How to apply for registration at the place of residence?

To obtain temporary registration, a citizen must contact the Federal Migration Service.

Three institutions currently have registration functions:

  • Passport Office;
  • migration authority;
  • MFC (multifunctional center for the provision of public services).

It is now possible to submit an application for temporary registration on the public services Internet portal. But within three days after the electronic application, you will still need to visit the government agency together with the owner of the housing provided.

An application for registration at the place of residence is drawn up according to Form No. 1, always in writing, in the hand of the applicant.

Contents of the form

The application includes all basic information about the citizen and is arranged in the following order:

  1. Name of the registration authority to which the application is sent (territorial FMS).
  2. Last name, first name, patronymic and date of birth of the arrival.
  3. Place of permanent residence (as in the passport stamp).
  4. Legal representation: a point for minors, the form of which is filled out by one of the parents (the full name and passport details of the mother or father are indicated).
  5. Request for registration at the place of stay for a certain period of time (clearly indicate from what date and to what date, month and year).
  6. FULL NAME. the owner of the premises in which the citizen wishes to temporarily reside.

    Who prepares and certifies documents?

    The following documents are submitted to the government agency along with the application:

    • passports of the applicant and the owner of the property;
    • confirmation of the right to the premises (certificate of ownership);
    • arrival sheet (filled out at the same office of the Federal Migration Service or at the place of residence in the municipality).

    The applicant’s form is certified by the seal and signature of the official performing the functions of the registering officer at the Federal Migration Service or the MFC.

    The following have the right to prepare documents for temporary registration:

    1. citizens over 18 years of age;
    2. mother, father or guardian of a minor citizen;
    3. proxy (officially confirmed by a notarized power of attorney).

    When submitting an application, the presence of the owner of the residential premises is required , otherwise registration is impossible. If the house or apartment is in shared ownership (several owners of the same living space), then the consent of all owners will be required.

    In some cases, registration is carried out with the written consent of the owner and a notarized power of attorney.

    When and who needs it

    Citizens can be registered at their place of residence in both municipal and privatized housing. If the applicant himself is the owner of the apartment (other premises), he does not need to obtain permission to move in.

    If a person does not have ownership rights to the housing, he will first have to obtain the consent of the owner. If we are talking about registration in a municipal apartment, then in addition to the permission of the landlord, it is also required that there are no objections in this regard from members of the tenant’s family.

    Features of the procedure

    Registration at the place of stay is carried out quite quickly, using a small number of documents. But there are distinctive features and nuances in this procedure:

    • data on temporary residence are not entered in the citizen’s passport, only a certificate is issued;
    • during the period of validity of registration at the place of stay, the permanent place of registration is not lost;
    • The migration service authority can refuse the applicant only if there are significant errors in the application (possibly corrected) and the required documents are missing;
    • After submitting the application, the FMS authorities must issue a certificate of temporary registration within 3-8 working days.

    Form No. 6 of the application for registration - what is it?

    A special form has been approved for registration of citizens in residential premises. It is an annex to the Regulations of the Migration Service for the implementation of registration. Please note that the form is also used in case of deportation from the previous place of residence.

    This document is called Form 6, and consists of two parts. The first is filled in when it is necessary to register, and the second in case of deregistration. This form is used specifically for accounting when citizens change their place of residence.

    Features of temporary registration of a minor
