To obtain a temporary residence permit in Russia, a foreign citizen or stateless person must apply for its issuance to the migration department of the Russian Ministry of Internal Affairs or to the Russian diplomatic mission or consular office in the country of residence.
The applicant must correctly fill out the application for a temporary residence permit, since its admission will quite rightfully be refused if the official reveals any violations during its preparation.

How to correctly fill out an application for a temporary residence permit?
A prerequisite for successfully completing the procedure for obtaining a temporary residence permit is the correct execution of the application (questionnaire) for the issuance of the document.
The questionnaire can be filled out either manually or using a computer - the main thing is that the information entered into it is readable and corresponds to the data in official documents belonging to the migrant.
Corrections, blots, the use of corrective means, as well as making your own notes on the document form are grounds for refusal to consider it. That is why it is easiest to draw up an application on a computer - in this case, making edits and adjustments to the finished template will be much easier.
You must fill out the application for a temporary residence permit carefully: missing columns in the completed application are not allowed. If there is no information to be included in a certain column (for example, if the migrant does not have an academic degree), a dash should be placed in the free field. Answers to questions must be comprehensive and should not allow for double interpretation.
The sample application for a temporary residence permit, which is presented on the official website of the Ministry of Internal Affairs, does not allow you to get a clear idea of what the finished document should look like, since it was prepared on the old FMS form. Important points that you should know before filling out
Before filling out the application, please read the main details:
- It is allowed to submit an application only in Russian. The exception is the first paragraph of the form, where you must write your full name in both Russian and Latin.
- It will not be possible to submit an application online - you need to personally visit the agency of the Ministry of Internal Affairs of the Russian Federation (remember, the powers of the FMS, which was liquidated in 2016, have been transferred to the Ministry of Internal Affairs).
- The form has a single form for those applying under a quota and without a quota.
- Fill out the application in the most convenient way: by hand (make sure that the handwritten text is easy to read) or type it on the computer. Both methods are valid.
- The application must have a neat appearance. A migration officer of the Ministry of Internal Affairs will refuse to accept papers if he sees corrections, abbreviations, or dashes in the text.
- Even if you are sure that you filled out the paper correctly, do not sign until a specialist checks everything.
Compliance with the above rules will give you a greater chance that obtaining a permit will take place without unnecessary delays.
Description of each item of the application and recommendations for filling it out
Clause 1. Last name, first name, patronymic
Your full name is written in the same way as it is written on your ID card. If the international passport says “FI”, without a middle name, then that’s how it should be written. The full name is written only in Cyrillic and must match what is written in the notarized translation of the passport.
It looks like this:
Petrov Ivan Vasilyevich, Petrov Ivan, born Petrov Ivan Vasilyevich, did not change his last name, first name and patronymic.
If you changed your last name, first name or patronymic, then all this is indicated with dates. All name changes are documented. For example, if you got married in your homeland, changed your last name, got divorced, then married a citizen of the Russian Federation, then you must bring copies of all certificates of registration/divorce. In this case it will look like this:
Petrova Alina, Petrova Alina, nee Semenova Alina Vasilievna, surname changed from Semenova to Petrova due to marriage on 04/01/2010.
That is, when changing data, the base is always written:
- in connection with marriage;
- in connection with divorce;
