Can Uzbeks become Russians?
Russian laws do not require a mandatory change of citizenship for immigrants from Uzbekistan who want to work on its territory. The laws of the Russian Federation fully allow living without obtaining local citizenship. But a Russian passport opens up additional horizons, and many Uzbeks want to take advantage of them, especially since the procedure for obtaining Russian citizenship has now been noticeably simplified for them.
Uzbek citizens seeking to change their citizenship to Russian can do this according to the general rules, or according to an abbreviated version if they meet the requirements.
The Law “On Citizenship” (federal) provides for the need for a basis for the transition to Russian citizenship of nationals of other states. In 2013, these rules were adjusted for Uzbeks.

What documents are needed?
Those wishing to obtain citizenship of our country according to a general or abbreviated scheme of actions will be required to prepare the following documentation:
- application for citizenship in 2 copies;
- internal passport of your country;
- certified copies of documents confirming birth, legality of marriage or the fact of its dissolution (if available);
- a copy of the residence permit certified by a notary, which is available;
- certificate of renunciation of citizenship of Uzbekistan or entry from it;
- proof of education received and a diploma from a completed educational institution (everything must be translated into Russian and certified by a notary);
- photographs 3 pieces, format 35*45mm;
- a certificate or other confirmation of financial well-being and the ability to ensure one’s existence by legal means (work book, proof of income, bank account statement);
- if a citizen of Uzbekistan has children, consent is required from those over 14 years of age, and parental consent for those under this age;
- receipt of paid state duty (3500 rubles);
- documents confirming knowledge and ability to use the Russian language in everyday life (test result);
- other documents upon request.
Language proficiency requirements do not apply to persons:
- studied in Russia;
- native Russian speakers;
- persons under 18 years of age;
- for men and women of disabled age;
- persons whose legal capacity is limited.
ATTENTION : If the applicant’s children also need to change their citizenship, their birth certificates should be attached to the submitted papers.
If papers are presented in Uzbek, they are accompanied by an official translation into Russian, certified by a notary.
Candidate selection criteria
Not everyone who applies for citizenship is issued a Russian passport.
In addition to the grounds established by law, a foreigner must meet certain criteria:
- Have no criminal record;
- Know the Constitution of the Russian Federation and unconditionally comply with the laws of the country;
- Renounce existing citizenship;
- Have no violations of immigration laws in the past;
- Do not be deported from Russia;
- Be of legal age and legal capacity;
- Have a complete secondary education and a decent profession;
- Confirm your knowledge of the Russian language with an appropriate certificate.
Reference! The certificate will not be needed for citizens of Uzbekistan who have a certificate of secondary education issued in the USSR before 1991.
These requirements do not apply to foreigners under 18 years of age and persons over 65 years of age.
Documentation requirements
The provided papers must be made readable. There should be no corrections or lamination on them. Documents that do not meet these requirements must be replaced or duplicates submitted.
Papers in Uzbek require a translated copy certified by a notary. If Russian citizenship is obtained by a person living in Uzbekistan or another country, he sends the documentation for consideration of his question to the Russian Embassy at his place of residence.

Step-by-step instructions for receiving in general order
The legal acquisition of citizen rights according to general rules is a long and complex process. It includes the following stages:
Temporary residence permit (TRP)
A temporary residence permit allows you to live in the country for a long time and later obtain a residence permit. The issued document is valid for 3 years, its continuation is not provided.
The permit is issued within the quota approved for each specific region of the Russian Federation for the calendar year. The number of quotas is established depending on the capabilities of a constituent entity of the Russian Federation to accept a certain number of migrants.
Quota restrictions do not apply to the following categories of citizens of Uzbekistan:
- born during the era of the Soviet state on the territory of the RSFSR;
- disabled people, children who have Russian citizenship or are married to a citizen of the Russian Federation.

