What it is

We are talking about the opportunity to get your own living space free of charge. Persons who meet the necessary requirements can stand in line and wait to receive square meters.

To participate in the program, you will need to collect the required documents and submit them to government authorities. As a rule, this is a local municipality or social security authority at the place of residence.

ATTENTION! You shouldn’t count on getting housing quickly. Sometimes the waiting process drags on for up to 10 years or more.

Who is entitled to housing from the government?

According to the laws in force in 2021, municipalities provide square meters for orphans and children deprived of parental care. They should be given apartments from social security. fund, if any.

ATTENTION! A child’s living space can be replaced with a certificate for designated funds. You can only spend them on buying an apartment or house.

The mechanism for providing housing for orphans has undergone various changes. They touched on almost all aspects of the issue, except for the most important one - the recipient of government assistance.

Kinds

There are three types of queue:

  • with priority rights, this category includes participants of the Second World War, employees of law enforcement agencies of the Russian Federation, families of missing citizens, people with chronic serious illnesses, single mothers, etc.;
  • extraordinary right, this category includes judges, pensioners, prosecutors, graduates of boarding schools and orphanages, disabled people, etc.;
  • on a general basis, this group includes citizens who have lost their housing as a result of natural disasters, low-income people, and large families.

Who might be in line?

Free apartments are, of course, not provided to all Russians, but only to certain categories of the population:

  • military personnel;
  • children who lost their parents early;
  • people whose apartments are located in a building that is officially recognized as unsafe and subject to demolition;
  • Chernobyl victims;
  • families where a person lives who is sick with a severe form of a chronic disease from those listed in Government Decree No. 378;
  • large families;
  • low-income citizens in dire need of housing;
  • citizens who lost their homes as a result of a natural disaster.

To receive a subsidy, you must prove that the family really needs housing.

Who is eligible

The following families are on the waiting list:

  1. the age of both spouses does not exceed 34 years;
  2. family members are not foreigners. Consideration of the issue of issuing a subsidy is carried out taking into account citizenship; the program participant must be a citizen of Russia;
  3. Large families also receive advantages when queuing.

Any family that meets the existing list of requirements can participate in the social program . Among them:

  • lack of ownership of an apartment or private house;
  • the existing property is declared uninhabitable;
  • the living space is less than it should be for all family members;
  • dilapidated building;
  • the family had not previously taken part in housing acquisition programs and had not received any payments;
  • those in need do not participate in other government programs.

Citizens who meet the above requirements can register and wait until they receive the opportunity to purchase housing at a low cost. During the registration period for participation in this program, it is necessary to bring a certificate of income so that social workers can assess the family’s solvency and offer favorable conditions.

ATTENTION! After submitting an application, it is prohibited to change living conditions for the worse, as well as to register outsiders, sell or exchange in order to reduce the square footage.

Why check the waiting list for housing?

For everyone who is registered to receive a social apartment, an accounting file is opened. The housing authority handles the paperwork. The applicant is assigned a serial number.

The priority depends on the date of registration - the earlier you are included in the list of applicants, the faster the chance to improve your living conditions. As the line progresses, the number changes. Applicants need to keep track of how their positions have changed, e.g. how far they have moved up the list in a calendar year.

Why watch the queue:

  1. So as not to miss the moment when social housing will be provided as part of the state program.
  2. Check to see if you have been taken off the waiting list for free housing.
  3. To navigate the movement of lists in different directions (social housing, subsidies, mortgages).
  4. Determine the waiting period for your turn according to the all-Russian and regional list (at least approximately).

Expert opinion

Dmitry Nosikov

Lawyer. Specialization: family and housing law.

The trend is that the queue for housing is not transparent. Changes are taking place inside to please the officials. Many people are simply removed from the electronic queue. And if you don’t find out about it right away, you may miss the deadline to appeal the decision of government agencies.

One of the current problems is the lack of an open list of those waiting in line. Citizens can only find out their serial number. It will not be possible to see who is behind whom, as well as who has already received housing. The authorities' reaction to the outrage boils down to one thing - they allegedly do not have the right to publish the personal data of applicants - by virtue of Federal Law No. 152 “On Personal Data...”. Hence such difficulties and incomprehensible moments.

True, tracking the number in the electronic queue is not difficult. Let's look at how this can be done.

Orphans

Orphans have the right to receive housing, and this moment comes after completing their stay in institutions for this category of citizens.

The right to receive arises if the child does not have a place to live. He must contact the housing fund to submit an application.

IMPORTANT! If an orphan is in training, military service or other places, he has the right to apply after completing his affairs, his right remains with him until he actually receives housing.

This issue can be decided by the guardian; if a refusal is received, you should seek help from a lawyer.

Basic laws

The acts of legislation that lawyers look at when deciding the issue are as follows:

  1. Federal Law No. 159-FZ “On additional guarantees for social support for orphans and children left without the care of their mother and father.”
  2. P.P. Russia dated 04/04/2019 No. 397 “On creating a list of orphans and children left without the care of their mother and father...”.

