How much does it cost to apply to the registry office?
According to the provisions of Federal Law-143 and Article 333.26 of the Tax Code of the Russian Federation, the state duty is 350 rubles. Either party can make a payment. However, it must be remembered that persons who meet the following requirements can enter into marriage:
- age from 18 years (this threshold can be lowered individually in case of pregnancy);
- absence of marriage ties at the time of submitting documents.
Along with the receipt, passports and a marriage license (if one of the parties is under 18 years old) are submitted. The application must be written in the presence of a specialist from the Civil Registry Office.
You can apply for registration of relationships through the State Services portal. Today it allows you to make cashless payments. In this case, there will be a 30% discount, that is, the amount of the fee will be 245 rubles.
Heroes of the USSR and the Russian Federation, as well as full holders of the Order of Glory, are exempt from payment. But they need to provide documents confirming their status at the time of applying for marriage.
Basic information
In order to submit an application to the registry office for marriage registration, you must pay a state fee. Without providing the appropriate receipt, the institution's employees will refuse to carry out registration activities.
When paying the state fee, you must take into account the following rules.
- There are different ways to pay the fee - through the government services portal, bank branch, ATM. It is recommended to submit an application for marriage registration and pay the state fee through the government services portal - this way you can save time.
- Regardless of the option chosen, you will be required to provide your valid passport information.
- You can obtain specific bank details for paying the state fee on the official website of the regional registry office office.
- If, after paying the state fee, the couple decides not to register the marriage, then no refund is provided . In this case, the receipt is valid for the next 3 years. If, for example, a couple separated and one of the people decided to marry another person, then he can attach this receipt to the new application. However, you need to make sure that during this time the details of the registry office remain the same.
- The information provided in the form must be carefully checked. If, for example, an error is discovered in the first or last name, the registry office employees will refuse to accept documents due to incorrectly specified data.
The legislation of the Russian Federation establishes a list of people who are exempt from paying state duty:
- Heroes of the Russian Federation and the USSR;
- low-income, needy categories of citizens;
- people with group 1 or 2 disabilities.
The bride and groom must be of legal age at the time of application. In exceptional situations, it is possible to register a marriage upon reaching the age of 16 or even earlier (in some regions), but before this you must obtain permission from the authorized bodies.
Cost of registration actions at the registry office
sets the cost of registration actions:
- issuance of archival certificates – 200 rubles;
- registration of paternity – 350 rubles;
- marriage registration – 350 rubles (the fee is paid by one of the future spouses);
- divorce – 650 rubles (the fee is paid by both spouses);
- name change – 1600 rubles.
So, in order to submit an application to the registry office, one of the spouses must pay 350 rubles . The receipt is attached to the application and other documents.
Attention! Regardless of the wedding procedure - a formal event or a regular marriage registration against signature - the cost of the state fee remains the same. Civil registry office employees have no right to demand increased payment for ceremonial registration.
Where and how to pay the application fee
There are three ways to make payment:
- through State Services;
- through special terminals;
- at a bank branch.
It is worth considering all these methods in more detail.
Payment through State Services
On January 1, 2017, a payment system was launched through this site. There is a 30% discount. To obtain it you need:
- register on this site;
- apply for the service you are interested in;
- choose a non-cash payment method;
- remit payment;
- print a receipt.
Without a printed receipt, the registry office employee will not accept the application. According to paragraph 3 of Art. 2 FZ-221, the discount is valid until January 1, 2019. Further payment will be made in full.
It is possible to write off funds from bank cards of the VISA/MasterCard/MIR payment systems and from electronic wallets of the Webmoney system. The Yandex Money service is currently not synchronized with this portal.
Using the terminal
Many branches of Sberbank, the MFC and a number of other organizations have special terminals that allow you to pay state fees. To do this you need:
- select the type of service;
- write the name of the payer;
- make payment.
The terminal does not give change. All money that goes beyond the required amount can be transferred to a mobile phone account. The device does not accept banknotes of less than 100 rubles. There is a 10% fee at the time of payment. So, if you deposit 400 rubles, the system commission will be 40 rubles.
Payment at a bank branch
This is probably the easiest way to pay the fee.
In this case you need:
- come to the service office of any bank;
- take a turn;
- provide payment details (most banks already have this data, so you need to say that you need to pay this fee);
- provide a passport and money.
Some banks may charge a fee of 20-25 rubles for drawing up a payment order.
