Tariffs for compulsory motor liability insurance will become more individual. There will no longer be a single regional base tariff in the usual sense, and the cost of the policy will largely depend on the driver himself.

This can be called a dynamic base tariff - previously it was set one for the whole region and was in the range of 2746–4924 rubles, and now it will be individual for each driver, but in the range of 2471–5436 rubles. Here are two significant new rules:

  • The tariff corridor has been expanded by another 10%.
  • The basic tariff will now be different for everyone, and not the same for all residents of the region.

As it was before

The cost of compulsory motor liability insurance depends on many factors:

  • base rate in the region (determined by registration of the car owner);
  • vehicle category and power;
  • territory coefficient (CT) or, in other words, the region of registration of the car;
  • driving experience and age of the driver (PIC) and all persons included in the insurance;
  • bonus-malus coefficient (BMC) or discounts for accident-free driving. The basic BMR is 1 (you will have to pay 100% of the cost). The best coefficient is 0.5 (10 years without accidents, will give a 50% discount). And if the BMR is 2.45, it means that over the last year you had four accidents, and when calculated, the coefficient will be 1.45.

When calculating the cost of compulsory motor liability insurance, the size of the base rate was multiplied with all these coefficients. Where insurance companies wanted to increase market share, they lowered the rate in the region, but lowered it for everyone - both non-accident and accident drivers. Now everything will be individual.

When purchasing a car, you must purchase an MTPL policy. Without it, the traffic police will not register the car. Due to lack of experience, insurance costs more for beginners than for experienced drivers.

How will it be now

The single base tariff for the region is being replaced by a dynamic base tariff. It will be assigned depending on factors established by insurance companies - driving accuracy, slightly improved consideration of parameters of drivers’ age, length of service and their connection with the risk assessment under compulsory motor liability insurance.

That is, previously the insurer had to set a single tariff for all drivers in a certain territory, and little depended on the attentiveness of a particular driver, except perhaps his personal driving history - KBM. And now everyone has the power to “earn” a minimum tariff for themselves.

Until August 24, 2021, the insurer also set the base rate within the corridor, but it could only take into account the category and purpose of the vehicle in relation to the territory. Therefore, in one city, all citizens who owned passenger vehicles had the same basic tariff. For example, if Krasnodar is an unprofitable region for insurers, then the companies there set the upper limit of the corridor for absolutely all car owners. And it turned out that even if a person is an ideal driver, but lives in Krasnodar, then he had to pay more than a driver, say, in Omsk, where on average the loss rate for insurers is lower and where they set the lower limit of the corridor.

The average loss ratio for the region used to be a key factor in determining the base rate. And this did not make it possible to individualize the tariff. Now insurance companies have the opportunity to use the accumulated experience of tariffing in comprehensive insurance, which, most likely, will now be transferred to OSAGO.

Is it possible to conclude several MTPL agreements?

First, it’s worth understanding whether it’s even possible to conclude several MTPL contracts for one car?

Insurance legislation does not contain rules that would limit the policyholder in the number of contracts of this type entered into. Concluding an insurance contract is nothing more than a transaction.

If the law does not directly prohibit concluding multiple insurance contracts, then such a transaction is not contrary to the law.

When concluding a contract of compulsory civil liability insurance, the policyholder is obliged to inform the insurer about all existing contracts of compulsory civil liability insurance concluded with other insurers, and also, at the request of the insurer, provide information about all known circumstances that are significant for assessing the insurance risk .

Thus, in order to conclude several insurance contracts, the policyholder is obliged to notify the insurer about existing MTPL insurance contracts with other insurers.

Conclusion: it is possible to obtain MTPL insurance from several insurers. The only requirement for the policyholder is the obligation to inform the insurer about existing MTPL insurance contracts.

How will driving accuracy be measured?

Each insurance company will develop a methodology for measuring driving accuracy independently, coordinate it with the Central Bank and publish it on its website.

For now, we can only guess what will happen in this methodology - a new accounting of the ratio of a car’s age to accident rates or “intelligent systems for calculating the base rate,” which are unlikely to be specified.

The factors that insurers will definitely use to determine an individual base rate are:

  • the presence of violations of traffic rules (traffic rules) and fines (in this case, fines from cameras do not count - only according to the traffic police protocols for the driver, which are contained in the traffic police database);
  • age and mileage of the car.

It can be assumed that insurance companies may start asking additional questions, but it is not a fact that the Central Bank will approve this:

  • the driver’s marital status and the presence of children (family people drive more carefully);
  • the presence of other cars in the family (if the driver has the only car for the whole family, most likely he will also drive it more carefully);
  • time of day when the driver uses the car most often.

The insurance company may also offer the car owner to install telematics equipment free of charge, which will record his driving style. If measurements show that the driver is careful on the roads, the cost of the MTPL policy for him may also be reduced to a minimum. However, you can refuse to install telematics, and this refusal in itself will not lead to an increase in the cost of the policy.

If several drivers are included in the MTPL policy, and only one of them often violates traffic rules and drives carelessly, then the price of the policy will be determined based on its indicators. That is, the tariff will be maximum for everyone.

Why do you need MTPL insurance?

He will not have to pay compensation for damage to someone else’s car from his own pocket - the insurance company will do this for him. Also, according to the policy, the insurance company compensates for damage to the life and health of victims. The person at fault for the accident is not compensated for the cost of car repairs.

What else will change

The tariff corridor itself was expanded by 10% up and down. Now for individuals the minimum basic tariff for passenger cars will be 2,471 rubles (previously - 2,746 rubles). And the maximum is 5436 ₽ (previously 4942 ₽).

Some coefficients have also been changed. For example, the age-experience coefficient (AEC):

  • for drivers aged 22 to 24 years with 3 to 4 years of driving experience increased to 1.08 (previously - 1.04);
  • for drivers over 59 years of age with more than 14 years of driving experience, on the contrary, it decreased to 0.93 (previously - 0.96).
