Obtaining citizenship of the Russian Federation for Kazakh applicants
There are two options:

Russia and Kazakhstan support a policy of friendship. This allows you to draw up legal documents, benefits, certificates in an accelerated or simplified version. Since 2014, Russia has had a law that makes it possible for representatives of Kazakhstan to obtain Russian citizenship in a simplified manner.
With changes to the law in 2014, some groups of migrants received the right to become subjects of the Russian Federation under an accelerated procedure. Law 62-FZ “On Citizenship of the Russian Federation” clearly describes these categories of persons (additions that entered into force on May 2, 2014). First of all, this applies to those migrants who speak Russian fluently and permanently live in Russia.
Simplified and general methods
A simplified submission requires grounds.
If none of the above is suitable, then there are other options. It is possible to become a Russian citizen if you have the so-called grounds . Having a close Russian relative (husband/wife, parent, child), obtaining a profession in the Russian Federation and work experience, having a profession in demand, having your own business with a certain level of annual contributions to the treasury - all this makes it possible to legalize under a simplified scheme. Well, as a last resort, the general procedure remains (based on five years of residence under a residence permit). However, the law is favorable to immigrants from Kazakhstan, so most likely there will be ways to undergo naturalization relatively quickly.

Expedited procedure
Entry into Russian citizenship under a simplified procedure is possible for several categories of applicants. A resident of Kazakhstan can apply for a simplified procedure under the following conditions:
- The applicant is registered in the region of the Russian Federation, under the program for the resettlement of compatriots.
- The applicant has the status of a native Russian speaker.
- Has the status of Veteran of the Great Patriotic War.
- A Kazakh citizen has an official status of incapacity if he has children who are Russian citizens.
- There are minor children - residents of the Russian Federation, recognized as partially or completely incompetent by a court decision.
- The applicant has a child who is a citizen of the Russian Federation, with the condition that the second parent is also a citizen of the Russian Federation, missing, incapacitated or dead.
- A person applying for citizenship was born on Russian territory, but was transported or moved.
- The Kazakhstani has close relatives in Russia. These could be parents, grandparents, sisters and brothers.
- The applicant was a citizen of the USSR until 1991.
- A representative of the Republic of Kazakhstan has been officially married to a Russian citizen for at least 3 years.
- You have an education with a diploma from the Russian Federation, received no later than July 2002.
- The applicant lives or has lived in one of the former republics of the RSFSR, but is not its citizen.
- According to the international quadripartite agreement on a simplified procedure for acquiring citizenship. According to him:
- The applicant must be a citizen of the Republic of Kazakhstan and, at the same time, a citizen of the former USSR, and also be a native of the Russian Federation.
- Citizen of Kazakhstan and the former USSR, lived in Russia until 1991.
- The applicant has a close relative, a citizen of the Russian Federation, permanently residing in Russia.

