Replacing a passport upon reaching the age of 45 is a public service, which a Russian citizen who has reached the specified age is obliged to use in accordance with the law.
Otherwise, he cannot exercise his civil rights and use the main document proving his identity on the territory of the Russian Federation.
The day after the 45th birthday, the passport is no longer valid and must be replaced.
A passport received at the age of 45 can be used throughout the rest of your life, unless certain circumstances (specified in the Regulations) occur, in the event of which a replacement passport is provided.
How to replace your passport upon reaching 45 years of age
For 2021, replacing a passport at the MFC at the age of 45 is regulated by two regulations - Government Decree No. 828 and Order of the Ministry of Internal Affairs No. 851. The first describes the very fact of the need for replacement, the second establishes the regulations for the procedure.
There are also two main reasons for replacement:
- Firstly , the document itself wears out and becomes obsolete after 25 years of use. New protection technologies appear, sections are added or removed. The introduction of mandatory biometrics with fingerprints is being actively discussed for 2021. Old passports may simply not be up to par with the technology;
- The second reason is the obsolescence of the photograph. 45 years old is statistically the age milestone for a significant change in appearance. Simply put, a twenty-year-old photograph almost completely ceases to correspond to a real person.
To carry out the exchange, a citizen should contact the Main Department of Migration Affairs or use one of the methods of submitting documents permitted by law. You will have to obtain a passport yourself, either by visiting the UVM/MFC in person, or by sending an application for registration at home due to the inability to visit the branch.
After replacement at 45 years of age, the passport becomes unlimited and is changed only in two cases:
- Physical damage to the document, making key elements unreadable;
- All-Russian replacement of passports in connection with global changes.
The second option last occurred in the 90s, when RSFSR identity cards were changed to Russian Federation passports.
When changing your civil identity card
Replacing an old-style international passport, as well as replacing a new-style international passport, is not limited by any deadlines or regulatory documents. When and during what time it is possible to urgently replace a foreign passport, read here, and from this article you will learn about whether it is possible to renew a foreign passport and what is needed to replace it.
A general passport must be replaced in the following situations:
- upon reaching 20 and 45 years of age;
- when changing personal data (name, surname, etc.), including when getting married;
- if a document is damaged or errors are detected;
- during gender reassignment and other dramatic changes in appearance.
However, it is not necessary to change your foreign passport. It is recommended to replace your passport to avoid getting into an unpleasant situation when going through customs control. Contacting the MFC
The multifunctional center is a relatively modern innovation, operating in a “single window” format. The center acts as an intermediary between the citizen and numerous government services, helping in the processing and direction of information.
The work of the MFC is regulated by Federal Law 201-FZ “On the provision of services to the population.”

An additional municipal body was created for the following purposes:
- Simplification of provision of standard services;
- Reducing the time required for processing documents;
- Reducing the load on specialized departments such as the passport and visa department of the Main Directorate for Migration and Migration;
- Improving the quality of service to citizens.
Compared to service through the police department, the MFC offers a more convenient level of access and notifications about the registration progress, no queues, and simple interaction between a citizen and a center employee.
If the applicant does not have time to wait at the center, you can sign up through the State Services portal. To register through State Services, you need to pre-register on the resource.
After registration, you can make an appointment using the link www.gosuslugi.ru. Here you can register for the main types of center services, as well as provide additional information and answers to basic questions.
Important! Pre-registration at the MFC is not mandatory. The center operates an electronic queuing system; waiting times rarely exceed 15 minutes.
Procedure for replacing a passport
A passport is replaced within 30 days from the citizen’s 45th birthday. The passport becomes invalid immediately after 45 years of age, a month is allocated for its replacement without administrative penalties. An expired passport cannot be used to enter into contracts or any other actions.
Important! If an applicant needs a valid ID for work or personal purposes, they may request a temporary document. The certificate is issued by the Main Directorate for Migration and MFC when replacing a passport.
To replace it, a citizen must provide a set of documents and a standard form application, as well as pay a government fee. If the documents were submitted at the place of registration, the replacement will take no more than 10 days from the date of receipt. If a passport is issued in another city or region, the replacement may take up to a month.
Due to changes in appearance
Changing a passport when growing up is not the responsibility of a citizen . However, if a person has changed their gender, had plastic surgery, or in some other way radically changed their appearance, they may have problems with identification when going through customs control.
