Technical inventory of real estate in 2021 consists of surveys and measurements of real estate, drawing up documents with the main characteristics of objects. Inventory services can be provided not only by BTI institutions, but also by other commercial structures. The result of the work will be the preparation of a technical passport, floor plans and statements of premises. Technical inventory in 2021

Even before 2013, technical accounting of BTI was the main form of obtaining and systematizing real estate data. To obtain basic technical data on buildings and premises, these institutions carried out an inventory. Since 2013, Russia has switched to a cadastral registration system, which provides for obtaining data on real estate during cadastral activities.

Even after the transition to cadastral registration, technical inventory is still carried out. The essence of this procedure is as follows:

  • when a new object is formed, cap. construction, a primary inventory is carried out - it includes measurements, preparation of outlines for the building and all its premises, filling out technical passports, floor plans and explications;
  • information about the measurements and inventory taken is included in the inventory file - from it you can obtain certificates, floor plans, extracts, technical passports;
  • after changes in the characteristics of the object (redevelopment, reconstruction), an unscheduled inventory is carried out, and the technical passport information is updated.

Technical accounting is one of the forms of real estate accounting by the state. This is stated in Art. 19 Housing Code of the Russian Federation (). Also in Art. 25 of the Housing Code of the Russian Federation provides for the obligation to make changes to the technical passports of apartment buildings after redevelopment or reconstruction. A similar rule is provided for by Moscow Government Decree No. 508-PP ().

What does BTI do after the transfer of powers for cadastral activities to engineers and Rosreestr? The exclusive competence of the Bureau of Technical Inventory now includes maintaining technical passports and providing information from inventory files. A unified database for real estate is maintained by Rosreestr. But to make changes to the Unified State Register after reconstruction and redevelopment, you must contact the BTI and update the technical passport data. In the capital, the technical inventory is carried out by the State Budgetary Institution "MosgorBTI". The procedure for inventory and registration of technical passports is provided for by Resolution No. 106-PP ().

Expert commentary. Until 2013, the Bureau of Technical Inventory carried out surveys and issued technical passports on the basis of Government Decree No. 921 “On state technical accounting and technical inventory in the Russian Federation.” In 2013, this regulation was repealed, since cadastral registration became the main form of state control over real estate. Now you can order an inventory not only from BTI, but also from other commercial organizations offering such services. The main guiding document for carrying out technical inventory is the Instruction approved by Order No. 37 (Zemstroy) of the Russian Federation.

Calculation by algorithm

The main indicator for calculating the inventory valuation is the replacement cost of real estate. The assessment has been used since 1970, and experts have supplemented it with amendments and various coefficients. The calculation algorithm and all real estate data are in the BTI.

To correct the data, the estimated cost of one square meter is used, which is multiplied by a certain coefficient. It is constantly changing and is subject to amendments adopted by authorities on a quarterly basis. The inventory value of the property is the difference between the amount and depreciation of the building, which are calculated using formulas.

Basic methods

Cost calculation is carried out using one of the inventory methods, which include: comparative, cost and income.

The first method compares the main characteristics of real estate of similar properties that have been sold recently. However, the method is not accurate as it provides approximate data on the value of the property. The cost method takes into account the approximate cost of building materials and engineering structures. In addition, the cost of the land plot on which the building is erected is taken into account.

The income method is rarely used, since when calculating the value of real estate, the following aspects are taken into account: area, rent, payment of utilities, as well as its maintenance. It is used in cases where there is not enough information about the object to determine the inventory value.

The difficulty of the calculation lies in the lack and inaccessibility of information for public use. However, if desired, all the necessary information and coefficients can be found out. There is a certain algorithm with which the inventory value of an apartment (C) is calculated.

It is used by BTI specialists for the following tasks:

  1. Find out the replacement cost of a house (apartment), information about which can be found in specialized literature (St).
  2. Determine the physical depreciation of real estate. You can use the latest inventory data.
  3. Using the coefficient (Ci), which is taken from the BTI documentation, calculate the current cost of wear and tear (Ifiz).
  4. Calculate tax values ​​for the required date.