Residence permit (residence permit)
When six months remain before the end of the time indicated by the permit, a citizen of Uzbekistan can exercise the right to submit an application for a residence permit in the Russian Federation.
Owning it will allow a person to leave the country and enter back an unlimited number of times.
The validity period of the residence permit is 5 years ; it is allowed to extend its validity for a longer period.
Citizenship
Living and working within the borders of Russia for at least 5 years without interruption gives Uzbeks the right to claim the status of Russian citizen. Short trips (the law allows you to be absent for no longer than 3 months during the year) abroad of the Russian Federation are allowed.
The time required to live in the country without leaving the country is, in certain cases, reduced to 12 months. This is valid for the following persons:
- demonstrating high achievements in the cultural or technical field, as well as in sports, outstanding success in the professional field;
- those in need of asylum due to political oppression;
- with official refugee status.
These documents are reviewed by the President of the Russian Federation , and he makes a decision on each case after careful consideration and study of the submitted papers within 12 months.
ADVICE: Contract servicemen who come from countries that were part of the 15 republics of the Soviet Union have the opportunity to apply for Russian citizenship without taking into account how many years they spent in the Russian state.
The scheme for expedited receipt of Russian documents is valid for Uzbeks who have sufficient grounds and meet the requirements of Article 14 of the Law “On Citizenship”.
Grounds for simplified procedure
Birth
Children whose parents have a Russian passport become Russian citizens automatically. For children whose only one parent is a Russian citizen, birth within the Russian Federation becomes a necessary condition.
By right of soil
A child born on Russian territory will be recognized as a citizen:
- for rooting - after completing the registration procedure for foreigners;
- upon a legal change of state borders.
Russian citizenship can also be restored (a simpler procedure compared to obtaining it) for the following categories:
- children taken abroad of the Russian Federation and deprived of citizenship;
- persons who previously had Russian citizenship.
The following are considered the grounds for obtaining Russian citizenship:
- falling under the program of resettlement of compatriots;
- long-term stay in the country;
- entering into a legal marriage with a citizen;
- the presence of a child with the status of a Russian citizen;
- fact of parent's disability;
- quotas.
“Preferential” categories of persons who do not require a residence permit
For certain categories of citizens of Uzbekistan, the path to legally changing their passport will become much shorter, provided they meet certain requirements and have proper grounds. Similar cases are described in Article 14 of the Law of the Russian Federation “On Citizenship”.
The following categories are not required to provide a residence permit:
- WWII veterans;
- those who studied after 2002 in educational institutions of Russia;
- residents of a constituent entity of the Russian Federation participating in the resettlement of Russians living abroad;
- citizens of the former Soviet Union born on the territory of the RSFSR during its existence;
- those who are in an official marriage, concluded on the territory of the Russian Federation, with a Russian citizen for at least 3 years;
- incapacitated parents of children who are Russian citizens, if they live in the Russian Federation;
- children or parents of residents of the Russian Federation;
- persons investing in the Russian economy;
- native speakers of Russian.
Why do you need Russian citizenship?
Russia has the highest standard of living among the CIS countries. Citizens of the Russian Federation have the right to hold high positions in state companies and institutions, receive benefits, allowances, and pensions. They enjoy free medical care, children attend state kindergartens, schools, and receive secondary and higher education.
Russian citizens do not need a visa to enter many countries around the world. This makes tourist and business travel easier. A citizen of Uzbekistan can become a citizen of the Russian Federation in a general or simplified manner.
Registration of citizenship in the homeland
The procedure for processing documentation provides for the option of submitting it from Uzbekistan. This option will take longer. Migrants applying for a new citizenship without leaving their homeland should go to the Embassy or Consulate of the Russian Federation in Uzbekistan for this.
After submitting all the required documents in accordance with the list, it will take six months to consider the renunciation of citizenship. It will take 3 months to review the papers and receive an official response.
Who can apply?
If you live in Uzbekistan, then only adults whose at least one parent is a Russian citizen have the right to apply for Russian citizenship. Applications are also accepted from those who previously had USSR citizenship, and now live in neighboring countries without citizenship.

