Transition to individual contracts

To date, more than 20% of gardeners and summer residents have abandoned collective connection and have moved on to concluding an individual contract. Solving the question of how to individually connect electricity to SNT in 2021 is quite simple.

To do this, it is not even necessary to organize a general meeting. It is necessary to provide the energy sales company with a certificate of the previous connection of the site to the electrical network. This procedure has many advantages:

  • Firstly, there is no need to repay the debt for someone else under pain of disconnecting the entire SNT from the electrical networks. An individual agreement obliges a citizen to pay only the amount stated in the electricity tariffs in SNT.
  • Secondly, you will not have to cover the costs of electricity “lost” in the networks. The fact is that according to the laws of physics, it is impossible to transmit electricity through wires without small losses. The further apart the receivers are located, the greater the loss.

Technical aspects of the procedure

The company’s specialists are engaged in connecting electricity from the pole directly to the switchboard at the entrance. They seal the metering device and draw up a separate act on completion of the connection to a specific consumer.

All work related to wiring and installation of the electrical network is carried out in accordance with current standards (rules) and subject to compliance with established safety precautions.

Collective connection

The procedure for connecting SNT to electricity networks collectively is not much different from individual connection. At a general meeting of all members of the partnership, a responsible person is elected, and all further organizational issues rest on his shoulders. Submitting documents to a network company

Documents can be delivered to the network company yourself, by postal service, or sent by courier. Within 30 days from the date when the application with the accompanying documents was received by the organization, the applicant is sent a separate technical agreement for signing. conditions for connection to SNT.

Important! A draft agreement sent to the subscriber from the technical. terms and conditions must have the signatures of authorized representatives of the network organization and be transferred exclusively free of charge.

The network organization has no legal justification for refusing a consumer to connect his facility to the power grid in SNT (if all connection rules are followed).

The subscriber must review the agreement given to him within 30 days and decide whether to sign or not. If you consider certain conditions to be inappropriate and wish to refuse to sign, please send a refusal. It needs to be justified.

Getting permission

If the distance from the extreme boundaries of the site to the nearest electric pole does not exceed 25 m, there are usually no connection problems. If it is larger, you will most likely need to install another pole. Moreover, at the expense of the consumer.

After reviewing the documents, the network organization issues technical conditions to the owner of the land plot, on the basis of which he can easily connect electricity within his territory. This document is a permit to connect electrical networks.

Important! If for some reason the network organization fails to fulfill its obligations on time, it must notify the consumer about this and determine a new period for completing the work.

Connecting electricity to SNT

A certain procedure is provided. First of all, the consumer needs to contact the electricity supplier. You should first prepare a package of documents. You can write the application yourself or use the help of specialists. Additionally, the list of documents includes a power of attorney if all work is entrusted not to the owner of the site, but to his legal representative.

After receiving technical specifications from the supplier, the consumer sells them on their territory. The validity period does not exceed two years. As for compliance with technical conditions for the owner’s land plot, the responsibility for their implementation rests with the network organization.

If the distance to power grids is from 300 to 500 m, technological connection is carried out within six months. At a longer distance - within a year.

After connecting the electricity, a special act is drawn up, which, in particular, deals with the responsibility of the parties. Documents are issued to the consumer free of charge.

From July 1, 2021, there is a single-rate tariff for electricity consumption in SNT, amounting to 5.56 rubles/kWh.

How to take advantage of the law on free gasification

At the beginning of the summer of 2021, the State Duma adopted a law according to which citizens have the right to have gas supplied free of charge directly to the borders of their land plots. The so-called “last mile” was previously paid directly by the owner of the site; now these costs are borne by the gas distribution organization or the state. This makes it possible to save significantly, because previously gasification, for example, in the Moscow region cost on average from 80 to 150 thousand rubles. True, now you will also have to invest: supplying gas to the site and purchasing equipment is still paid for by the owner.

