New validity period for Russian passport
The regulation on the passport of a citizen of the Russian Federation, a sample form and its description was approved by Decree of the Government of the Russian Federation dated July 8, 1997 No. 828. From July 16, 2021, it is valid in a new edition thanks to the specified Decree of the Government of the Russian Federation dated July 15, 2021 No. 1205 with amendments (hereinafter referred to as Resolution No. 1205).
Now the validity period of Russian passports subject to replacement upon reaching the ages of 20 and 45 years has been extended to 90 days .
Note that until July 16, 2021, when a citizen turned 20 or 45 years old, he needed to immediately change his passport, since this document automatically became invalid.
The bottom line is that during the period of obtaining a new passport, which takes from 10 to 30 days, the citizen was issued a temporary identity card. However, with such a document the possibilities are very limited. For example, it is impossible to get a loan from a bank or register on the State Services website.
From July 16, 2021, employers, when hiring and in other cases, cannot require another identification document from a citizen due to “overdue” Russian passport.
The new rules saved people from such inconveniences. Now the general civil passport of the Russian Federation of persons who turn 20 or 45 years old will remain valid until the day a new passport is issued, but no more than 90 days after reaching this age (except for conscripted military personnel).
That is, there is no longer a need to urgently re-issue a document immediately after your birthday.
Grounds for refusal to accept documents and what to do next
Order of the Ministry of Internal Affairs of the Russian Federation No. 851 approved a list of reasons that may become a refusal for a citizen personally applying for a government service. These are:
- less than fourteen years of age;
- lack of Russian citizenship;
- provision of an incomplete package of documents or photographs of a size that does not comply with the requirements of paragraph 38 of the Order;
- indication of false information and personal data in the application form;
- absence of a receipt confirming payment of the duty;
- impossibility of confirming the identity of the applicant.
Refusal may also result from failure to comply with established standards when submitting an application in electronic format:
- availability of an attached photograph of the required format;
- filling out all the proposed fields;
- translation of papers from a foreign language into Russian;
- non-payment of state duty.
If a passport is not issued on the specified grounds, it is necessary to take into account the requirements and put the documents in order, and then submit them again. If employees of the MFC or the Main Directorate of the Ministry of Internal Affairs do not accept papers without objective reasons, you need to contact the head of the department or leave a request on the official website of the Ministry of Internal Affairs.
The provision of government services may also be suspended if a citizen does not appear within 3 days for a ready passport, despite the fact that he was informed about its readiness (when using the Unified Portal).
After 30 days it is canceled, of which the applicant will be informed. In this case, you need to reapply.
New procedure for marks in the Russian passport
From July 16, 2021, the following marks request
- on registration and divorce;
- about children (citizens of the Russian Federation under 14 years of age);
- about foreign passports;
- about previously issued general passports;
- about blood group and Rh factor (as before);
- about TIN (as before).
Notes on registration at the place of residence and deregistration, as well as on military service, remained mandatory .
What rights does a teenager get at the age of 14?
A person aged 14 years is a minor, which means he has a limited number of rights and responsibilities compared to adults. Having an identity card in hand allows a teenager to:
- Work part time
- You can register and live separately from your parents,
- Conclude transactions on your own behalf with the consent of your parents,
- Open a bank account,
- Travel throughout Russia on intercity buses, trains and planes without adult accompaniment.
A teenager will only be able to withdraw money completely from their bank deposit accounts at the age of 18. Until this point, he will need parental consent to complete this operation.
Passport replacement
This now needs to be done, including in the case of:
- the unsuitability of the passport for further use due to a violation of the security elements of its passport form, as a result of which it is impossible to establish its authenticity and ensure protection against changes in the information printed on it;
- damage that violates the integrity of the passport form (the absence of a page or part thereof intended for making notes/entries);
- wear (damage), in which it is impossible to unambiguously visually determine the presence or content of the information and details specified in the passport (full name, date and place of birth, gender, name of the authority that issued the document, number or series, date of issue), machine-readable records or photographs.
Where to apply for registration
The territorial divisions of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs of Russia are directly involved in issuing passports. But in order to apply for a passport, it is not necessary to contact them directly. Today this can be done online or through multifunctional centers.
If you want to submit an application directly to the Main Department of Migration of the Ministry of Internal Affairs, contact any department where you have:
- Permanent registration
- Temporary registration,
- Place of stay.
In addition, if a person cannot go to the migration service in person, then its representative can be called to his home. To do this, you must submit the appropriate application. Let's take a closer look at all the options where you can apply to obtain a document.
Department of the Ministry of Internal Affairs
The main thing that determines where you can submit your application for a passport is the place of registration (registration). If there is a permanent residence permit, then the application is submitted at the place of residence. If there is no registration or it is temporary, then it is better to apply at your place of residence.
If a teenager has a residence permit in another area, he has no right to be refused.
