What documents are submitted?
Foreign citizens must apply for an extension of migration registration 7 days before registration ends. The receiving party submits a petition to the authorized body, to which the following documents are attached:
- Application for extension of the period of stay on Russian territory.
- Identity document of a foreign citizen.
- Migration card.
- Documents confirming the need for renewal.
Unlike initial registration, you cannot send documents by mail. The originals of the supporting certificates are returned to the applicant, photocopies are taken by the service employee along with the application.
List of documents serving as the basis for extending the period of stay
The following documents are submitted:
- work permit;
- official contract with the employer;
- a document confirming the fact of submitting documents for registration of a temporary residence permit, residence permit;
- certificate of anticipation of obtaining HQS status.
Some foreigners are allocated a quota for temporary residence permits. This issue should be discussed with an employee of the authorized service separately.
Filling out an application
This document is filled out in any form. It is advisable to write with a thin blue pen. Letters must be printed.
The application includes the following items:

Where to take documents
The completed application and a complete package of documents must be submitted to the territorial office of the Ministry of Internal Affairs of Russia. The time frame for consideration of the application is 72 hours from the date of submission of the application.

How to register at your place of stay
Temporarily staying foreigners or temporarily residing foreigners who are in a place of stay other than their place of residence must register at the place of stay.
To register, you must submit a notification to the territorial body of the Ministry of Internal Affairs within 7 days from the date of arrival (or the expiration of the permissible period of stay without registration).

The responsibility for giving notice lies with the receiving party. In exceptional cases, it can be submitted by a foreign citizen himself.
The receiving party is a citizen of the Russian Federation, a foreigner permanently residing in the Russian Federation, a legal entity, government agency or international organization that has provided the foreigner with residential or other premises for actual residence.

Persons from other countries permanently or temporarily residing in Russia who have the right to use residential premises are required to register at their place of residence. You can do this:

In Russian legislation there is no concept of extending the period of temporary registration; there is the term “change of period of stay”, which implies an extension or shortening of the period of stay of a foreign citizen in the country.
Migration registration is extended on the basis of re-registration of the package of documents that was collected during the initial crossing of the Russian border or the documents necessary to extend the foreigner’s stay in Russia were submitted.
Grounds for extending the period of stay
In accordance with the regulatory framework of the Russian Federation, a foreign citizen has the right to stay on the territory of Russia for up to 90 days for a total of 180 days. To increase the time limits established by law, serious reasons are needed.
Without a compelling reason, it will not be possible to extend the registration period with the authorized body.
The most common reasons for extending stay:
- A foreign person is waiting to receive a temporary residence permit or temporary residence permit.
- The foreigner has a profession in demand and high qualifications and has entered into an agreement with the employer.
- Documents have been submitted for registration of a patent.
- A foreign person became a student at one of the universities of the Russian Federation.
Special category
This category of citizens includes refugees who fled the country against the backdrop of war or a coup d'etat.
Official registration of status allows them to receive subsidies and various privileges from the state. Support from the Russian authorities is provided until the situation in the citizens’ home state normalizes. Their registration with the authorized body is extended throughout this time.