Previously, the rules for providing for orphans looked like this:

  • they were not put on a waiting list, but were immediately given the apartments that the administration had;
  • there were no lengthy proceedings regarding eligibility;
  • if an orphan was not provided with housing before his 23rd birthday, he was removed from the register;
  • The living space was registered in accordance with social standards. hiring

In the process of investigating various situations, it was found that such rules open up opportunities for fraudsters. In particular, young citizens who received free living space:

  • sold it to get money;
  • handed over to scammers.

And changes approved in 2014 stopped fraudulent schemes in relation to orphan housing.

How to determine your turn

There are several ways to determine the priority; the most convenient is the online resource of the region’s city government.

Internet

Unfortunately, not all cities have an online verification service.
Information about this can be obtained when applying for social support in purchasing housing. Receiving information via the Internet is much more convenient than regularly sending applications for the provision of priority data to the relevant structures.

Today, checking through websites is available only to residents of Moscow, St. Petersburg, Kemerovo and some other cities. Instructions:

  • Find the website of the City Property Department of the desired city.
  • Go to the “Housing Funds” section, then find the “useful services” subsection (the name may be different for each region);
  • In the window that appears, you need to select “sequence number in the queue.”
  • To receive data, fill out the fields and send a request.

There are other sites that allow you to use the service for free. You will also need to fill in the information to submit your request. The queue number is displayed within a few seconds.

Local administration

Each family on the waiting list for housing has the right to request information from the Housing Department.
The most common way is to send an application to receive information about the queue number. After writing, it is submitted to the administration (city or district).
There are two ways to submit your application. The first request will be to the housing department; there is no strictly established form; it must be written in two copies. Sent by registered mail with a description of the contents and notification (it is important to follow the response time, it should not exceed 30 days).

You can come to the local administration, where they should also give an answer about the serial number. Another opportunity to find out about the serial number is to use the State Services portal.

ATTENTION! Social programs help young families get their own square meters. However, this is a labor-intensive process; you have to collect a large package of documentation and visit various government organizations.

What to do if you are not in the queue?

In this case, you need to contact the local administration in person as soon as possible and find out what’s wrong. The department is required to provide a written response with the reason for removal from the housing queue.

If the results show that the removal from the queue was unlawful, you can go to court with a claim for reinstatement. And if the court satisfies the claim, then the citizen must be put back in the queue with his place saved, and not at the end.

Disputes of this nature, as a rule, require consultation with a competent lawyer, since officials sometimes illegally remove people from the queue in order to satisfy their own interests or those of their acquaintances. How to stand up

Before you start collecting documents, it is worth finding out what documents you will need. The list will be different for different categories of citizens. The standard package of documents looks like this:

  1. application for placement in a queue;
  2. documents confirming the identity and citizenship of the Russian Federation;
  3. paper on family composition, extract from the house register;
  4. documents confirming relationship;
  5. information about housing security;
  6. documents stating that the family is recognized as low-income and needs additional living space.

Is there a promotion in line in 2021?

Certain categories of the population can hope to get an apartment soon:

  • orphans left without parental care;
  • patients with chronic illnesses requiring separate housing for health reasons;
  • persons who called the commission and confirmed the condition of the building as unsafe and unfit for habitation.

Taking these features into account, it turns out that for the rest of those on the waiting list, regardless of how long ago the application for an apartment was submitted, the queue not only does not stand still, but even goes down. However, experts are not so categorical - in large cities and regions with good economic indicators, the construction of municipal apartment buildings is carried out even in times of crisis. Much depends on the desire of the governor and the administration to help citizens in need; you need to fight for every construction project, participate in sponsorship grants and achieve what you want. An official in his place can really do a lot.

Why can they remove it?

It is likely that a person may be removed from the waiting list even before he receives housing. There are different reasons for this, here are the most common:

  • the citizen did not submit an application;
  • loss of grounds granting the right to receive assistance (for example, a citizen ceased to belong to the category of “poor”);
  • change of place of residence;
  • the citizen purchased housing at his own expense;
  • a fact of data distortion was revealed (false documents were presented).

Different groups of citizens can become participants in the social program - orphans, low-income people, large families. It is important to collect the required documents and submit the application on time.

IMPORTANT! Being on the waiting list is a good opportunity to have your own home, but years of waiting may end in nothing. In any case, it’s still worth getting a chance to purchase your square meters.

Deadlines

In order not to worry about the priority, you need to know exactly all the deadlines that apply during the registration and subsequent validity of the housing subsidy.

The entire operation involving the conclusion of a subsidy may take six months. The application itself is reviewed within 10 working days, and the family who applied for admission to the program will receive a response after their expiration. After receiving a positive answer, the family can wait for assistance in purchasing housing.

Subsidies are divided into 2 types:

  • family without children – repayment of 30% of the cost of housing;
  • family with children – repayment of 35% of the cost of housing.

The rest of the remaining amount is contributed independently by family members using personal funds, credit or material capital.