- the surname was changed upon application for a change of surname.
If there is no middle name initially, then it is written as follows: I have no middle name.
Clause 2. Date, month, year and place of birth
All data - date of birth, locality, country - is written as written on the birth certificate. This is especially true for the former republics. For example, if you were born in the Ukrainian SSR before 1991, then the Ukrainian SSR is indicated.
Example: 12/12/1982, city of Donetsk, Donetsk region, Ukrainian SSR.
Clause 3. Citizenship (nationality) of which foreign state do you currently have (had before)
The citizenship currently held, as well as previously held citizenship, is indicated, in case of change - where, when and on what basis it was acquired (lost).
Example: – Ukrainian citizenship by residence, was previously a USSR citizen until 1991, lost due to the collapse of the USSR; – Ukrainian citizenship by birth (if the applicant was born after December 26, 1991).
Point 4. Gender
Everything is simple here: male / female.
Clause 5. Identity document
This paragraph indicates passport data - series number of the document, by whom and when it was issued. For stateless persons - indicate the details of the stateless person's identity card. We're talking about a passport. You write the document itself, its number, series, by whom and when it was issued. All data must be written as indicated in the notarized translation:
Passport AA000111, issued by the Ministry of Internal Affairs of Ukraine on 10/08/2011, valid until 11/09/2021.
Clause 6. Nationality
This is the item that is indicated at will, you can write “Russian”, “Ukrainian”, or you can write “I do not want to indicate”.
Filling out the form by an adult foreigner
A typical application for a temporary residence permit for a migrant over 18 years of age contains 21 mandatory questions that require a mandatory answer. When submitting the application form, remember that you cannot leave fields blank. The application form for the temporary residence permit is filled out in two copies in Russian. Let's look at the most difficult points of the questionnaire.
- The motive that prompted you to come for permanent residence in Russia can be specified: reunification with family, obtaining Russian citizenship, permanent residence in Russia.
- Last name, first name, patronymic are entered in Russian and duplicated in Latin. If, before filling out the questionnaire, a foreign citizen changed his name given at birth, he must indicate the reason and date of the change and his old full name.
- Nationality and religion are entered voluntarily. If a foreigner does not want to voice this information, then he should write “I do not want to indicate” in the column.
- If the migrant answers questions 9 to 11 positively, then he must indicate the reasons for such an answer in the column. If these items do not apply to a foreign citizen, then you must enter either “no”, or “I do not have”, or “I am not”.
- Paragraph 15 records information about the foreign citizen’s direct relatives: father, mother, brother, sister, wife/husband (official marriage), children.
- In paragraph 16, information is entered about the migrant’s official places of work for the last five years from the very first. Information about the organization where the foreigner worked is indicated without abbreviations.
- At the end of the application form, be sure to list, separated by commas, all the documents that were attached to the application.
Important! You can put a date and signature at the end of the application only after checking that the form has been filled out correctly by a migration service inspector.
Can they cancel?
Even after receiving permission, a foreign citizen may lose his acquired status. Cancellation is carried out by the migration department on the following grounds:
- the fact of using counterfeit documents or false information was revealed;
- a citizen of another state has stayed outside the territory of the Russian Federation for more than six months;
- the foreigner ignores the obligation in the annual notification of the migration service;
- a citizen moved to another region of the country without mandatory re-registration;
- the holder of the temporary residence permit has been convicted of a criminal offense, connections with terrorists, or opposition to the current constitutional order.

