Scope of application

Using the calculator, you can easily calculate the retirement date of any citizen. The calculator is especially important for people of pre-retirement age, since it is their retirement that will be regulated according to a special grid, based on the gradual implementation of the provisions of the pension reform.

Various types of pension calculators are very common on the Internet, which is explained by the increased interest of citizens in the issues of calculating pensions. However, it should be remembered that there is no calculator that could even approximately reliably calculate the size of your future pension payments. This is due to many reasons, the main one of which is the extreme opacity of the system for calculating pension savings practiced by the Pension Fund.

Legislatively, factors that directly affect the amount of accrual of an insurance pension include:

  1. The salary of a future pensioner or declared income for self-employment.
  2. Duration of experience.
  3. Socially significant periods of life, which include service in the Armed Forces, maternity leave, and parental leave.
  4. The method of pension provision chosen by the future pensioner in the compulsory pension insurance system.
  5. Continuation of work after retirement age.

All these factors are constantly undergoing changes, and a radical change in the pension system of the Russian Federation brings changes almost daily.

Therefore, the only reliable calculations of the calculator can be provided only in part:

  1. projected year for retirement;
  2. retirement age;
  3. the minimum length of service required for retirement.

When do pensions increase in Russia?

There are several dates during the year when the Pension Fund recalculates payments. The PFR branch for the Kabardino-Balkarian Republic was reminded of this. Thus, on January 1, the insurance pensions of most pensioners are indexed. In turn, on April 1, state pensions, including social ones, will be increased.

“Another such date is August 1, when the Pension Fund increases insurance pensions of working pensioners, as well as payments of pension savings based on the results of investment returns received,” the Pension Fund noted.

At the same time, an increase in pension in connection with such events as reaching the age of 80, acquiring so-called northern experience or dismissal from work is not tied to a date and is assigned when appropriate circumstances occur.

Retirement age

The pension reform, along with raising the age limit, also provided for the gradual pensioning of those who, at the time of the introduction of the reform, had either already reached the required age or were approaching it. In accordance with the stages of the reform, the age increase provided for by the reform will occur according to the formula 1/1, that is, once a year for a year. The total period for introducing reform conditions will take 9 years.

Men born in 1959 and women born in 1963 are eligible for pension innovations. Those born before these years are not threatened by the reform, even if they continue to work. This is due to the fact that the reform does not provide for retrospectiveness, that is, retroactive effect.

That is, starting from 2028 (of course, if everything goes as the Government and the State Duma assume), the introductory period will end and Russians will begin to retire immediately upon reaching the appropriate age.

Conditions for civil servants

For employees in government positions, the transition to new pension periods also takes place with gradual adaptation. Until 2021, the age is increased by six months, and then growth is compared with the standard schedule - 1 year more annually.

For all federal government employees, the minimum length of service in municipal and civil service increases from 2021. Back in 2016, it was 15 years, and then every year they add six months. So by 2026 the period will be 20 years. Pension payments for length of service are awarded to employees with more than 17 years of experience in the public service.

Starting from 2028, male civil servants will be on par with other categories of workers in the Russian Federation and will be sent to a well-deserved retirement at the age of 65. And the adaptation period for women working in government agencies will end in 2034. They will retire at 63, unlike other Russian women.

Experience for retirement

Pension legislation provides for the inclusion in the pension period of not only time directly occupied by work, but also periods classified as so-called “socially significant”. The latter include the years of a citizen’s life occupied with matters important to society and the state as a whole - service in the Armed Forces, giving birth and raising children, caring for a sick or elderly relative, etc.

The pension reform provides for an increase in the required minimum length of service as stages of raising the retirement age are introduced. In accordance with the stages given in the tables above, the stages of increasing the minimum length of service required for retirement are also distributed. The decision of Russian legislators to establish equal requirements for women's and men's length of service seems somewhat incorrect, and, perhaps, over time some modifications will be introduced in this part, but at the moment the stages of increasing the length of experience are as follows:

IPC: what are pension points, how to save them, where to get the missing ones

The abbreviation IPC stands for individual pension coefficient . By the end of the transition to the new retirement age, the minimum IPC will be 30 points.

