In connection with the introduction of more stringent requirements on the part of state control over the circulation of weapons, serious fines are provided for non-compliance with the conditions for storing weapons. Citizens who do not want to break the law are constantly wondering whether it is possible to obtain a weapons license at a place other than their place of registration, because there are a lot of situations where the place of registration and actual residence do not coincide.

Even a detailed analysis of the articles of the law “On Weapons” does not give the desired full answer that we would like to see to the question posed. Here you need to be guided not only by legislative acts, but also by judicial practice. Fortunately, there is plenty of experience on this material.

Where and how should weapons be stored?

Storage of weapons and ammunition must comply with the norms of the Law “On Weapons” and Decree of the Government of the Russian Federation No. 814.
An official permit from the Ministry of Internal Affairs is also required. The regulations state that weapons should be stored only at the place of residence or stay of the owner. Storage Spaces:

  • safes or metal boxes;
  • wooden boxes, lined with iron or ordinary boxes, but made of reliable materials.

Formally, the police have the right to check compliance with storage requirements. Mandatory conditions include the installation of a security and fire alarm and a metal door. If we are talking about the first floor, then you will have to install a grate.

The room must be strictly isolated, inaccessible to children. The cartridges are placed in factory packaging, safes or boxes. Only competitive shooters are allowed to store weapons at sports facilities.

Carrying a Pistol Safely for Self-Defense

The following safety rules have been developed for the safe carrying of weapons:

  1. Carry the weapon only in an unloaded state - it is even recommended to remove the clip from the pistol;
  2. Always put your weapon on safety cock;
  3. Never point a loaded pistol or shotgun at people who do not pose a danger;
  4. Use such means of self-defense only in extreme cases;
  5. Never transfer weapons to third parties, especially loaded ones;
  6. Never carry a pistol or revolver in a trouser or jacket pocket - it is highly recommended to use a holster;
  7. Carrying firearms without the appropriate permit is prohibited.

Change of residence with weapons

If the owner of a weapon changes his permanent or temporary place of residence, he must register again at the station in his district.

You will have to change the storage permission:

  • hunting weapons (ROH);
  • weapons for self-defense (RSOa);
  • collectible weapons.

This is done only if the registration changes: that is, you deregistered your apartment and registered in a new one. Information about this will definitely be sent to the Ministry of Internal Affairs, so it will not be possible to avoid re-registration of weapons.

When changing the address of permanent residence or temporary registration (if there is no permanent one), it will be necessary to re-register all documents related to weapons.

Moving with weapons

Important! If you move and change your registration, you are given 14 days to carry out the necessary procedures and register the weapon in the new place.

It is not clear, or perhaps understandable, why such a short time was allocated. But during these two weeks it is still necessary to catch the district police officer. And permits only work 2 days a week for two to three hours.

He must come, assess the storage conditions, check the available documents and draw up a report. No one in the licensing authorities will listen to the fact that the local police officer was ill or there was no time to meet with him. Administrative punishment or a substantial fine is guaranteed.

What do I recommend to my friends and clients? Registration at the passport office takes more than one day. Even if this is the case, what can you do before visiting the passport officer? Just meet with the local police officer, get acquainted and say, I have this situation and I will need help. In addition, you need to go to the permitting office and find out the hours and days of admission. What if there is a line and you need to sign up? This also cannot be ruled out.

The police are well aware of the situation. What methods of persuasion will be used is up to everyone to decide for themselves.

Attention! It is necessary to prepare documents for re-registration of weapons. They must be in hand when the local police officer arrives. This:

  • photographs of all weapons and ammunition, so that you can see the quantity, safe or box (two pieces 3x4);
  • copy of passport (person, new registration), two copies are required for each type;
  • a copy of the permit for the old place of registration;
  • district police officer's act.

With this package of documents, contact the LRO (permit department) in your area. You must have with you all the originals from which copies were made. A photo of the safe is not required, but may be required. They may also require:

  • hunting license;
  • student card or certificate of completion of courses;
  • ROXa;
  • hunting ticket, etc.

In a word, everything you have must be taken with you. Besides weapons, of course. I don’t recommend arguing or proving anything. Please remember that there are only 2 weeks left. The application is written directly in the office. In two weeks, come to the branch and exchange documents. It’s better to call back in advance: it’s not a fact that they are ready.