Rules of participation and requirements
To obtain Russian citizenship, these persons can submit an application and a package of documents directly in Tashkent, through the information window of the consular department of the Russian Embassy in Uzbekistan (83 Nukus St.).
To submit an application, you must have your passport, birth certificate and the passport of your parent - a citizen of the Russian Federation or a certified copy thereof. Or you can pre-send your details by email and make an appointment.
At the consular department in Tashkent, you can submit documents to participate in the State Program to assist the voluntary resettlement of compatriots in the Russian Federation. As part of this project, a simplified procedure for obtaining Russian citizenship (within a year) is provided for all compatriots with historical roots in Russia.
Participation in the program allows you to receive allowances (up to 240 thousand rubles), as well as monetary compensation for moving costs, rental housing and other expenses.
However, in Tashkent you just submit an application for participation and other documents. If you are sent a notification within two months that you have received a Program Participant Certificate, then you will need to apply for citizenship in Russia, after moving and receiving a temporary residence permit.
List of papers
The procedure for obtaining Russian citizenship begins with the formation of a package of documents and a preliminary appointment at the consulate.
In an email to the address you will need to indicate your personal data, passport number, contacts, date of birth, and also attach a scan of documents (parents’ Russian passport, birth certificate, etc.).
After approval of the preliminary application, you will be sent a date for a personal appointment at the consular section in Tashkent.
Documents for submission:
- applicant's passport;
- application in two copies;
- photos;
- income certificate or other documents confirming the source of livelihood;
- confirmation of knowledge of the Russian language;
- birth certificate;
- passport of the parent-citizen of the Russian Federation;
- notarized renunciation of Uzbekistan citizenship;
- receipt of payment of the consular fee.
This package is submitted by those whose parents are Russian citizens and live in Russia. For those who lived in the USSR, but found themselves in neighboring countries without citizenship, a different set of documents is required.
In particular, a document is required confirming the applicant’s lack of citizenship, as well as three photographs, a certificate of income, a birth certificate issued in the USSR and proof of knowledge of the Russian language.
All documents are submitted in Tashkent to the consular department. The status of consideration of the application can be found on the website of the Russian Embassy in Uzbekistan, where the date of the decision is published for each registration number.
Processing times can be quite long, so please be patient.
Documentation for participation in the resettlement program
As mentioned above, in order to obtain Russian citizenship under a simplified procedure, you must first submit an application for participation in the state program for migrants to the consular department of the Russian Embassy in Tashkent.
The following must be submitted along with the application:
- copy of the passport;
- photographs of the applicant and his family members;
- copies of diplomas, certificates, work books, certificates of education for all family members;
- confirmation of academic titles and degrees;
- document on knowledge of the Russian language and other documents.

You will then receive a call to let you know when you can come in to submit your application.
The program participant certificate is issued for a period of three years. During this period, a citizen of Uzbekistan must change his citizenship to Russian.
After you become a participant, you can move to Russia and apply for citizenship. This is the easiest way to obtain citizenship, but you can only obtain migrant status if your profession is in demand in the region of resettlement.

— According to statistics, today the population of the Republic of Uzbekistan is over 34 million people. Of these, 14,365 are foreign citizens permanently residing in the country and 95,857 are stateless. Most of them are ethnic Uzbeks - 74,705 (77.9%). Also in the republic, 6,232 people of Tajik nationality, 4,616 Russians and representatives of other nationalities were identified.
— When the president set the task of introducing a simplified procedure for granting citizenship to Uzbek citizens before January 1, 1995, the Legislative Chamber of the Oliy Majlis began considering the Law “On Citizenship” and prepared a new bill. What are the shortcomings of the previous document?
— The old version of the law had provisions that significantly complicated the procedure for obtaining an Uzbek passport. This process especially slowed down significantly after 2007.
This was due to the fact that our closest neighbors - first in Tajikistan, then in Kyrgyzstan and Afghanistan - had an unstable situation, and we wanted this not to affect us. Anxiety does not arise on its own.
For example, Afghanistan and Kyrgyzstan were influenced by external forces, because of which the citizens of these states themselves became the culprits of a deep internal crisis in the public administration system.