The inventory cost of an apartment is calculated using the formula: Si = St * (1 - Ifiz / 100 * Ci). It is quite complex, since finding out some data is quite problematic, but possible. The values ​​of Si, St and Ifiz are measured in rubles. There is a simplified version of calculating tax, which should be analyzed using an example.

Documents on the results of technical inventory

The main document for inventory items is the technical passport. It is compiled based on the results of the initial survey and is subject to updating after changes in the characteristics of the objects. Also, based on the results of technical inventory, floor plans of buildings and statements of premises are drawn up. Based on the information included in the BTI inventory file, you can obtain several types of certificates on the form about the characteristics of real estate.

Technical certificate

The forms of technical passports for all inventory objects are approved by Order of the Russian Federation Zemstroi No. 37. The contents of the technical passport of a building include:

  • name of the technical inventory bureau that issued the document;
  • location of the object, i.e. his address;
  • inventory, cadastral number;
  • date of last examination;
  • operational and architectural-planning indicators (series, year of construction, building area and its distribution among apartments);
  • technical data of the building with a description of all elements and materials (foundation, roofs, floors, partitions, etc.);
  • description of the amenities (types of utilities, presence or absence of an elevator are indicated);
  • information about the owner of the building;
  • full and residual book value of the building, inventory value;
  • list of documents (floor plan, explanation to it).

The content of the technical plan is different for apartments and non-residential premises. It describes the technical condition of the premises being inspected, while the operational and architectural and planning indicators of the building are not indicated.

Technical accounting, which is maintained by the BTI, provides for the registration of inventory files. Information from these files can be requested in the form of a technical passport or an extract from it, in the form of a floor plan. BTI also issues many certificates about the technical characteristics of an object or other indicators. Here are the most common types of certificates:

  • Form 1b - is an extract from the technical passport (this document is needed when approving redevelopment);
  • Form 1a – extract from the technical passport for the entire building;
  • form 5 – contains data on the state of the object;
  • certificate of technical characteristics of the object;
  • certificate of inventory value indicator;
  • a copy or extract of the inventory file from the BTI archive;
  • a number of other forms and certificates.

You can obtain certificates by writing a request to the BTI. These services are paid, and the tariff is determined by the price list of the bureau. The period for issuing certificates depends on where the inventory file or archive is stored.

1. What is property valuation and why is it carried out?

2) Cadastral value

It is defined for the assessment of land plots and real estate as the value entered in the cadastral register of real estate. Heirs often turn to appraisal companies to compare prices or get an alternative opinion.

3) Market value

Defined as the value for which an inheritance can be sold or bought. With this valuation option, only movable property is valued. The most reliable price and duty belong to the market category of property value.

Red lines in floor plans and what to do with them

When preparing floor plans, the actual condition of the building, premises, and structures is indicated. If a discrepancy is detected with the initial data specified in the technical passport or other documentation for the facility, red lines are drawn on the floor plan. This means that an uncoordinated redevelopment or reconstruction has been identified at the site.

Nowadays, official documents for accounting and registration of real estate are prepared by cadastral engineers. The technical plans that engineers produce do not contain red lines. If a specialist identifies a discrepancy (uncoordinated redevelopment), this will be indicated in the conclusion of the technical plan.

If there are red lines on the previously completed floor plan, the owner needs to eliminate them. To do this you need:

  • obtain a technical report on the condition of the building’s load-bearing structures (for MKD, the technical report must confirm safety in accordance with all SNiP, SP and GOST);
  • order a technical plan with the actual condition of the premises from the cadastral engineer;
  • submit documents to the housing inspectorate to legitimize redevelopment work and changes in the characteristics of the apartment;
  • After a positive decision, you must contact the BTI to make changes to the technical passport and floor plans, and undergo cadastral registration in Rosreestr.

As mentioned above, each property has its own set market price. The cadastral value of a residential property is the price determined based on several indicators. These include:

  • livability;
  • general condition of the residential property;
  • degree of wear and tear of the house;

To sell an apartment, each owner must prepare a list of certain documentation. This is due to the fact that without these papers the transaction will not be formalized by the Rosreestr authorities.
