Any type of weapon that is in use by citizens requires re-registration after the expiration of the license to store and carry it.

The permit renewal procedure is mandatory in order for the user to continue to use his weapon. No one has the right to use it without a license.

Where does this procedure take place?

Many people wonder where they can renew their permit for smooth-bore hunting weapons? The procedure for re-registration of a combat unit is carried out in the licensing and permitting department. Simply put, this is the same department to which an application to purchase a weapon is initially submitted.

The procedure for re-registration of hunting weapons is as follows:

  • First of all, you need to submit an application and documents to the appropriate department. The application must indicate the name of the head of the licensing and permitting department. In addition, you must indicate the brand of your weapon in your application. In some cases, it is permitted not to indicate this information. It is enough to simply write that the re-registration of rifled weapons is being carried out.
  • Then you need to contact the local police officer. He will be required to check the conditions in which the weapons are stored. Based on the results of his inspection, the district police officer writes a report. Then he passes this document to the employees of the licensing and permitting department. The report is required in order to make the right decision - to renew the license or not.
  • Next, you should contact your local clinic to obtain a medical report. It will confirm the absence of any contraindications to the use of weapons.
  • Then you need to hand over your weapon to the licensing department to determine its technical condition.
  • Then all that remains is to wait for the written decision of the licensing and permitting department. They will send their response by mail. The letter must arrive within 10 days.

What documents are required

In order to go through the procedure of re-registration of a weapon or renewal of a license, the following documents may be needed:

  • Identification document of the owner of the combat unit. This may be a passport of a citizen of the Russian Federation. The original document and its copy are required.
  • Two matte photographs measuring 3 x 4 cm.
  • Medical certificate. It should contain the conclusions of an ophthalmologist, narcologist, psychotherapist and therapist.
  • A copy of the hunting license. It is imperative to copy the pages that confirm payment of membership fees. In addition, the seal of the relevant hunting enterprise must be present.
  • Weapon.
  • Application for hunting.
  • Old permission.
  • State duty receipt. Payment is made according to the details of the Ministry of Internal Affairs of the Russian Federation.

These are all the necessary documents for re-registration of smooth-bore hunting weapons.

Photos

Photos can be produced in 15 minutes, but this cannot be ignored. The fact is that the photo for obtaining a license has its own parameters that you need to know about. You can visit a professional photo studio and order a photo for your weapon. The studio worker will immediately understand you and do everything as it should.

But you yourself should know that the size of the photo cards is 3 by 4 cm. The photo is printed on matte paper in black and white format. The background should be light and monochromatic. It is not allowed to be photographed wearing a hat or sunglasses.

Passing a medical examination

This procedure must come first. Sometimes it can take several days. First, you need to determine the appropriate medical institution that has the right to perform such examinations.

To avoid any queues, you can contact a paid medical institution.

The document on passing the medical commission itself is certificate 002-О/у.

Very rarely do people undergo a medical examination at once in one clinic. Because, as a rule, such institutions do not have their own narcologists and psychiatrists. For these purposes, you additionally have to contact dispensaries.

Based on the results, the results of these tests must be attached to medical certificate 002-О/у.

Instead of an afterword

As you can see, re-registration is not such a complicated process. If all documents are completed on time, without violating the deadlines established by law, then no problems should arise. Of course, the process of preparing the necessary papers will take some time. Difficulties especially often arise with obtaining a medical certificate, since specialists are usually located in different areas of the city. And this complicates the matter very much, it takes more time, and you will have to stand in queues longer. We hope that the information provided in our article will help you understand the nuances of re-registration of weapons.

Some nuances of this procedure

You need to know that absolutely any permit for any weapon can only be valid for 5 years. An application to renew this permit must be submitted 3 months before the current license expires. This is necessary, first of all, so that employees of the licensing and permitting department do not have unnecessary grounds for refusing to renew. If they make a negative decision, then they will be able to re-issue their document again only after a year.

As soon as all the necessary documents have been submitted, all that remains is to wait for a response. After receiving a notification of a decision, you must go to the permitting department in order to receive your permit.

