Car registration and all related services are paid by the car owner. If the car owner has paid the state fee for registering the car in advance, he has concerns about whether he will be able to use this receipt after some time and how long the paid check is considered valid in 2021.

In fact, no specific boundaries have been established - payment of the fee is considered valid until the corresponding service is provided to the payer. If the driver transferred a sum of money for car registration, then the payment is unused until the certificate is issued.

If he was denied the service for any reason, then the receipt remained valid. You can use it the next time you apply for registration.

The only possible risk that it will lose its validity is a change in the details of the institution where the payment was sent. This happens rarely, but if the change occurred during the validity period of the receipt, then it becomes invalid and the traffic police will no longer accept it. Therefore, you should not delay too much in receiving the paid service.

How to register a car without visiting the traffic police?

To relieve the traffic police and simplify the task for motorists, the government has allowed dealerships to issue vehicle registration certificates and obtain vehicle license plates.
The corresponding law has come into force, but today this service is not provided by car dealerships. To register vehicles, dealers must obtain a special license and train employees. At the moment, car dealerships are not ready to perform registration actions for drivers, so car owners still have to contact the MREO on their own.

You can still go through the procedure without visiting the State Traffic Inspectorate by visiting the multifunctional center. Please note that the MFC does not issue STS and license plates, but only accepts documents from citizens and transfers them to the traffic police. Only MREO employees can enter vehicle and owner data into a single database, inspect the vehicle and assign numbers to it. Therefore, the procedure takes longer. Having submitted an application to the MFC, the owner of the car will not receive the STS on the same day; he will have to return to the office in a week.

Refund of state duty for car registration in 2021

The law establishes several grounds on which an individual must be refunded money for the state duty paid. This provision is regulated by Articles No. 333.40 of the Tax Code of the Russian Federation.

In 2021, funds are returned to a citizen from a government agency in the following cases:

  1. Refusal to perform services by traffic police officers. This can happen for various reasons specific to each specific situation.
  2. Paying more than necessary.
  3. Refusal of the car owner to register before contacting the traffic police. The person changed his mind about buying a car, but has already paid the state duty - the money can be returned.

In any of these situations, Article 333.40 of the Tax Code gives the right to refuse registration and return the money spent. To do this, you need to send an application to the traffic police requesting a refund. This can be done immediately after payment and over the next three years.

The traffic police are given 30 days from the date of receipt of the application to satisfy the requirements of the traffic police. After making a decision, the department has another 10 days: the information is transferred to the treasury, where the citizen will be put on a queue to complete the money transfer.

Reasons for refusal to register a vehicle

Registration of a vehicle may be refused if the current requirements and rules are not met. Frequent reasons for refusal are:

  • Absence of any document
  • Presentation of invalid papers
  • Errors in the application
  • Inconsistency of body markings with PTS data or inability to identify the car due to lack of markings
  • The car is pledged to a bank or credit institution
  • The court imposed a ban on performing registration actions in relation to a car
  • The vehicle, its license plates or registration plates are wanted
  • The driver did not pay the state duty
  • The owner did not pay the recycling fee
