Deregistration at the place of residence


Citizens living on the territory of the Russian Federation are required to have registration at their place of residence or place of stay. This is required by law.

In Russia, there are two types of registration: at the place of residence - permanent and at the place of stay - temporary, issued for a certain period.

When moving to a new permanent place of residence, citizens must deregister at the old address - in simple terms, sign out and register in a new place. The registration procedure is simple and free of charge. There are two options for deregistration, the nuances of which will be discussed later in this article.

Methods for deregistering citizens

At his own free will, a citizen of the Russian Federation can deregister in 2 ways:

  • by personal appeal to the authorized body;
  • automatically upon registration at a new place of residence;

Both methods are prescribed in the administrative regulations for carrying out accounting actions in accordance with order of the Federal Migration Service of the Russian Federation dated September 11, 2012 number 288.

Withdrawal upon personal request of a citizen

This option implies that the citizen must come to the passport office or MFC at his previous place of residence and write an application to deregister him. This is done before moving to a new address. At the end of the procedure, the citizen receives a stamp in his passport indicating his deregistration and a departure slip. After this, the discharge took place.

Withdrawal automatically

Using this option, the citizen immediately goes to the passport office or MFC at the new place of residence and completes permanent registration there. Deregistration at the old address occurs automatically - by sending a tear-off coupon from the old passport office.

The second method is more convenient, since you will only have to contact the authorized body once - at your new place of residence. However, deregistration at the old address will be delayed - on average by several weeks, because... the request will be sent there by Russian Post. Therefore, if you need quick deregistration, you need to choose the first method. Typically, this may be necessary in the case of an apartment purchase and sale transaction, when the new owner asks to be checked out of the residential premises before the transaction. But if a transaction occurs between relatives, they usually choose the second method, since it is simpler and there is no hurry.

How is temporary registration different from permanent registration?

Unlike “propiska”, temporary registration is issued for a certain period. According to current legislation, it can be equal to a period of time from 6 months to 5 years. Temporary registration is issued by a citizen at the Ministry of Internal Affairs on a special form, which indicates the following information:

  1. Serial number of the document;
  2. Full name of the applicant;
  3. The actual address where the applicant currently resides;
  4. Validity period of temporary registration;
  5. The name of the territorial body of the Ministry of Internal Affairs where the citizen registered;
  6. Applicant's passport details;
  7. Full name of the responsible employee who issued the document.

As you understand, temporary registration is issued in the form of a separate document, while permanent registration is a corresponding stamp in the passport. A separate document can be lost, spilled with tea, accidentally thrown away, or otherwise damaged. It should be noted that citizens have a slightly different attitude towards a passport, which is also important to take into account.

Where is it carried out?

You can submit documents for withdrawal or registration at your place of residence:

  • in the departments of the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation;
  • in multifunctional centers of the MFC;
  • in the passport offices of the EIRC;
  • through the State Services portal.

Typically, residents choose to submit a single information and settlement center of the EIRC at their place of residence or MFC because of the convenience of their work. Next, these documents are transferred to the Main Directorate for Migration Issues of the Main Directorate for Migration of the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation - the body that maintains registration records of citizens.

Grounds for discharge without consent

Compared to voluntary discharge, forced discharge does not require the consent of the temporary resident. The owner of the apartment has the right to file a claim for discharge if adverse consequences occur.

Reasons for discharging a tenant early:

  1. Long-term absence from the place of registration.
  2. Delays in payment of utility bills.
  3. Disturbing public order, drunken brawls, provoking conflicts, etc.
  4. Use of the apartment for purposes other than its intended purpose.
  5. Divorce of spouses.

The applicant must prove the grounds provided to the court. Lack of evidence is not a reason for forced eviction of a temporarily registered person.

Required documents

To remove a citizen from registration at the place of residence, the following documents must be provided:

  • statement;
  • identification document - original Russian passport;
  • departure address sheet.

As for the application, it can be of two types, depending on whether the person is deregistered before registering at a new place of residence or after. In the first case, the application is submitted in any form, in the second - completed form No. 6, which simultaneously registers the citizen at the new place of residence and discharges him from the old one. The lower part of the form - the so-called tear-off coupon - is sent by mail to the passport office at the previous place of residence. You can obtain this form at the passport office, MFC or department of the Main Department of Migration. The departure address sheet will be required only in the first case, and when submitting form No. 6 it is no longer needed.

What documents must be presented?

  1. A document that could confirm the identity of a citizen of the Russian Federation.
    Documents of this type include:
    • internal passport of the Russian Federation;
    • USSR civil passport, which is of the 1974 type and has not yet expired;

  2. for persons under 14 years of age, a birth certificate is presented;
  3. international passport of a citizen of the Russian Federation, which is intended for persons residing permanently outside the Russian Federation;
  4. An application made in writing, implying a request to remove the registration associated with the place of residence and providing for a registration nature.
  5. If the living space requires maintaining a house or apartment register, then it is also presented.

Through the State Services portal

Several years ago, Russians had the opportunity to register or deregister remotely - through the State Services portal. To use this method, you must have a verified account on the portal. If you do not yet have an account with State Services, you will first have to go through the registration procedure or use another method. Account verification is not instantaneous - it is carried out by visiting a verification center in person with a Russian passport or by receiving a code via Russian mail. Step by step plan

  • Log in to the portal using your login and password, as well as the code from SMS if double authorization is enabled,
  • Go to the service catalog, select registration of citizens, deregistration of a citizen at the place of residence,
  • Select the type of service received - electronically or during a personal visit to the department.
  • When choosing the electronic method, you must fill out an online application and send it for verification to the GUVM division.
  • After successful verification, you will receive a notification via e-mail or SMS. You will also be given a time when you will need to bring the original documents to the GUVM unit.
  • After visiting the branch, deregistration will occur.

