Everything a person owns, he can lose. This phrase is not filled with special wisdom, but banal truths do not cease to be truths.

STS (Vehicle Registration Certificate) is a mandatory document for driving a car, and if it is lost, you cannot drive. However, you can restore the document quite quickly and not very difficult - this article will be devoted to how to obtain a new STS.

    The loss of STS is almost equal to the loss of a car, since it is impossible to drive a car without it. Driving without a document under Article 12.3 of the Code of Administrative Offenses is subject to a fine of 500 rubles. Only in some cases can a traffic police inspector issue a verbal warning (we told you how long and in what situations you can drive without an STS here).

    The certificate confirms the fact that the car has been registered and legally driven. A fine is not issued for loss; this is stated in the Directive of the Ministry of Internal Affairs No. 13/5-77.

    • If you lose your STS, you need to apply for restoration to the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia.
      You cannot drive a car until you receive a registration certificate. If the document was lost, be sure to indicate this fact in the explanatory note to restore the document. It is worth informing that the STS was lost under unclear circumstances.
    • If an STS is stolen, before it is restored, you need to contact the police and write a statement about what happened.
      In this case, a criminal case is initiated, sometimes for several months. According to the rules, the driver will not be able to be issued a new certificate at this time. Therefore, it is not recommended to report the theft in an application for the restoration of vehicle insurance, so as not to lose the ability to drive a car. The same applies to obtaining a duplicate in case of fire or other incidents.

    Penalties in the absence of STS

    As noted earlier, driving a vehicle without this certificate is strictly prohibited.

    The legislation of our country provides for penalties for this violation, namely a fine of 500 rubles and delivery of the car to the impound lot until a new STS is issued (in case of loss or theft) or until the driver brings the STS (if it was left at home). Some drivers who are negligent in their duties try to drive without this certificate, hoping to convince the inspector who stopped him that the document was lost recently and they are going to restore it. Unfortunately for such “would-be drivers”, they rarely manage to convince the inspectors, and punishment will be inevitable.

    Another variant of the violation would be a situation where the driver drives the car without replacing the certificate in a timely manner, for example, when changing his last name. In this case, at the first stop, the driver will have to pay 500-800 rubles, but a second stop will cost 5,000 or a deprivation of license will follow from one to three months.

    Replacement procedure

    The restoration of the certificate is carried out by the State Traffic Safety Inspectorate; to obtain the document, you need to take the following steps:

    1. Write applications addressed to the head of the nearest territorial division of the State Traffic Inspectorate. When contacting the traffic police directly, you can obtain a sample in two ways:
        Personally in the department.
    2. On the official website https://www.GIBDD.rf. Follow the link, click the “For Traffic Participants” tab, find the “Car Owners” section, and then the “Application Forms” item. Download a convenient option: to fill out on your computer or manually.
    3. Reference! If you cannot contact the department yourself, entrust this to a trusted person. A power of attorney will be required.

    4. Write an explanatory note: provide information about the vehicle and briefly describe the reason for issuing a duplicate.
    5. Collect the necessary documents and submit an application at the traffic police department.
    6. The employee will enter information about the loss into a special register and place an order for the production of a new certificate.
    7. Get a duplicate. The procedure takes place on the day of treatment, most often within a few hours. If additional checks are required, the process may take up to a month.
    8. Replace your compulsory civil liability insurance (MTPL) insurance policy with your insurance company. This is necessary for payments in case of an accident.

    How much does it cost?

    It is necessary to pay two types of state fees:

    • for issuing a registration certificate;
    • for entering information about the issuance of STS into the previously issued technical vehicle passport and the special traffic police register.

    The total cost will be 850 rubles - 500 for issuing the document and 350 for entering data.

    Collection of documents

    The application is submitted along with documents that confirm the right to use the car and the identity of the driver:

    1. Russian passport or other identity card;
    2. vehicle passport;
    3. vehicle purchase agreement;
    4. statement;
    5. receipts for payment of state fees;
    6. MTPL insurance policy;
    7. notarized power of attorney if necessary.

