A foreign citizen is required to obtain a permit to legally stay in the country and carry out any activity. In the Russian Federation, this includes, among other things, a residence permit (residence permit). This document allows a foreigner to live in Russia, find a job, study, use medical services and other social benefits.
Changes after Presidential Decree No. 364 of June 15, 2021 entered into force
- Until September 30 inclusive, all foreigners who arrived in Russia before March 15, 2021, and who do not have legal grounds for staying in the Russian Federation as of June 16, 2021, can contact the territorial bodies of the Ministry of Internal Affairs of the Russian Federation with an application in any form and regulate their legal status or leave From Russia.
- The validity of temporary or permanent residence (TRP, residence permit), refugee certificates and certificates of temporary asylum for foreign citizens in Russia are suspended from June 16 to December 31, 2021 (clause 3 of Decree of the President of the Russian Federation No. 364).
- From June 16, 2021 until the expiration of 90 days from the date of lifting the temporary restrictions imposed by Russia on transport links with a foreign state, the six-month period of stay outside Russia for participants of the State Program, HQS, holders of temporary residence permits, and residence permits has been suspended.
- Until December 31, 2021, foreign citizens have the right to apply for a patent or enter into an employment contract for any stated purpose of the visit.
- Based on the Decree of the President of the Russian Federation No. 364 of June 15, 2021, which entered into force, from June 16, 2021 until the expiration of 90 days from the date of lifting the temporary restrictions imposed by the Russian Federation on transport links with a foreign state, the period of temporary stay in the Russian Federation of foreign citizens and stateless persons who are in the Russian Federation and have citizenship of a foreign state or a residence permit or other document confirming the right to permanent residence in a foreign state, the periods for which such foreign citizens and stateless persons are registered at the place of stay, as well as validity periods of the visa and migration card (with the marks placed on them).
Date of receipt and validity period of the document
A residence permit is issued for 3-5 years. It can be extended for a similar period an unlimited number of times, thereby ensuring permanent residence in the country or applying for citizenship. The validity period of the document for 3 years applies primarily to the category of native speakers of the Russian language (without the possibility of extension).
The standard period for receipt is 6 months.
However, there are a number of exceptions to this rule:
- The waiting period is reduced to 3 months for citizens of Belarus, highly qualified workers, as well as for those persons who were subjected to illegal deportation from the Crimean Autonomous Soviet Socialist Republic;
- After 2 months, participants in the program for attracting compatriots to their homeland, native Russian speakers, receive a residence permit;
- After just 2 weeks, applicants become holders of a residence permit if they require political asylum or their Russian citizenship has been terminated.
Why is it issued?
Those foreign guests who plan to stay in Russia for a long time or stay here for a long time need to obtain a residence permit. A residence permit will be required in the following cases:
- Works.
- Studies.
- Long-term treatment.
- Subsequent acquisition of citizenship.
- Other types of activities requiring a long stay in the Russian Federation.
Within the framework of Federal Law No. 257-FZ of 08/02/2019, a residence permit is now issued for an unlimited period. But the main conditions for obtaining it are legal stay in the state for one year, as well as, in many cases, the presence of a temporary residence permit in Russia (TRP) .
Upon receipt of a residence permit, a foreigner can leave Russia and return to the country, acquiring the rights and obligations that Russians have.
Number of foreign citizens who obtained a residence permit in 2021
Who can get a residence permit
The following have the right to request a residence permit:
- foreign citizens who have a temporary residence permit and those who have ceased to be Russian citizens;
- persons wishing to take advantage of the conditions of the State program for the voluntary resettlement of compatriots;
- citizens recognized as native speakers of the Russian language;
- citizens of the Republic of Belarus;
- persons in need of political asylum;
- highly qualified specialists working in the Russian Federation.
Of course, in order to issue such a document, the applicant must fulfill a number of requirements specified in the relevant law of the Russian Federation.
Procedure
- Have a temporary residence permit or other grounds for obtaining a residence permit.
- Live in the Russian Federation on the basis of a temporary residence permit for at least 1 year.
- Prepare the required documents. Prepare and submit documents no earlier than 8 months after receiving the temporary residence permit and no later than 4 months before its expiration date.
- Get a residence permit.
- Within 7 working days, register at your place of residence.
- Notify annually of residence in the Russian Federation and period of stay outside the country.
Features of the medical examination for granting a residence permit
All foreigners applying for a residence permit must undergo a medical examination. This only needs to be done in the 2020-2021 Commissioners. medical institutions in the subjects issuing residence permits.
To pass the medical examination you will need:
- identification document;
- migration card;
- document confirming registration at the place of residence.
The medical examination for obtaining a residence permit includes:
- chest fluorography;
- tests for leprosy, tuberculosis and other dangerous infections;
- blood test for HIV infection and sexually transmitted diseases;
- appointment with a narcologist and rendering a reasoned conclusion.
After passing all stages of the medical examination, the foreign citizen is issued medical documents of the established form, valid on the territory of the Russian Federation for 3 months.
Extension and replacement of residence permit
For most foreigners, a residence permit is just a transitional stage on the path to citizenship. But there are people who have no plans to change citizenship, and they work in the country. It is this category – highly qualified specialists who apply to the authorized body for a residence permit extension.
Extension of the document is possible for the period for which the employer received permission and they entered into an employment contract.
Replacement of a residence permit is possible if the full name, gender, errors or inaccuracies in the records are changed, or the citizen reaches the age of 14, 20, or 45 years.
In 2021, the use of electronic information media in relation to the owner of a residence permit was approved.
Procedure for replacement and renewal:
- Prepare all necessary documents.
- Pay a fee in the amount of 5,000 rubles.
- Apply for an extension.
- Take a personal photo and submit your fingerprints.
- Provide a copy of the employment contract.
- Wait for notification of the decision.
- Check to see if there is a mark on the renewal document.
Documentation
- One copy of the application (fill out according to the sample). Write legibly, without erasures, corrections, etc.
- Applicant's passport.
- Valid residence permit.
- Receipt confirming payment of the fee.
- Certificate of proficiency in Russian, if it has not been issued before.
- Four photos 3.5 by 4.5 cm that meet the requirements.
Sometimes additional documents are required:
- Proof of income.
- Confirmation of the right to own property in Russia.
- A contract concluded with the employer, which describes the terms of cooperation and wages.
Documents must be submitted in their original form and accompanied by certified copies. The originals are returned to the owner after review.