The main drawback of the current Law “On Citizenship of the Republic of Uzbekistan” remains that it was adopted in 1992, when issues related to registration were not fully covered. Here we are talking about the relationship between the state and the person receiving citizenship.
These aspects have not been sufficiently specified. Secondly, the procedures for obtaining citizenship and renouncing it are complex and not fully regulated. We have simplified them with the new law.
For example, while the old law stipulated that a person applying for citizenship must submit 12 documents to the relevant authorities, now this list has been halved to six.
We are currently working on creating an electronic database for the exchange of information between ministries and government bodies dealing with citizenship issues. This will allow the applicant to save time and not have to run around to authorities and government agencies for certificates and characteristics.
He or she will only be required to provide those documents that are kept in his or her hands.
Also, the current legislation does not define the legal basis and tasks of the Citizenship Commission under the President of Uzbekistan, which leads to a delay in the procedure for considering applications. We are also looking into this issue.
Thus, by removing unnecessary bureaucratic norms, we intend to minimize the number of stateless persons in the country.
— Let’s assume that a stateless person meets all the criteria for obtaining an Uzbek passport in a simplified manner. Where and how can he submit an application and how long will it take to process it?
Sputnik Uzbekistan
— Such people need to contact the law enforcement agencies at their place of residence in the name of the president of the country. There, the applicant will be provided with a list of documents attached to the application. There are, as I already said, six. If any deficiencies are found in the documents or if they are filled out incorrectly, the deficiencies will be corrected within three days and the information will be added to the database. Another month will be needed to collect documents from other interested organizations. After this, the set of papers will be sent to the Citizenship Commission under the President of Uzbekistan, which will consider the request within one year.
— One year is a long enough period, is it possible to shorten it further? In some countries, such requests are processed within three months.
— The period may be reduced, but it is worth considering one point: we provide citizenship, and do not accept guests. The maximum period for consideration is 12 months, but in practice the answer may arrive much earlier. For example, from 2021 to the present, 6 thousand people have received citizenship, and this process is accelerating.
Moreover, we must be extremely careful in this matter. Having become a citizen, a person receives all the rights established by law, including electing and being elected, participating in referendums, working in state security agencies, internal affairs agencies, the prosecutor's office, military service and public administration. We must grant citizenship to those who will comply with the Constitution of Uzbekistan, respect and recognize the rights of their compatriots.
- — What will happen to people who arrived in the republic after 1995 and permanently reside, but do not yet have the opportunity to obtain citizenship?
- — Such persons receive citizenship in a general manner, which does not differ significantly from the simplified one.
- There are four procedures for obtaining citizenship:
- natural (if parents are citizens of Uzbekistan, their children automatically become citizens of the republic);
- simplified procedure (for persons who arrived in Uzbekistan before January 1, 1995, permanently residing in the republic and not having foreign citizenship);
- a special procedure (the provision of citizenship is under the jurisdiction of the President of Uzbekistan, who can make an appropriate decision in relation to persons who have made a great contribution to the development of society, the state, science, education and other areas, if they request it);
- general procedure for granting citizenship.
Problems with renouncing citizenship among citizens of Uzbekistan
The main problem of all migrants: the very long processing of the application for renunciation of citizenship of Uzbekistan. On average, it can last from two to five to six years. All this time, formally, you will be a citizen of Uzbekistan, since there is no agreement on dual citizenship between the Russian Federation and Uzbekistan.
You won’t be able to avoid this problem, especially if you plan to travel to your homeland often. Many people confuse the procedure for renouncing citizenship with the exit procedure. But there is a significant difference between them.
To apply for Russian citizenship, a notarized copy of the application for renunciation of Uzbek citizenship is required . You can make such a document at any notary office.
