Car registration and all related services are paid by the car owner. Depending on the set of necessary procedures, the required amount changes - it is calculated individually and consists of several indicators. Essentially, these are payments for registration actions of a government agency and, by law, they are considered a fee. The cost of each operation is specified in the Tax Code of Russia. In order not to accidentally deposit extra funds, you need to figure out what the amount of state duty for car registration in 2021 consists of and how to calculate it yourself. In each region of the country, the price for services is the same and complies with the provisions of the Tax Code of the Russian Federation.

In what cases is state duty required?

In the process of registering a car, a state fee is always paid for obtaining a registration certificate. Payments for issuing a new PTS or changing data in an old passport are also mandatory. The amount of the fee depends on the availability of space in the document.

Attention! If you have any questions, you can chat for free with a lawyer at the bottom of the screen or call Moscow; Saint Petersburg; Free call for all of Russia.

In 2021, there is an opportunity to get an electronic PTS - they never run out of places.

You will also have to pay a state fee when you need to get new numbers. If the vehicle you are registering already has state signs and are not being replaced, you do not need to pay for them.

Thus, the state duty for registering a car in 2021 is charged for:

  • new registration numbers;
  • new PTS;
  • registration certificate;
  • new information in PTS;
  • "Transit" signs on metal or paper base.

The procedure for registering a car in 2021 is carried out on the basis of the law. General requirements are contained in Order of the Ministry of Internal Affairs of Russia N 950 “On the procedure for registering vehicles,” which entered into force on October 7, 2021. The algorithm for registering a car is specified in its application. A list of all these services related to car registration and received by the driver from the State Traffic Safety Inspectorate is contained in Article 333.33 of the Tax Code of the Russian Federation. The amount of state duty for receiving them is also indicated there.

Registration in PTS

You need to understand when you need to contact the traffic police to make a new entry in the PTS:

  • buying a car;
  • engine replacement;
  • painting in a new color;
  • change of surname;
  • change of place of registration;
  • damage to the document;
  • replacement of passport.

PTS and driver's license

Important! You cannot make a recording yourself. It must be completed by an authorized employee and certified with a seal. In this case, he must first check all the documents. When changes are made to a vehicle, it is first inspected.

Order of the Ministry of Internal Affairs of Russia “On approval of the Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation for the provision of state services for the registration of motor vehicles and trailers for them”

State duty for registering a new car from the showroom

The purchase of a vehicle at a dealership in 2021 is accompanied by its mandatory registration with the State Traffic Inspectorate. This is given 10 days from the date of signing the purchase and sale agreement. If the allotted period has expired, then using the machine in the future is considered illegal. For such a violation, the law establishes an administrative fine in the amount of 1000-1500 rubles - in accordance with Article 19.22 of the Code of Administrative Offenses of the Russian Federation. For driving an unregistered vehicle, a penalty of 500-800 rubles is provided, this is stated in Part 1 of Art. 12.1 Code of Administrative Offences. For a repeated violation, the amount increases to 5,000, and the driver also faces deprivation of his license (Part 1.1 of Article 12.1).

The standard state fee for registering a car from a showroom in 2021 is 2,850 rubles. This amount is made up of three components: 2000 for new license plates, 500 for issuing a registration certificate, 350 for entering new data into the PTS.

It turns out that for a new car from the showroom upon registration you need to pay a total amount of 2850 rubles.

Registering a new car in 2021 may involve additional expenses. For issuing a PTS, another 800 rubles will be added to the total amount. For registration of a new trailer, the fee will increase by 1850 rubles, re-registration of an old one - 850 rubles. If registration is carried out along with obtaining a new driver’s license, you must pay another 2,000 rubles for the license.

What liability is provided for violations?

Fine for illegal changes to the design - 500 rubles

(Article 12.5 of the Code of Administrative Offenses of the Russian Federation).

If the inspector discovers that there are illegal changes in the design of the car, he will issue a requirement to eliminate them or register them. Information about this will be stored in the traffic police database. The driver must comply with the requirement within 10 days, otherwise the registration of the car will be stopped.

We will tell you about the intricacies of the legislation, help you understand it and tell you what to do in controversial situations.

State duty for registering a car with old license plates in 2021

The legislation allows you to register a car while maintaining the same license plates. The cost of the procedure in this case will be significantly lower than when registering a new car without license plates.

After completing the purchase and sale transaction, the new owner of the vehicle must come to the MREO of the State Traffic Inspectorate with documents for the car. The state fee for registering a car in 2021 without changing license plates will be 850 rubles: 500 for a certificate, 350 for entering new information into the PTS.

