How does professional retraining happen?

The procedure and conditions for professional retraining are established by order of the Minister of Defense of the Russian Federation dated October 21, 2015 No. 630 “On the procedure and conditions for professional retraining in one of the civilian specialties of certain categories of military personnel - citizens of the Russian Federation serving under a contract.”

Obtaining a profession is carried out in any of the military organizations of higher education of the Ministry of Defense of the Russian Federation. Civilian universities that have a military department have the same right. In approved areas, training is carried out at the expense and within the limits of funds allocated to the Ministry of Defense.

There are several nuances when choosing a specialty:

  • If a serviceman expresses a desire to acquire several civilian specialties, then he receives the second and subsequent education at his own expense.
  • If the desired specialty is not fully supported by funding, then the difference in the cost of training is reimbursed by the military itself.

It is possible to obtain a military specialty upon expiration of the period of military service for military personnel serving under conscription. During the period of service, the serviceman submits a report to the commander and expresses a desire to obtain a specialty in a military training organization. At the end of the term, an order is issued to transfer to a new place of service - to an educational institution.

The procedure for organizing and implementing training in additional programs was approved by order of the Ministry of Education and Science of the Russian Federation dated July 1, 2013 No. 499.

Training is conducted full-time, part-time and evening. The duration of training to obtain competent knowledge is no more than four months, but at least 250 hours must be spent on mastering the program.

  • During full-time training, military personnel have the status of those assigned to an educational institution and retain their rank and salary in full.
  • When choosing part-time and evening courses, training takes place simultaneously with service in your unit.

The training process includes the following types of training sessions, determined by the curriculum compiled by the training organization:

  • lectures;
  • away classes;

  • various trainings;
  • master classes;
  • performing certification and diploma work.

The annex to the report is:

  • a copy of the serviceman's passport;

  2. The next step is to send all the specified documents to the selected university.
  3. Based on the notification received from the command or the administration of the educational institution, an order is issued for the unit, which also indicates the place, time and form of retraining. Familiarization with the order is mandatory.
  4. The person is given a referral to an educational institution with a mandatory indication of the dates of arrival at the place of study and departure to the unit.
  5. Upon completion of training, a record of professional retraining, place of training, diploma number and date of issue is made in the soldier’s personal file.

The main specialties offered to military personnel for retraining:

The list of universities for retraining military personnel is compiled and updated annually, after which it is approved by the Minister of Defense. You can always view the current list on the Ministry of Defense website. Every year, it includes two to three dozen military universities and their branches, where you can enroll for retraining on the basis of both higher education and secondary vocational education. A few examples:

An analysis of this list shows that in order to undergo retraining, military personnel will not have to leave their unit to the other end of the country. There are schools with faculties and further education centers in both Kaliningrad and Vladivostok. Even if there is no suitable program in the educational institutions closest to your place of service, you can always enroll in absentia in a neighboring region.

Order on professional retraining

An order to retrain a serviceman upon transfer to the reserve is a document for official use. The order form does not have a set template and is developed for each military structure separately. The form of referral for professional retraining was approved by Order of the Minister of Defense of the Russian Federation No. 630.

According to statistics, only 3% of military personnel being transferred to the reserve do not plan to work in civilian organizations. For 97%, professional retraining is an excellent chance to start a new career.

Retraining as a measure of social protection

The purpose of this state program is to retrain contract military personnel to ensure their right to social protection before dismissal from the ranks of the RF Armed Forces. It implies that they will acquire new specialties, civilian ones, that are most in demand on the market.

Legislatively, this right is enshrined in Article 19, Clause 4 of the Federal Law “On the Status of Military Personnel,” which states that citizens who serve in the military on a contract basis for 5 or more years, a year before dismissal, if there are grounds, can undergo professional retraining in a civilian specialty for free.

At the same time, all types of support at the place of duty are retained for them. This procedure is determined by internal documents of the RF Ministry of Defense. Contents of the process

Professional retraining is a free training process that is carried out before a serviceman leaves for the reserve. The main goal, as stated above, is to obtain a new profession for subsequent employment in civilian professions in government or commercial structures.