One copy of the application is sent by mail to the Embassy of Uzbekistan, and the second, with a postal receipt attached, is attached to the citizenship documents. This is enough to obtain Russian citizenship. However, this does not mean that you have automatically renounced your old citizenship.
A separate application for renunciation of citizenship addressed to the President is submitted to the Department of Entry, Exit and Registration of Citizenship at the district police department in Uzbekistan or to the Embassy of Uzbekistan in Russia.
When submitting an application, a package of documents is also provided (application form, autobiography, copy of passport, etc.). Exit is possible only after the President signs the Decree . Then you will need to hand over your passport as an Uzbek citizen and receive a certificate of loss of citizenship.
If you simply write a refusal, bypassing the exit procedure, you will be considered a person with dual citizenship. If you have already received a Russian passport, but the Presidential Decree regarding you has not yet been adopted, then leaving Uzbekistan is possible only if you have a permit entry (sticker).
Traveling without one may result in criminal prosecution. The punishment for illegal travel abroad in this case is up to 10 years in prison.
There is only one solution to the problem: you need to initiate renunciation of Uzbekistan citizenship . Next, you need to come to Uzbekistan with a Russian passport and a certificate stating that documents for renunciation of Uzbek citizenship are already under consideration.
If you do not plan to return to Uzbekistan, then you can wait for the automatic loss of citizenship. To do this, it is enough not to register with a consulate for 5 years while living in Russia. But this is also possible only after the issuance of a Presidential Decree, the preparation of which may take a lot of time.
Important! In the case of a simplified procedure for obtaining a Russian passport for native speakers of the Russian language, a notarized refusal will not be enough. It is necessary to renounce citizenship of Uzbekistan in accordance with the procedure established by law.
Possible difficulties
An Uzbek citizen who wants to become a Russian will also face such pitfalls as refusal to renounce citizenship of the Republic of Uzbekistan and a ban on entry into the Russian Federation.
Refusal to renounce citizenship of the Republic of Uzbekistan
Refusal to renounce Uzbekistan citizenship awaits those who have unpaid debts to society: monetary and moral. Being under trial or investigation, or having an outstanding criminal record also entail unpleasant consequences on both sides of the border. If an Uzbek citizen, by nature of his service, is a holder of state secrets, his departure to another country is a big question.
In order to acquire Russian citizenship, you will have to go through the procedure of leaving Uzbekistan and, as a result, receive an official certificate
Checking the entry ban, why it might be
Another, no less important circumstance preventing an Uzbek citizen from moving could be a ban on entry into Russia. Why might he be? A migrant worker was blacklisted during one of his visits. As a result, he was punished or expelled from the country. The reasons can be very different:
- did not register on time;
- committed an offense;
- violated border crossing rules;
- did not comply with sanitary standards;
- did not pay debts or loans;
- reported false information about himself.
On his next visit, this citizen will be detained at the border and sent home. In order not to get turned away, you can check in advance whether the name of a particular Uzbek citizen is on the blacklist of the Main Directorate for Migration of the Ministry of Internal Affairs of Russia. This can be done in two ways: online or by sending a request by mail.
Many compatriots want to take advantage of the resettlement program in Russia, but its conditions turn out to be far from reality. Therefore, a group of activists decided to appeal personally to the president:

Is it acceptable to have a double passport?
The process will be faster if this is done on Russian soil. Uzbeks living within the borders of the Russian Federation must submit information to be considered to the local department of the migration service. The official conclusion on the withdrawal of Uzbek citizenship of persons is accepted within 3 months, the period for consideration of papers on the new status is the same 3 months.

In Russia, constitutionally (Article 62) it is determined by the presence or absence of a corresponding signed agreement among international agreements.
No such agreement was concluded with Uzbekistan, therefore, dual citizenship is impossible for its representatives. To obtain Russian citizenship, you must renounce Uzbek citizenship.
A change in the status of a citizen is formalized by decree of the president of the country as a result of a petition submitted by an Uzbek to the diplomatic mission of the Republic of Uzbekistan at the place of residence. The period for reviewing papers and making such a decision ranges from one year to 3 years.
