An insurance pension is a monthly payment that a working citizen of Russia receives when he reaches a certain age. For 2021, these are men who have turned 61 years and 6 months, and women who have celebrated their 56th birthday and worked for another 6 months. Let's figure out who receives it, what the size of such a pension is and what features there are in assigning an insurance pension.

Who receives old age insurance pension?

Each pension for working people consists of 2 parts:

  • insurance;
  • cumulative.

Insurance is that part of the pension that the state pays to a citizen to compensate him for lost income due to retirement and reaching a certain age. Close relatives can also receive this part of the pension in connection with the loss of a breadwinner.

According to the rules, the insurance pension consists of:

  • insurance pension;
  • fixed payment to it.


The legislative framework

The procedure for assigning and terms of payment of insurance pensions are legally established.

The main legal document regulating these issues is the Federal Law of December 28, 2013 “On Insurance Pensions” No. 400-FZ. In addition, related subjects are regulated by other Federal laws, as well as by-laws.

Amendments and additions are often made to the current legislation, related, among other things, to the implementation of the pension system reform. First of all, they are related to the conditions and criteria for assigning pension benefits, which will be discussed below.

What is a fixed payment of an insurance pension?

This is an analogue of the fixed basic amount of the insurance part of the pension, which is assigned to all pensioners, regardless of their length of service, age and points. In 2021 it will be 6,044.48 rubles , and in 2024 it will be 7,131.34 rubles.

This indicator appeared in 2015. It is assigned to the pensioner along with the insurance pension and is paid along with it. The size of the fixed payment is indexed and increased every year.

For persons who have reached 80 years of age or are disabled in group 1, a fixed payment increase of 100% of the pension is established.

How maternity leave and military service affect retirement

Socially significant periods of life during which a person was forced not to work are counted in the insurance period. The PFR branch for the Kaliningrad region was reminded of this.

“Non-insurance periods are counted in the insurance period if they were preceded and (or) followed by periods of work and (or) other activities for which insurance contributions were paid to the Pension Fund,” the Pension Fund explained.

Non-insurance periods include:

— completion of military service upon conscription;

— receiving compulsory pension insurance benefits during a period of temporary disability;

- care of one of the parents for the child until he reaches the age of one and a half years (no more than six years in total);

— receiving unemployment benefits;

— care for a disabled person of group I, a disabled child or a person who has reached the age of 80;

- residence of spouses of military personnel performing military service under a contract, together with their spouses, in areas where they could not find employment due to lack of opportunity (no more than five years).

For each full calendar year of such a period, when calculating the amount of the pension, a coefficient of 1.8 is established. Additionally, a coefficient is established for periods of child care (3.6 - in relation to the period of care of one of the parents for the second child until he reaches the age of one and a half years; 5.4 - in relation to the period of care of one of the parents for the third or fourth child until he reaches the age of one and a half years).

Consultant Plus determines the amount of the insurance pension using the formula:

Insurance pension = pension coefficient * value of one pension point on the day when a person retires.

For example, if a person worked for 40 years, then, in accordance with his point system, he managed to collect at least 150 points (in different periods of time the number of points is calculated differently).

If he retires in 2021, then the calculation will be like this:

150 * 98.86 rubles (cost of 1 insurance point in 2021) = 14,829 rubles.

To this is added the fixed part of the pension - 6044.48 rubles

14,829 +6044.48 = 20,873.48 rubles

How to find out about the amount of payments online

Citizens can find out about the amount of their pension online using the State Services portal.

To do this, you must follow the following algorithm:

  1. Log in to the portal.
  2. Go to the “Services” section.
  3. Go to “Establishing a pension”.
  4. Click on the “Information about pensions and established social benefits” button.

The resulting electronic document can be provided at the place of request.

How and where to apply

To exercise your right to an insurance pension, you must write an application for appointment. This can be done at the nearest territorial fund at your place of residence. The most common way to submit an application is to personally visit the Pension Fund client services.

With the consent of the applicant, the personnel employee may personally take a set of documents to the appointment along with the application. This is convenient for the employer, since the employee will not waste working time on registration. This is also convenient for the employee himself, because for many, the work schedule of customer services coincides with the main working hours.

The operating hours of multifunctional centers are longer. Therefore, after work, you can contact the nearest branch of the MFC. They register accepted applications and documents and transfer them to the Pension Fund of Russia.

It should be noted that in all options for submitting an application, your territorial fund will consider it along with the entire set of documents. It is the Pension Fund of Russia that provides this public service for establishing insurance pensions on the basis of the Administrative Regulations of the Ministry of Labor of Russia dated January 19, 2016 N 14n.

This is important to know

There are conditions under which a pension is granted. You must have a minimum established work experience and a minimum number of accumulated points. Benefits and allowances

Pensioners belong to a socially vulnerable category, so the state has provided not only the payment of pensions, but also other support measures. These include:

  1. Exemption from property tax for one property.
  2. The right to a tax deduction when purchasing housing. If a pensioner works, then he has the right to submit an application to the tax authority for a refund of the amounts paid to the budget for the previous 4 years.
  3. Exemption from paying land tax in the amount of up to 10 thousand rubles.
  4. If you have a prescription from your doctor, a disabled person's benefit card or a pension card, you can buy medications at half the cost.
  5. Preferential travel on public transport, if provided by local or regional authorities.
  6. Compensation or benefits for utility bills. In some regions, pensioners receive a refund when paying for housing and communal services, in others it is necessary to prove that the pensioner is living alone or his financial capabilities classify him as a low-income citizen.

Some benefits are provided to pensioners automatically; to receive others, you must contact the tax authorities, MFC or housing and communal services representative offices.

