New validity period for Russian passport

The regulation on the passport of a citizen of the Russian Federation, a sample form and its description was approved by Decree of the Government of the Russian Federation dated July 8, 1997 No. 828. From July 16, 2021, it is valid in a new edition thanks to the specified Decree of the Government of the Russian Federation dated July 15, 2021 No. 1205 with amendments (hereinafter referred to as Resolution No. 1205).

Now the validity period of Russian passports subject to replacement upon reaching the ages of 20 and 45 years has been extended to 90 days .

Note that until July 16, 2021, when a citizen turned 20 or 45 years old, he needed to immediately change his passport, since this document automatically became invalid.

The bottom line is that during the period of obtaining a new passport, which takes from 10 to 30 days, the citizen was issued a temporary identity card. However, with such a document the possibilities are very limited. For example, it is impossible to get a loan from a bank or register on the State Services website.

From July 16, 2021, employers, when hiring and in other cases, cannot require another identification document from a citizen due to “overdue” Russian passport.

The new rules saved people from such inconveniences. Now the general civil passport of the Russian Federation of persons who turn 20 or 45 years old will remain valid until the day a new passport is issued, but no more than 90 days after reaching this age (except for conscripted military personnel).

That is, there is no longer a need to urgently re-issue a document immediately after your birthday.

Grounds for refusal to accept documents and what to do next

Order of the Ministry of Internal Affairs of the Russian Federation No. 851 approved a list of reasons that may become a refusal for a citizen personally applying for a government service. These are:

  • less than fourteen years of age;
  • lack of Russian citizenship;
  • provision of an incomplete package of documents or photographs of a size that does not comply with the requirements of paragraph 38 of the Order;
  • indication of false information and personal data in the application form;
  • absence of a receipt confirming payment of the duty;
  • impossibility of confirming the identity of the applicant.

Refusal may also result from failure to comply with established standards when submitting an application in electronic format:

  • availability of an attached photograph of the required format;
  • filling out all the proposed fields;
  • translation of papers from a foreign language into Russian;
  • non-payment of state duty.

If a passport is not issued on the specified grounds, it is necessary to take into account the requirements and put the documents in order, and then submit them again. If employees of the MFC or the Main Directorate of the Ministry of Internal Affairs do not accept papers without objective reasons, you need to contact the head of the department or leave a request on the official website of the Ministry of Internal Affairs.

The provision of government services may also be suspended if a citizen does not appear within 3 days for a ready passport, despite the fact that he was informed about its readiness (when using the Unified Portal).

After 30 days it is canceled, of which the applicant will be informed. In this case, you need to reapply.

New procedure for marks in the Russian passport

From July 16, 2021, the following marks request

  • on registration and divorce;
  • about children (citizens of the Russian Federation under 14 years of age);
  • about foreign passports;
  • about previously issued general passports;
  • about blood group and Rh factor (as before);
  • about TIN (as before).

Notes on registration at the place of residence and deregistration, as well as on military service, remained mandatory .

What rights does a teenager get at the age of 14?

A person aged 14 years is a minor, which means he has a limited number of rights and responsibilities compared to adults. Having an identity card in hand allows a teenager to:

  • Work part time
  • You can register and live separately from your parents,
  • Conclude transactions on your own behalf with the consent of your parents,
  • Open a bank account,
  • Travel throughout Russia on intercity buses, trains and planes without adult accompaniment.

A teenager will only be able to withdraw money completely from their bank deposit accounts at the age of 18. Until this point, he will need parental consent to complete this operation.

Passport replacement

  • the unsuitability of the passport for further use due to a violation of the security elements of its passport form, as a result of which it is impossible to establish its authenticity and ensure protection against changes in the information printed on it;
  • damage that violates the integrity of the passport form (the absence of a page or part thereof intended for making notes/entries);
  • wear (damage), in which it is impossible to unambiguously visually determine the presence or content of the information and details specified in the passport (full name, date and place of birth, gender, name of the authority that issued the document, number or series, date of issue), machine-readable records or photographs.

Where to apply for registration

The territorial divisions of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs of Russia are directly involved in issuing passports. But in order to apply for a passport, it is not necessary to contact them directly. Today this can be done online or through multifunctional centers.

If you want to submit an application directly to the Main Department of Migration of the Ministry of Internal Affairs, contact any department where you have:

  • Permanent registration
  • Temporary registration,
  • Place of stay.

Why do microfinance organizations require a minimum of documents?

There are other features:

  1. If a person is registered at one address, and the documents were submitted at a location other than his place of registration, then he will presumably have to obtain a ready-made identity card from the Main Migration Department of the Ministry of Internal Affairs at the place of registration.
  2. If you have temporary registration in any other region, problems usually do not arise. An application for the release of a document is submitted at the place of temporary location.
