Autumn conscription 2021 in Russia - dates, changes, who will be called up


The period is approaching when many young people freeze in anticipation of a summons from the military registration and enlistment office. This procedure takes place in the Russian Federation twice a year. This fall, all young men who have reached the age of majority will soon receive summonses. Upon receipt of this document, the citizen is required to attend a medical examination, as well as undergo a special psychological test that reveals the condition of the young man. The further procedure is known to many, but it is worth recalling:

  1. Passing a medical commission;
  2. The decision of the above commission on the suitability or unfitness of its subject for service.

However, there is an alternative associated with a deferment for a certain period or possible enlistment in the reserves, which, again, postpones the service.

Compulsory military service

All adult male citizens of the country who have no contraindications due to their status or health must serve in Russia. Future conscripts must undergo a whole range of important events that are strictly necessary for everyone:

  • at the age of 16 you must register with the military and receive a registration certificate;
  • Having reached conscription age and received a summons, it is strictly necessary to visit the military commissariat at the designated time;
  • the summons must be delivered personally to the conscript against his signature;

What a conscript needs to pack for the army in 2021

Many people wonder what can and should be taken with them into the army if a summons has arrived and they have already been assigned to a military unit. Below is a list of the most necessary things that will be required for emergency service:

  • documents, mobile SIM card;
  • cover made of thick material for a military ID;
  • black shoe polish and cleaning brush;
  • threads of certain colors (white in larger quantities, red, black, green);
  • sewing needles in a closed case;
  • white cotton material, since the amount issued may not be enough;
  • notebook, notebook of 96 sheets;
  • envelopes for letters;
  • ballpoint pens with spare pastes, pencils;
  • personal hygiene products (soap with soap dish, toothbrush in a case, toothpaste, toilet paper, washcloth, roll-on deodorant, rubber slippers, disposable razors, nail clippers, towel, hair comb, handkerchiefs);
  • personal items (clean socks, change of underwear).

Clothing when traveling to the unit should be simple, inexpensive and comfortable (sneakers, sneakers, tracksuit). In the future, it is deposited or sent home by mail, as the soldier receives full uniform.

Deadlines for the 2021 recruitment campaign

Let us immediately note that everything you need to know about the fall conscription into the army is contained in the federal law “On Military Duty and Military Service.” It also talks about the timing of the recruitment campaign.

According to Article 25, the autumn conscription this year will begin as usual on October 1 and will last three months, until December 31. It is worth noting that before the start of the conscription campaign, as a rule, a special decree of the President of Russia is issued, on the basis of which this campaign is carried out. In particular, in it the head of state (also the supreme commander in chief) determines the required number of conscripts.

But not for all young people the autumn conscription begins on the first day of the second autumn month. So, the exceptions are:

  • residents of the Far North: they begin to be drafted a month after the official start of the conscription campaign, that is, from November 1;
  • rural residents involved in harvesting: they begin to receive summons only on October 15;
  • teaching staff: for them, the autumn conscription is not held at all due to the beginning of the school year.

Procedure and timing of autumn conscription

Young people born between 1994 and 2008 who turn 18 years old no later than December 31, and who turn 27 years old no earlier than January 1 of the following year, 2022, will be called up for the 2021 fall conscription.

In reality, of course, everything is a little more optimistic: those born in the second half of December purely in terms of time may not have time to go through all the stages, especially if they receive referrals for additional examinations in hospitals. This is guaranteed to give them a break until the next campaign (spring 2022).

Even before the conscription begins, they begin to hand out summonses. The law does not establish any deadlines for this, but in practice they are served no later than three days before the date of appearance. It is possible earlier, so this stage will begin in September. Military registration and enlistment offices plan the reception and medical examination of conscripts throughout the campaign so as to more or less evenly distribute them over all three months. There will be a lot of work during the call, so they try to serve the summons as early as possible.

The regulations on conscription for military service require delivery of the summons personally to the conscript against signature. In practice, military registration and enlistment offices really don’t like this rule - fulfilling it is long, inconvenient, and labor-intensive. They prefer to serve subpoenas through third parties, leave them in mailboxes, and in particularly extreme cases, call conscripts by phone. So far, these are all inappropriate methods of notification.

Further, strictly during conscription, a medical examination is carried out by a military medical commission of the district department of the military registration and enlistment office. If there are no referrals for additional examinations, it takes a day. Most likely, if you arrive at 9:00, you will leave the military registration and enlistment office at 15-16, but towards the end of the draft there is less line to see doctors.

Those who have received the “fit” category will be given a summons to appear at the assembly point to be sent to the troops at the next meeting of the district conscription commission. District conscription commissions begin announcing decisions to conscripts and handing out summonses two to three weeks after the start of the conscription campaign. From the date of their meeting to the date of appearance, either a week or more than two months can pass, the main thing is that the deployment to the troops takes place before the end of the draft.

When you are classified as “unfit,” everything is simpler: during the campaign, you will undergo a control medical examination. If it confirms the decision of the district commission, after the end of the campaign all that remains is to receive a military ID.

