To obtain a Russian citizen passport, persons who have reached the age of 18 and speak Russian must fulfill a number of basic requirements:

  • indicate the basis for acquiring citizenship (for example, if close relatives have passports of citizens of the Russian Federation);
  • have lived in Russia for more than five years, having previously obtained permits for this, or have a diploma issued after July 2002, confirming that they have received education in Russia;
  • deposit a Ukrainian passport with the migration service located at the place of residence and sign a renunciation of existing Ukrainian citizenship;
  • prepare a set of necessary documents in accordance with the requirements of the migration service.

If a person wishes to obtain Russian citizenship, but has a criminal record, then the officials authorized to do so will be forced to refuse to satisfy his application.

The first stage of the procedure for obtaining citizenship is obtaining a temporary permit to reside on the territory of the Russian state. The legislation provides for several options for the legal stay of Ukrainian immigrants in Russia:

  1. Temporary stay . This method can be used by persons who have recently arrived in Russia and have not yet had time to prepare a package of necessary documents to formalize the legality of their presence in the state. The period of stay on this basis within the Russian Federation is ninety days, but if the need arises, migration service officials can extend it to six months (180 days). Guided by the provisions of the Federal Law “On the Legal Status of Foreign Citizens in the Russian Federation,” the extension or reduction of the period of temporary stay depends on the presence of circumstances that caused entry into the territory of Russia (for example, martial law on Ukrainian territory).
  2. Temporary shelter . According to the provisions of the Federal Law “On Refugees”, it is provided in the following cases:
  • if a person who can obtain refugee status expresses a desire (in writing) to obtain only permission to stay in Russia on temporary conditions;
  • if the deportation from the Russian Federation of a person located on the territory of the country without refugee status due to the lack of grounds for granting it, will contradict the principles of humanism.

The period for granting temporary asylum is 1 year, but this period, if necessary, can be extended for each subsequent year. A mandatory condition for such a procedure is passing a medical examination. Ukrainian citizens who live in Russia due to the fact that they have been granted asylum have the right to work without obtaining a special permit for this.

A person may lose the acquired right to temporary asylum:

  • if the circumstances that contributed to obtaining the status ceased to exist;
  • if a citizen of Ukraine acquires citizenship of the Russian Federation (or any other country) or a corresponding permit to reside in Russia on a permanent basis;
  • if you decide to leave Russia, wanting to return to your former place of residence;
  • if he commits a criminal offense on the territory of the Russian Federation for which he will be convicted;
  • if, in order to obtain temporary asylum, he provides information containing deliberately false information or forged documents.

In the above cases, the person must leave the Russian state within 30 days.

  1. Refugees . Registration of such status in relation to citizens of the country who left it due to emergency (life-threatening) circumstances (war, disaster) is carried out within 3 months. At the same time, citizens of Ukraine who wish to legalize their position on the territory of Russia in a similar way are required to confirm the existence of the circumstances that prompted them to take advantage of the protection of the Russian Federation. Persons who have received this status must undergo re-registration to confirm it. Decisions on such issues are made by a specially created commission.
  2. Temporary residence of Ukrainian citizens in Russia . If a person wishes to legalize his presence on the territory of the Russian Federation in this way, then he must obtain temporary registration, having previously paid a state fee in the amount established by law. Such a permit is issued only if there is an acceptable quota for the influx of immigrants (each region of Russia has its own limits). The period of issue is three years.

How can a citizen of Ukraine obtain Russian citizenship on the basis of marriage with a Russian?

Before the above-described legislative changes occurred, this method was one of the most popular. And now it has become even easier to obtain Russian citizenship by marriage.

