When a citizen of a country receives his document for the first time, he will have to comply with several features. The first issuance of a passport is different from re-issuing or replacing it. As soon as the child turns 14 years old, parents are required to collect the required documents and submit them to the migration service. Exactly 30 days are given for this.

When the deadline is missed and the recipient is over 14 years old, the process for obtaining a passport will be the same. But on the application form, parents indicate that the document is issued not in connection with reaching the required age, but “for the first time.”

If a child has not received a passport at the age of 14, then a late fine will be imposed on the parents. When a child receives a document for the first time, proof of citizenship is required. To do this, the migration service asks for a certain list of documents.

A capable child must independently contact the migration service. Parents act for a minor only if he is incapacitated.

Where to contact

Several years ago, passports were issued only at the city Passport Office. But today the laws have changed, so the organization began to be called the Migration Service. A minor who has reached the age of 14 must contact the FMS himself and submit an application there to receive a document. The child is also personally required to obtain a passport and sign it. But you can contact not only the FMS. Today citizens can receive the document:

  • through the State Services website;
  • through the FMS;
  • through MFC.

The majority of the country's population, which actively uses the Internet, prefers to go to the State Services website. This portal provides the opportunity to fill out all the necessary data and attach documents to the file without leaving your home.

What documents will be required

Regardless of which agency a citizen of the Russian Federation decides to apply to, to obtain a passport you will need the same set of documentation. The package should include:

  • original birth certificate of the child;
  • application for obtaining a document;
  • a receipt that confirms the transfer of the state duty, or the details for which the payment was made are provided;
  • passport of one of the minor’s parents;
  • a document confirming Russian citizenship;
  • photographs in the format 3.5x4.5 cm, you will need 4 pieces, they are made on matte paper, and the image must occupy at least 80% of the area;
  • documents that confirm registration.

Passport documents

In order to obtain a Russian passport, you need to collect a special package of documents. It is not large, but some of them may be difficult to obtain.

  • Birth certificate . If for some reason it is lost, you need to contact the civil registry office at the place of issue for a duplicate.
  • Document confirming Russian citizenship . Sometimes problems arise with obtaining it. A mark indicating Russian citizenship is placed on the reverse side of the birth certificate. Some people have a special insert about citizenship status on their birth certificate. In other cases, citizenship will need to be confirmed. Parents or other legal representatives need to apply to the migration department at their place of residence to obtain citizenship for their child. To do this, you need to have one of the following documents: passports of the teenager’s parents (they must be citizens of the Russian Federation and the child (applicant) must be included in them);
  • information about registration at the place of residence (in regions in Russia);
  • foreign passport of a teenager.
  • Two photos teenager measuring 35 by 45 millimeters. Both color and black and white images of the face are allowed in the photo, but there are a number of requirements:
      the image of the face is exclusively from the front, the shoulders are turned forward;
  • the face must occupy at least 80 percent of the total space in the photograph;
  • there should be no headdress on the head (except for persons whose wearing it is obligatory by religion);
  • If the applicant always wears glasses, the photo must show him wearing them. They should not hide the eyes (not tinted, not darkened).
  • Application form for obtaining a Russian Federation passport in the established form (No. 1P). It is issued by an employee of the migration department and filled out by the applicant in his own hand. Full name, as well as date and place of birth are written in readable text (printed letters). The application must be signed by the person submitting it and the specialist receiving it.
  • Receipt for payment of state duty in the amount of 300 rubles (either the receipt itself or an indication of its details).
  • Information about registration at the place of residence (if you have a residence permit). This could be a certificate of family composition, a certificate issued by the MFC.
  • Sometimes the Ministry of Internal Affairs refuses to issue a passport in the absence of registration. This is illegal, since the issuance of a passport is not made dependent on the citizen’s registration. Such a refusal should be appealed to a higher authority or to court. If this does not help, the issue must be resolved in court.

    How to get a passport through State Services

    You can complete the document via the Internet, this eliminates the need to stand in line. For this purpose, the State Services website was developed. To use the portal, you must:

    • register on the official website;
    • go to the personal account section;
    • in the list that opens, select “Electronic services”;
    • then go to the “Federal Services” section;
    • the user will see a list from which he will need to select the appropriate item; in this case, he must obtain a passport;
    • a form will open on the page, which must be filled in with data;
    • you will need to fill out an application;
    • You must upload photographs that meet the basic requirements;
    • submit an application for consideration;
    • After that, all you have to do is wait until a message with an invitation to the Office arrives in the mail.

    You must take with you the originals of the documents listed above.

    The work schedule of the migration service on the issue of issuing passports is quite convenient and allows you to apply to them in the evening (when in the majority of organizations the working or school day is already over). You can submit an application twice a month and on a day off - Saturday.

    For convenience and speed of application, you can sign up for the electronic queue in advance on the official website of the Ministry of Internal Affairs of the Russian Federation or on the Unified Portal of State Services and arrive at the appointed time.