Medical commission

After receiving the summons, a strict medical examination will follow; all future privates of the Russian army will certainly undergo it, except for those with a legal deferment. The medical commission, after a thorough comprehensive examination, will make a decision on whether the conscript is fit for full service in the army. In total, current legislation provides for 5 categories of fitness for military service:

  • fit;
  • suitable with minor restrictions;
  • has limited validity;
  • temporarily unfit for military service;
  • unfit.

It happens when the commission cannot make an unambiguous decision due to various controversial circumstances. In this case, the conscript is redirected to an inpatient or outpatient examination at a licensed medical institution. After complete treatment and the decision of the doctors, a new conscription period is set. The next important step in joining the army will be a medical report. A qualified draft commission will make its final verdict on the conscript. According to this conclusion, the future soldier is sent to send:

  • for military service;
  • call him up for alternative civil service;
  • grant a deferment;
  • carry out exemption from conscription;
  • enlist in reserve;
  • according to legal grounds, grant freedom from military service.

Russian legislation provides for enlistment in the reserve upon reaching 27 years of age. From now on, a man is not subject to military service, regardless of his state of health.

The modernization of the Russian army (including the principles and conditions of conscription) began several years ago; a lot of new things have appeared in the army, but no global changes are expected in the fall conscription of 2018.

Coronavirus and cancellation of conscription

The coronavirus pandemic has remained a pressing issue for the second year now. And the latest reports do not inspire much optimism: the incidence rate is still high, the virus is mutating, and new strains are stronger and more aggressive than previous ones. The disease is more severe, sometimes leaving a long tail of post-Covid syndrome. At the same time, the vaccination campaign in the country has actually failed.

In such circumstances, it is natural to hope for the abolition of the autumn conscription in 2021. The President, as Supreme Commander-in-Chief, indeed has the right, based on the current epidemiological situation, not to issue a decree announcing the next conscription for military service, especially since it is peacetime and there are no obvious military threats to the country. But you shouldn’t count on the fall conscription being cancelled.

There is nothing to indicate a possible cancellation of recruitment into the army. The spring conscription of 2021 took place, as did both conscriptions in 2021, although last year the epidemiological situation, if it was better, was not much better. Moreover, against the backdrop of the third wave of Covid, in a number of Russian regions the authorities are holding mass events, which is in no way compatible with the real prevention of pandemic infection.

Update from 10/01/2021 Actually, these expectations were confirmed just the other day, when a briefing of the Main Organizational and Mobilization Directorate of the General Staff (GOMU General Staff) took place. His boss summed up the results of the spring campaign and outlined the main contours of the autumn one, despite the fact that the Presidential decree announcing this campaign - the fundamental document for sending young men to military service - appeared on the Internet only on the first of October.

What troops will you have to serve in?

In 2021, a potential conscript can join the following branches of the military:

  • ground troops;
  • air Force;
  • Navy;
  • strategic missile forces;
  • space forces;
  • airborne troops.

The specialty that the conscript possessed and his state of health are important. Traditionally, only the strongest and most physically resilient young people with a strong psyche and good health are accepted into the Airborne Forces.

Will the service life of conscripts change?

Since the beginning of 2008, conscripts have served in the Russian Armed Forces for 1 year. But assumptions that this period will increase to two years, associated with the speech of the Deputy Chairman of the Federation Council for Defense and Security Franz Klintsevich and regularly received proposals from State Duma deputies, make future conscripts and their parents worry.

Who will not be required to join the army in 2021?

A citizen will not be required to join the army in 2018 if he:

  • has a permanent job in the structures of the Ministry of Internal Affairs;
  • works in the Federal Security Service;
  • belongs to the Ministry of Emergency Situations workers.

There is the most important limitation - if a citizen nevertheless decides to resign from there, but at that moment he is under 27, then he will definitely receive a mandatory summons from the military registration and enlistment office!

The following will be avoided from conscription into active military service:

  • adult men with one or more convictions that have not been expunged for many years;
  • Citizens under investigation for a crime or on trial will avoid conscription;
  • serving their sentence in a penitentiary institution.
  • A university student will not serve if he receives full-time education;
  • graduate students;
  • the appearance of a second child in a legal marriage;
  • Fathers who, due to insurmountable circumstances, are forced to raise a child on their own and without support are not subject to conscription;
  • guardians of elderly citizens who have sick relatives as their dependents:
  • The ranks of the Russian army will not be filled by young men who have very serious health problems.

Important!

There are several other categories of citizens who may not legally serve in the army - foreigners who served in the armed forces of another state and future military personnel who lost their older brothers during military clashes in hot spots. They will take you into the army if you have been expelled from a university and are studying by correspondence.

Organization of conscription during a pandemic

The authorities promise to ensure the epidemiological safety of conscripts. It is expected that young men will be thermometered at the entrance to the military registration and enlistment office building and tested for coronavirus. Those who are diagnosed with it are promised not to be drafted, apparently putting it in category “G”. At assembly points and in military units they also promise to organize epidemiological control and prevention of the spread of covid.