For Ukrainians the rules are the same as for citizens of other countries:

  • official marriage with a citizen of the Russian Federation for 3 years;
  • availability of temporary residence permit and residence permit (without the requirement to reside under a residence permit in the country for 5 years);

But it’s worth going over the main points. So, to obtain Russian citizenship in a simplified manner, a citizen of Ukraine must have the following grounds:

  • born in the RSFSR;
  • if a citizen of Ukraine is married to a citizen of the Russian Federation
  • there are minor children who are citizens of the Russian Federation;
  • there are disabled parents - citizens of the Russian Federation;
  • if a citizen of Ukraine is himself a pensioner and has adult children of Russian citizens in Russia;

If a citizen does not have grounds for obtaining citizenship in a simplified manner, then he will have to prepare for a difficult and long journey. First, you will need to obtain a quota to obtain a temporary residence permit.

In 2021, only 1,400 quotas were allocated to Voronezh, this number is less than in 2021 - 2,200 were allocated to the Voronezh region last year. This figure suggests that our region is already “saturated” with foreign citizens. Therefore, this year we will have to compete especially carefully for a quota place.

To get a quota, it is not enough to have a desire to live and work in the Russian Federation. In order to receive a quota, you must clearly have an advantage over other candidates. Let's look at them briefly in descending order:

  1. Advantage No. 1 - you are a citizen of the LPR or DPR, have a residence permit in the Lugansk and Donetsk regions. Due to the current situation in the south-east of Ukraine, these citizens have an advantage over all others in obtaining a quota.
  2. You have temporary asylum on the territory of the Russian Federation, which also gives you an advantage over everyone else. This type of citizen is forced to obtain Russian citizenship due to persecution in their homeland.
  3. You purchased real estate in the Russian Federation. Confirm this fact and you will become the owner of the coveted quota.
  4. You are studying at a Russian university, take a certificate from the educational institution and forward to the migration department. Most likely they will tell you “yes”.
  5. Have relatives with Russian citizenship or have a temporary residence permit or residence permit in the region of your residence. Take their copies of documents, confirm your relationship and you will be one step ahead of other candidates.
  6. If you are officially working under a patent and have been regularly paying taxes for more than 6 months, you should definitely be given a quota.

Obtaining Russian citizenship under the program for the resettlement of compatriots is another simplified procedure for obtaining Russian citizenship .

You can participate in this program by submitting documents:

  1. Through the Russian Embassy in the country of origin (Kharkov or Kyiv), which is not particularly suitable for citizens of the LPR and DPR.
  2. Through the migration department in Voronezh, provided that you already have a temporary residence permit or residence permit.

We will not focus special attention on the documents, since they are prescribed in the legislation and are quoted by any source of human rights activists. These are the requirements for the candidate put forward by the program for the resettlement of compatriots in most cases:

  • The candidate must have at least a secondary vocational education.
  • There is a profession that is in demand on the market in the region chosen for residence.
  • There must be professional experience, which is confirmed by a work book.

Obtaining Russian citizenship by citizens of Ukraine if they are a native speaker of the Russian language NRY

Initially, this program was not considered by Ukrainian citizens as a way to obtain Russian citizenship due to difficulties in renouncing their previous citizenship. But after the President of the Russian Federation signed a decree in 2021 on a simplified procedure for obtaining a renunciation of their citizenship for citizens of Ukraine, the situation changed, Ukrainians began to use this program more often.

A lot has been written about it in various sources, but we will try to convey the essence of this program in simple language. Let's figure out who can become a native speaker of Russian?

  1. Citizens of Ukraine who have/had relatives in a direct ascending line living on the territory of the Russian Federation within the current border.
  2. Citizens of Ukraine who themselves permanently reside in the Russian Federation and have a residence permit in the Voronezh region.

Of course, the Russian native speaker program implies perfect knowledge of the Russian language. But for Ukrainian citizens this is not an obstacle.

What documents are needed to become a native speaker of the Russian language?

  1. An identification document, be it a passport, or a temporary shelter.
  2. Birth certificate.
  3. A document confirming family ties with ancestors living in Russia.
  4. Residence permit (if you permanently reside in the Russian Federation)

How is the procedure for obtaining a native Russian speaker in Voronezh?

