What is a mortgage for a young family

Mortgage for a young family is a program under which the state helps young families improve their living conditions.
The target audience is promising young couples who receive a stable income and can pay off most of the mortgage on their own. Young families are not offered free housing under this program. The state contributes part of the amount for housing as subsidies; the family does not have to repay the debt. The program will be valid until 2025, but it can be extended if the government considers it an effective measure.

The main differences between a regular mortgage and lending to young families with government participation:

  1. Interest rate. Mortgages for young families remain at reduced interest rates in 2021. Most often, the rate is 6-10% annually, and for regular programs from 10%.
  2. Initial payment. The down payment is limited, most often 15-30% of the total mortgage amount. You can contribute the amount using maternity capital. If the family does not have maternal capital, the spouses can count on a payment of 10% under the program to support young families.
  3. Credit holidays. You can count on this type of support for a mortgage for young families in two cases: when building a house for 2 years and at the birth of a child for 3 years.

Such conditions make the program more attractive, and with their help, more families decide to enter into mortgage lending and acquire their own home.

Benefits for pregnancy, childbirth and child care

There are four benefits that can be received from registration at the antenatal clinic until the child is one and a half years old.

Allowance for early registration . They pay 675.25 rubles one-time. Early registration is considered to be in a hospital or antenatal clinic when the pregnancy is up to 12 weeks.

Benefit for the birth of a child. You can receive 18,004 rubles one-time for each child. The benefit is received at the place of work or study, and if both parents do not work, from the social security authorities at the place of registration. The benefit may be higher if there are allowances in the region, for example northern ones.

The documents you will need are an application, a parent’s passport, a child’s birth certificate from the registry office and a certificate stating that the second parent did not receive benefits - this is taken at work or at the place of study.

Child care allowance. The amount of the benefit depends on whether the parent worked before the birth of the child. If not, they pay the minimum amount - 6,752 rubles per month. If the parent worked, the benefit is calculated according to the average official earnings, but it will not exceed 27,984 rubles. The benefit is paid until the child turns one and a half years old. If you count according to the minimum amounts, for one child from birth to one and a half years you can get:

675.25 + (12,392 × 4.6 months) + 18,004 + (6752 × 18 months) = 197,218.45 rubles.

Conditions for participation in the “Young Family” program in 2021

One of the main conditions for young families to get a mortgage is to get on the waiting list for improved housing conditions. At the same time, the family should not be poor. To receive the status of a family that requires improved living conditions, the living space must be smaller in size than the minimum established in the region or not suitable according to sanitary or technical standards. The status is confirmed by the state administration.

When entering the program, spouses must confirm their solvency and prove that their own money is enough to pay off the remainder of the mortgage. To do this, you can use a certificate from your workplace about income, a statement about the amount of money in your account. If the family is low-income and does not have enough money to pay off the debt, it will not be able to participate in the program.

Family income restrictions for participation in the program to support young families:

  • without children, income from 22 thousand rubles;
  • with one child income from 32,500 rubles;
  • with two or more children, income from 43,500 rubles.

The program is only available to young families. This status is possible if both spouses are under 36 years of age. Cohabitation is not taken into account; it is important that the couple is married. Age is checked in 2 stages: when accepting an application for participation in the lending program and when compiling lists for distribution of money. It happens that several years pass from the first to the second stage, and the family no longer falls into the young category. Then the family loses the right to participate in the program.

A family may not have children, but this does not affect the decision to issue a subsidy. But the number of children can affect the amount that the state pays to the family. One parent up to 35 years of age inclusive can apply for participation in the program, but only if he has a child, so that he has “family” status.

Since the program is federal, there are general rules for participation. But the regional government can change or supplement them.

Tax deduction for each child

Every month, the employer pays a tax on an employee’s salary - 13%, this tax is called personal income tax, a tax on personal income. When an employee has a child, he receives a tax deduction of 1,400 rubles every month until the child reaches adulthood. This money is not immediately given to the parent; the deduction works like this:

  • The parent receives a salary of 60,000 rubles before tax. The employer pays 13% tax on this salary - 7,800 rubles per month, and the parent receives 52,200 rubles.
  • The parent applies a deduction of 1,400 rubles, and the employer no longer pays tax on 60,000 rubles, but on 58,600 rubles, resulting in 7,618 rubles. The difference between taxes without a deduction and with a deduction goes to the parent. In our example, this is 182 rubles.

Both parents have the right to a tax deduction - each receives 1,400 rubles of deduction per month, together it comes out to 2,800 rubles per month. The maximum deduction amount is 350,000 rubles for the entire period.

If a mother or father is raising a child alone, they can receive a double deduction - 2,800 rubles per month. The more children in the family, the higher the deduction:

How much can you expect?

When a family is included in the list of participants in the mortgage program for young families, the spouses are given a certificate that confirms their right to subsidies. But they don’t give the family money in cash; the entire amount is transferred by bank transfer to the bank.

According to the state program, the amount of assistance to a family depends on the number of children:

  1. If there are no children in the family, the state compensates 30% of the cost of living space.
  2. When there is one child, the subsidy amount will be 35%.
  3. If there are two children in a family, the state will pay up to 40% of the cost of housing.
  4. For families with three or more children, the state will transfer the amount for housing up to 50%.

In some regions, families can receive government support in the amount of up to 70-80% of the cost of housing. It is important to take into account that the amount is not calculated from the price of the apartment or house under the contract, but based on the estimated cost. To find out the estimated cost, you need to multiply the area of ​​the apartment by the cost of 1 sq. m. m of living space in the region. The exact amount is included in the subsidy certificate. The average waiting period is from 2 to 4 years. Therefore, submit your application as early as possible, immediately upon marriage, then the likelihood of becoming a participant in the program will be higher than for those spouses whose age is already close to 36 years.