Retraining of military personnel before dismissal is carried out at military universities of the Ministry of Defense of the Russian Federation and civilian educational institutions with which the military department has concluded a corresponding agreement.

Those wishing to take it are given the opportunity to choose one of a number of specialties (of which there are 60) in the following areas:

The legal basis for retraining before transfer to the reserve of military personnel of the Russian Armed Forces is Order 630 of the RF Ministry of Defense of 2015. It determines the procedure and conditions for retraining in civilian specialties for military personnel undergoing contract military service.

The retraining program provides that courses for persons subject to transfer to the reserve are conducted on the basis of existing education (higher, secondary), in the amount of 500 hours or more (classroom classes). The completion period is from 3 to 4 months.

At the same time, contract servicemen continue to be paid at their place of service during the training period. If a person retires to the reserve during the process of retraining, then the studies are completed free of charge. The main legislative document on the basis of which the age limit is determined for persons wishing to undergo training in retraining courses is the Federal Law “On Military Duty and Military Service”.

They established (as amended in 2014) that the upper age limit for men is 50 years, for women – 45 years. For military personnel with high ranks, from colonel and above, the age is limited to 55–60 years, depending on the situation.

Reasons for retraining

To fall within the scope of documents on retraining of military personnel in 2021, several conditions must be met. Thus, the contract service period must be more than 5 years. The reasons for its termination are the following:

  • expiration of the contract;
  • age limit;
  • state of health, its deterioration;
  • carrying out organizational and staffing activities.

If a person decides that he needs to obtain a civilian specialty before transferring to the reserve, he must submit a report to his superior (commander). The manager puts a resolution on him indicating the need to include the serviceman in the relevant lists.

In the future, personnel departments must send the appropriate package of documents to the selected and authorized university. It is the basis for enrolling a serviceman who is subsequently transferred to the reserve for retraining courses.

The time during which a person undergoes retraining is included in the length of his military service, he is considered to be on a business trip. At the same time, he retains his position and rank, he receives a salary (salary), and is provided with travel allowances.

Who has the right to retraining upon dismissal?

To exercise the right to retraining, a number of conditions must be met, and one of them is the duration of service under the contract - at least 5 years. The reasons for termination of military service are also regulated. To undergo retraining they must be related to:

  1. Deterioration of health.
  2. End of service life.
  3. The maximum permissible age for service.
  4. Carrying out organizational and staffing activities.

The new principle of retraining military personnel before entering the reserve was established in 2015, and it is still relevant in 2018.

Detailed information on this issue is contained in Order No. 630 “On the procedure and conditions for professional retraining in one of the civilian specialties of certain categories of military personnel - citizens of the Russian Federation performing military service under a contract,” which entered into force on October 21, 2015.

Officers do not pay for retraining; during training they do not lose the right to allowance . Retraining programs are designed for different periods. The first four reasons give the right to budget courses for military personnel being transferred to the reserve. And if the age limit for military service approaches or the contract expires, then training can be completed no earlier than one year before these dates.

If the dismissal occurs for other reasons, then there is no talk of retraining military personnel on a free basis.

Age limit

Age is one of the key parameters that gives the right to undergo retraining. This indicator is regulated by Federal Law No. 53. A number of provisions related to this issue are also presented in Presidential Decree No. 1237.

Not long ago, the maximum age limit for retraining was 45 years. But in 2014 this figure was increased to 50 . Today, 45 years is the maximum age exclusively for women in military service.

If an officer expresses a desire to continue his army career, he can enter into a new contract, with a validity period of 12 months to 10 years . Higher ranks will make a decision based on how conscientiously the military man performed his duties.

When concluding a new contract, the officer’s health and professional qualities are taken into account.

When leaving the reserves, many military personnel take advantage of the opportunity to retrain. At the same time, they retain their right to receive a pension and benefits provided by law.

Why do the military need retraining?