In order to take advantage of this opportunity, you must submit an application to connect the site to the gas network. The law applies to those settlements in which gas distribution networks have already been installed.

Gazprom and its subsidiaries will be involved in gas transportation. Citizens can submit requests to connect their site using the “one window” method directly to the gasification operator. Can they refuse? Yes, with the reason that the system capacity is insufficient. But operators have been given strict instructions to increase capacity in such situations and provide residents with gas.

How to supply gas to a summer cottage

Gas is still supplied to the site at the expense of the owner himself. This is also a considerable amount, and in addition, you will have to buy equipment to supply gas to the house.

How to arrange a gas connection to a private house

In order to supply gas to a private home, you need to collect documents. First of all, technical conditions (TS), essentially, permission to connect to the main line through which gas is transmitted.

Standard package of documents:

  • Request for issuance of technical specifications.
  • Copies of documents confirming the rights to the land plot and the building located on it.
  • A copy of an identity document.
  • Site plan.
  • The owner’s consent and power of attorney – in the event that the documents are not submitted by him personally.

After issuing the specifications, you need to enter into an agreement with a design organization (this could be a gas distribution organization in your region or a third-party company), they will prepare a gasification project for the site and house. At this stage, you will need a topographic plan of the site, technical passports for the equipment and the building to which gas will be supplied.

Next, a gasification plan is drawn up, thanks to which you can correctly draw up the wiring and plan the gas supply in the most optimal way.

When all these points have been completed and the plan has been approved, installation work can begin.

What to consider when connecting gas to a country house

It must be borne in mind that only permanent buildings can be gasified, that is, those that are tied to the ground and will be damaged if you try to move them. You can also gasify the site itself based on the plan of the future building that you plan to erect.

When gasifying a private house, all work is paid for by the owner. But if the house is located in any locality where a central gas pipeline is installed, it has the right to free gas supply directly to the site.

Connection stages and deadlines

Members of a non-profit partnership can connect electricity to their dacha in the following way:

  1. Collect the necessary documents and submit them to the network company or the chairman of the SNT.
  2. Receive a list of technical conditions for the site that the client must fulfill.
  3. Bring the territory to the set requirements.
  4. Hire a specialist who will inspect the land and connect the electrical network within a specified period.
  5. Pay to join the line.


A SNT member is connected to the network within 6 months if the maximum power of objects on the site is no more than 100 kW, and within about 1 year with a power of no more than 750 kW, and if this threshold is exceeded, the period increases to 2 years.

The fact that Mr. Mishustin drew attention to this problem just makes me happy. By the way, probably eight years ago I talked to him about this problem, when he was still the head of the tax department, and not only with him, but also with Mr. Novak, who was then the Minister of Energy. That is, then everyone was afraid to approach this problem, because the problem of electrification of dacha communities was simply some kind of disaster.

The fact is that there are several tens of thousands of gardening partnerships in the country and almost all of them are connected to electricity, let’s say, not entirely legally, I say this very modestly. The fact is that the electricity actually reaches the incoming transformer and is then distributed; in fact, it is sold at retail by the partnership itself. The partnership does not have the right to do this, it is not an electrical network organization, it has no right to sell electricity or provide services, but de facto this is so, de facto this is happening. And these internal networks of partnership, you rightly show them, stuck together anyhow - this is all over the whole country. And naturally, if we now begin to put things in order in this area, we will be faced with a huge problem, which is very costly.

In that very draft resolution it was said that it should be communicated directly to the gardener - but, excuse me, who will do this and through what networks? That is, there are old networks of the partnership, naturally, the energy selling company will not immediately provide everyone with either wires or poles, this is a huge amount of money. Therefore, what we have now, what journalists have now rushed to praise, oh how great, now we will live so wonderfully - no, dear friends, there will be no quick and quick happiness. That is, what we have now is still a declaration of intent. This is a good declaration of intentions, I can only applaud, but this does not mean that tomorrow you will have electricity at your dacha, for those who do not have it, this does not mean that problems with internal networks will be solved.