If registration and actual place of residence do not match

The situation is quite complex, but not unique. The most correct thing is to store weapons in a locked safe at your place of registration. But anything happens, and sometimes you have to leave your place of registration. The young man got married and lives with his young wife in her house.

When living in another place, it is necessary to provide the same conditions as at home. It is advisable to notify both local police officers about this.

Terms and cost of re-registration

The law provides a period of 14 calendar days for re-registration of weapons immediately after a change of registration. This means that during this period you need to have time to submit the application itself and the package of documents.

The re-registration will take two weeks. The cost of the service is from 175-250 rubles (state duty) for each weapon.

Passing a medical examination

Of the preliminary procedures that you can perform in advance, the medical examination comes first, as it can take several days. First, you should find a medical institution that has full authority to conduct such examinations. Please note that this may not be a budget clinic. In our case, it is even advisable to contact a paid institution in order to avoid queues.

The certificate of passing the medical examination has the form 002-О/у. If you are lucky, you will undergo a medical examination in one clinic, but this is unlikely. Often such institutions do not have their own psychiatrists and narcologists, so you will have to go to dispensaries to get the marks of these doctors.

In addition, the narcologist must be informed that you are undergoing an examination in order to obtain a weapons license, as he will ask you to take a urine test. The results of this analysis must be included in the medical certificate. Next, we return to the chosen clinic and go through the rest of the doctors, their list is not so large, so if everything goes well, you can handle it in a day or two.

Completion of training

Let us note right away that you will not need to undergo repeated training in the courses. A previously issued certificate does not have an expiration date. But there is something to talk about about exams.

Unfortunately, legal actions do not always occur according to the logic of things. Renewal of a weapons license due to a change in registration occurs before the expiration date of this license. It would be logical to assume that department employees will not force you to take an exam or undergo a medical examination. But since this procedure is considered identical to the renewal of a permit, and when prolonging a permit, a medical certificate is required and you need to pass an exam, this requirement automatically transfers to re-registration due to a change in place of residence. It all depends on how the procedure for processing documents will be interpreted by OLRR employees. But just in case, such documents should be prepared.

A citizen must appear at the training center and pay for only one exam. On the appointed day, he answers the ticket questions and also demonstrates practical shooting skills. As a result, he receives a certificate, which he will subsequently apply to the department with.

License Renewal

Let's immediately consider the second option, leading to the re-issuance of a weapons license, since from a certain point the algorithm will become general.

The license is issued for 5 years. The date of issue is indicated on the form. If you have expired your license, then your actions may be considered a violation of the deadlines for registering weapons, which is fraught with a considerable fine. But some owners manage to remember the need for renewal years after the document expires.

This act is already interpreted as a gross violation and may lead to the seizure of weapons and revocation of the license. A new license can only be obtained after a year, and you will have to go through the training course again.

Let's imagine that you are a law-abiding citizen. You are required to re-register your weapon one month before your license expires. But according to practical advice, you should start the procedure three months in advance. If you do not have time to complete the document before the expiration of your old license, you will be considered a violator of the law, so it is better to play it safe.

The cost of obtaining a new license can be found out with accuracy on the government services portal. When you choose a specific service, its description indicates the cost. On the website, obtaining a license for smooth-bore hunting weapons, rifled weapons, traumatic weapons, and weapons for self-defense is divided into different services, but the algorithm is the same.

List of documents for re-registration of weapons

The re-registration procedure should begin by submitting an application, but before that you will have to collect a complete package of documents.

  • Photocopies of passport. It is necessary to photograph those pages in which personal data is indicated, as well as registration costs.
  • Two photographs measuring 3 cm by 4 cm. Photos must be taken on matte paper and printed in black and white. The photo is taken from the front, without a headdress, and also without sunglasses.
  • Medical certificate. A medical certificate issued by any medical institution accredited to conduct medical activities. It is issued in form 002-О/у. The certificate is accompanied by notes from a psychiatrist and narcologist, as well as a urine test for the content of various psychotropic substances.
  • Receipt confirming payment of the state duty. Currently the amount is 500 rubles. By the way, when receiving an electronic service on the portal’s website, it is possible to pay the state fee non-cash using a bank card. With this type of license renewal, you will not need a receipt.
  • Hunting ticket. When registering some types of weapons, the department will require a hunting license. Now the ticket has a uniform format and is issued indefinitely. Just in case, make a photocopy of it, since you shouldn’t hope that there is a copier in the department.
  • The license you are renewing. It serves as proof that this is not the first time you have received a permit, but are only renewing an already issued one. Although several such evidence can be presented, the old license is still included in the list of required documents.
  • Report on inspection of weapons storage conditions. You can follow the rules for preparing documents, which indicate that the local inspector receives a request from the OLRR to conduct an inspection of the place where weapons are stored. Later, the district police officer is required to file a report. But this wastes enough time, so experienced owners, who are faced with the need to change their license more than once, are advised to go to the local police officer themselves and ask him to conduct an examination. As a result of this examination, you will receive a report, which will need to be submitted to the department.