    Obtaining a passport through the MFC

    To obtain a passport through the multifunctional center, you must follow a simple procedure:

    • visit the nearest branch of the MFC, the department may be located at the place of registration or place of residence;
    • take a ticket from a special window;
    • the applicant will be given a form to fill out;
    • original documents are also provided;
    • upon receipt of all documents, the employee is obliged to give a receipt for their receipt;
    • after that, you just have to wait from 10 to 30 days, and then visit the MFC and pick up the document.

    By visiting the State Services portal, the applicant can sign up for a specific time to visit the MFC. To do this, just register on the site or log in to your account. After this, you need to find the “Make an appointment” item and select the appropriate place and time.

    Grounds for refusal

    The new order of the Ministry of Internal Affairs of the Russian Federation No. 851 specifies the reasons why a citizen may be refused a passport. These include:

    • the child is under 14 years of age;
    • the minor is not a citizen of the Russian Federation;
    • a receipt confirming payment of the state fee was not attached to the documentation;
    • the photographs are not taken correctly, are the wrong size or are on the wrong paper;
    • there is an error in the documents, or the citizen provided an incomplete package;
    • there is no way to confirm the identity of the minor who applied to the FMS;
    • The information on the application form was incorrect.

    A citizen may also be refused when submitting an application in electronic format, this happens if:

    • The photo format is not suitable for issuing a passport;
    • not all fields in the application were filled in;
    • the applicant did not pay the state fee;
    • papers were translated from a foreign language into Russian.

    A passport will not be issued if the basic rules are not followed. To receive the document, you will have to put the papers in order and then submit them to the department again. When an MFC or FMS employee refuses to accept a package of documents without explaining the reasons, you should visit the head of the department. An appeal can also be made on the website of the Ministry of Internal Affairs.

    Note! The government service may be suspended if the applicant does not come for a passport within three days. This happens if the citizen was informed about the readiness of the document through the Unified Portal. After 30 days it will be canceled and you will have to reapply.

    An alternative option is the State Services portal

    Submitting an application through the Unified Portal is possible using the State Services website, however, such a service may be limited for some regions. You can find out about the possibility of obtaining it on the website itself. If available, the child can complete the forms and submit the application themselves.

    Only an application is submitted in electronic format, allowing you to come to the police station at the appointed time to provide documents.

    The procedure is as follows:

    1. Log in to your personal account. Having selected the popular services tab, you need to go to the “Issuing or replacing a passport” item. In this case, you must agree to the processing of personal data.
    2.     A notification about what time you need to come to the institution to issue a certificate will be sent by email. Children with disabilities need to write a statement that, due to their state of health, a government agency employee must come to their home.

    Will there be a fine if you violate the deadline?

    When applying for the first time, you must comply with the 30-day period provided to the applicant by law. But if the established deadlines are violated, the consequences for children and adults will be different:

    • if you follow Article 19.15 of the Code of Administrative Offenses of the Russian Federation, then the citizen will be held responsible for living in the country without a passport, for which a fine will be imposed;
    • referring to Article 2.3 of the Code of Administrative Offenses of the Russian Federation, administrative liability cannot be applied to a child who is under 16 years of age;
    • Although the child will not be fined if he does not get a passport, he will also not be able to confirm his identity with a birth certificate.

    If a minor is under 16 years of age, he does not bear any responsibility for the lack of a passport. But without the document, he will not be able to participate in transactions, fly or travel abroad, or buy tickets for trips around Russia. A passport is required to pass exams at school and university. This means that not only the child is interested in receiving the document, but also his parents or guardians.

    Is it necessary to get a passport at 14 years old?

    According to the order of the Ministry of Internal Affairs of the Russian Federation No. 851, all citizens of the Russian Federation who are over 14 years old are included in the circle of applicants and can submit papers to obtain an identity card. Due to the fact that the birth certificate, the only document confirming the child’s identity, can no longer be used as a replacement for a passport, it is necessary to obtain an identification card.

    The state, in turn, is engaged in informing citizens about this public service and makes it possible to obtain information about it in three sources specified in the same order:

    • Ministry of Internal Affairs;
    • MFC;
    • Unified portal of State Services.


    Documents for obtaining a passport at the MFC
    The specified institutions and online resource do not have the right to refuse to provide services unless there is at least one objective reason specified in the standards of provision in Order No. 851.

    Document validity period

    Citizens of the Russian Federation are required to obtain a passport once and replace it twice. After the first receipt of the certificate, it will be valid until the citizen reaches twenty years of age.

    From the age of 20, the validity period lasts until 45 years, and after reaching this age it is valid indefinitely.

    Will there be a late fee?

    Issuing a fine is mandatory for persons who live in the territory of the Russian Federation without an identification document, as citizens are informed about in Article 19.15 of the Code of Administrative Offenses of the Russian Federation Residence of a citizen of the Russian Federation without an identification document of a citizen (passport). The amount of the administrative fine is 2000-3000 rubles. In case of untimely replacement of a passport, residents of Moscow and St. Petersburg are required to pay from 3,000 to 5,000 rubles.


    To avoid punishment for an administrative offense, you must issue a certificate within 30 days, starting from the day of your 14th birthday.
