Drivers have a strong opinion that deregistration of a vehicle due to disposal is a very troublesome and thankless task. The traffic police annually simplifies this procedure for car owners, and 2021 has presented new simplified options.
The most common reason for deregistration is participation in the state recycling program. Many car owners have decided to replace their old car with a newer one. A car is also written off for disposal if it is unfit for use, has been stolen, or is planned to travel abroad.

The recycling process involves recycling a used car. In this case, the body is freed from all plastic and rubber components. The engine, electrical wiring, windows, wheels, instruments, etc. are removed. The body itself is crushed in a shredder, pressed and sent for melting. Procedure
There are two ways to stop registering a vehicle for recycling:
- By visiting the traffic police department;
- Using the State Services portal;
- Entrust it to a representative organization.
Important! If the car is completely scrapped, then a survey is not required to cancel the registration.
Before starting the procedure for deregistering a vehicle, you should check for unpaid fines; if there are any, then you will need to pay them, otherwise you will not be able to cancel the car’s registration.
Through the State Services portal
The most relaxed and time-saving way to deregister a car is through the Internet portal “Gosuslugi”. To do this, you don’t have to go to the traffic police, stand in line, or take time off from work.
The entire procedure takes place online through your personal account. Using such an account, you can find out any information about your car, as well as stop registration.
To complete this procedure you will need:
- Fill in the purpose of the appeal (sale, theft, disposal);
- Specify a convenient time and date to visit the multifunctional center;
- After filling out all the fields, the system will process the request and send it for further registration;
- Next, you should wait for a call from government agencies: if everything is fine, they will tell you what to do next; if something is wrong, they will explain what actions to take next.
The registration procedure through the State Services portal takes less time and does not require the personal presence of the owner at the initial stage, but then you will still have to find time to visit the traffic police.
If a car is deregistered without documents, then a presence at the traffic police will be required.

At the traffic police you will need to fill out an application in the established form; you can fill it out at home. You should have personal and transport documents with you, as well as car license plates. This happens for two reasons:
- The new car was damaged during transportation to the place of sale. The shipment is usually insured, so the insurance company will pay the dealer monetary compensation. In turn, the dealer is obliged to send a new, but already damaged car “for press”.
- The new car reached the buyer, but it turned out to be seriously defective, which during operation caused some kind of emergency (accident, fire, etc.). The application form is standard, for registration, for changing data, and for deregistration. It states:
- To whom the application is intended: to the State Traffic Inspectorate, to the MREO of the State Traffic Safety Inspectorate or the Main Directorate of the Ministry of Internal Affairs - it is worth clarifying the correct name of the inspection.
- Initials of the car owner (full name).
- The procedure you need “in connection with disposal” is highlighted opposite the third block “Deregister”.
- The passport details of the owner or the person who represents the interests of the owner of the car and has a power of attorney are indicated.
- The data from the vehicle passport is entered.

You should not confuse the loss of a car with disposal, since these are different circumstances. If destroyed, the car will no longer exist as a transport, and if lost, the car does not cease its physical “existence”.

Is it possible to buy a salvaged car?
“Excuse me! - one of the readers will say. - How is this possible? After all, scrapped cars are dismantled and recycled!” It's not that simple!
In accordance with Order of the Ministry of Internal Affairs of the Russian Federation No. 1001 of November 24, 2008, it is impossible to restore the registration of a scrapped car. But this only applies to those cars that ended up at recycling points. If the car is not included there, it is quite possible to register it. Therefore, a certificate received from the traffic police does not mean that the car will soon be at the collection point. Many owners receive this document only to avoid paying taxes on a vehicle that they do not use. And some are also trying to make money by selling it.
If you deliberately wanted to purchase a salvaged car (prices for such cars are usually one and a half to two times lower than the market average), then by and large there is nothing wrong with such a purchase. The main thing is to know how to register a scrapped car.
State duty
When deregistering a car, car owners need to know how much it will cost. The procedure itself for removing a vehicle from state registration due to disposal is free. Payment will only be required if the disposal is not complete. The tax here is taken not for disposal, but for the certificate issued for the released vehicle unit. How to restore documents if the car is scrapped
To apply for vehicle registration, you must contact the traffic police with the following documents in hand:
- certificate of disposal;
- power of attorney from the owner in writing (it is not necessary to go to a notary);
- photocopies of passports (yours and the seller’s);
- insurance;
- maintenance ticket.
After checking the submitted papers, you will be given an application (of course you need to fill it out) and a payment slip for 3.3 thousand rubles. Next, you need to pay the state fee and, attaching the receipt received from the bank to the rest of the documents, visit the traffic police again to receive a PTS and a registration certificate. With a successful combination of circumstances, you can do it in 1-2 days. Then a standard DCP (purchase and sale agreement) is drawn up, and you are the full owner of a legally registered car.
How are cars disposed of in the Russian Federation?
From July 10, 2017 (Order of the Ministry of Internal Affairs of the Russian Federation No. 139 “On amendments to the regulatory legal acts of the Ministry of Internal Affairs of Russia on the registration of vehicles”), car recycling for individuals takes place in the following order:
- The vehicle is handed in for recycling. After actual disposal, the owner of the car receives a document confirming that the car has been destroyed.
- The traffic police deregisters the car.
For budgetary organizations and enterprises, a different procedure applies:
- it is necessary to confirm the unsuitability of vehicles, for this purpose a special examination is carried out;
- the car is deregistered and the license plates are returned;
- fill out an order for disposal, pay taxes;
- sign an agreement with a company that will undertake further transportation and processing.

If the car was produced after 2012 (Federal Law No. 128 “On Amendments to the Federal Law on Production and Consumption Waste”), then its price already includes a recycling fee (this data is included in the registration certificate). What to do if the car is scrapped, but you didn’t know about it when you bought it
To avoid problems, it is better to check the car in advance using the traffic police database for disposal. If a scrapped car has already been purchased, there are several ways to resolve the situation.
First option
Find the owner and demand that he restore the registration. The former owner's lack of time is not an argument. Let him write out a general power of attorney for you. And then the procedure is the same as described in the previous section of the article.
Second option
Applicable in the case when the owner of the car declares that I am not me, and the house is not mine, and refuses to do anything to restore the registration of the car. If there is a purchase and sale agreement, the seller can be safely sued. Article 451 of the Civil Code of the Russian Federation provides that a gross violation of the rules of the monetary policy may serve as grounds for termination of the transaction and return of funds. Your claim will most likely be successful, but legal proceedings may take a long time.
Third option
If you were unable to find the old owner on your own, contact the traffic police with a request to find the owner of the car. In this case, you can, for example, indicate that you simply found the car in the middle of the road. If the owner is found, use one of the two methods described above.
Deadlines
It will take 10 days to complete the operation of deregistering a vehicle due to disposal. This is if the application is filled out correctly and all documents correspond, and the State Traffic Inspectorate employees do not have additional questions for the car owner.

Registration without documents
Disposal of a car without documents or license plates is not that uncommon. This is often due to loss, theft or fire. The traffic police has the right to take action only on the basis of an application and a citizen’s passport. But in this case he will be required to:
- Write an explanatory note indicating the reason for the impossibility of providing original official papers.
- Attach confirmation of your words (for example, a resolution to open a criminal case in case of theft).

It is prohibited to use the AvtoVAZ after its disposal, as there is a fine for such actions.