Before visiting the OLRR, find out what documents are needed, otherwise your application will not be considered, which will result in the loss of valuable time.

Report of inspection of the premises by the district police officer

The district police officer’s report is issued only after the purchase and installation of a safe or other box for storing weapons. At your initial appointment at the OLRR, you will receive a premises inspection form for the district police officer at the new address. You need to invite a specialist for an inspection yourself. He must arrive within 30 days.

The inspection report states:

  • registration address and weapons storage address;
  • number of pistols, etc.;
  • a description of the safe and the place where the keys to it are stored;
  • Are there any violations identified during the inspection and within what time frame should they be eliminated?

After inspecting the premises and the place where the weapon will be kept, the district police officer will draw up a report. His task is to check whether everything complies with legal requirements or not. This document must be signed and submitted to the OLRR. Without an inspection report, the permit will not be reissued.

We issue a hunting license

Please note: this document is not required to obtain a license, however, without it you will not be able to obtain permission to carry and transport your gun. Therefore, it is better to get it right away. In addition, if you have a hunting license, then 5 years after purchasing a smooth-bore weapon you will be able to obtain a license for a rifle. This document also gives the right to purchase hunting knives, crossbows, and bows.

The easiest way to obtain a hunter's license is through the MFC. We prepare the application either in advance according to the sample, or directly to the MFC. We attach scanned copies of the passport to it (2-3 pages and registration), 2 photos 3x4. A ticket is issued on average within 5 working days, after which you receive a notification that it is ready. We pick up the document at the same MFC.

You can also issue a hunting license through the port of State Services or OLRR.

Previously, to obtain a ticket it was also necessary to pass the hunting minimum, but now this requirement has been abolished. In addition, the document of the new sample is valid for an indefinite period, and you do not have to pay anything to receive it. Thus, even if you do not intend to become a professional hunter, obtaining a hunting license will still be useful.

Application methods

The first method that we want to tell you about, unfortunately, is no longer recommended by us. It lies in the fact that citizens who decide to change their place of registration or change their license due to the expiration of the term are required to write an application to the licensing department. This method is considered traditional, since previously it was the only one. As a result of the fact that each visitor spent 10 to 15 minutes only writing a statement according to the established template, the queue moved incredibly slowly.

Considering that OLRR only hosts two days a week (Tuesday and Thursday), it’s easy to imagine what a stir there was around the registration of weapons.

Nevertheless, such a method theoretically exists. You come to the department, and an employee gives you an application form or sample. After the introduction of the idea of ​​centralized provision of public services, many organizations began to refuse citizens to accept such applications. According to the law, they do not have the right to refuse, so they justify the refusal by the fact that the recording is completed, and the queue is distributed for a long time in advance.

There is another method worth considering that has quickly gained popularity. We are talking about the services of multifunctional centers. They were created in each district or municipality to improve the efficiency of providing public services to citizens. MFCs actively interact with such structures as the Pension Fund of the Russian Federation, the Ministry of Internal Affairs, and the PVS. All this made it possible to centrally manage services. Now, to provide it, citizens do not need to contact departments.

You just need to visit the MFC, where citizens are received on all issues. As a result of this innovation, it was possible to reduce queues in government institutions, and reception in the centers themselves is carried out quite quickly. The citizen hands over all the listed documents to the employee, who at the same time helps to draw up an application for re-registration of weapons. You will still have to obtain a license from the OLRR, but for this the citizen will be assigned a certain time.

Submitting an application using the public services portal service will allow you to start the procedure for obtaining a permit without even leaving your home. First you need to register. Your personal account in government services will also be useful for other purposes, so you should remember the login and password you receive. The system determines your location based on the entered data, so it automatically provides services to those departments that serve your area.