Confirmation of residence under residence permit: procedure
The procedure is regulated by clause 6 of Law No. 115-FZ (07/25/2002). Filling out the confirmation form occurs in different ways, but is submitted to the Ministry of Internal Affairs. The table shows the methods.

Data to be entered:
- Full name, as well as information about changing the surname.
- Date of Birth.
- Data from a passport or other document used as an identification document for renewing a residence permit.
- Information about citizenship and its change, if such a case occurred.
- Information about marital status and children/incapacitated citizens.
- Information about employment and wages.
- Information about place of residence.
- Information about criminal records, including in other countries.
You cannot submit an application that does not contain the signature of the applicant. The signature must be his or his representative.
How to check the readiness of a residence permit
The easiest, fastest and most reliable way to check the status of the application for a residence permit under consideration is to use a special form on the official website of the Ministry of Internal Affairs of the Russian Federation.

If for any reason a person does not have the opportunity to use the electronic service to receive information about the stage of consideration of his application, then he can call the department where the documents were submitted or make a personal visit.
However, it should be taken into account that employees are busy receiving citizens and processing their requests, so answering applicants’ questions individually is not their direct responsibility; in this regard, it is still more effective to seek the possibility of electronic verification, if it is not available.
Note! Electronically it is possible to check only the readiness of the document. Registration of a residence permit online has not been carried out since the beginning of 2013.
Annual notification of residence permit
One of the responsibilities of a foreigner who has received a residence permit is to annually notify of his location and residence. The procedure is performed at the nearest GUVM branch and is strictly mandatory.
To confirm a residence permit you will need:
- Copy of the passport;
- Confirmation of the migrant’s income;
- Registration or registration;
- Completed confirmation form (issued at the branch);
- Certificate.
Ignoring the notification for the first time will result in a fine of 7 thousand rubles, in the future it will be considered a serious violation of the stay regime with punishment up to deportation.
Possible reasons for refusal
List of main reasons for refusal to renew:
- Incorrect execution of the application and/or the presence of factual (or any other) errors in it;
- Incompleteness of the package of submitted documents and/or their non-compliance with established requirements;
- Violation of the deadline for submitting a request without objective reasons (or without providing documentary evidence of their existence);
- Identification by authorized employees of the Ministry of Internal Affairs of facts of systematic violation by the applicant of the legislative norms of the Russian Federation.
Violation of the established procedure for extending a residence permit is a sufficient reason for cancellation of the document. In addition, other legal measures may be taken against the migrant, up to and including expulsion from the Russian Federation.
Established periods for the legal stay of a foreigner in the Russian Federation
Upon arrival in Russia, all foreigners must register for migration in accordance with the regulations of the Russian Federation.