Cost of state duty

The state fee for renewing a weapons permit is 500 rubles.

You can pay the state fee:

  • in bank branches;
  • using online banking and online wallets;
  • through ATMs and payment terminals.

If you are interested in weapons that do not require a license or permit, then see the article at the link.

Transferring weapons to another person

In order not to violate the validity of the weapons permit, it is necessary to carry out the re-registration procedure. In order to transfer your combat unit to another person, you may need documents such as:

  • Passport of a citizen of the Russian Federation.
  • A weapon permit, that is, a license.

In order to transfer this weapon to another person, you need to perform a number of actions:

  • Contact the licensing and permitting department. There you need to register this combat unit.
  • Then you need to fill out a notification form, which is issued by employees of the permitting department.
  • Next, the seller fills out an application for re-registration. And the buyer presents his current license.
  • An act of acceptance of the transfer of weapons is also drawn up there.

Some recommendations

In cases of death of the owner of a hunting rifle, his relatives are obliged to hand over this combat unit to a consignment store for subsequent sale.

If a weapon is lost or stolen, the owner of this combat unit must immediately report this incident to the local internal affairs agency. Buying and selling hunting rifles, as well as ammunition outside of stores, for example in markets or from hand, is strictly prohibited.

Reasons for refusal

It is imperative to know that the procedure for re-registration of your weapon is a process in which a negative decision can be made. Therefore, in order to avoid such situations, it is necessary to follow certain rules.

Reasons for refusal to issue a permit:

  • If a person was brought to administrative responsibility more than twice within one year and his violations related to the protection of public order.
  • The application was submitted three months before the current license expired.
  • There is no safe designed for storing weapons. That is, initially, at the time of registration of the weapon, it was there, then for some reason it was gone.
  • The person has been registered with a drug treatment or psychoneurological clinic for 5 years.
  • The deadline for registering weapons has expired.
  • The design of the weapon has been changed. And this is illegal. However, this fact can only be revealed through ballistic examination.
  • There is a weapon malfunction.

If any problems are discovered in the design of the weapon, employees of the licensing and permitting department set a time frame within which such defects must be eliminated.

And it is imperative to remember that if a person commits any intentional crime and is in prison, his permit may be taken away.

A few general questions

Let us return once again to the procedure for preparing documents and cover some issues that were not considered. By law, an application must be submitted one month before the license expires. It is recommended to start the entire preparation procedure three months in advance to avoid force majeure.

If you do not have time to issue a new license, and the old one has already expired, then your activity will be considered as illegal possession of weapons. In this case, when renewing your license, you will need to undergo training, and this is fraught with the loss of an extra 4,000 rubles.

Before performing the necessary actions, you should find out whether the department address has changed. Not long ago, the licensing system came under the authority of the Russian National Guard, so it is possible that the department changed its address and hours of reception of citizens.

Department employees encourage visitors to more actively use the capabilities of the government services portal. At the same time, MFC employees provide all possible assistance. The introduction of electronic recording has indeed simplified the procedure for obtaining documents. Often, bureaucratic delays caused the license to expire. Today, when efficiency has increased significantly, gun owners bear even greater responsibility for the state of permitting documentation.

What are the consequences of missing deadlines?

Under no circumstances should you violate the procedure for re-registration of smooth-bore hunting weapons. So, for example, if you violate the deadlines for submitting an application for a license renewal, then the licensing and permitting department will first need to cancel the license. Otherwise, an administrative penalty may be imposed on this person. After this, permission can only be obtained after one year. And after this time, it will be necessary to submit documents not to renew the permit, but, on the contrary, in order to obtain a license. These are completely different things. In order to prevent such mistakes, the most important thing is not to simply waste time; this must be remembered.

Getting permission

After the application for license renewal has been submitted, you must pay the state fee and be sure to take the receipt. This fundraiser is a one-time event. In order to do this, you need to take the relevant account details from the Department of Internal Affairs of your city. These data are different for all regions. It is also worth noting that different weapons have different fee amounts. This means that re-registration of smooth-bore and traumatic weapons can cost different amounts.