However, having found a permit extension (we remind you that if you change your place of residence, you must also choose a permit extension), you should check whether your application will be addressed to the right department. Next, fill out a form, which is considered an application. Personal data is entered into it. Then photographs of documents are uploaded, which must first be scanned.

After some time, the user receives a message indicating when they can receive a ready-made license. But it will not be possible to completely eliminate visits to the OLRR, since the weapon itself must be submitted for examination. It will be checked for serviceability, since a weapon with a breakdown will not be able to be registered.

How to register a weapon when changing place of residence through the State Services website

Registration on the State Services portal for this procedure is required

It is difficult to get into the licensing office without an appointment; it is open to citizens two days a week. The application and documents can be submitted through State Services at any time of the day.

The service consumer does not need to take time off from work and stand in line. To obtain a ready-made weapons permit, a citizen must arrive at the appointed time. It is easier for working citizens to plan their time.

Difficulties when submitting an application through State Services

The biggest difficulty is the need to register through the MFC. For users who have not completed the identity verification procedure, only the State Services information service is available. After visiting the MFC, a temporary password is sent to your phone number, which needs to be changed to a permanent one.

In order to transfer your data electronically, a person must have a scanner at home or scan his documents in advance and save their scans on a flash drive.

The procedure for re-registration when changing place of residence is identical to the renewal of a license. On the state portal, both types of services are performed through the subsection “Re-issuance of a weapons permit.”

Collecting documents

Re-registration when changing place of residence requires the following documents:

  • conclusion of the district police officer on ensuring the correct conditions for storing weapons;
  • two 3x4 photos for each individual unit of the registered object;
  • photocopy of passport - pages with photo and registration;
  • a copy of your current firearms permit.

There are situations when unskilled workers may require additional documents. For example, they may ask for a copy of a hunting license, or a copy or even the original of a course in weapons handling.

It turns out that sometimes, even with a simple re-registration, they ask for the entire set of documents, as if the weapon was registered for the first time or was registered after the expiration of the permit.

According to the law, employees do not have the right to demand absolutely all documents if registration is not being carried out for the first time. But in reality it turns out to be easier and faster to fulfill these conditions, so as not to complicate the task.

Registration when changing your place of residence occurs with copies of your passport, permit, and in reserve - a hunting license and a certificate of completion of courses. It is also necessary to provide the object for inspection. All that remains is to draw up an application directly at the internal organs department.

Nuances of re-registration at the place of temporary residence

The permit can also be issued at the place of temporary registration. For example, this is possible if a person is still in the process of purchasing real estate or has moved for a long time to another region. If he carries weapons with him, then he needs to contact the OLRR at the place of temporary registration.

When re-issuing a permit at a new address, you will need one additional document: a copy of the temporary registration certificate. If there are both registration options and the weapon is not transported anywhere, then re-registration is not required.

To transport weapons, you will first have to obtain a transportation permit. To do this, contact the OLRR at the old address. This permit is issued for a period of no more than 2 months.

Renewing a license in another region and violating the law.

Try to show eloquence and convince the local police officer to draw up an act on the same day, or in the next 2-3 days. Prepare a package of documents for re-issuing a weapons permit, you will need:

  • Certificate of verification of conditions for ensuring the safety of weapons and ammunition
  • Two photographs 3*4 - for each weapon
  • A copy of the passport pages with the face and a new registration stamp - for each weapon
  • A copy of the existing weapons permit on both sides

IMPORTANT! Unqualified LRO employees may request copies of a hunting license, copies of training in handling weapons (for holders of an LLC), in general, a complete set of documents required to obtain a weapons permit for the first time, or when renewing a permit after its expiration date.

Reasons for refusal

No one can guarantee that new documents will be issued. The authorities are given two weeks to carry out an inspection. Do not be surprised if you are suddenly offered to undergo a medical examination or visit an ophthalmologist. Among the main reasons that are known to me personally, I can highlight:

  • health deteriorated, vision decreased;
  • Undesirable substances were detected in the blood test;
  • it was revealed that the owner of the weapon came to the attention of law enforcement agencies;
  • hunting rules were violated;
  • outstanding criminal record;
  • the applicant is located in places that are not so remote;
  • if the owner was brought to administrative responsibility twice in a year;
  • the owner of the weapon does not have a residence permit;
  • facts became known that the weapon was faulty.

This is just a short list. I wrote that there is no point in arguing, it is better to have friendly relations.