  2. Residence permit – review period is 6 months (mandatory condition for residence under a temporary residence permit is 6 months, after which you have the right to apply for a residence permit)
  3. Application for citizenship – review period is from 4 to 6 months. Here it is worth paying attention to the reasons on which you are applying for Russian citizenship. If you are applying for citizenship, for example, through parents who are pensioners of the Russian Federation, then you can apply after a residence permit immediately as soon as you register, and if you are applying through marriage to a citizen of the Russian Federation, then you have the right to apply only after 3 years from the date of marriage.

Based on this, we can say that obtaining Russian citizenship for Ukrainian citizens using a simplified procedure takes at least 1.5 years. An exception may be participation in a state program, as we previously wrote that having received a temporary residence permit, you can apply for participation in the resettlement program. Then this diagram will look like this:

For those who apply for Russian naturalization on the territory of one of the republics, it is enough to present a passport with registration of the DPR/LPR as of the above dates.

Registration of a residence permit

A residence permit gives a foreigner almost the same rights as a resident of the Russian Federation, in particular:

  • engage in any lawful income-generating activity;
  • move freely around the country;
  • participate in solving local government issues.

Also, obtaining a residence permit is the penultimate step in the process of acquiring citizenship.

To obtain a residence permit you will need the following documents:

  1. Statement.
  2. Migration card.
  3. Certificates of marital status and education.
  4. Papers confirming that the foreigner does not have dangerous diseases have not been prosecuted.
  5. Certificates stating that a person has income and housing in the country.
  6. Receipt of payment of the duty. The cost of the contribution to the state is slightly higher than that established for obtaining a temporary residence permit.

Recommendation: you need to submit documents for a residence permit in advance. Otherwise, the following situation will arise: the residence permit has not yet been issued, and the validity of the temporary residence permit has expired.

Who can use the simplified scheme

Before figuring out how to grant Russian citizenship to a Ukrainian citizen using a simplified system and what is needed for this, it is worth finding out who has the right to this.

You can apply for a Russian passport on the following grounds:

  • the parent is a native of the Russian Federation and lives on its territory;
  • birth in the RSFSR and former citizenship of the USSR;
  • marriage to a Russian man/woman for more than 3 years;
  • the applicant is legally incompetent, but his children are adults and already have Russian citizenship;
  • the applicant has adult children - citizens of Russia, who, by a court decision, are declared incompetent or partially capable;
  • status of a veteran of the Great Patriotic War;
  • obtaining education (higher or secondary) in Russia after 2002 and working in the Russian Federation for at least 3 years;
  • refugee status;
  • participation in the “Compatriot” program;
  • the status of an entrepreneur who has been running a business in Russia for 3 years or more with a profit of at least 10 million rubles;
  • status of an investor in the Russian economy with a volume of financial investments of at least 100 million rubles or with an annual amount of all fees and taxes of more than 6 million.

There is one more reason that makes it easier for residents of Ukraine born in the USSR, as well as residents of other Soviet republics, to obtain Russian citizenship. This is only possible if they do not have resident status in any country and are stateless individuals.

Due to the current circumstances, many Ukrainian families travel to Russia and have children there. Naturally, in such a situation one has to think about how to obtain Russian citizenship for a Ukrainian citizen born in Russia.

If at least one parent has a Russian passport, then the newborn will become a Russian citizen according to the accelerated scheme. If both parents are Ukrainians, then the child automatically receives Ukrainian citizenship, despite the fact that they will be given it to him in a Russian maternity hospital. Conditions for obtaining Russian citizenship upon marriage

Marriage with a citizen of the Russian Federation is one of the most common ways to obtain Russian citizenship in a simplified manner for Ukrainians in 2021. The most important and necessary condition here is the family’s residence on Russian territory.

Dual citizenship Russia – Ukraine

Not all countries allow a person to have multiple internal passports. There are states where this is strictly prohibited. Ukraine is one of these countries.