The former owner may not appear at the traffic police and not deregister his former car - this will happen automatically when the car is registered to the new owner. It is important to do this in the first 10 days from the date of the purchase and sale procedure. Here, the parties to the agreement decide for themselves: the numbers may remain the same, the old owner has the right to keep them, and the new owner may express a desire to change the numbers, but then a state duty of 2,000 rubles will be added to the total amount.

How to get a new PTS if the old one has expired: step-by-step instructions

Lack of space in the car’s passport will not become an obstacle to sale if it is replaced in time at the State Traffic Inspectorate. Don’t know what to do if the PTS is completely filled? Check out the step-by-step procedure guide below.

What to do if the PTS is completely filled:

  1. Collect documents, join the traffic police electronic queue (pre-registration is not necessary, but will help avoid hours-long queues). Please note that the same procedure can be completed at the MFC
  2. Fill out and submit the application. The traffic police technician accepts the application and checks it, noting on the form what documents he received from the owner of the vehicle or his legal representative
  3. The traffic police inspector issues a duplicate. In the “special notes” he indicates that the document was issued to replace the old one, and also sets the date of replacement
  4. The applicant is issued a PTS and STS
Important! The new document is assigned a serial number and is included in the STS. To do this, the certificate must be reissued.

According to the traffic police regulations, half an hour is allotted to complete registration actions. However, the procedure almost always takes longer. It may take an hour, two, or even a whole day to complete. Don’t know how to sell a car quickly if the title is completely filled? Contact our company! We will help you get a duplicate simply, spending a minimum of time on going through the procedure.

It is important for the car owner to remember the following nuances:

  • no vehicle inspection required
  • When performing this procedure, you will not have to check the VIN, markings of the body, chassis and other parts
  • the duplicate must have an appropriate mark (stating that it was issued to replace the original)
  • if the traffic police officer did not mark it, the applicant should remind him of this himself
  • need to get a new STS

State duty for car registration for legal entities

In 2021, organizations are subject to the same requirements as ordinary citizens, but to register a car they need to collect more documents. The important condition that the car will be registered within a ten-day period after purchase also applies to legal entities.

The package of documents when registering a car for a legal entity must contain a receipt for payment of the state duty. The following rates apply for 2021:

  • receiving new numbers – 2000;
  • changes in PTS – 350;
  • registration certificate – 500;
  • transit numbers – 1600;
  • accounting for additional units – 350.

In total, in the standard case, registering a new car will cost 2850, a used one with license plates – 850 rubles.

The state fee is paid by the organization's accountant only by bank transfer: from the company's debit account, the required amount is redirected by payment order using the details of the traffic police. If the receipt is paid by an individual, MREO employees will refuse to register the car to the company.

What is PTS

It is worth understanding what a PTS is in simple words, because not all novice motorists know why this document is needed and what it contains. Here the basic information is entered, by which you can determine the owner and the car itself. Essentially, this is an A4 sheet with a security hologram, series and number. Information in the PTS can be divided into two categories: about the owner and about the car.

Table 1. What information is indicated in the PTS

About the carAbout the owner
· model, make and body type of the car;· Full name of the owner or details and full name, if we are talking about an organization;
· engine number;· passport details;
· VIN number;· place of registration;
· Weight (permissible and nominal must be indicated, and the information is provided by the manufacturer);· Date and place of birth.
· body color;
· engine characteristics.

Vehicle passport

This information must be present in the document. However, cars are periodically sold to other individuals or legal entities, so information about the owner changes. At the same time, space is limited in order to accommodate new drivers. Therefore, when there is no more space in the document, it is necessary to issue a new PTS. The same applies to cases of its loss.

When selling a vehicle, the title is provided by the previous owner, the car dealership, the manufacturer, or a customs officer if the car was brought from another country and is undergoing customs clearance.

Payment Methods

In 2021, the car owner has the right to choose the method of paying the state duty that will be most convenient for him:

  • Internet, mobile banking;
  • State Services website;
  • depositing cash into an ATM or bank teller.

If you encounter difficulties using online resources, you can use the standard payment method at the bank. It is possible to perform it either independently through payment terminals or with the help of an operator.

Before paying, you must find out the exact amount of state duty that needs to be paid in a particular case. When entering data into the payment form, you need to select the correct department and indicate the details for transferring funds.

Details for paying the state fee for registering a car in 2021

The details of traffic police departments in different regions of the country differ, in addition, they can be different within the same subject. Exact payment information can be found at the traffic police department in your area.