Features of the procedure
Obtaining a permanent residence permit for a foreigner differs from obtaining temporary registration, which is due to the availability of premises in which such registration can be carried out.
Registration of a foreign citizen at the place of residence has a number of features:
- Registration of registration is carried out in the territorial divisions of the Directorate for Migration Issues of the Ministry of Internal Affairs of the Russian Federation (abolished FMS).
- To obtain a residence permit, a foreigner will need to provide to the migration authorities, formerly the Federal Migration Service, his passport (or a substitute document that is recognized in Russia as an identity document), a residence permit or documents confirming the right of permanent residence in Russia, a certificate of ownership of the housing where he plans to register, or a social rental agreement for him.
These documents must be attached to the application for registration, and must also be accompanied by a receipt for payment of the state fee. Currently, there are three options where documents can be submitted:- directly to the migration authorities;
to multifunctional centers (from there they will be transferred to the territorial divisions of the UVM);
- or to specialized private firms that will not only help you fill out the application and transfer it as proxies to the UVM, but will also check the correctness of the entire package of documents.
- The cost of services of private companies that are engaged in registration of permanent registration today varies depending on the region and includes not only payment of the state fee (350 rubles per person) and verification and transfer of all necessary documents to the Department of Internal Affairs, but also registration of direct registration under a housing rental agreement .
On average, the cost of such a comprehensive service when registering at a place of residence (if we are talking about providing a rental agreement) for five years is 45-100 thousand rubles per person. - If all documents are submitted and executed in the proper form, the process of registering a foreigner at the place of residence takes no more than ten days from the moment the Department of Foreign Affairs receives his application with supporting documents attached to it. In the case of temporary registration, confirmation of the fact of migration registration can be obtained on the day of submission of documents.
- By analogy with Russian citizens, foreign citizens who have registration at their place of residence are given a mark in the documents confirming their right to stay in Russia (for example, on a residence permit), which indicates the specific address of the person’s residence. The relevant information is also entered into the electronic database of the Migration Office.
How to write an application correctly?
An application for registration at the place of residence is the main document on the basis of which a foreign citizen is registered in a particular residential premises.
For this reason, special attention should be paid to filling it out.
- This document is filled out on a special form, approved by Decree of the Government of Russia No. 9 of January 15, 2007. Independent writing of this document is not permitted.
- All fields must be filled out exclusively in Russian (if a foreign citizen does not speak it, he must notify a migration agency employee about this in order to make a decision on the filling procedure).
- This document must be filled out in the most legible handwriting, indicating all the necessary data for the accurate organization of registration of an arriving national of another state.
- When filling out the application, information about the place of registration must be indicated, as well as on what basis such registration is carried out. In addition, it is necessary to indicate information about those documents on the basis of which the applicant is granted the right to reside and use a specific premises.
If this document is completed in accordance with the listed requirements, it is accepted for consideration, about which the foreign national who submitted it is issued a corresponding receipt (it lists all those documents that were accepted in originals or copies along with the application).
What nuances should be taken into account?
There are a lot of nuances when registering a foreign citizen. Almost all of them are related to the presence or absence of a residence permit, as well as the right to use this or that real estate in which the foreigner will be registered.
- If the person being registered has a residence permit, he has the right to stay on the territory of Russia indefinitely. Accordingly, the registration period can be limited only by the duration of the rental agreement or social tenancy agreement.
- If there is no residence permit, but the person came from a visa country, then the registration period will be equal to the validity period of the visa, even if the registration was carried out at the place of permanent residence.
- If Russia has established visa-free relations with the country of citizenship, then the period of stay of its citizen cannot exceed ninety days. After which he must leave Russia for at least ninety days.
- Those foreign citizens who own residential real estate and have a residence permit are in the most privileged position - registration for these will be carried out in their housing on a permanent basis. If a foreigner owns real estate, but does not have a residence permit, then registration will be temporary even despite the presence of property, although it will be defined as registration at the place of residence.
In addition to those listed, there are certain features of registering foreign citizens in apartments.
Currently, registration of foreign citizens in apartments or residential buildings has become widespread. This registration has a number of its own features:
- A foreign citizen can obtain registration in such residential premises only if he has a social tenancy agreement for it or documents confirming ownership.
- When registering a foreign citizen in an apartment (if the registration is issued on the basis of a lease or social tenancy agreement), the area per registered person must not be less than the sanitary and social standards established by law (at least six square meters per person).
- A foreigner who has received registration in an apartment can exercise his right to live in it at any time.
This list of features is not exhaustive, since in each specific case they may be of a different nature.
When registering a foreigner in an apartment, its owner must be prepared for a number of difficulties that must be taken into account. For example:
- In the event of disputes with neighbors , the homeowner will need to take part in resolving these conflicts.
- If questions arise from the migration authorities , they have the right to visit a specific apartment without warning in order to establish the existence of violations of migration legislation (for example, whether a citizen of another state actually lives in this apartment or is just registered).
- If a foreign citizen has his own minor child , he has the right, in accordance with Russian legislation, to register him with him without notifying the owner of the premises.