RESULTS

Perhaps many of you have already noticed that currently the media write a lot about the future old-age pension. We agree that we need to know, at least in general terms, what our pension depends on.

Knowing such subtleties as the calculation procedure is not necessary for every person. It is important to know what gives you the right to establish such old-age payments.

The most important condition is the presence of a minimum number of accounted insurance premiums and length of service. That is why you should at least occasionally check the status of your pension account with the Pension Fund.

Otherwise, when you reach old age, you will receive a minimum pension. Or you may be denied appointment altogether due to the lack of necessary conditions. In this case, you will have to wait for social, which is assigned 5 years later than the established age.

What will the indexing be like?

According to current legislation, from January 1, 2022, insurance pensions will be indexed by 5.9%. As a result, the average size of such a pension will increase to 18,447 rubles. But we must take into account that the individual increase will be different for each pensioner. To find out how much your pension will increase, you need to multiply its current size by 1.059 (5.9%).

At the same time, the material support of non-working pensioners in Russia cannot be lower than the minimum subsistence level (LM) of the pensioner established in the region of his residence. If this is so, the pensioner receives a social supplement, bringing it to the level of the minimum wage. On average in Russia it is 10,022 rubles. per month.

What does a pension in Russia consist of at present?

The total provision of elderly persons who have reached the statutory retirement age (or, in the presence of certain circumstances, acquired this right ahead of schedule) is formed from the following components:

  1. The fixed part, which is set uniformly for all pensioners in the country and varies upward only if there is a certain category or status (old age - 80 years or more, disability, presence of dependents).
  2. Insurance pension. Its size is determined individually and depends on how much total insurance contributions the citizen himself or his employer made as part of compulsory insurance. According to the legislation in force in 2021, it is calculated by the number of so-called pension points (according to the law - the value of the individual pension coefficient).
  3. The funded part, which is formed only for citizens born in 1967 (and later) and only if, before 2015, they chose a method of forming savings that involves splitting contributions into the insurance and pension parts.

There is a so-called moratorium on the deduction of insurance premiums for the funded part from 2014 until 2021, i.e. the state froze them, and all 22% of contributions to the Pension Fund from wages go to insurance pensions (in fact, to pay benefits to current pensioners).

At the same time, the previously accumulated funds have not disappeared anywhere and continue to belong to citizens who will be able to use them upon reaching the previously established retirement age of 60 and 55 years for men and women, respectively (if they have the minimum required length of service and IPC).

Application and appointment deadlines

You can submit your application before reaching retirement age. But not earlier than a month before your birthday.

Example 1: Tamara Leonidovna born on February 25, 1963 can apply on any day from January 25, 2021.

It is important to remember that if you apply after the onset of your right, the appointment will not be from the date of birth, but from the day you applied for it.

Example 2: if Tamara Leonidovna applies on March 15, 2021, then the pension will be assigned on March 15.

The law provides only one option, in which the old-age insurance pension will be assigned earlier than the day of application. If the application is submitted within 30 days after dismissal, she will be appointed from the next day after dismissal.

Example 3: if Tamara Leonidovna, when applying on March 15, 2021, submits a notice of dismissal in her work book on February 17, then an old-age pension will be assigned to her from February 18, 2021.

The day of application is considered to be the day the application is submitted with all the required documents.

It is from this day that the period for consideration of the application begins. The duration of the appointment should not exceed 10 working days. The specialist is obliged to review all documents within the established period. Weekends and holidays are not taken into account when calculating.

Example 4: Tamara Leonidovna’s application from the second example must be considered within 10 days. This means the decision on the appointment will be made no later than March 28, 2021.

The missing documents for consideration of the application can be expected by the fund no more than three months from the date of application.

An old-age insurance pension is always granted for an indefinite period. For disability, for example, there is a limitation on the validity period of the ITU certificate. For the loss of a breadwinner - the period of dependency.

Disabled people who are already receiving a disability pension and have reached the required age do not need to apply for old age. The Pension Fund itself will transfer to it without application. In this case, the pensioner will be notified by mail about the transfer.

Documents for registration

The documents required to assign an insurance pension must be brought in originals. The fund's customer service specialist makes copies of documents himself and certifies their authenticity.

In addition to the application (sample), the list of required documents primarily includes documents confirming: • the identity, citizenship and age of the applicant; • periods of recorded work; • periods of other activities, which can also be taken into account in the length of service or converted into points.

Additionally, you may be required to provide other documents. They are necessary to confirm additional facts: • about disabled dependents; • about changing your full name; • about average monthly earnings for 5 consecutive years (only until January 1, 2002); • about work in rural areas; • about child care; • about periods of preferential employment.

Documents available in various government agencies are requested by Pension Fund specialists independently. It is prohibited to require such documents from citizens submitting an application. At the same time, the Law provides for the opportunity for citizens to submit these documents on their own initiative when applying for an old-age pension.

You can (and should) think about preparing documents in advance. We advise you to start preparing documents a year or two in advance. The Pension Fund of the Russian Federation makes it possible to collect in advance the necessary documents to confirm your eligibility.

Specialists of the assessment department will provide practical assistance in preparing documents:

  • They will tell you what documents you need to collect;
  • if necessary, can help in sending requests;
  • will evaluate the correctness of the documents;
  • will evaluate the completeness and reliability of the information contained in the documents.

For example, if there are changes in the entries in the work book after marriage or divorce, and there are no links to the relevant documents on the inside cover, then you will be advised to attach an archival certificate.

You will have to wait for answers to requests from the archives, and perhaps for more than one month, so it becomes clear why the Pension Fund of the Russian Federation recommends doing the registration in advance.

Preparing the necessary documents in advance will allow you to collect all the necessary papers for the prompt and correct assignment of your old-age insurance pension by the day you apply for it.