But in general, the ideal, of course, is for the internal networks of partnerships to come under the supervision of professionals, that is, energy sales companies. And now this process is taking place; in the same Moscow region, several thousand gardening partnerships have already transferred their virtually ownerless energy networks to network organizations. That is, this process is also not very, let’s say, going well and quickly, because energy grid organizations are joint-stock companies...

Vitaly Mlechin:

Concept. Andrey Vladimirovich, please tell me how this situation came about? That is, when they stretched this cable, this was back in Soviet times, why did they become ownerless?

Andrey Tumanov:

Well, we started with cables, but simply with wires, but then they began to make internal networks out of cables, and even then not everywhere, ordinary wires still hang somewhere. Well, this happened under Soviet rule, when the first partnerships began to electrify. They helped the enterprises do this, they set up pillars for the enterprises that supervise this or that partnership.

Well, as a result, it turned out that internal networks became the property, the unregistered property of the gardening partnership, which monitors these networks, hires an electrician, changes poles, replaces wires, and, in addition, is responsible for energy losses. After all, if a city resident pays the energy company for what he overcharged the meter, then the gardener pays more, because he also pays for what is lost in the power grid, and the losses occur in the transformer, plus he pays for the theft of his neighbors, that is, mutual responsibility . After all, payment for a gardening partnership goes according to the meter included in the partnership: if someone has not paid extra, the amount must be divided among others. This is where it turns out that in a partnership the fees are the highest among private consumers, the highest.

Andrey Vladimirovich, about the cost of connection too. Someone is afraid that now it will be more expensive, that is, if previously, as far as I know, connecting to the networks of a dacha association cost, in my opinion, 550 rubles...

Andrey Tumanov:

550 rubles, yes.

Yes, now it seems that no specific amount has been indicated, but people are afraid that now this amount could grow, I don’t know, significantly.

No, 550 rubles, they are indicated in the law, it is unlikely to be more. But, you know, this is for connection. Regarding networks, it has not yet been worked out what will happen next, either old networks will be used or new ones will be built. Someone has to pay for new networks, and who will pay, a joint stock company or a gardening partnership? In order for, for example, a network organization to take over your electrical networks, they must be prepared; In order for them to be prepared, of course, you also need to invest money. You see, money, money everywhere...

What does “prepared” mean?

Andrey Tumanov:

Well, at least they are put in order, let’s put it this way very simply. That is, the electric network company does not want to take over, imagine if it takes over some collapsed electric network, it will have to invest a lot of money. And it will turn out that it will not receive a profit, but will endlessly invest in it - well, why would a joint-stock company do this? Therefore... Well, one good thing is that in this case, as usual, all the problems are not blamed on the gardeners, before it was just like that.

Ksenia Sakurova:

Andrey Vladimirovich, look, this is the real situation. Let’s say a person bought a house in such a SNT, wants to supply electricity there, let’s say it’s not there, while all the other members of the partnership pay directly to the chairman, that is, they have this whole system set up in such a way that electricity goes through the board of the SNT. Now, it turns out, this new owner must directly enter into an agreement with the sales company, or if all the other members of the partnership receive electricity the old fashioned way, then he too, as it were, the old fashioned way?

Andrey Tumanov:

No. Based on the old laws, not only on this new declaration, the gardener can enter into an individual agreement with the energy sales company. But there is one “but”. After all, the energy sales company will not stretch him a separate wire through the entire partnership, that is, he will have to use the network. So, if he is able to come to an agreement with the partnership regarding the use of the network, then yes, then he will be able to do it. But now it's more of a lottery. I know of only one partnership that very easily and quickly concluded individual contracts, but it, however, has the name “Energosbytovik”, that is, you understand, yes. And the rest, of course, certainly have problems, especially if you are the only one who is going to connect, and the others don’t really want it.