Schedules for the reception of citizens at the Main Directorate for Migration of the Ministry of Internal Affairs are, as a rule, the same throughout the country. In any case, you can clarify them by going to the official website of the relevant department, or call them directly.
Day of the week | Opening hours |
Monday | 9:00–15:00 (or day off if Saturday was a working day) |
Tuesday | 15:00–20:00 |
Wednesday | 9:00–13:00 |
Thursday | 15:00–20:00 |
Friday | 9:00–15:00 |
Saturday | 8:00–13:00 (first and third Saturday of the month, except holidays) |
Sunday | Day off |
The schedule is designed in such a way that a person can visit the department at any time convenient for him, in the morning or evening, as well as on weekends. Once inside, you will have to stand in line and fill out an application. You must have with you a receipt for payment of the state duty and all the documents required by the procedure. By the way, this is the fastest way to obtain a passport. Other methods are more convenient, but will take a little longer.
MFC (Multifunctional Center)
Contacting the MFC is more convenient than contacting the departments of the Main Department of Migration Affairs of the Ministry of Internal Affairs. Firstly, MFCs have more convenient opening hours, there are no long queues, and friendly employees are always ready to help and advise on how best to fill out documents and submit them.
When contacting the MFC, take an electronic queue coupon. To do this, go to the terminal and select .
You have to take three simple steps:
- Collect and prepare the necessary documents.
- Come to the MFC, get a coupon, and hand in your documents.
- Wait for the required period and come for a ready-made ID card.
The procedure for obtaining a passport at the MFC will take 6 working days longer than if you apply directly to the Main Migration Department of the Ministry of Internal Affairs.
Registration through State Services
A citizen can apply for a passport through the State Services portal. This feature is not available in all regions of the country. This point should be checked and clarified in advance.
You need to register on the State Services Internet portal, and then begin the procedure step by step according to the following instructions:
- Select the electronic and federal services tab.
- Click on .
- Confirm your consent to the processing of personal data.
- Indicate the basis for obtaining a passport - reaching 14 years of age.
- Enter your personal information as it appears on your birth certificate.
- Click on the “Submit Application” button.
After this, you will receive an invitation by email to appear at the Main Department of Migration Department of the Ministry of Internal Affairs. You will need to submit original documents, since complete passport registration via the Internet is not provided for by law.
If you are not in a hurry, we recommend that you use the services of the MFC.
Black ink and no errors - rules for filling out an application
The basic rules for filling out are given in the Regulations of the Ministry of Internal Affairs on the issuance of passports of the Russian Federation .
Important rules to follow:

Applying for a passport: a few more nuances from the Regulations
The regulations establish that in cases where the applicant cannot fill out the form on his own, an employee of the Ministry of Internal Affairs or the MFC must help him with this . Not everyone follows this rule, and if you encounter this, you have the right to complain to higher authorities.
Excerpt from the Regulations of the Ministry of Internal Affairs on the issuance of Russian passports
The information you provide to apply for your passport is very important. If, when filling out, the data is not provided in full , then the employee has the right to refuse to accept papers for the issuance of an identity document. The same thing can happen if the entries in the application are impossible to make out .

Why do microfinance organizations require a minimum of documents?
Processing loans using a single document - a passport - is a real USP of microfinance organizations and a major advantage over classic banks. The latter request a whole package, which necessarily includes certificates of employment and official income, as well as several additional documents. Their number directly depends on the loan amount: the higher it is, the larger the package of the future borrower will be.
MFOs specialize in microloans up to 30,000 rubles, issued for a short period (up to 1 month). Beginners are rarely approved for amounts above 10,000; they are usually limited to 5,000 - 7,000 rubles. By issuing such loans, the MFO will not suffer too much from non-repayment. Possible losses are compensated by a high interest rate - from 1% per day.
A popular MFO promotion involves microloans at 0% interest, which are issued to new clients. In this case, the company also benefits: an interest-free loan is given for 5-10 days, if during this time the client does not have time to repay the debt, he issues an extension. The base interest rate applies for the new term. Having received the status of a regular borrower, the client loses the right to an interest-free loan, but can receive a reduced rate.
To obtain large unsecured loans in the amount of 50,000, 70,000 or 100,000, MFOs require a second document. Often the application process is complemented by an interview in the office or by telephone. Photo or video identification is required.
How to obtain a document not based on registration
Sometimes, when submitting documents at a location other than your place of registration, they refuse. Please remember that such actions are contrary to the laws of the Russian Federation. In addition, it should be remembered that in this case the passport will be produced within up to 2 months.
There are other features:
- If a person is registered at one address, and the documents were submitted at a location other than his place of registration, then he will presumably have to obtain a ready-made identity card from the Main Migration Department of the Ministry of Internal Affairs at the place of registration.
- If you have temporary registration in any other region, problems usually do not arise. An application for the release of a document is submitted at the place of temporary location.
- If you do not have a permanent place of registration (registration), the application can be submitted to any branch of the Main Migration Department of the Ministry of Internal Affairs.