Proposed innovations for 2021
Recently, representatives of the Russian government have often heard proposals to simplify the procedure for acquiring citizenship for certain categories of applicants. In particular, it is proposed to introduce a maximum favored nation regime for persons who previously lived on the territory of the USSR, i.e. for residents of Kazakhstan, Ukraine, Belarus, etc. Deputies Konstantin Zatulin and Natalya Poklonskaya propose to initiate the practice of granting citizenship according to the so-called right of soil, when minimum requirements will be imposed on citizens of the former USSR: for example, there will be no need to renounce their previous citizenship.
Such steps could provide significant assistance to applicants from the CIS countries, since renouncing existing citizenship for many is the most difficult and often insurmountable stage of the procedure. Even earlier, something similar was proposed by representatives of the Communist Party of Russia, but today all initiatives remain at the discussion stage. At the beginning of June 2021, President Putin proposed introducing an oath of allegiance to Russia when obtaining citizenship: this practice exists in many countries around the world.
How to get a document without leaving the country?
It is possible for the following applicants to acquire Russian citizenship without leaving Kazakhstan:
- One of the parents of a resident of Kazakhstan lives in the Russian Federation and is its citizen.
- The applicant had the status of a citizen of the USSR, lives or lived in one of the territories of the USSR as a stateless person.
These categories of applicants can contact the Russian diplomatic mission in Kazakhstan with the necessary package of documents, and then wait for a decision. The review period will be at least 6 months.
This category of applicants can obtain Russian citizenship on the territory of Kazakhstan. The applicant is not required to come to Russia, obtain a temporary residence permit, residence permit , or have a certain period of residence in the country.
Benefits for compatriots living in Kazakhstan
You can quickly become naturalized under the State Program for Assisting the Voluntary Resettlement of Compatriots Living Abroad to the Russian Federation, approved by the Decree of the President of the Russian Federation of September 14. 2021 No. 1289.
The applicant is required to register at his place of permanent residence in the territory of the region, region, republic. To participate in the program, you need to submit an application to the territorial body of the Ministry of Internal Affairs in the region where it is being implemented.
The participant and his family members are issued an appropriate certificate and temporary residence permit, and are provided with social support and financial assistance.
The procedure for registration of citizenship by Kazakhstanis on their territory
The applicant needs to contact the Russian Embassy in Kazakhstan, write a corresponding application and provide a list of required documents.
- For applicants, one of whose parents lives in Russia and is a citizen of Russia, the list is as follows:
- Statement taken from the specialized website of the Russian Ministry of Foreign Affairs. The application must be completed one week prior to the full submission of documents.
- Passport of the applicant's parent, a citizen of the Russian Federation, in the original or a notarized copy.
- Photos 3x4 – 3 pcs.
- Birth certificate.
- Identity document.
- Certificate of registration from the Public Service Center.
- Marriage/divorce certificate.
- A document confirming knowledge of the Russian language or confirming that the applicant has the status of a native speaker of the Russian language.
- Education document.
- A document confirming the change of Last Name/First Name/Patronymic (if changed).
- A certificate confirming the official source of income of the applicant.
- Confirmation of renunciation of citizenship of the Republic of Kazakhstan.
- Receipt of payment. Payment can be made on the day of reception at the consular section.
- Taking the oath of citizenship of the Russian Federation.
- For stateless applicants who had citizenship of the former USSR, who lived and are living in one of the territories of the USSR as a stateless person, the list is as follows:
- Certificate (passport) of a stateless person.
A certificate from the Migration Police of Kazakhstan stating that the applicant has not acquired citizenship of the Republic of Kazakhstan and lives on its territory as a stateless person.
The remaining documents correspond to the list for the above category of applicants.
If one or all documents are provided in the national language, then they must be translated into Russian and notarized. The cost of consular fees on the territory of the Republic of Kazakhstan varies. Each type of action is paid at a certain rate in the currency of Kazakhstan. A decision will be issued after 6 months. If approved, representatives of the Russian Federation will issue the Kazakh citizen a document confirming Russian citizenship within 1 month.
Attention! The Russian Embassy in Kazakhstan does not have the right to issue internal Russian passports! To obtain a passport as a Russian citizen, you must come to the territory of the Russian Federation and submit an application to the migration service at your place of actual residence!
Providing temporary asylum
This measure is aimed at legalizing the stay of a foreign citizen and is applied in only two cases:
- if all the conditions for recognition as a refugee are met, but the person does not apply for this status, but only for temporary asylum;
- if a person cannot be expelled from the Russian Federation (for reasons of humanity) or legally recognized as a refugee.
The procedure is the same for all foreign guests, including Kazakhstanis. If temporary asylum is granted, a certificate is issued that replaces a passport. The document is valid for 1 year and can be extended an unlimited number of times, except in cases of loss or deprivation of temporary asylum.
Temporary asylum is lost in the following cases:
- when there is no longer a need for it;
- if a residence permit has been obtained;
- becoming a citizen of the Russian Federation or another state;
- departure for permanent residence (hereinafter referred to as permanent residence) outside the Russian Federation.
You can lose temporary asylum for the following reasons:
- communication of knowingly false information;
- there is a court verdict for a crime committed on the territory of the Russian Federation;
- bringing to administrative responsibility for trafficking in narcotic and psychotropic substances.
Stages of the procedure in Russia
The remaining categories of Kazakhstanis who wish to acquire Russian citizenship must arrive in person to the territory of the Russian Federation. The procedure consists of several stages.
- Crossing the border of the Russian Federation, obtaining a migration card.
- Migration registration.
- Registration and receipt of temporary residence permit.
- Obtaining a residence permit.
- Obtaining Russian citizenship.