When paying the state fee for registering a car in 2021 through the federal portal “State Services”, this is not necessary. Here, when you select a department, all details appear automatically. Also, the information necessary for payment is loaded into Sberbank terminals. When using mobile banking applications or a personal account on the bank’s official website, you can select a ready-made template for paying state fees, where the necessary details will already be entered. Such a system is present in many popular banking institutions.

If none of the electronic payment methods are suitable, then you need to find out the details from the traffic police, write them down and take them to the bank.

Payment via the Internet

The most reliable option for paying the state fee for registering a car in 2021 is the State Services portal. This is an electronic tool for providing services to the public. Its use is recommended on the State Traffic Inspectorate website.

Other possible methods of transferring funds are online payment services. Working with them may be accompanied by some nuances:

  • for performing operations a commission of up to 10% of the paid amount is usually charged;
  • To confirm payment on third-party sites or payment terminals, a receipt will be required. If the payment was made electronically, then you need to send the receipt to your email address and print it out;
  • when presenting such a check to the traffic police, it may not pass verification - in this case, you will have to go to the branch of the bank through which the payment is made and certify the payment document with a seal;
  • There may be delays in the receipt of the amount to the recipient. This may be due to technical glitches or peculiarities of the bank's operation.

For those who want to more safely pay the state duty for registering a car in 2021, it is worth choosing the State Services website. It allows payment by bank card, e-wallet or mobile payment - the user’s choice. Delays and malfunctions occur, but after contacting technical support, all issues are quickly resolved.

What and who needs to be paid for?

You can issue a new technical vehicle passport through the following services:

  • State Traffic Inspectorate;
  • State Services website;
  • MFC – Multifunctional Citizen Service Center.

When contacting the first instance, you will need to pre-register for service and be placed in a queue.

To do this, you can order your electronic queue ticket by calling the nearest MREO, or you can come and pick it up yourself through the innovative system terminal at the traffic police office. There are no such difficulties on the State Services website, as well as when contacting the MFC service.

Let's look at what the payment is for and in what form it is presented for payers who need a duplicate PTS for a vehicle:

Pay for the following transactionsWhat there is no charge for
1. Making and filling out the form. 2. Issuance of a duplicate (done against the signature of the recipient). 1. Entering information into the database. 2. Paper registration of accompanying internal documents of the MREO.

Payers for the production and issuance of PTS can be both individuals and legal entities, as well as individual entrepreneurs. This is stated in paragraph 1, part 2, art. 333.17 Tax Code of the Russian Federation.

The one who submits the application to the traffic police pays (clause 3, part 16 of Order No. 496 of the Ministry of Internal Affairs). In the case when the application is submitted by the previous owner before the purchase and sale transaction is completed, then he will pay for obtaining a new passport.

If the transaction has already taken place, all the papers have been signed, and the title requires replacement, then the new owner of the car will pay.

Payment for services provided by the state registration and control agency is presented in the form of a “state duty”.

This is a fixed monetary rate that goes to the country’s budget, or more precisely, to the regional or federal treasury of local importance.

If, for example, a driver submitted an application in Yekaterinburg, then the money he paid for obtaining a technical passport will go to the budget of the Sverdlovsk region or the Ural Federal District of the country.

Such details are indicated in the details of the receipts issued for payment of the duty.

  • State duty for deregistration of a car in 2021

    Removing a car from state registration in 2021 is also subject to a fee. This provision is spelled out in Article 333.33 of the Tax Code of the Russian Federation. The system for calculating this amount is uniform throughout the country, and the payment details differ in each region.

    The amount of the fee is determined by the reasons for deregistration of the vehicle. These include:

    • Disposal. Depending on the circumstances and region of residence, the owner either needs to pay 1050 rubles, or no payment is required.
    • Termination of ownership due to gift, sale or other reasons. The amount consists of paying for a certificate of 500 rubles and making adjustments to the PTS - 350 rubles.

    When setting the amount of state duty for deregistration in 2021, many factors are taken into account. The amount is individual in each case, can reach 2500 rubles, and in some situations it is not charged.

    Examples of paying state fees

    When calculating the total amount of state duty for registering a car in 2021, you need to take into account only those actions and circumstances that are relevant in a given situation. It consists of the following indicators:

    • registration certificate – 500 rubles;
    • changes in PTS – 350;
    • issuance of numbers – 2000;
    • certificates from government agencies – 350;
    • documents for “Transit” and special numbers – 1600.

    For example, registration of a used car with license plates will cost 850 rubles. Old state signs can be kept on the car after sale, so the owner saves 2,000 rubles on registration license plates.

