Find out about obtaining a foreign passport for a child through the MFC, as well as about processing the old and new sample documents

In recent years, obtaining a foreign passport for a child is not a parental whim, but a necessity. All citizens of the Russian Federation, regardless of age, are required to have a foreign passport in order to leave the country. And if the documents of the old form still imply the presence of children and set aside a page for them, then biometric passports contain information exclusively about one person. So, what documents are needed for a child’s international passport in order to be able to freely travel with him?

Where and how to pay the state fee for a foreign passport

Where to pay the state fee for a foreign passport? Before submitting a package of documents for obtaining a foreign passport, you must pay the state fee at any bank branch. Necessary actions:

  1. Fill out the receipt form (find online and print or take from the bank).
  2. Pass the form and payment amount to the cashier (or provide the cashier with the details: territorial department of registration, type of service, payer details).

The state fee for a foreign passport can also be paid through bank terminals. A bank employee will provide assistance in entering data in the terminal. If the payer is an active computer user, then you can transfer funds without leaving your home through the Sberbank service or the State Services portal.

If the applicant is under 18 years of age, the payment is made by his legal representative (parent, guardian, trustee). But the information on the receipt must be indicated not by the representative, but by the minor for whom the document is being drawn up.

The payment receipt will consist of two parts, one regulates the transfer of funds, the second is confirmation of payment. When paying at the bank's cash desk, the second part is returned to the payer. When you receive the second part of the receipt (notice), make sure that it contains a note from a bank employee about the payment made.

In addition, it should be remembered that the applicant for a foreign passport is required to deposit funds in person and only his personal data must be indicated on the receipt.

Traveling abroad with a baby: procedure for leaving the Russian Federation

The laws of the Russian Federation ensure the right of Russians to freely exit and enter the country. Art. 20-22 of the Law of the Russian Federation No. 114-FZ establishes that all responsibility for minor citizens who leave the Russian Federation falls on their parents, adoptive parents, and guardians, who must accompany them. The rules for crossing the state border for minors under 18 years of age for citizens of the Russian Federation state that in order to freely cross the border, children must be provided with international passports, birth certificates, and, if necessary, open visas. Alternatively, for children under 14 years of age, they must be included in the parent’s passport. Children traveling unaccompanied must, in addition to their international passport, additionally have consent to travel from their parents or guardians, certified by a notary.

Interesting fact. Air travel is very popular among tourists. Many airlines allow unaccompanied children under 12 years of age to travel: Air France, British Airways, Finnair, etc. And the Dutch company KLM even offers a special program for such passengers 5-12 years old - Junior Jet. At the same time, all young travelers must have personal passports, open visas, written parental consent for their departure, and a ticket.

  • the first request for the creation of such a document;

Production time

If documents are submitted to the MFC at the place of registration, the passport will be ready within a month.

If registration takes place not at the place of registration, but at the place of stay, then according to Federal Law No. 28 of February 19, 2018, which amended Article 10 of Federal Law No. 114 “On the procedure for leaving the Russian Federation and entering the Russian Federation”, the period for issuing a passport will take up to three months.

If there are compelling reasons for urgent travel abroad, the production time for an old-style international passport can be reduced to three days. Usually this is the death of a close relative or the need for hospitalization. To do this, you must provide documentary support for expedited receipt of the document.

IMPORTANT! The cost of the service does not depend on the timing and is the same in all cases.

Duty Payment Options

As a rule, citizens make most of their payments through Sberbank branches or terminals. How to pay the state fee for a foreign passport? In case of payment through a bank, the payer gives the cashier a completed receipt and the necessary funds, and in exchange receives confirmation of the transfer.

The terminals are also quite convenient, if only because there is no need to fill in the details, the system will do it automatically. A bank employee can help you understand the terminal and find the necessary payment options. Upon completion of the operation, the terminal will issue a receipt, which will serve as confirmation of payment.

But this is not the only way. You can make a payment online or through the State Services portal (if this option is available in the region).

Paying state fees through State Services is not only convenient, but also less expensive, since the service offers a 30% discount on non-cash payments.

Payment can be made only after authorization in the system. In addition, it is necessary to submit an application for the creation of a foreign passport through this service.

After filling out personal data, the system generates a request to order a foreign passport and offers to pay the state fee. After the payment is made, the applicant has the opportunity to track the stage of consideration of documents online (in his personal account).

Payment of state duty through the Sberbank Online service includes the following steps:

  1. Authorization of a new user (if the payer is not yet registered).
  2. Search for the “Payment and Payments” tab.
  3. Select the “Taxes, duties, budget payments” column.
  4. In services, click “Passports, visas...”, then “State fees: passport...”.
  5. A card will appear on the screen with the payment and description of the transaction listed.
  6. The payer fills in personal passport information and completes the payment.

At the end of the procedure, the user will be prompted to save the receipt or print it.

Registering a child with a parent abroad

If it is not possible to make a foreign passport for a child - the documents need legalization, translation, there is no time for this, or there are other emergency cases - it can still be entered into the parent’s passport. But only those who have not reached their 14th birthday and wear the old form of a foreigner. However, according to the law of the Russian Federation of 2010, customs officers at control have the right not to let a small citizen through if he does not have his own ID.

Let's consider what documents are needed for registration. If an adult does not have a foreign passport, a standard package for creating one is provided. To add information about children, their birth certificate with a stamp or certificate of citizenship and 4 photographs are required. You can paste the child’s photo into the passport and process the changes within a couple of weeks.

In this case, two nuances must be taken into account:

  1. Different surnames of the child and the accompanying parent require a documentary explanation. This could be a metric that contains the personal data of the father/mother or a marriage/divorce certificate.
  2. When a single mother or father takes a child out, a certificate confirming the official absence of the second parent is required. If he remains at home, his permission is required for minors to cross the border.

To get a passport for your child a little faster, all documents need to be collected in advance. Prepare originals and photocopies, take photographs and pay the state fee. The certificate will be ready 1 month after they are submitted for registration or 4 months after applying to the authorities at your location. At the same time, the region of birth of the child, registration of his certificate or passport does not matter - you can get a foreign passport in any city of the Russian Federation where there is a branch of the Migration Service.

Are there any differences in the receipt for a new and old type of foreign passport?

First of all, the differences relate to the amount of duty. The state fee for obtaining a new type of international passport will require more money, since it will have a built-in biometric chip and its production is a labor-intensive process.

In addition, differences in the receipt will also concern the description of the payment transaction. For a receipt for a new type of international passport, it will be indicated “for biometric”, and for an old type – “for payment of the old type of international passport”.

Differences will also be present in the KBK digital code. There is one BCC for adults, and another for children (under 14 years old).

What are the details for paying state duty and where to get them

You can make a payment for obtaining a foreign passport only using data (details) that were specially developed for each region in relation to the types of banking services provided. You can find such details on the official websites of the Federal Migration Service or Sberbank. Citizens can also print a receipt with the details of their region and pay for them.

Before payment, it is advisable to check the accuracy of all details, paying special attention to OKTMO codes. To obtain biometric passports for traveling abroad, you need to indicate the KBK.

You can also use online services and generate a receipt to pay the state fee for a foreign passport with details for your region. Blank receipt forms are always available at Sberbank branches; you just need to fill in the details.

  4. OKTMO.
  5. KBK.
  6. Checking account.

The most common errors in specifying details: outdated details or the wrong region are entered; The payment description is filled in incorrectly. Citizens should be extremely careful when filling out the receipt and check every number.