    Filling out an application

    Now about how to write a statement if the STS of a vehicle is lost.

    Please indicate in your application:

    1. information from the vehicle passport;
    2. TIN;
    3. data from the registration document, title deed, vehicle design safety certificate and compulsory motor liability insurance policy;
    4. information about the make, year of manufacture, registration plate, vehicle identification number.

    Explanatory

    Along with the documents, you must provide an explanatory note about the loss of the STS. It states:

    1. driver’s personal data;
    2. information about the car;
    3. evidence data;
    4. reason for the request;
    5. circumstances of document loss.

    It is also worth assuring the traffic police officers that if the original STS is found, the duplicate will be returned to the department.

    How to obtain a certificate of loss and is it required?

    In some cases , traffic police representatives may ask you to provide a vehicle to verify VIN numbers . But driving a car without a license is prohibited by the rules. Therefore, at the nearest department of internal affairs, the owner needs to obtain a certificate confirming the loss of documents.

    Is the vehicle required to be shown?

    Let's consider what a vehicle owner should do if the STS for the car is lost. If the driver has lost his certificate in a city other than the one where he received the STS, he can contact the local traffic police department. The difference is that before issuing a duplicate, the inspection will send a request to the place of registration. You should not go back home without a document.

    The inspector does not have the right to ask to provide a car for inspection. This is stated in paragraph 57 of the order of the Ministry of Internal Affairs of the Russian Federation No. 605 dated 08/07/2013. But traffic police officers can check the availability of the car and VIN numbers. To do this, you need to obtain a certificate of loss of documents.

    Examination

    When submitting an application, it is important to provide correct information about the vehicle, otherwise, after checking, the traffic police inspector will refuse to issue a duplicate certificate. If a driver has lost his vehicle in another city and contacted the local traffic police department, employees must make a request at the place of registration of the car. This will lengthen the time it takes to receive the document. The inspector may also require a driver’s license, receipts for payment of fines, or a military ID, but without the right of inspection.

    Deadlines

    By law, the period for producing a duplicate cannot exceed one working day. Typically, the time between registering an application and issuing a duplicate is from 20 minutes to an hour.
    The certificate issued in replacement fully corresponds to the lost one and has the same legal force.

    How much does it cost to replace a vehicle registration certificate?

    The state spends money on the production of a new document and requires compensation for expenses in the form of state fees. But when changing the SoRTS, the State Traffic Inspectorate must also make a note about this in the PTS - a fee is also charged for this. In total, the motorist will have to pay 850 rubles. (500 rubles for a certificate and 350 rubles for a passport). The State Services website will help you save again: when submitting an application through the portal and paying fees by bank transfer, users receive a 30% discount. So the amount of state fees will be only 595 rubles. (350 rubles for a certificate and 245 rubles for a passport).

    What to do if other papers for the car have disappeared along with the STS?

    It may happen that a whole stack of documents is lost - not only a registration certificate, but also a passport of a citizen of the Russian Federation, a driver’s license, a car passport. In this case:

    1. The first step is to restore your civil passport. On its basis, other documents are issued. If you change your place of residence, the issuance period will be 10 days.
    2. Then you can contact the traffic police to replace your driver's license.
    3. The next step will be the restoration of the vehicle registration certificate. To do this, you will need to provide a passport of a citizen of the Russian Federation and a passport for the car, in accordance with clause 15.2.1 of Order No. 605 of the Ministry of Internal Affairs of the Russian Federation.

    Purpose of STS

    STS is an abbreviation for the name of the certificate of registration of a vehicle with the State Traffic Safety Inspectorate; it is a mandatory document confirming registration. Considering this fact, it is clear that this certificate must be presented upon the first request of the traffic police, which means that it must always be with the driver.

    This certificate has strictly established parameters by law:

    • dimensions – 80 by 115 mm;
    • The registration form must be filled out on both sides – front and back.

    Front side

    This side contains all the information available about the car, duplicating in the main points the information located on the front side of the PTS (vehicle passport), and which displays:

    • state car number;
    • car release date;
    • category;
    • VIN code;
    • car make and model;
    • body, engine and chassis number;
    • engine volume and power;
    • body color.