    Calculation of state duty when purchasing a new car in 2021.

    Registration of a car from the showroom is accompanied by receipt of license plates and issuance of a registration certificate. The PTS is issued to the owner at the salon.

    Amount to be paid: 2000+500+350=2850 rubles.

    Discounted price: 1400+350+245=1995 rubles.

    Buying a used car while keeping the old license plates.

    In this case, the amount will depend on the availability of free space for registration in the PTS.

    If there is no need to get a new passport, then the amount will add up as follows: 500+350=850 rubles.

    If a replacement registration certificate is required, the fee will increase.

    In standard size: 500 + 800 = 1,300 rubles.

    If the new owner of a used car decides to change the license plates, then another 2,000 rubles will be added to the total amount.

    Number plates are kept in the traffic police department.

    If the owner decides to keep the license plates after selling the car, he must leave them for storage at the traffic police. When he needs them for installation on another car, in addition to the re-registration fees, he will also have to pay for storing the license plates - 2,000 rubles.

    Amount to be paid: 2,000 + 500 + 350 = 2,850 rubles.

    Restoring a lost registration certificate

    In this case, the motorist pays a state fee for issuing a new certificate. Data on changes in the document for the car are entered into the PTS - you also need to pay for this.

    Total amount: 500 + 350 = 850 rubles.

    What documents are needed for PTS

    It is required to provide a standard package of documents to traffic police officers so that they can make an entry in the PTS.

    1. Statement of the established form. You can fill it out on the spot or download it from the traffic police website and fill it out at home to save time. Blots and mistakes are not allowed. Using typescript too.
    2. An old title, if available (it cannot be provided only in case of loss or during the import of the car into the territory of the Russian Federation, but in the latter case special conditions apply).
    3. OSAGO policy. It must be completed before registering the car. If the previous owner recently bought it and then sold the car, then you can re-register it to the new owner at the office of the insurance company. However, the issue of compensation for the cost of the policy to the previous owner must be decided independently.
    4. Car owner's passport.
    5. Receipt for payment of state duty.
    6. Vehicle registration certificate.

    If changes are made to the owner’s personal data, then you must additionally provide the relevant documents that allow you to enter new information.

    It is important to understand that it is not necessary to come to the traffic police department to fill out the paperwork. You can contact MFC employees. But then you will have to spend 5–7 days more, since this time is necessary for the delivery of documents.

    Replacing PTS - step-by-step instructions

    The process of replacing a vehicle passport is always standard. Let's consider a situation where a driver buys a car from an individual where there is no free space in the title, since this situation happens often.

    Step 1

    Signing an agreement to transfer ownership of a car. The contract must comply with the requirements of the Civil Code of the Russian Federation, so it is recommended that you contact a lawyer to check it. This will eliminate ambiguities. After this, mutual settlements are carried out, and the previous owner goes to the traffic police to deregister the vehicle. You don't need to show your car to do this.

    Step 2

    Pay the state fee using one of the available methods. If the payer chooses electronic payment methods, then you need to print a receipt after the bank has marked that the payment order has been executed.

    Step 3

    Providing traffic police officers with all necessary documents to make changes.

    Step 4

    Checking a car by a traffic police officer. He must make sure that it is not stolen, and also meets all the requirements of current legislation in order to move on the road. In other words, he must make sure that the vehicle does not pose a danger to other road users.

    Step 5

    Obtaining the necessary entry in the PTS. If there is no more space in the previous document, a new one is issued. But then the state duty will be for replacing the title and making an entry. It is recommended to make two separate payments so that there are no problems when receiving government services.

    Obtaining the necessary entry in the PTS

    It is important to understand that the absence of any document is considered grounds for refusal to make an entry. Typically, the entry and registration of the machine are performed at the same time. Therefore, you will additionally need to provide a purchase and sale agreement. To avoid problems during the purchase, it is worth coming to the traffic police officers together with the seller. He will be able to answer all questions immediately, which will speed up the car registration procedure. When the previous owner refuses to be with the new owner during the registration of the car, then this is reason to think that the transaction may be dangerous.

    How to fill out a receipt for payment of state duty

    Some citizens decide to fill out a receipt for payment of the state duty on their own, since bank employees charge a certain fee for this. It is important to carefully fill out the form, which can be downloaded on the Internet or picked up at a bank branch. This is what should be there:

    • full details of the recipient, his TIN and KPP;
    • recipient's bank (BIC, KBK, current and correspondent account, OKTMO are included);
    • information about the payer;
    • amount of payment.