Filling out the form by a minor foreigner
His legal representatives: parents, guardians have the right to enter information about a foreigner under eighteen years of age. The basic information that is entered into the form for obtaining a temporary residence permit is not much different from the usual version. The peculiarity of this option is that the child’s official representative is required to indicate his data on the back of the form.

At its core, a temporary residence permit becomes the document that is considered the first step for a foreigner to obtain subsequent Russian citizenship.
Any foreigner or stateless person can receive it.

In general, the stamp affixed indicates basic information about the person who received a temporary residence permit - his full name, country and date of birth, gender, individual number in the temporary residence permit register and the start and end date of the permit.
It is also mandatory to indicate the unit of the Main Department of Migration of the Ministry of Internal Affairs that issued the permit for a particular foreigner.
However, for stateless persons or stateless persons who cannot boast of such a document, the authorized bodies issue a permit on a separate form with a prescribed sample and photograph.
All information that is affixed to the stamp is also entered into this paper, plus you must write down the registration address at the place of residence or stay of this person.
Filling out an application for obtaining a temporary residence permit for marriage
Foreign citizens can quickly obtain a temporary residence permit after getting married in Russia. After its conclusion, a foreign citizen is exempt from several mandatory actions:
- No quota is required.
- A certificate of financial solvency is not submitted only if the spouse is considered a wealthy person.
How to fill out an application for a temporary residence permit for marriage so that it is accepted
At the beginning of the form, under the photo, there is a sentence “Please issue me a temporary residence permit...”. Here we cross out the phrase: “within the quota established for the year 20.”
In the motives write: “Reunion with family. The wife (husband) is a citizen of the Russian Federation.”
In point number 1, enter your full name in the same way as it is indicated in the translation of your passport. Plus we write the last name and first name in Latin. In cases where the applicant changed his full name, it is necessary to provide the reason, as well as the name of the document according to which it was changed (for example, a marriage certificate), its series, number, by whom and when it was issued.
What is a quota?
The issuance of residence permits to foreign citizens is limited to a certain number. To limit the increased influx of applicants, quotas were introduced. It is determined every year for each subject of the Russian Federation, depending on population density. The quota is valid for 1 year. To obtain a quota, you must submit an application and documents to the migration department. A decision is made within 60 days; if positive, a special mark is made in the applicant’s passport.

Citizens of Ukraine coming for permanent residence in Russia must also undergo a mandatory legalization procedure. To do this, they need to apply to the GUVM departments for permission to temporarily reside in the Russian Federation. Ukrainian citizens must fill out an application for a temporary residence permit following the example of a standard questionnaire. Citizens of Ukraine do not have additional advantages when obtaining a permit. Like all foreigners, they first need to submit an application for a quota for a temporary residence permit.
Belonging to preferential groups of Ukrainian migrants can only be attributed to the presence of special grounds prescribed by law:
- Birth and residence in the RSFSR or USSR.
- The presence of elderly or incapacitated mother or father of Russian citizens.
- Family union with a Russian.
- Participation in the “Compatriot” program.
- Service in the ranks of the Russian army.
- Presence of children of Russian citizens.
- The presence of incapacitated children of Russian citizens.
Renewal of permit
The purpose of the permit implies only a temporary stay in one of the Russian regions. The standard validity period of a temporary residence permit is 3 years, and there is no possibility of extension. But the migrant is allowed to apply for a residence permit and then Russian citizenship.
The advantage of a residence permit is a 5-year validity period with the possibility of extending the time of stay in the country. A passport of a citizen of the Russian Federation completely equalizes the rights of a migrant with other residents of our country. The expiration of the 3-year temporary residence permit obliges the foreigner to leave our country and return to his homeland.
Where to apply
Important: previously it was possible to submit an application online. At the moment there is no such possibility.
- Main Department of Migration Affairs of the Ministry of Internal Affairs of the Russian Federation. Previously it was called FMS.
- Abroad to the Russian Consulate.
- Russian Embassy in any country.
When staying on the territory of the Russian Federation, an application can only be submitted to the territorial body of the Main Directorate for Migration of the Ministry of Internal Affairs at the permanent registration address of the spouse who is a citizen of the Russian Federation.
The application must be submitted only in person, without the participation of third parties and intermediaries, by coming to the department, where the migrant will be advised which office and which specific employee he needs to contact.
If necessary, the institution’s staff will provide detailed advice on the required issue.
Responsibility for a fictitious marriage
The issue of the legality of a marriage union is considered at the request of one of the spouses or interested third parties. For example, this could be a person who was married to a foreigner at the time of his wedding to a resident of Russia. Without a statement, the case will not be initiated in court.
In addition, sometimes citizenship and migration authorities conduct interviews with Russians and their spouses who arrived from countries with a visa regime to determine whether the marriage is fictitious.
There is no liability for such a marriage; the only consequence is its annulment.
How to submit a new sample application for temporary residence permit via the Internet
The ability to submit an electronic application for a temporary residence permit remotely does not currently exist. Previously, by going to the Unified State Services website, a migrant could freely fill out a form online and send a request to the department. Now the website clearly states that you can only apply for this government service in person.