    The most important and, perhaps, the only difference between these certificates is that the registration number of the car is entered in the first line of the certificate.

    Reverse side

    This side contains all the necessary information about the owner of the car - his full name, place of residence, as well as the place of registration of the vehicle. In addition, here you can find all the basic information about the organization that issued this certificate.

    An important line to check will be special marks. This field must be filled out if significant changes have been made to the design of the vehicle, for example, gas equipment has been installed.

    STS number

    Like any other document, the STS has its own number and series. They are expressed by three letters, three numbers and a region code. The number and series of the STS car are indicated on both sides of the document and are highlighted in bright red.

    Step-by-step instructions for recovery through State Services

    You can simplify the recovery process through the government services portal. Here's what the owner of a lost document should do:

    1. Log in to the website https://www.gosuslugi.ru with your account or register.
    2. Go to the "Services" section.
    3. Select "Transport and Driving" from the drop-down menu.
    4. ABOUT.
    5. Click “Loss of documents or changes to vehicle data.”
    6. Select “Receive STS, PTS or registration plates to replace lost or unusable ones.”
    7. Click on the “Get service” button.
    8. Fill out the electronic application.
    9. Choose a convenient time to visit the traffic police registration office.
    10. The system will register your application.
    11. Pay two state fees: for issuing a vehicle registration certificate (350 rubles) and for entering information about the issuance of a vehicle registration certificate into the previously issued vehicle passport and the special traffic police register (245 rubles).
    12. Come by car at the appointed time to the registration department of the traffic police. Take the original papers with you.
    13. Hand over the documents.
    14. About an hour after registration and document verification, you will receive a new certificate, vehicle passport and vehicle registration plates.

    Where do you get the certificate?

    When purchasing a car, no matter whether it is new or used, every car owner is required to register it. This procedure takes place in the vehicle registration department of the State Traffic Inspectorate of the Russian Federation. When contacting this government agency, you must provide the following list of documents:

    • technical certificate;
    • car purchase agreement;
    • certificates confirming the cost of the car;
    • vehicle owner's passport. This is one of the most important documents, without which obtaining or restoring a certificate is almost impossible;
    • OSAGO – insurance policy;
    • receipt of payment of the state duty, which is 500 rubles. From August 3, 2021, STS is issued in a plastic version and this option costs 1,500 rubles. Today there is an option to save a little - you can apply for registration through the State Services portal and reduce the amount required for payment by 30%, which is 350 and 245 rubles when registering for the plastic option.

    Reasons for refusing to issue a duplicate

    In some cases, the inspector may refuse to register the vehicle. The reasons may be the following:

    • inaccurate information about the car;
    • failure to pay the recycling fee and lack of a mark;
    • non-compliance of the car with safety regulations;
    • forged documents or those that do not comply with the law;
    • restriction of vehicle registration;
    • finding a vehicle on the wanted list, illegal sale;
    • lack of MTPL insurance.

    Is it possible to appeal, where and how?

    If a duplicate is refused, the driver has the right to demand written confirmation of the decision. It should be attached to the complaint addressed to the head of the traffic police department, in which the essence of the problem should be indicated. If the refusal paper is not provided, you can record the employee’s actions on video. The situation will be examined by the court.

    Mandatory change of document

    An important point is the fact that no changes can be made to an existing vehicle registration document, and if any information about the owner of the car or the vehicle itself suddenly changes, the previously issued document will need to be changed. This procedure can be easily completed using the State Services portal, as well as at the local traffic police office.

    1. If the owner of the car has changed his last name or place of residence, or if the certificate is damaged, it is not necessary to present the car for re-inspection.
    2. If the vehicle has undergone design changes of any kind, the car will need to be brought to the traffic police department to assess the admissibility of such changes.

    To obtain a new registration certificate, the car owner will need to fill out a special form, which can be printed from the State Services website or obtained from the State Traffic Safety Inspectorate. It is important to highlight the line here due to the changes that have appeared.