Changing the citizenship of Kazakhstan to Russian is a completely feasible task, given that the majority of Kazakhstanis know the Russian language well, have a clear understanding of life in Russia, and easily adapt to local reality. Preparation of documents, algorithm of actions
It is also possible to obtain citizenship of the Russian Federation for a representative of the Republic of Kazakhstan by traveling to the territory of Russia. Here you can also use a simplified scheme if there are preferential conditions.

In each specific case the list is individual, but in general it looks something like this:
- Passports – national and foreign.
- Certificates confirming the right to preferential treatment when applying for citizenship.
- Marriage/Divorce Certificate.
- Photos – 4 pcs.
- Education documents.
- Documents confirming the status of a native speaker of Russian or a certificate confirming knowledge of the language.
- Residence permit.
- Certificate of official income.

- Receipt for payment of state duty in the amount of 3,500 Russian rubles.
- Documents written in a foreign language must be translated and notarized.
- After collecting all the documents, you need to fill out an application at the Main Department of Migration of the Ministry of Internal Affairs of Russia at your place of residence or stay. Applicants already residing in Russia can apply to the department for permanent or temporary registration. If it is necessary to obtain citizenship immediately after arriving in the country, this can be done at the department to which the applicant’s future residence is attached.
- Documents for obtaining citizenship for representatives of the Republic of Kazakhstan under a simplified scheme on the territory of the Russian Federation are considered by employees of the territorial migration department of the Main Directorate for Migration of the Ministry of Internal Affairs within 3-6 months, depending on the basis for filing the application.
- The state duty is 3,500 rubles. When submitting documents, you must provide a payment receipt.
A simplified scheme for acquiring citizenship of the Russian Federation for interested Kazakhstanis is the most promising. Before you begin the registration procedure, you need to make sure whether there are grounds for going through the procedure in a simplified manner. If there are any, this will not only significantly speed up the process, but also make it less expensive.
Patent: is it necessary for a Kazakh citizen to obtain it?
The general procedure for employing a foreigner to work in Russia involves obtaining a work permit or patent. There is a fundamental difference between these documents. The first is provided for foreigners who entered Russia on the basis of a visa. The second is issued to guests from countries with which there is a visa-free border crossing regime.
To visit Russia, a Kazakhstani does not need to apply for a visa and, following the letter of the law, it would seem obligatory to obtain a patent.
But no, for most residents of Kazakhstan it is much easier to get a job in the Russian Federation: for this they do not need to issue any permits or go through the procedure for recognizing educational documents.
This procedure is established by Article 97 of the Treaty on the Eurasian Economic Union dated May 29, 2014.
The exception is those who plan to work in the following areas:
- jurisprudence;
- pharmaceuticals;
- pedagogical activity;
- medicine.
They also do not need to apply for a patent, but they cannot do without the procedure for recognizing educational documents.
Double citizenship
Most migrants are forced to change their residence. Many people do not want to hand over their old passport after receiving a new one in order to facilitate adaptation to an unfamiliar country and to insure themselves in case of possible problems.
But do not forget that dual citizenship between Russia and Kazakhstan is not allowed and is subject to prosecution in the emigrant’s homeland. In this case, you will have to face the possibility of serious sanctions. This circumstance is allowed only if a corresponding agreement is signed between the states, which is absent in this case.
The fine for dual citizenship in Kazakhstan ranges from 50 to 300 minimum wages, which translated into rubles will be from 230,000 to 1,400,000 rubles.

Issuance of quotas
To obtain a temporary residence permit, it is necessary to clarify whether a quota has been allocated for citizenship in a certain region of Russia. If it is not available or there are not enough places for the current year, you should apply next year. For example, in central regions such as Moscow and St. Petersburg, quotas for issuing permits are the minimum in Russia.
Without a temporary residence permit, when living in Russia, it is not possible to apply for a Russian passport.
To obtain permission you must provide:
- Kazakh identity card;
- photo 3x4 cm;
- receipt of payment of state duty in the amount of 1,000 rubles;
- a special medical certificate confirming the absence of sexually transmitted diseases and tuberculosis.