Rules for paying state fees
Registry office details can be obtained as follows:
- contact the registry office or go to the website of the required institution;
- use the website of the Federal Tax Service of the Russian Federation;
- use the government services portal.
If you want to receive a receipt and details through the registry office, you must contact the district or city office of this institution. Civil registry office employees will issue applicants with forms in Form No. 7 intended for the application and a receipt for payment of the fee. The receipt contains the following information:
- name of the payee;
- details of the recipient and payer;
- amount to be paid.
Attention! It is necessary to indicate the details of the person who is responsible for paying the state duty.
The easiest and fastest way is to contact the registry office and receive a payment order. There are the following methods of paying state fees:
- through government services;
- at a bank branch;
- through the bank's mobile application;
- via an ATM or self-service terminal.
Paying state fees through the government services portal is the most convenient and fastest way. You will need to do the following:
- log in to the portal, fill out a joint application for marriage;
- fill out the fields of the form for payment for state registration of marriage using a bank card, phone or e-wallet (possible commission must be taken into account);
- print a check.
Residents of some regions may encounter inaccessibility of the portal for a number of reasons - for example, due to technical failures.
In this case, you must try again to log into the portal and pay the state fee a little later. To pay the fee through a bank branch you must:
- indicate OKATO, the applicant’s personal data, registration address in accordance with the passport and the amount of the fee;
- indicate as the basis - the state fee for registering marriage;
- pay for the service - in cash or by card.
The transfer of funds will take several banking days. For this reason, you will have to pay the state fee in advance.
As for service terminals, in this case the service can only be paid for in cash. Such machines do not give change. After the payment has gone through, you will need to save it as a receipt - in the future it must be attached to the application for marriage registration.
Where can I get a receipt for payment?
According to Art. 333.40 of the Tax Code of the Russian Federation, funds deposited on a receipt for marriage are not returned. Therefore, you should be careful when searching for a document for payment.
It is recommended to apply for a payment order (receipt) to the registry office where the wedding ceremony is planned. Employees issue documents to pay the state fee to one of the future spouses free of charge when submitting an application. If technically possible, payment is allowed on the site.
Where can I find out the details?
Each civil registry office has its own payment details . Therefore, you should find out about them only in the branch or on the official website.
In the early 2000s, some banks (Sberbank, Binbank) collaborated with municipal organizations, providing clients with the opportunity to fill out payment forms at the branch, entering the payer’s full name and passport details. But in 2021, it is impossible to obtain payment details from banking organizations (Sberbank, VTB, Rosselkhozbank).
When getting married, both or one spouse pays
Article 333.26 of the Tax Code of the Russian Federation states that the fee for registering a marriage is 350 rubles, but nothing is said about the fact that both spouses must pay it. For example, the same article of the Tax Code of the Russian Federation establishes the opposite rule for divorce, that both spouses must pay the fee - then it is charged double.
Consequently, the payment for registering a marriage is established only for one person. Newlyweds can choose for themselves which of them will pay for the state wedding service. If the registry office requests 2 receipts, it is recommended to immediately write a complaint addressed to the head of the central registry office of the city in which registration is planned, and also send it to the prosecutor's office for additional verification of the legality of the actions.
Cost of a non-celebratory wedding procedure
To register a relationship in this way, you must indicate this in the application. Here the waiting time is 5 weeks. However, you can only apply for marriage in person.
According to current legislation, registration of relationships in a non-celebratory setting is free, since newlyweds do not use the additional services of the Civil Registry Office. You just need to pay the state fee. Its size is 350 rubles.
Only ceremonial registration is carried out at the wedding palace, so it is impossible to register relationships there. There are no other restrictions: a couple can submit an application to any branch anywhere in Russia.

Cost of solemn marriage registration
You will need to pay a fee of 350 rubles. If you do not plan to use additional services, then nothing else will be required. The standard set of services includes:
- presence of guests in the wedding hall;
- the sound of Mendelssohn's march;
- delivering a solemn speech.
If you want to follow some traditions, order a full-time photographer and use other services, you will need to pay additionally for them according to the price list. Usually the price varies from 500 to 2000 rubles.
conclusions
Many couples in love can only limit themselves to paying the state fee. If you still take care of musical accompaniment, photography, video filming, the price of the event will certainly increase. For those who want to hold a special celebration, an outdoor ceremony is ideal. However, regardless of how the wedding is held, the most important role is still played by the real feelings of the future family.

What can you additionally order for your wedding ceremony?