Not long ago, a friend of mine had a situation. He needed to renew his license. Re-registration is similar. He did everything on time, brought everything at the appointed time. While checking the documents, the girl noticed that in the passport there was a man without glasses, and sitting in front of her was wearing glasses. She gently inquired about visual acuity. The man explained that he only wears them to fill out documents. This does not affect driving or owning a weapon.

A week later I received a call and asked to be examined by an ophthalmologist. Bring a certificate. Which he did on time. After which I received a refusal, which was motivated precisely by this. He turned to me, asking what to do. I no longer remember what kind of vision there was. Something around +1.7. The person can't see up close. It is difficult for him to fill out documents and read without glasses.

I myself saw that he watches TV without glasses and drives a car without them. I had to take on my friend’s business and help him. Well, it's good that he has a lawyer friend. But what about those who don’t have them? Nobody wants to sue over this. So people are forced to say goodbye to their favorite weapons. Sell, give as a gift or just keep in a locked safe. But if they find out, they will punish you. Even selling without documents is difficult.

Calculation of registration deadlines

Article 13 of the Federal Law “On Weapons” stipulates that weapons acquired by a citizen are subject to registration with the territorial body of the Russian Guard at the place of residence within two weeks from the date of its acquisition

It is also determined that in the event of a change of residence, a citizen within two weeks from the date of registration at the new place

residence is obliged to contact the relevant territorial body of the Russian Guard with an application to register the weapons belonging to him.

The question often arises from which day the countdown of the provided two-week period begins

reserved for registering weapons.

Indeed, in case of non-compliance, liability will follow under Article 20.11 of the Code of the Russian Federation on Administrative Violations.

This article provides for a warning or a fine of 1,000 to 3,000 rubles for violating the established registration deadlines

Not very knowledgeable LRR employees consider the first day of the two-week period to be the date of acquisition indicated in the license, and, accordingly, the date indicated in the registration stamp at the place of residence.

This is not true.

Article 4.8 of the Code of the Russian Federation on Administrative Violations, which is called “Calculation of Time Limits,” clearly states:

Duration of the term

, defined by a period (in our case, a period of two weeks),
begins the next day
after the calendar date or the occurrence of an event that determines the beginning of the period.”

The event by which we determine the beginning of the period is the day of acquisition of a weapon or the day of registration at a new place of residence.

Thus, if, for example, the day of purchasing a weapon in a license is the 1st day, then the two-week period for registering it begins at 00 o’clock. 00 min. 2nd and ends on the 15th at 24.00.

Responsibility for storing weapons without registration

If during the inspection it turns out that the weapon is not stored according to the rules and in the place where the owner lives, then he faces an administrative fine of up to 2,000 - 5,000 rubles. In special cases, storage permission may also be revoked. Found weapons will be confiscated.

But there is also a more serious liability for violation. For example, if it ultimately led to negative consequences (someone took possession of a weapon and caused harm to others).

In this case there is a risk of:

  • criminal article: a fine of up to 100,000 rubles or in the amount of salary for a period of up to six months;
  • compulsory or correctional labor for a long period;
  • arrest for up to six months or prison term for a year.

If due to the owner’s negligence the death of at least several people occurs, then he may face imprisonment for up to two years. These rules are established by Art. 224 of the Criminal Code of the Russian Federation.

Weapons must be stored at the place of residence or stay of the owner in compliance with all legal requirements. Otherwise, they may be fined and sometimes sent to prison. Therefore, when changing your place of residence, you need to approach the renewal of documents for weapons with all responsibility in order to avoid problems in the future.

We are undergoing training to obtain a weapons license

In 2013, the law established the obligation of all applicants for weapons licenses and permits to take appropriate courses. They are conducted by authorized training centers that have the appropriate license. To register for training, you must provide a medical certificate in form No. 002-О/у, 2 matte photographs 3x4, a passport with a photocopy.

At the end of the training, in order to obtain a license, you must successfully pass a weapons exam, which includes both a theoretical and a practical part. A representative of the OLRR must be present at the delivery. Upon successful completion of the training, you will receive a corresponding Certificate with a 5-year validity period.

Keep in mind that the weapons course is paid, and its cost reaches several thousand rubles. If you fail the exam, you will have to take the training again, which means you will have to pay again. Therefore, it will not be superfluous to find and study tickets for a weapons permit in advance.