Everyone who works officially, for whom the employer makes monthly contributions to the Pension Fund (or the citizen himself pays for himself, if he is an individual entrepreneur or self-employed), receives pension points. They accumulate from year to year and depend on:

  • The number of contributions to the Pension Fund (and they, in turn, depend on salary);
  • Experience , including that obtained after reaching retirement age. That's why, if you don't have enough pension points, you can work a few more years to reach the required level.

Each accumulated pension point has its own “price”. The price of points is indexed every six months due to inflation.

IPC accumulations grow with length of service, so workers who have not interrupted their work experience have nothing to worry about: by retirement age they will have both the required length of service and the required IPC.

Point system

Calculating pension points is a very labor-intensive process, the algorithms of which, although given in pension legislation, are actually known only to employees of pension funds.

It is also difficult to calculate the number of points because each year the required minimum points increase by 2.4 points. If in 2015 about 7 points were enough to retire, then by 2025 potential retirees will have to have at least 30 points.

Moreover, different types of work activity and significant periods in life give different amounts of points, regulated by different legislative acts. Whether this was done intentionally or accidentally, the fact remains that an accurate independent calculation is impossible.

Currently, at the level of the State Duma and the Government of the Russian Federation, there is intense discussion of the abandonment of the point system, and one should think that after raising the retirement age, a waiver of the procedure for accumulating points will be introduced. Therefore, no matter how many forecasts the calculators give, no matter how many calculation tables are given, most likely they will turn out to be unnecessary.

How to find out whether a Russian who has reached retirement age can count on a pension?

Information about the state of a pension account is available to every citizen registered in the Pension Fund system. Every citizen is now required to have a SNILS (including newborns; they receive an individual pension account number almost simultaneously with their birth certificate).

Important! Previously, the usual practice of pension funds was to send letters about the status of a personal account. However, since 2013, this rule has been about, as they were popularly called, sent only upon request if necessary.

To find out whether you should count on retirement in 2021, you can:

  • Personally contact the nearest branch of the pension fund. You should provide a SNILS card, passport and work book (however, perhaps the last item will not be needed soon, since the Russian Federation will gradually switch to electronic work books). The result will be issued on paper and contain information about when the citizen can retire;
  • Through the website of the state or non-state pension fund in which your account is opened - the report will be sent by mail or shown on the screen;
  • Through government services - the report will also be sent by mail or shown on the screen.

An able-bodied citizen who is still far from retirement can find out all the information about the current state of his account, length of service, individual investment complex and other parameters. And it’s better to take care of your upcoming retirement in advance.

Exceptions

Like any rule, pension changes have exceptions, that is, those cases in which the innovations will not be applied, although some of them look completely illogical. Exceptions include:

  1. Savings pensions. Pre-retirees will have the right to use accumulated funds from the moment they reach retirement age under the old legislation, that is, from 55 and 60 years, depending on gender. In this case there is a slight limitation. The right to use savings can arise only if you have a minimum experience of 15 years and a number of points of at least 30.
  2. Insurance pensions for beneficiaries who retain the right to early retirement. In addition to those employed in hazardous industries (lists 1, 2), they will also include drivers of heavy trucks at mines and mines, field geologists, logging workers, female asphalt layers and crane operators, railway drivers (including metro) who directly transported passengers , port dockers, public transport drivers, fishermen, miners, civil aviation workers directly involved in providing flights, operational employees of the Ministry of Emergency Situations, workers of correctional labor colonies.
  3. State pensions. The changes will not affect persons who liquidated the Chernobyl accident, persons injured as a result of the Chernobyl accident, as well as their close relatives - family members.
  4. Pensions of civil servants. For this category of future pensioners, starting from 2018, their own step-by-step schedule will be introduced, which involves increasing the retirement age by six months each year until the maximum values ​​are reached.

Medical and pedagogical workers

Significant changes await workers in the medical and teaching fields. If, before the changes introduced to the legislation, these categories of workers could retire upon reaching special teaching or medical experience, then, starting in 2021, they will be able to exercise their right to early retirement only 5 years after they have accumulated the same 25-30 years of experience in the specialty.