Important! To avoid unnecessary troubles associated with the difficulty of identification in case of dramatic changes in appearance, especially when crossing the border frequently, you should replace your foreign passport.
List of documents
The set of documentation is the same for all registration methods. In order to obtain a passport at 45 years of age, you will need:
- Application of standard form 1P. It can be filled out either by hand or on the computer. A sample of a completed questionnaire looks like this ()
- Two passport photos. Headgear or jewelry that covers the face is not permitted. The only permission in the regulations is glasses for vision correction, provided they are worn constantly;

Through government services: step-by-step instructions
One of the most modern and convenient ways to apply for a passport replacement. The applicant is required to have minimal computer knowledge and Internet use.
Step-by-step instructions for completing an application:
- Go to the website of the State Services Portal https://www.gosuslugi.ru/new.
- Log in to your “Personal Account”.
- Select the section – Popular services, and then the subsection Issuance or replacement of a passport. Here you should carefully define the category. In this case - “replacement of a Russian passport upon reaching the age of 20 or 45 years.” Tick the appropriate age box.
- All the applicant’s data will appear in the window that opens. You should double-check them carefully, as they are pumped up automatically.
- Upload a photo. It must meet all requirements.
- Enter additional information regarding marital status, children and birth certificate information. Be sure to note that you have a passport (if you have one).
- Select the type of request. The fastest way to produce a document is “at your place of residence.” By entering his home address, the applicant receives the addresses of the police department closest to his home.
At the end, be sure to o. Some time after submitting the application, you will receive a notification via email or mobile phone (SMS) indicating that the application is being processed. Having paid the state fee and received an invitation to the department of the Ministry of Internal Affairs, the applicant goes personally to the specified address, taking with him the necessary papers.
State duty
You cannot pay the state fee at the MFC itself; to do this you need to use the services of one of the banks. However, in each of the centers there is a Sberbank terminal through which you can quickly pay the required fees. The center's consultants will help with payment and registration.
State fee for replacing a passport
In case of passport replacement, the fee will be 300 rubles. Payment can be made either from a Sberbank card or in cash using a terminal. The payment receipt is provided to employees on site, so there is no need to go to the bank to complete the procedure.
Receiving a passport
After paying the fees and transferring the documents, the citizen receives a receipt indicating the list of accepted documents and the date of execution. The receipt identification number is the key by which you can track the progress of readiness.
There are four verification methods:
- Via a hotline number. The numbers differ for each region, you can find them when visiting the center;
- On the official website of the project. A list linked to regions can be found here; main phone numbers are also located here. Each of the sites has a standard system for tracking an application by its number;
- Using online chat. This service is not provided everywhere, but on the websites of some regions you can find a special button.
Most often, the button leads to a dialog box with a center employee who will help solve the problem in writing; - Personal visit with temporary ID and receipt. The simplest and most inconvenient way.
It must be remembered that documents are processed at the Main Department of Migration, and not at the MFC. Each additional action goes through several specialists and seriously delays the procedure. Therefore, the required papers should be provided on the same day and without errors, otherwise the 10 days of passport production may take a very long time.
After production, the passport is stored for three years. After this period, the document is destroyed and the citizen must obtain a new one. In practice, already three months after registration, an unclaimed identity card goes into the archive, and issuing a new document will be much faster than getting an old one from the archive.
Duty payment methods
The state duty is paid according to the details issued at the place of application. Also, the necessary information is publicly available on State Services and on the official website of the Ministry of Internal Affairs. The payment receipt is valid until you contact the department, unless there have been changes in the details or payment amount. Pay the fee using any of the methods given below.
Through the website of the Main Department of Migration Affairs of the Ministry of Internal Affairs
On the official website of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs, you have the opportunity to independently generate a payment form with all personal information:
- For this purpose, on the main page of the site, select the category “Receipts for payment of state duty” and enter the requested information about the region of residence, locality, type of duty, full name, tax identification number and postal address.
- After this, indicate the code from the picture, fill out the form and, if necessary, print it out.
- Use this form to go to the bank's cash desk or make an online payment.