In particular, at the briefing of the State Medical Directorate of the General Staff, the following quantitative parameters were announced for the preparation of military registration and enlistment offices for conscription in the conditions of coronavirus. Institutions are provided with 5 million medical masks and 200 thousand rapid tests for coronavirus. This should be enough to quickly check all recruits before distributing them into units.

At the briefing, it was especially noted that the preliminary study of conscripts took place online and covered about 600 thousand people. It is not entirely clear, however, what such a study consisted of, but the military leadership promises that the measures taken are sufficient to eliminate the danger of a massive spread of coronavirus in the units.

However, there is, of course, no certainty that these promises will be implemented properly. Thermometry is generally quite questionable in terms of effectiveness, and testing can give a false negative result (the virus is there, but for some reason it has not been detected). Assembly points and military units are inevitably overcrowded, with shared kitchens, canteens and bathrooms, often in very poor condition. This nullifies all efforts to prevent the spread of Covid.

So the coronavirus epidemic is another reason to think: is it worth following the lead of the military registration and enlistment office or should you be active and defend your legal right.

Diseases for which they are not accepted into the army

The diseases for which people are not accepted for military service are quite numerous. They can be divided into several large subgroups.

Diseases of the musculoskeletal system

Disorders of the musculoskeletal system with which they are not accepted into the army - scoliosis of the 2nd degree with a deformation of at least 11 degrees, flat feet, called bear foot in the 3rd stage, deformities and other diseases of the hands or feet - for example, the absence of several fingers, arthrosis and arthritis of the second degree or higher, affecting the legs.

Diseases of the organs of vision

Poor vision is an important barrier to military service: cataracts, retinal detachment, severe myopia more than -6, progressive farsightedness, glaucoma, eye injuries or the absence of one eye.

Cardiovascular pathologies

If the conscript has hypertension - pressure exceeding the threshold of 150 to 90, chronic vegetative-vascular dystonia, which is quite severe - periodic fainting and constant dizziness, the presence of heart disease and ischemia. Hearing problems

The presence of chronic otitis media and complete deafness can become an insurmountable obstacle to military service.

Digestive system diseases

Difficulties with the digestive system may well lead to a delay in military service. Such a reason may be a hernia that limits intestinal patency, pancreatitis in its chronic form, stomach and duodenal ulcers, hemorrhoids. Gallstone disease is a serious disease that interferes with service.

Problems with the genitourinary system

Conscripts with chronic enuresis, urolithiasis and hydrocele, sexual dysfunction and hyperplasia are not accepted into the army.

Other chronic diseases

An obstacle to serving will be stuttering, which seriously distorts speech, diabetes mellitus, and obesity above the 2nd degree. Patients with chronic hemorrhoids, tuberculosis, HIV, hepatitis, and cancer are also not useful in combat service. Mental problems are a serious reason for exemption from the army:

  • the appearance of obsessive states;
  • pronounced phobias;
  • chronic schizophrenia;
  • pathologies of the respiratory system.

The presence of chronic alcoholics and drug addicts in the army is contraindicated, but it will be strictly necessary to confirm the presence of constant persistent addiction, which is confirmed by relevant documents!

Deferment from service

A deferment for a potential military personnel is just a temporary opportunity to avoid the obligation to serve in the army. Along with its completion, you will have to repay your debt to your homeland. The following are the official grounds for not going to work for a strictly defined period:

  • state of temporary unfitness for service;
  • caring for a sick relative who currently has no one to look after;
  • presence of a disabled child under 3 years of age;
  • pregnant wife more than 26 weeks pregnant;
  • PhD students defending their dissertation;
  • deferment due to study at a higher or secondary educational institution;
  • deferment for a schoolchild who must receive time to enter a university or college.

The deferment will be carried out only if you have the necessary documents - a diploma of education, a certificate of admission to graduate school, a medical certificate indicating the presence of serious health problems

The number of deferments available is unlimited - you can get them not only after graduating from school, but also when a student transitions from a bachelor's to a master's degree system. You can only take advantage of a deferment for conscription when studying at an officially licensed institution!

What is the conscription age in Russia and how long will you need to serve?

In this regard, Russian legislation has also not changed. Young people aged 18 to 27 are still being drafted into the army. Raising the upper draft age limit to 30 or even 32 years has been talked about for a long time, but so far such a law has not been considered. So any information that speaks of a different draft age is incorrect and erroneous.

As for the service life, this is the same 12 months as in all recent years.

One year of service is a certain compromise between a complete refusal of conscription and its old form, when it was necessary to serve for 2-3 years. A fairly short period of service allows more people to be drafted - those who do not really want to join the army agree to go there for a year, but would not like to serve longer. As for those who like military service, after a year there are every opportunity for them to sign a contract and remain in the army for as long as desired.