A phased regime for raising the retirement age has also been introduced for doctors and teachers in accordance with the table below:

Thus, starting from 2023, all doctors and teachers will be able to declare their desire to go on vacation only 5 years after completing this experience.

Northerners

Citizens who worked in the conditions of the Far North or equivalent to them also received their “five-year plan”. Now their retirement age will increase by exactly this figure and will be 55 and 60 years (depending on gender).

“Staging” of the retirement age, in order to avoid shock, is also provided for northerners. It generally corresponds to the stages for all other citizens, with the exception that northerners will still retire on preferential terms.

Mothers of many children

Pension benefits under the new legislation will be provided to women classified as having many children, regardless of the status of the children - natural or adopted. Each child, starting from the third, will give his mother 1 grace year.

Three children will give the mother 3 grace years, that is, the opportunity to retire at 57 years old, if there are no other benefits.

Four children will give the mother 4 years of benefits, which will allow her to retire four years earlier than citizens who do not have benefits.

Pensioning for women who have given birth or adopted five or more children will not undergo any changes and will take place at the age of 50.

    How to calculate retirement under the new legislation?

    The modern Russian pension system provides for two main types of pensions:

    1. Social, assigned to each citizen upon reaching the age of 65 (for men) or 60 years (for women).
    2. Insurance. For this, you need to gain a certain amount of insurance experience. Starting from 2015, in accordance with Federal Law No. 400, a point system for calculating insurance experience was introduced in the country.

    To assign a minimum old-age pension, you will only need to live to the age established by the provisions of the TCRF and the relevant by-laws. The size of the minimum pension, according to the provisions of pension legislation, cannot be less than the average Russian subsistence level. At the end of 2021 it was approximately 8.8 thousand rubles.

    In some regions, for example Moscow or Ugra, the “minimum wage” is indexed from the local regional budget and amounts to over 14,000 rubles. “Social benefits” increase in some cases - for example, when a pensioner reaches 80 years of age, or when a disabled citizen is in his care.

    Upon reaching the required social length of service, a working person who has reached his 65th (60th) birthday has the right to count on receiving not only a social, but also an insurance pension. Amount of experience since 2015 measured not in years, as before, but in pension points.

    Who is entitled to early retirement?

    The initial draft law on raising the retirement age met with a mixed reaction in Russian society. Some people greeted him with understanding, but the majority of citizens approaching retirement age showed a sharply negative reaction. As a result, the president was personally forced to initiate amendments and additions to Federal Law No. 350. Among other things, these amendments also affected the male part of working citizens.

    Thus, the effect of the new pension legislation on persons who previously received the right to early retirement was canceled. The list of such citizens is given in Federal Law No. 400 “On Social Pensions”.

    The reasons for early retirement, according to the provisions of Articles No. 30-32 of this legal act, are:

    • Work in areas with difficult climatic conditions.
    • Working in a hazardous or unhealthy workplace.
    • Disability resulting from certain injuries and illnesses. This includes persons who were disabled in military conflicts, suffering from diseases of the pituitary gland, as a result of loss of vision.
    • Caring for a disabled child. In this situation, the guardian of a disabled person receives the right to reduce the pension threshold by 1 year for every year and a half of caring for a disabled child.

    All blue-collar professions that give the right to early retirement have been divided into two lists since Soviet times. Depending on inclusion in a particular list, the required length of service and retirement age are established.

    This, for example, includes workers in the nuclear power industry, chemical industry, metallurgists, and miners. A specific list of professions included in the first and second lists of hazardous professions is given in Federal Law No. 400 and its annexes.

    In some cases, citizens working in enterprises and institutions with normal working conditions also have the right to early retirement. This becomes possible if a citizen of pre-retirement age was laid off due to the liquidation of an enterprise or due to a reduction in the number of employees at it. In this situation, you can retire when there are no more than two years left before reaching retirement age.

    To do this, a male employee must have over 25 years of work experience. You will also need to register with the employment center. If within a six-month period there is no suitable vacancy for a redundant employee, he has the right to apply to the Pension Fund for the accrual of an insurance pension in accordance with the pension points accumulated up to that time.
