple formality.

Contacting the MFC

MFC (Multifunctional Centers) is a network of institutions operating in the “Single Window” format, where any citizen of Russia can apply for registration and receipt of almost any document from various government agencies. The MFC is a convenient intermediary between a person and any government authorities; moreover, using its services is often easier and more convenient than contacting officials directly. There are fewer queues, and the staff is more friendly and polite, and not spoiled by bureaucracy.

The MFC operates on the basis of Federal Law No. 201 “On the provision of services to the population.” It was created for the convenience of citizens and performs the following tasks:

  1. Simplifying citizens' access to any government services.
  2. Reducing the time it takes to complete and receive any documents.
  3. Reducing the burden on officials and employees of government agencies.
  4. Improving the quality of service for citizens by reducing queues and eliminating the need to run to different authorities to collect certificates, extracts and documents.

According to numerous reviews, contacting the MFC is much more comfortable and convenient than contacting specialized police departments. The transparency of the procedure is much higher, and you can always track the status of your application for service, what is happening with your documents and when to expect the final result.

To speed up the process, you can sign up on the State Services Portal for a specific service time. In most cases, this is not necessary, since a live queue rarely forces you to wait more than 20 minutes.

Amount of fine

The Code of Administrative Offenses, Article 19.15 states that living without a certificate or with an expired document entails a penalty of two to three thousand rubles. If the violation takes place in Moscow or St. Petersburg, the fine increases to 3-5 thousand rubles. Responsibility arises if the citizen does not apply for a new certificate within 30 days from the date of delay.

The decision to impose a fine is made individually, taking into account mitigating circumstances (Administrative Code of the Russian Federation, Art. 4.2). In particular, these include repentance of a person, prevention of consequences, etc. At the same time, there are a number of aggravating nuances that are spelled out in Art. 4.3 Code of Administrative Offences. This category includes the commission of an offense by a group of citizens, the involvement of minors in this process, etc.

Work of the Ministry of Internal Affairs

Reception of citizens at the Ministry of Internal Affairs is carried out at a set time, since in addition to issues with the population, officials resolve internal issues, fill out and send documentation to the archive, and maintain a database. You can contact us during business hours on weekdays.

If you cannot wait in line, you can make an appointment in advance. In this case, the person should be admitted within 15 minutes. Registration can be made in person or by email. The response will include the time when you can submit your application, as well as your office number.

Photo requirements

When considering the topic of how to change your passport at 45 years old, you should familiarize yourself with the requirements for photographs. You must provide 2 of them. – one is needed for the document, and the second for the application. There are strict photo requirements, and if you do not meet them, you will need to redo them:

  1. It is important that they are colorful and clear.
  2. The width should be 35 mm and the length should be 45.
  3. The face must be photographed from the front.
  4. Removes red eyes, glare, shadows.
  5. The background is made white.
  6. If a person constantly wears glasses, then he should be photographed wearing them. The glass should be transparent, and the frame should not hide the eyes.

Temporary passport upon replacement

This passport is an alternative document confirming the identity of Russian citizenship. It is valid for up to two months, but this period can be extended if necessary. You can receive it within half an hour after submitting your replacement passport. This will require an additional photograph of the person submitting the replacement documents. You should know that even if documents to replace your passport were accepted through the government services portal, obtaining a temporary passport is only possible at the Federal Migration Service at your place of residence.

Responsibility

Within 30 days from the date of birth, you must submit an application to replace the document. The fine for overstaying your passport at 45 years depends on the region. The laws indicate only approximate amounts. The minimum is 2 thousand rubles, and the maximum amount is 3 thousand rubles.

In Moscow and St. Petersburg, conditions are somewhat different. These cities have larger fines. For late payment you need to pay 3-5 thousand rubles. If an invalid passport has been used for a year or more, the amount of the fine is set separately and can be 3-5 thousand rubles.

Temporary certificate

Citizens who have submitted documents to exchange their passport based on age may experience inconvenience due to its temporary absence. In this case, the applicant has the right to ask for a certificate stating that his documents have been accepted, or to issue a temporary identity card.

This document of Form No. 2-P confirms the identity of the bearer and is intended for use exclusively on the territory of the Russian Federation. Obtaining a temporary certificate is not mandatory. Those who decide to exercise this right will have to surrender the document after the issuance of a new passport.