Through a single portal of State Services
Registered portal users pay the fee with a 30% discount. The cost of the service is 210 rubles or 1050 rubles, depending on the basis of the request. To receive a discount through State Services, they submit an application for registration of a document and wait for the department to issue an invoice for payment of the fee. This usually takes several hours, but in some cases – up to 3 days. If the application was completed without errors, the department will accept it the first time, otherwise a second application will be required.
From the moment of approval, the application changes its status, and a button for paying the state fee appears in its window.
To receive a discount, fill out the registration address field and pay the fee:
- Bank card;
- From the WebMoney electronic wallet;
- Via a mobile operator from a mobile phone.
If the fee payment button does not appear, contact the department. Through State Services you can order a biometric passport for 10 years and an old-style international passport for 5 years at a reduced price.
Via terminal or ATM
It is possible to pay for government services on the spot, on the day of treatment, through a payment terminal. The device is usually installed in multifunctional centers, thereby simplifying the process of submitting documents. The terminal's memory contains the necessary details, so the payment is made quickly, but only in cash.
It is important not to forget to print out a receipt for the transaction performed. Payment at an ATM takes place according to the standard scheme through the menu item about payments.
If a fine was issued along with the state duty, they are paid separately, in two checks.
Through Sberbank-online
Online banking allows you to pay fees from a mobile phone or personal computer; all you need is an Internet connection.
You need to act according to the following scheme:
- In the “Transfers and Payments” section, find the search line where you enter the recipient’s TIN or current account;
- Carefully fill out the form that opens with the necessary details;
- Specify how much to write off from the card and confirm the payment;
- Print the check.
With Sberbank online, there is no need to stand in line to pay, a receipt is generated automatically.
Through a bank cash desk
The procedure is classic; a visit to the bank is required. To make a payment, you need a passport and a receipt, which can be printed from the official website of the department.
Late replacement
If after 30 days the passport has still not been issued, Article 19.15 of the Administrative Code comes into force. The fine for a citizen of the Russian Federation not having a valid passport varies between one and a half to two thousand rubles.
Despite the small amount, employees of the Ministry of Internal Affairs, if desired, can fine a citizen for lack of a passport virtually every day, during any check.
With an invalid passport, a citizen will not be able to:
- Take out a mortgage, loan;
- Book train or plane tickets.
Living without a passport is equivalent to a partial loss of civil rights.
Replacement deadlines and late fees
The legislation defines the exact period allotted for replacing a passport for citizens who have reached the age of 45. It is 30 calendar days. The report should be kept from the next day after the birthday.
If citizens, without good reason, do not apply to any of the authorities within the prescribed period to replace the document, they are subject to penalties. Its size ranges from 3,000-5,000 rubles for citizens living in Moscow and St. Petersburg. For the population of other regions it is 2000-3000 rubles.
Grounds for refusal
According to statistics from multifunctional centers, most often the issuance of a new passport is denied due to formal errors in the application or the absence of the necessary document. In this case, the application will not be accepted.
If the application was accepted, but serious errors were discovered in the documents received (for example, mismatched last names), then the applicant is notified of this and asked to bring new documents, and the ten-day period is suspended.
In addition to incorrect information and lack of necessary documents, they may refuse in the following cases:
- Non-format photographs (wrong size, hat, sunglasses);
- Documentation (for example, birth certificate) in a foreign language. The translation is missing or not certified by a notary.
In these cases, replacement is not possible until the specified defects are eliminated.
If we forget about technical errors, there are three legitimate reasons for refusing to provide a new passport when the application has already been accepted:
- The applicant renounced Russian citizenship;
- Incorrect information was provided during registration;
- The state duty was not paid.
Is it possible to change a passport at the MFC using temporary registration?
According to the law, a passport can be replaced at any branch of the Main Administration for Migration Affairs or the MFC of Russia. An attempt to refuse to accept an application because of your place of registration is illegal.
The only difference in registration outside the home city is that the applicant will have to additionally provide a certificate of temporary registration. The document can be obtained from the local department of the State Administration for Migration, MFC, or pre-issued on the State Services portal.
Changing a passport with temporary registration requires a longer verification period due to interdepartmental requests. The deadline for registration is up to 30 days from the date of submission of the application form.
Registration of a passport replacement at the MFC is convenient due to the fact that all necessary actions are performed in one place, with the help of competent center employees. Despite the fact that the replacement itself will take several days longer than when registering an application with the State Department of Migration, the convenience of registration, payment and control in one place will be a good choice when applying.
