Is registration completed at the passport office?

Registration of foreign citizens

Temporary registration for foreign citizens is issued for five years. It must be completed within 7 days after moving into the apartment. Migrants must register without fail. After a citizen of another country has crossed the border of the Russian Federation, he fills out a migration card. Next, you need to draw up a rental agreement for housing on the territory of the Russian Federation. If the registration procedure was not followed, the non-resident may be refused.

The legislation establishes a specific procedure for registering citizens. Thanks to it, you can track all the movements of people living in Russia. This is a kind of targeted accounting of human migration.

What is needed for this?

To issue it, you need to do the following:

  1. Prepare the required documents.
  2. Bring them to your appointment hours.
  3. Write an application and submit it to the passport office employee along with the attachments.
  4. Show up again at the appointed time and pick up your passport.

The application is filled out on a special form (No. 6) . It contains the following information:

  • Full name of the applicant.
  • Passport number and series, date and place of issue.
  • Date of Birth.
  • Place of residence.
  • Please deregister at your previous place of residence, if this has not already been done.
  • Previous residence address.

All owners must obtain consent to move in.

Legislative framework of the issue

The migration procedure for removing and registering citizens at their place of residence on a permanent and temporary basis is regulated by the following legislative acts:

  • Federal Law No. 5242-1-FZ of June 25, 1993 “On the right of citizens to freedom of movement” is the main regulatory document indicating the basic rules for the registration procedure, as well as the deadlines for its registration;
  • The procedure for deregistration and registration is set out in the relevant Decree of the Government of the Russian Federation No. 713 of July 17, 1995;
  • Sanctions for violating the deadlines requiring completion of registration are described in Art. 19.15 of the Code of Administrative Offenses, while the Criminal Code of the Russian Federation provides for more serious forms of punishment for offenders engaged in fictitious registration.

List of required documents

This may require (depending on the specific situation):

  1. Applicant's passport.
  2. For a child under 14 years old - birth certificate. If he is over 14, he will need two passports: his and one of his parents.
  3. A document on the basis of which the right to register arises. This could be a certificate of ownership (or an extract from the Unified State Register that replaces it), a move-in order, an extract from a court decision, etc.
  4. If there are other residents, their written consent is required.
  5. If a departure slip was issued upon check-out, you will need that as well.
  6. For relatives - documents confirming relationship (marriage certificate, birth certificate, etc.).

De-registration of citizens


The timing of deregistration of a person at his former place of residence directly depends on the method of performing the procedure.

The fastest option is immediate registration in another housing.

By filing this request with the Federal Migration Service, the applicant has the opportunity to be deregistered at the previous address automatically.

Discharging a person to nowhere, for example, if the owner has sold an apartment, obliges him to go through a full procedure of contacting the Federal Migration Service at his place of residence and writing a corresponding application.

In this case, the waiting period for the return of a passport with an extract stamp should not exceed 3 days from the date of acceptance of the request.

It will take about 3 days to issue an extract through the State Services service. After processing the request, the citizen is invited to the migration services office to verify documents and confirm the procedure.

Online applications and service times

It was previously emphasized that, if desired, citizens can apply for registration via the Internet. There is nothing difficult or incomprehensible about this. How long does it take to process an electronic application under such circumstances?

When submitting an application for registration in housing, the applicant is asked to select the date of the upcoming visit to the authorized body. On average, the processing time for an application submitted through the ESIA is 2-4 days.

Important: if it is on “GosGosGosPersonal Account”, it will also be duplicated by e-mail. All this helps to understand when it makes sense to contact the selected service for registration documents.

Responsibility for violations

What sanctions are provided by the state for violating registration deadlines?

In case of non-compliance with the registration deadlines established by law, when the deregistration has already been made, the citizen will have to pay a fine. Responsibility for violating the registration deadline may extend not only to the violator himself.

The owner of the property where the offender is registered may also be required to pay a fine. In view of this, the property owner is obliged to report new residents within 3 days after their registration.

The amount of the fine depends on whether the offender is the owner. If the citizen who did not register on time is not the owner of the apartment or house, the amount of the fine payment is less than if he is the owner.