Grounds for refusal

According to multifunctional centers, the most common reasons for refusal are errors in filling out the application, the absence of one of the necessary documents or a receipt for payment of the state fee. In this case, your application for a replacement will be refused.

If errors in the application were discovered after the package of documents was accepted for processing, they will call you and ask you to bring corrected versions of the necessary papers. In this case, the 10-day period is suspended, and you will receive a completed ID card later.

Other reasons for refusal

  • Incorrect photo format (size, color, prohibited type of headdress or glasses),
  • Documents in foreign languages ​​without a notarized translation (for people born outside of Russia).
  • You previously renounced citizenship of the Russian Federation.
  • The state duty was not paid or the payment did not go through and did not enter the database of the Ministry of Internal Affairs.
  • Detection of incorrect information in the application.

Is it possible to exchange for an electronic version?

It has been said more than once that when electronic passports are issued in the regions of Russia, the exchange based on age will not be carried out for an old-style paper document, but its electronic version will be issued. This is the modern form of passport. Its difference is that the person’s personal information will be indicated:

  • on the surface of the document – ​​front and back;
  • in machine-readable form (digital-alphabetic code on the back);
  • in electronic form (reading occurs through a microcircuit on a plastic card).

A pilot project for obtaining new passports took place in Crimea, but this change is not yet in effect throughout Russia. It is expected that it will be implemented in the near future.

Where to report a new passport

After issuing a new document, you should send new passport data to the personnel service and accounting department at the place of permanent employment. The need is due to the fact that the number, series and other information are required for maintaining work papers, including payment of wages.

After replacing the ID, you must also notify:

  • tax service to adjust the TIN;
  • pension fund to change the data in the insurance certificate, while the number remains unchanged;
  • banking institutions to prevent account blocking due to data inconsistencies;
  • insurance organizations to make changes to compulsory medical insurance and receive timely medical care.

When contacting the indicated organizations, you must fill out the appropriate application, present a new passport, insurance number, as well as papers confirming the reasons for replacing the identity card.

How to change your passport at 45 years old? You can contact the Main Department of Migration Affairs of the Ministry of Internal Affairs. You can submit documentation at your place of permanent or temporary residence. In both cases, it is important that the unit provides services to residents of the region where the applicant lives. They apply at the place of actual residence even when the applicant is not registered anywhere.

Since issuing a passport is considered an important procedure, citizens have the opportunity to call an official from the Ministry of Internal Affairs to their home. The right to invitation is based on the provisions of the Administrative Regulations of the FMS. Is it possible to exchange urgently?

All the deadlines allotted for the production of a passport (both upon initial receipt and in case of replacement) are regulated by legal norms. There are no exceptions or benefits in this matter: the requirements are the same for everyone. However, life situations are different, and in some cases people have to find out whether it is possible to change their Russian passport urgently.

Unfortunately, the answer is clear: there is no legal way. Nevertheless, there are a lot of companies on the market that offer assistance in urgently replacing the main civil document. Of course, their services are not free, but very expensive. But you need to understand that contacting such companies is illegal, so it is better not to engage in such games with the law.

Is a driver's license an identity document?

Purely legally, a driver's license is only a document confirming the right of its holder to drive a vehicle.

However, in accordance with the Decree of the State Committee for Personal Injury 06-1016 of the Armed Forces of the Russian Federation, a driver’s license has a dual function, namely:

  • confirmation of the right to drive a vehicle;
  • Confirmation of the identity of the driver's license holder.

However, there are a number of departmental restrictions on the civil circulation of a driver’s license.

Russian passport: concept and features

The civil passport of the Russian Federation is the main identification document that Russians receive upon reaching the age of 14. The document contains personal information about the owner:

  • last name, first name and patronymic;
  • floor;
  • date and place of birth.

The identity card also contains notes on:

  • place of registration;
  • military duty;
  • conclusion (divorce) of marriage;
  • presence of minor children (under 14 years old);

At the request of the citizen, information about the blood type and taxpayer identification number (TIN) can be entered into the document. The law does not allow other data to be entered into the identity card. Their presence makes the document invalid.