Additional services of the Civil Registry Office include:
- introduction of a staff photographer and cameraman;
- provision of cars for the wedding procession;
- special tapes for witnesses;
- folders for the first joint document of the newlyweds;
- organization of a buffet in the registry office building;
- other services.
A complete list of them can be obtained from the specific department. Payment is made on the spot. In this case, the money is given directly to the people who provided the service.
The registry office itself does not provide these services. All of these are partner companies that specialize in providing certain services. That is why it is impossible to make payment along with the state duty.
Practice shows that their cost here is slightly higher than in agencies that work not through civil registry offices, but directly with newlyweds. Therefore, it is worth checking the possibility of ordering various goods and services in other places.
State duty for beneficiaries
The following citizens are exempt from paying state duty (according to the Tax Code of the Russian Federation):
- the poor;
- WWII veterans;
- heroes of the Russian Federation and the USSR, as well as holders of the Order of Glory.
To confirm your status, you must provide documents to the registry office employees.
Poor people are considered to be citizens who have an income below the established subsistence level in their region of residence.
The indicator is calculated based on the total income for each family member, including all social payments (pensions, benefits, alimony, etc.). The corresponding certificate can be obtained from the social security authority where the citizen is registered. He must also be registered with Home Improvement.
Only on the basis of the submitted certificate can one obtain an “exemption” from paying state duty.
How to register a marriage outside the registry office and how much it will cost
Field registration is a paid service that must be paid separately from the state fee. It includes a specialist visiting the wedding venue, delivering a solemn speech, and following all the necessary steps to issue a marriage certificate, which will have legal force. The document itself is drawn up in advance; the newlyweds will only need to sign it and in a special registry office book.
The advantages of this type of registration are that you do not need to go anywhere or stand in line. The newlyweds can choose the date and place themselves. However, the cost will directly depend on the wishes of the couple. The average price in large settlements is 15,000 rubles.
There are some requirements for such registration:
- if one of the parties is serving a sentence in prison, then two or more guests are required to register the marriage at the place of detention (guests must have written permission to visit a colony, prison or other similar institution);
- when registering abroad, you must pay all the expenses of a civil registry office specialist, but the certificate will not have legal force, so upon arrival in Russia you will need to carry out all the required actions to give it legal status;
- When registering a house, you must present certificates confirming your inability to come to the registry office.
Transport and other expenses associated with the activities of the registrar are borne by the newlyweds. Therefore, it is necessary to evaluate the possibility of realizing the desire to enter into marriage outside the registry office.
Sample and form of receipt
In the details of this receipt you need to fill in the following fields: - OKTMO code - Payer information - Payer registration address - Amount of state duty - Date of payment
In the image below you can see in detail how to fill out the form and what it should look like.
If you don’t want to make payments on the last day, download the forms, print them out and fill out all the details at home. You can visit the website of the registry office to which you will submit your application. Remember that the bride or groom can fill out the information; only one of the future spouses pays the state fee.
Should one or both spouses pay?
In the Tax Code of the Russian Federation, Article 333.26 states that the fee must be paid for the entire event, that is, for the wedding itself and for receiving a completed marriage certificate. Moreover, this article does not say that the bride and groom must pay. From this we can conclude that only one of the newlyweds must pay. So you can be 100% sure that only one receipt is needed.
If the registry office forces you to bring 2 receipts, then write a written complaint addressed to the head of the central registry office of your city, and also take the complaint to the prosecutor's office so that they can investigate.
But, for example, for the dissolution of a marriage, a fee is already taken from each of the spouses, this is stated in the same article, in subparagraph 1.
If one or both spouses are participants, disabled people or WWII veterans, then marriage registration will be free for them. Heroes of the Soviet Union, full holders of the Order of Glory and heroes of the Russian Federation are also exempt from payment. All these benefits are prescribed in the Tax Code of the Russian Federation, in Article 333.35. To use this, you just need to provide your ID.
Receipt validity period
People often ask how long the receipt is valid and whether it can be used, for example, in a year. Everyone’s situations are different, some have changed their minds about getting married, and some don’t have money for a wedding. We hasten to please you, according to our legislation, you can use your receipt at any time for the rest of your life; it has no time limits.
In addition, if you change your mind about getting married to someone, no one forbids you to use the same receipt at a wedding with another person. Just remember that the amount is constantly growing, if 2 years ago they took 200 rubles for registering a marriage, now the amount is 350 rubles. And there are no guarantees that in a year the amount will not increase to 500-1000 rubles.