    Receipt for payment

    It is worth noting that you can generate a receipt on the traffic police website. Then all the details will be filled in automatically, so there will be no chance of error. The bank employee reads the payment data from the QR code using a special scanner, and then accepts the payment. Sometimes a fee of up to 10% of the payment amount may be charged, so this needs to be taken into account.

    Some banks offer templates for paying for government services via Internet banking. That is, there you only need to enter the name of the structure to which the payment is made, the name of the payer and the amount. The details will be provided automatically.

    Features of payment of duties by legal entities

    It is worth understanding that most legal entities do not work with cash, but they also need cars for work. This means that they can register them for themselves. In this case, payment is made from the organization’s current account to the traffic police account. Only after this is the payment order printed and handed over along with other documents to MREO employees.

    If the company works with cash, then you can pay through a bank or other accessible method. If payment is made through an operator at a bank, then an employee of the company or other person must have a power of attorney to perform a certain action. It is filled out on company letterhead and certified by the director of the company. There you need to indicate information about the authorized person and the principal, as well as indicate what the authorized person can do and during what time period.

    Accountant transfers money

    The document is provided to the bank employee along with the payment order and money. It is removed and cannot be reused. If a general power of attorney is issued, its validity may be one year, but it is also withdrawn. Therefore, it is recommended that you provide a copy; this will be sufficient in most cases.

    If there is a general type of power of attorney, the authorized person can easily receive the necessary services from a traffic police officer by registering the car and entering the necessary information. According to current legislation, the owner of a vehicle can be legal entities or individuals, as well as foreigners.

    In fact, the procedure for paying state fees is standard, regardless of the payer and his citizenship. After this, you need to contact the traffic police. The receipt is valid for three years. Therefore, if the owner of the vehicle has paid more than necessary, but in the near future wants to contact the same structure again to receive a new service, he can print out the receipt again and get everything he needs from it. However, difficulties may arise, since it is impossible to control what exactly the service was provided for and for what amount. Therefore, when there are several reasons for contacting traffic police officers, it is worth making several different payments.

    How long is the paid duty valid?

    If the car owner has paid the state fee for registering the car in advance, he has concerns about whether he will be able to use this receipt after some time and how long the paid check is considered valid in 2021.

    In fact, no specific boundaries have been established - payment of the fee is considered valid until the corresponding service is provided to the payer. If the driver transferred a sum of money for car registration, then the payment is unused until the certificate is issued.

    If he was denied the service for any reason, then the receipt remained valid. You can use it the next time you apply for registration.

    The only possible risk that it will lose its validity is a change in the details of the institution where the payment was sent. This happens rarely, but if the change occurred during the validity period of the receipt, then it becomes invalid and the traffic police will no longer accept it. Therefore, you should not delay too much in receiving the paid service.

    Refund of state duty for car registration in 2021

    The law establishes several grounds on which an individual must be refunded money for the state duty paid. This provision is regulated by Articles No. 333.40 of the Tax Code of the Russian Federation.

    In 2021, funds are returned to a citizen from a government agency in the following cases:

    1. Refusal to perform services by traffic police officers. This can happen for various reasons specific to each specific situation.
    2. Paying more than necessary.
    3. Refusal of the car owner to register before contacting the traffic police. The person changed his mind about buying a car, but has already paid the state duty - the money can be returned.

    In any of these situations, Article 333.40 of the Tax Code gives the right to refuse registration and return the money spent. To do this, you need to send an application to the traffic police requesting a refund. This can be done immediately after payment and over the next three years.

    The traffic police are given 30 days from the date of receipt of the application to satisfy the requirements of the traffic police. After making a decision, the department has another 10 days: the information is transferred to the treasury, where the citizen will be put on a queue to complete the money transfer.

    Possible problems and nuances

    The biggest problem that vehicle owners face when replacing their title is the ban on using the vehicle until they receive a new document. Despite the fact that when checking cars on the roads, the title is not checked, when replacing it, the owners submit it to the traffic police and the STS. Without this document, the driver will be able to drive the car only until the first stop by the traffic police. The period for replacing a vehicle title is determined by law to be 1 day. Despite this, it can be extended up to 30 days.

    Starting from 2021, vehicle owners may not change the vehicle title when replacing the engine if a unit with similar technical characteristics is installed instead. This norm is interpreted differently in the regions, so it is better to get advice by calling the traffic police hotline before installing a new unit on your vehicle. In practice, there are cases when an engine that has become unusable is replaced with a used engine. There is no guarantee that it was not removed from a stolen car. Before installing it, such motors must be punched in the traffic police database.
