Rospotrebnadzor actively discussed restrictions on the consumption of alcoholic beverages during the May holidays at one of its meetings. In particular, the dates from May 1 to May 11 were mentioned. It was planned at this time to limit the sale of alcohol not only in supermarkets, but also in local stores.
The rules for limiting the sale of alcoholic beverages also apply to liqueurs. It was these institutions that continued to sell alcohol until the very end. However, this time it will not be possible to bypass the rules.
Despite the fact that Rospotrebnadzor issued instructions, local government bodies held their meetings. The authorities were given the right to decide whether to impose a ban on the sale of alcoholic beverages or not. Thus, in different regions the purchase of alcohol will be completely or partially stopped from May 1 to May 11, 2021.

The local website V1.ru has even compiled a list of places where you can’t buy alcoholic drinks. For example, on the Alley of Heroes (near the Eternal Flame) a mass event is planned at 10:00 on April 27, but you can no longer buy alcohol there. On May 5, the “Victory Waltz” will take place, from 17:00 to 19:00. You will not be able to buy alcohol at this time. In total there are about 20 events on the list. And they will not sell alcoholic drinks to everyone.
Tuva
The authorities of Kyzyl, the capital of Tuva, have imposed a ban on the retail sale of alcohol from May 1 to May 10. And we are talking not only about heavy alcoholic drinks, but also about beer. The exception is public catering outlets that have only been advised not to sell alcoholic beverages.
The sale of alcohol at public events was strictly prohibited. You are also not allowed to bring drinks with you.
Perm region
In the Perm region the rules are not so strict. Journalists from the publication “AiF-Prikamye” were informed by the Ministry of Industry and Trade of the Perm Territory that the ban on the sale of alcohol will be in force only on May 1 and 9. On all other days, people will be able to buy alcoholic drinks.
Mound
The Kurgan administration introduced even lighter restrictions. Alcohol can be purchased in the city on any day except May 9, from 08:00 to 23:00. This was reported by the Ura.ru agency.

The share of Russians planned a trip to the sea, 6% - a vacation in Crimea, 5% - in the Krasnodar Territory. Another 5% were planning to travel to different regions of Russia. Among the destinations are Baikal, Altai Territory, Karelia, Moscow, St. Petersburg. Only 4% of people planned to spend their holidays abroad.
But after the decree of Russian President Vladimir Putin, every fifth Russian changed his plans for the upcoming weekend. Despite the increase in holidays, people refused to go abroad and preferred to relax at home.
Only 18% of respondents said they changed their plans after the decree. For 70% of people, the routine has not changed.
Don't go on a long binge
Narcologist Oleg Stetsenko, in a conversation with 360, drew attention to the fact that now drinking alcohol is not as popular as it was several years ago. The Ministry of Health proposed to ban the purchase of strong alcohol under 21 years of age

In Russia, the department notes, the age limit of 21 in some cases is also set as a necessary requirement. Now the initiative of the Ministry of Health is being assessed by a working group. As the newspaper notes, according to the established procedure, the document will then be sent for consideration by one of the government subcommittees and the commission on legislative activities of the government. This is not the first time the Ministry of Health has come up with such an initiative. In May 2019, the ministry already presented a bill proposing to ban the sale of alcohol with an ethyl alcohol content of more than 16.5% to those under the age of 21. Deputy Minister of Health Oleg Salagay then said that the initiative was supported by about 70% of the Russian population.
However, the Ministry of Finance and the Ministry of Economic Development opposed it. The Ministry of Finance considered that the measure would be ineffective. The Ministry of Economic Development warned that it would seriously limit the work of stores, slow down the speed of customer service and contribute to the growth of the shadow market for alcoholic beverages.
In the spring of 2020, the Chairman of the State Duma Committee on State Construction and Legislation, Pavel Krasheninnikov, also stated that raising the age for the sale of alcohol is contrary to the Constitution and the Civil Code. He recalled that, according to these two documents, in Russia the general level of legal capacity begins at the age of 18.