When re-registration is not required

I didn’t understand why he turned to me with such a question. After all, such moments should have been explained by the registration authorities, and this should have been indicated in the documents available. Maybe the person doesn’t like to read, or maybe he’s lost his documents? But by omitting these points, we will eliminate this gap in the consciousness of Russian citizens.

I will try to explain step by step how, where and what to do. What papers need to be prepared? And I won’t forget to mention the punishment. This is a crime and there are penalties depending on the type of weapon.

First of all, you need to decide what is ahead - just moving or being discharged with subsequent registration in a new place. A weapons permit is issued at the place of registration (registration). It is enough to look at the legislative act of our Government (No. 814 of July 21, 1998), where everything is quite accurately stated. I'll break it down point by point. All citizens of the Russian Federation who have weapons in their hands and ammunition must be stored at their place of residence. Owners are required to provide:

  • safety;
  • safe storage conditions;
  • prevent access by unauthorized persons;
  • storage in a special safe, which is locked.

Having a fireproof safe or metal cabinet is a must. If this is not the case, then you need to have a wooden box lined with iron. Even after registration, law enforcement agencies can visit the owner’s place of registration to verify compliance with the specified conditions. The same resolution states that temporary possession of weapons outside the place of registration is not prohibited.

Collection of certificates

OLRR will not issue you a license without providing the necessary certificates. To spend the minimum time, proceed in the following order:

Obtain a certificate form from your clinic or other suitable medical center. Then we receive a conclusion from the psychiatric clinic at the place of registration - if there are no contraindications, the appropriate mark is placed. The next goal is a drug treatment clinic: we take a drug test, receive a conclusion on form No. 003-O/u and a note on the certificate.

Then we return to the original medical center and go through the ophthalmologist. After receiving his seal, we go to the therapist, who, in his absence, issues a conclusion in form No. 002-O/u.

Obtaining a medical certificate is paid, the cost depends on the specific region. Conclusions from a narcologist and a psychiatrist are paid separately. On average, the medical examination takes 2 days. The certificate will be valid for 5 years - this is an innovation for 2021, previously its validity period was 1 year.

A certificate of no criminal record can be obtained by submitting an application on the State Services portal, indicating the necessary data, or from the Ministry of Internal Affairs by filling out the form provided.

Replacing STS when changing registration through State Services

The vehicle registration certificate (CRC) contains information about the place of registration of its owner. Therefore, a change in place of residence entails changes to the registration data. This need is due to the requirement of clause 55 of the Administrative Regulations, approved by Order of the Ministry of Internal Affairs dated 08/07/2013 No. 605 (hereinafter referred to as the Order). Transportation

Transportation of weapons is a situation when the weapon, together with the owner, has left the place of storage, but is not in the hands, but lies, for example, in the trunk of a car or in the glove compartment. The weapon must be unloaded and the cartridges kept separately.

You cannot simply throw a shotgun or pistol into the trunk of a car; when transporting it, it must be in a case, holster or special case. The law also allows transportation in special packaging from the weapons manufacturer - but what this is and what it should look like is not in the law.

How does transporting a weapon differ from carrying it? The easiest way to explain this is with an example. For example, a person went on a trip by car. As long as he has a traumatic pistol in his holster, he is wearing it. It is not necessary to remove the magazine from the pistol. But if the owner takes the gun out of the holster and puts it in the glove compartment, that’s transportation. But transportation has different conditions - the gun must be in a case, and the magazine must be unloaded. Failure to comply will result in a fine.

The law does not define the requirements for a gun case. Its size, material and method of closure are not specified anywhere.

How far can a weapon be transported? The owner of the weapon can travel with it within the Russian Federation. If he transports his entire arsenal within the constituent entity of the Russian Federation in which this weapon is registered, the number of weapons and ammunition transported by the owner is not limited. The main thing is that your passport and permit are available.

But if you have to transport more than five weapons and more than 1,000 rounds of ammunition, the same rules apply for citizens as for legal entities. This means that for transportation outside the region where the weapon is registered, the owner will have to obtain a special transportation permit from the Russian Guard.

This requirement is very well known to traffic police officers. True, in such a situation, when transporting weapons from one region to another, armed guards are also required, but traffic police officers rarely ask about this. But a transportation permit may be required even from a driver who is carrying less than five weapons. Therefore, it is better for a gun owner to know his rights in advance.