The period for providing this service through the State Services portal is on average about 3 days.

Fines for late completed documents

Foreigners who ignored Russian legislation and did not register on time will face punishment.

What penalties are provided for ignoring and violating Russian legislation?

  2. For Moscow and the region, as well as St. Petersburg, monetary penalties range from five to seven thousand rubles.
  3. For legal entities, fines range from 400 thousand to 500 thousand rubles.
  4. Deportation. Forced deportation to the homeland can be either centralized or at the expense of the citizen, but within a strictly specified time frame. To prevent anyone from breaking the law, changes have been added to the Federal Law on Migration Registration. They were approved by the President of the Russian Federation in 2021 and primarily concern not foreigners, but third parties (employers and owners of “rubber apartments”).

How long does it take to deregister a citizen?

The period for deregistration of a citizen depends on how the procedure is carried out. If a citizen does not withdraw himself, but simply registers at a new address, the withdrawal usually takes several weeks. This happens because the first passport office sends a tear-off coupon to the second by Russian Post. Even if passport offices are located within the same city, the delivery time for letters can be two to three weeks.

If a citizen withdraws himself, the procedure is completed quickly - usually in two to three days.

How to deregister a temporarily registered person without trial: step-by-step instructions

If there are grounds, you can write out a temporarily registered person without his consent. How to do it:

  1. Prepare documents.
  2. Make a statement.
  3. Submit documents with the application to the department of the Ministry of Internal Affairs of the Ministry of Internal Affairs that issued the registration.

Before considering the issue of remote discharge, you should refer to the provisions of the law. The procedure for deregistration is enshrined in PP No. 713 dated July 17, 1995. It has been established that citizens can use an extract from an apartment through State Services. At its core, this is an alternative option to visiting the migration office.

The introduction of the Unified Portal of State and Municipal Services significantly saves time. The main purpose of the site is to concentrate all government services in one place. There is no need to wait in line or adjust to the registrars’ lunch schedule. For example, if a person wants to check out of an apartment, he will be able to submit an electronic application directly from home. It is enough to have a computer and access to the Internet. The convenience of the portal is the provision of up-to-date information. When ordering an apartment checkout, the user receives information about the readiness of the service. Extract through MFC

In 2021, a person can freely check out of an apartment through the MFC and at the same time register at a different address. Representatives of the migration service work in multifunctional centers. Having received an application from a person wishing to leave the old apartment, they will begin processing the documents. Documents must be submitted to the department of the institution, which is located at the person’s place of residence. You will first need to fill out an application in Form No. 6. The document will need to be supplemented with a standard set of papers.

To check out of the apartment, you need to have with you:

  • passport;
  • completed application;
  • a certificate confirming the absence of debt for utilities.

Having received documents from a person wishing to be discharged, MFC employees will review them within 3 days. If clarification of information is necessary, the period may last up to 8 days. If for some reason a person cannot independently visit the office of the multifunctional center, documents can be submitted through a third party. Not all MFC representative offices agree to accept an application for deregistration in an old apartment through a representative. Having clarified all the points of interest, you can proceed directly to the procedure for deregistration from the apartment and re-registration. The standard list of documents will need to be supplemented with passports of the applicant and the authorized representative. Transferring a representative's passport can lead to a number of difficulties. Current legislation provides for a very narrow list of issues that can be resolved by giving the main document of a citizen of the Russian Federation to another person.

Filing an application to deregister your old apartment will result in additional costs. Extract and registration at the same time - is this possible on the service website?

If you proceed in order: first the tedious procedure of deregistration, then again filling out documents for registration in a new living space, this will take a lot of time. Now, according to the law, you can be discharged and registered at the same time. When registering, citizens are not burdened with a large list of required papers. This service is convenient when moving to another city.

To register on the Internet portal you must:

  • user account and registration;
  • passport of a citizen of the Russian Federation;
  • the owner’s passport and document on the ownership of the housing in which the citizen is registered.

Procedure for changing your registration:

  • Go to the State Services Internet portal, enter your login and password. Select the registration function among the services and click on the blue “Get service” button.
  • Study the text and put a tick under it.
  • Determine the city where the user is located, where he will visit the department of the Main Department of Migration Affairs of the Ministry of Internal Affairs.
  • Choose how the application will be submitted - on your own behalf or on behalf of minor children. Confirm by pressing the blue button.
  • Provide your details exactly as they appear in your passport. Enter your phone number and email address.
  • Inform your old residential address and the new one where you will register. And below, indicate with a tick that the citizen has not been deregistered at his previous place of residence.

How is registration carried out?

Registration of citizens at their place of permanent or temporary residence occurs in a specialized section of the portal.

To get to this section you need to:

  1. Go to the main page, find the “Service Catalog” section, it is located above the search bar parallel to the name of the portal.
  2. The next stage is choosing the category of services provided. In this case, it is “Passports, registrations, etc.”
  3. In the dialog box that appears, you must select “Registration of citizens” and go to a new page.
  4. Next - “Registration at the place of residence” or stay.

  5. All information about the place of birth in the same format as recorded in the passport;
  6. Information from the passport or birth certificate of the registering citizen.
  7. The next stage is entering information about the place of previous registration, which includes:
      Complete location of the apartment or house;
  8. Date of receipt of registration documents.
  9. Entering information about a new address;
  10. Confirmation or denial of the fact of deregistration at the previous place of residence.
  11. If the registration takes place in a personal apartment, then the corresponding item is checked, and if in someone else’s apartment, the personal data of the property owner is filled in;
  12. The next step is confirmation of the degree of relationship with the owner, if necessary, as well as the type of document provided to the registration authorities;
  13. Social data is filled in - about the reason for changing the place of registration, citizenship, marital relations, etc.;
