Buying a car with a completed title is a common case when it comes to a used vehicle. Initially, it contains six columns for entering owner data. The first is filled out by the manufacturer, the second contains information about the first owner. Thus, when a car has more than five owners, there is nowhere to record the data. Therefore, a duplicate PTS is issued.
If there is no free space, it is allowed to replace the title at any department of the State Traffic Inspectorate, regardless of the registration of the owner and the city where the car is registered with the state. The owner has the right to choose a suitable unit and apply for the service. A trusted person can also undergo the procedure. The issue of switching from paper PTS to electronic ones in the countries of the Eurasian Economic Union (Russia, Armenia, Belarus, Kyrgyzstan, Kazakhstan) has been discussed for a long time. It was planned to create a unified electronic passport system (EPS), which would help make all transactions with cars transparent.
In our country, the first electronic vehicle registration certificates were issued at the beginning of 2021 when selling new cars from dealership centers, and by November 100 thousand electronic vehicle registration certificates were registered in the system. By August 2020, according to Autostat, their number reached 1 million. The final transition to new electronic PTS (EPTS) occurred on November 1 of this year.

The PTS has run out of space, what to do: replacement rules
To sell a car if the title has expired, it is recommended to contact the State Traffic Inspectorate before concluding the transaction. To do this, it is not necessary to visit the branch in person; the application can be submitted remotely through State Services. If the owner chooses this option, he needs to log in to the portal under his account and enter his personal account, in the vehicle registration section, select the action “Receive STS, PTS or registration plates...”. On the website, you must fill out an electronic application, select the branch where a new PTS will be issued and issued to replace the old one, and you can pay the fee online.
The State Traffic Inspectorate unit should be visited with the following documents:
- passport of the car owner (or his legal representative)
- power of attorney to represent the interests of the car owner (if the application is submitted by the legal representative of the owner)
- vehicle registration certificate (if available)

To receive a new vehicle title to replace the old one, the owner is not required to present an insurance policy. OSAGO is not included in the list of mandatory securities for performing procedures that do not result in a change in owner. If a duplicate is received by the new owner by registering the vehicle in his own name, the presence of a valid compulsory motor liability insurance issued by the new owner in his own name is mandatory.

How much does it cost to change a title if it has expired?
When the vehicle title is completely filled out and you need to re-register it, a state fee is paid. This is a fixed cost for the State Traffic Inspectorate service. You need to pay for it in one of the following ways: at a bank, through a payment terminal or on the State Services website.
If the title has expired and the car needs to be sold, the seller must first come to the State Traffic Inspectorate and submit documents to obtain a duplicate. He will have to pay a state fee of 850 rubles.
An additional 500 rubles are paid - this is the state duty for replacing the vehicle registration certificate. The passport details are indicated in the STS. Changes cannot be made to the certificate, so it must be reissued.

- Information from the old PTS.

If a document is replaced due to a change in the information entered into it, you must present documents confirming this. In some situations, to fill out an application for the exchange of a technical passport, you will also need a technical diagnostic card.

Will I have to pay a fine if my PTS expires?
According to current rules, the driver is not required to carry a car passport in the cabin. If the PTS has expired, the car owner will not be fined. Until the owner changes, re-registration is not required. There must be compelling reasons to make adjustments to the PTS. These are the following circumstances:
- changing personal information of the vehicle owner;
- change of a person’s registration;
- transfer of ownership of a car to another person;
- detection of typos or other inaccuracies in the form.

How to sell a car if the title has expired?
It is possible to sell a car with a completely filled out title, but before concluding a sale and purchase transaction, the passport should be replaced so that the new car owner does not have to waste time on this. Registration of a duplicate is the task of the last owner. Buyers also have the opportunity to apply to the traffic police for a duplicate, but they often receive refusals, or inspectors require the presence of the seller when re-registering the vehicle, even though this is illegal. - A vehicle passport is required for legal operation; it is transferred to the owner after sale