After 10 days from the moment the documents for re-registration were submitted, a written notification of the licensing and permitting department is sent to the postal address either about the renewal or refusal to obtain a license. In the latter option, as a rule, the notification indicates the reason for the decision. If any questions arise about this, the owner of a smooth-bore weapon can contact the licensing and permitting department at any time.

Also, do not forget that the process of submitting documents is not all the work that needs to be done to receive the coveted notification. After submitting all documents, you must submit your weapon to the licensing department within 10 days. This is done primarily in order to check the technical condition of the combat unit. During this time, specialists conduct an examination, the purpose of which is to identify the presence of changes in the factory design.

It is very important at the time of re-registration of your weapon to have knowledge of such legislative acts as:

  • Code of Administrative Offenses of the Russian Federation.
  • Federal Law No. 150 “On Weapons”.
  • Criminal Code of the Russian Federation.

Application methods

The first method that we want to tell you about, unfortunately, is no longer recommended by us. It lies in the fact that citizens who decide to change their place of registration or change their license due to the expiration of the term are required to write an application to the licensing department. This method is considered traditional, since previously it was the only one. As a result of the fact that each visitor spent 10 to 15 minutes only writing a statement according to the established template, the queue moved incredibly slowly.

Considering that OLRR only hosts two days a week (Tuesday and Thursday), it’s easy to imagine what a stir there was around the registration of weapons.

Nevertheless, such a method theoretically exists. You come to the department, and an employee gives you an application form or sample. After the introduction of the idea of centralized provision of public services, many organizations began to refuse citizens to accept such applications. According to the law, they do not have the right to refuse, so they justify the refusal by the fact that the recording is completed, and the queue is distributed for a long time in advance.

There is another method worth considering that has quickly gained popularity. We are talking about the services of multifunctional centers. They were created in each district or municipality to improve the efficiency of providing public services to citizens. MFCs actively interact with such structures as the Pension Fund of the Russian Federation, the Ministry of Internal Affairs, and the PVS. All this made it possible to centrally manage services. Now, to provide it, citizens do not need to contact departments.

You just need to visit the MFC, where citizens are received on all issues. As a result of this innovation, it was possible to reduce queues in government institutions, and reception in the centers themselves is carried out quite quickly. The citizen hands over all the listed documents to the employee, who at the same time helps to draw up an application for re-registration of weapons. You will still have to obtain a license from the OLRR, but for this the citizen will be assigned a certain time.

Submitting an application using the public services portal service will allow you to start the procedure for obtaining a permit without even leaving your home. First you need to register. Your personal account in government services will also be useful for other purposes, so you should remember the login and password you receive. The system determines your location based on the entered data, so it automatically provides services to those departments that serve your area.

However, having found a permit extension (we remind you that if you change your place of residence, you must also choose a permit extension), you should check whether your application will be addressed to the right department. Next, fill out a form, which is considered an application. Personal data is entered into it. Then photographs of documents are uploaded, which must first be scanned.

After some time, the user receives a message indicating when they can receive a ready-made license. But it will not be possible to completely eliminate visits to the OLRR, since the weapon itself must be submitted for examination. It will be checked for serviceability, since a weapon with a breakdown will not be able to be registered.

Deadlines

In general, the registration procedure is very simple. The only thing that must be observed is all established deadlines for re-registration of smooth-bore hunting weapons. These include the following:

  • The application must be submitted 3 months before the weapons permit expires.
  • The license is valid for 5 years from the date of its issue.
  • The issue of license renewal is considered within 10 days. If the decision is positive, then within the next 14 days you must go to the licensing and permitting department to obtain your license.

Training, is it necessary?

Another incident arises when we see in some articles that in order to renew a license it is necessary to undergo training. Let us immediately note that this is not so. If you had a license in your hands, which you decided to replace due to its expiration, then 5 years ago you had to attend courses and take an exam.