It should be remembered that the imposition of a fine is not a reason why the migration service can refuse to register a citizen. The authorities are obliged to carry out registration after payment of the fine, since otherwise his actions can be considered unlawful.

In general, in order to prevent a fine for violation, it is necessary to comply with the established period of registration after discharge.

Registration with the migration service is required for all citizens of the Russian Federation, as well as citizens of other states. The registration procedure with the Federal Migration Service must be carried out within clearly established time intervals.

Where to go for help

How long does it take to register? Many citizens are interested in this issue - both native residents of the Russian Federation and visiting foreigners. Violation of the migration registration procedure in Russia entails many problems.

  • Multifunctional Center;
  • one-stop services;
  • passport office or the corresponding department at the Criminal Code;
  • Department of the Federal Migration Service;
  • migration service;
  • portal “GosGosGosGosGosPersonal Account” on the e-government website section “Activation” - “Via digital signature”, then connect the appropriate device to the PC and follow the instructions on the screen. In the second, indicate the address of the place where the account confirmation code will be delivered. In the third - take your passport, INN and SNILS, come to the Public Service Center (for example, at the MFC) and submit an application to activate your profile.

Registration deadlines

“How long does temporary registration take?” – an issue of concern to individuals who do not have permanent residence. The period for processing personal data by the population registration authority is 3 days in accordance with Article 5 of Federal Law No. 5242-1. How long does short-term registration take for people who have left for a fixed period? Registration of citizens located in correctional and medical institutions, sanatoriums, and recreation centers is carried out in accordance with the time of departure.

Submitting papers

Moving to Russia and lacking a permanent location is a situation in which a citizen must obtain short-term registration. In accordance with Article 5 of Federal Law No. 5242-1, individuals are required to obtain temporary registration within 90 days, permanent registration - 7 days. The countdown begins from the moment you enter the residential premises.

Maximum terms

In 2021, administrative regulation No. 288 became invalid, according to which the period for obtaining short-term registration can be increased to 8 days based on:

  • concluding a social rental agreement;
  • obtaining temporary registration at the address of your own property;
  • filling out an application on the State Services portal.

The period for obtaining registration increases if documents were submitted to the Multifunctional Center or sent at the post office. According to Art. 5 Federal Law No. 5242-1, the maximum period for issuing a residence permit is 8 days if the citizen sent an electronic application.

How long does it take to register at the place of residence?

How long does it take to register and what does it depend on? The options listed above are not prescribed by law. That is why there are no specific validity periods. Special services officers and lawyers recommend that owners of residential premises register people for a period of one to five years.

Most often, it is recommended to choose a period of permanent registration of one year with the right to terminate. Then the likelihood of having children (who will need to be registered with their parents) is minimized.

Temporary registration and citizens of the Russian Federation

How many days are given for temporary registration? If a person travels outside his region of residence, he can live without registration for 90 days. After this, you will have to apply for temporary or permanent registration.

What to do if a person is discharged? After deregistration, a citizen will be given one week by law to find a new temporary shelter. If during this period a citizen does not find places of registration, he will be fined.

Important: when applying for registration for a child, a similar rule applies.

Where are requests accepted?

Where should I apply for registration? The answer to this question is not too difficult. You can contact various registration authorities.

Among them are:

  • MFC;
  • Federal Migration Service;
  • passport offices;
  • migration services of the Ministry of Internal Affairs;
  • passport and visa centers.

Moreover, if desired, a person can submit an application via the Internet. This is where the “Government Services” service will come to the rescue. This arrangement is extremely rare. And therefore, we will not dwell further on this issue.

How long does it take to register after discharge? Unfortunately, there is no clear answer to this question. It all depends on the specific situation.

Initial registration is very flexible. This term applies to newborns. There are no deadlines for initial registration in Russia. Children can be registered with the migration service at any time.

In practice, it is recommended to deal with determining the place of registration of a newborn in the first month of his life. This will help avoid unnecessary problems. For example, when preparing documents for a baby.