The course completion certificate is issued once, so there is no need to re-train. What cannot be said about the exam, you will have to remember the theory and pass the standard. But the cost of this procedure is much lower than for beginners, since when completing training you have to pay for the courses themselves and for the exam. One exam will cost approximately 1000 rubles.

Re-registration procedure via the Internet

Many people ask whether it is possible to go through the procedure for re-registration of smooth-bore hunting weapons via the Internet?

If it is not possible to go to the licensing and permitting department or there is no desire to stand in lines or simply waste your personal time, then you can submit an application for re-registration via the Internet. To do this, you need to go to the State Services website.

If you have not used it before, you must first go through the registration process. Then you need to follow all the requirements step by step, and then fill out the application.

Next, you need to wait, employees of the licensing and permitting department will definitely contact the applicant and invite him to a meeting. The Internet simplifies the procedure a little, but in any case you will need to come to the permitting department.

The application, which was submitted on the State Services website, will only be the basis for considering the applicant’s case. And you will need to go to the permitting department in order to provide the originals of all the necessary documents. If the entire procedure is completed correctly and all documents are provided, there is a high probability that the applicant will receive a positive response.

When filling out an application on the State Services website, you will need to collect the same list of documents as when submitting directly to the LRO. In fact, these procedures are practically no different from each other.

There are situations when, at the time of re-registration, citizens are asked to provide photocopies of documents about their level of training, as well as knowledge of the rules for the safe use of weapons. However, as a rule, it does not work on smooth-bore weapons.

What weapons can a civilian buy in Russia and what not?

In fact, the arsenal legally available to Russians is quite limited, both in terms of the types and number of weapons purchased. Here's what and how much a Russian can have:

  • smoothbore – up to 5 units;
  • sliced – up to 5 units;
  • gas – up to 5 units;
  • traumatic – up to 2 units;
  • cold hunting weapons - in unlimited quantities, if you have a hunting license and the appropriate permit for cold weapons;
  • a hunting crossbow with a power of over 43 kgf, a bow with a power of over 27 kgf - in unlimited quantities, if you have a hunting license and the appropriate type of permit.

But what types of weapons are prohibited in civilian circulation in Russia:

  • pistols, revolvers;
  • automatic firearms;
  • models whose drum holds more than 10 rounds (does not apply to a number of sporting weapons, but there are other subtleties with them);
  • bladed weapons of the switch type, with automatic one-handed opening and having a blade more than 9 cm long;
  • brass knuckles, boomerangs, shurikens and similar products (exception: sporting goods and products of cultural significance);
  • any models of weapons that are not included in the approved cadastre.

A complete list of types of weapons that you cannot buy in Russia by default can be found in Art. 6 of the Law “On Weapons”.

Changing of the living place

Persons who own weapons are required to know that as soon as they change their place of residence, for example when moving to another region, they are required to go to the local licensing department and deregister their weapons there. And then, at your new place of residence, you must again go to the licensing department and register your weapon there. The procedure is simple, so there is no need to delay it. If everything is done on time, you will be able to avoid any problems later.

We buy a safe

In accordance with the current legislation, citizens are required to store weapons and ammunition in special weapons cabinets or safes with a reliable locking system installed at the place of registration of the owner.

There should be no problems with purchasing a safe. On sale you will find a lot of options of different brands, sizes and weights and a wide price range. Just make sure that your entire future arsenal, including ammunition, will fit in it. A supply of free space won’t hurt either - in the future, if you want to buy additional weapons, you won’t have any problems storing them.

For greater reliability, and also to ensure that inspectors do not have any complaints, install the safe in a non-accessible place, hidden from prying eyes, and securely fasten it to the wall.

Deadlines for re-registration when moving

If a person who owns a combat unit plans to change their location permanently, they need to know the procedure for replacing their license.

This procedure has a fairly strict time frame. Therefore, while the issue of relocation is being resolved, it is imperative to take care of the status of the current license. As soon as a person arrives at a new place of residence, he has exactly two weeks to change his license.

And to do this faster, you can apply through the State Services portal. Thanks to the electronic queue, you can significantly save time.
