When can the owner deregister a car?

Termination of registration means termination of use of the vehicle. After deregistration, the owner will no longer be able to drive the car. The reasons may be as follows:

  1. Selling a car. It happens that new owners drag their feet and do not register the car. Then the owner faces financial risks, and it is in his interests to terminate registration as quickly as possible.
  2. The owner no longer wants to use the car. For example, the car is no longer in use, or there is an intention to scrap it.
  3. If the owner plans to sell the car, retaining its license plate number. Then the car is deregistered, the buyer then receives new license plates and registers the vehicle with them.

If the car is stolen, the owner also needs to take care of deregistering it so as not to pay the mandatory transport tax.

If we are talking about the sale of a vehicle, then the owner has the right to deregister after 10 days from the date of concluding the sale and purchase agreement. The right is confirmed by the contract itself, a copy of which must be in the hands of the seller.

Registration through a car dealership

The technical regulations provide for specialized showrooms to have access to independent registration of vehicles. This fact is beneficial to buyers of vehicles, since they do not have to go through the registration procedure themselves; the organization will be able to register a new car.

The dealer will take responsibility for paperwork, as well as comparability of numbers in the documentation and directly on the car. The certificate and other necessary documents for registering the car with the traffic police are handed over to the seller, who then gives them to the buyer. Carrying out such activities requires a license, so not all dealers will receive such opportunities.

Registration of a car is a mandatory process to complete the procedure for purchasing it. The mere fact of concluding an agreement is not enough. According to the new rules, the process is simplified as much as possible, the number of required documents is also reduced. Therefore, registering a new car, as well as a used one, will not take much time from the purchaser and will not cause any difficulties if the recommended procedure is followed.

Why deregister a car?

While a citizen owns a vehicle, he has obligations to pay tax. Every year he must pay tax for the previous year to the Federal Tax Service. It doesn’t matter whether he used the car or not. If the car is registered, the owner pays tax.

Another important point is the fines that the owner may receive after selling the car. The new owner may violate traffic rules, get caught on camera, and these debts will be attributed to the person to whom the vehicle is registered.

If the new owner suddenly gets into an accident and causes damage to someone, the real owner may also suffer from this. So, if you see that the buyer is in no hurry to register the car, it is better to deregister it. What next is the problem of the slow buyer.

It happens that the buyer cannot register the car due to the seller’s debts: the bailiff has imposed a ban on registration actions. The situation is complicated, until the debt is paid off, the car will be registered with the previous owner. Moreover, he can even be taken away for debts. Sometimes you have to break a purchase and sale agreement through the court.

Payment of state duties

State duty is a fixed cost of services provided by government agencies. The price for registering a car with the traffic police will be the same in all branches of Moscow and in other regions. The owner pays several fees:

  • 500 rubles for registration of STS
  • 350 rubles for entering data into the PTS
  • 2000 rubles for issuing state registration plates

If the car is re-registered without changing the license plate, the amount is reduced to 850 rubles.

In 2021, dealers were allowed to obtain vehicle license plates themselves. According to the law that has come into force, drivers will now be able to buy new cars with registration plates, they will not have to personally contact the State Traffic Inspectorate. However, this service is not provided yet, since only dealers with the appropriate licenses can provide it. In fact, motorists obtain license plates themselves.

It is impossible to go through the procedure without the participation of the traffic police. Even if the application is submitted at a multifunctional center, only representatives of the State Traffic Inspectorate can perform registration actions (enter data into an automated database, inspect vehicles and check markings with PTS, assign license plates). In this case, the MFC acts as an intermediary between the driver and the traffic police. Today, the easiest and fastest way to register transport is to submit an application through State Services.

Make sure the car is registered

Before deregistering a car through State Services, make sure that it is actually still registered in your name. And if we are not talking about a sale, but about terminating the registration of a vehicle at personal request, you need to make sure that there are no prohibitions from bailiffs.

Checks for registration and restrictions are carried out on the traffic police website. You just need to enter the VIN, and the system will display the information:

OSAGO insurance policy

An uninsured vehicle cannot be registered. The presence of insurance confirms the car’s compliance with safety standards; every car owner is required to obtain an MTPL policy. CASCO insurance is available upon request.

If three years have not passed since the car was released, no maintenance is required. Vehicles that are three years old or older can only be insured after passing a technical inspection. You need to go through it at a certified service station.

The cost of the policy depends on a number of factors, including the number of motorists allowed to drive the car. You can calculate the price using an online calculator on the insurance company’s website. To purchase compulsory motor liability insurance, it is not necessary to personally contact the insurer’s office; you can receive the service remotely by ordering insurance online.

The policy is issued in paper or electronic format. The last driver can be stored on a mobile device or accessed at any time via an online service. There is no need to carry insurance in the car. The same as presenting it to the traffic police when registering a vehicle. Inspectors check the availability and validity period of the policy using the database.

How to deregister a car through State Services: step-by-step instructions

So, you have decided to deregister your car through State Services. Regardless of the motives, the operation is performed according to one scenario. Please note that thanks to the state portal, this action can be carried out completely remotely without visiting the State Traffic Inspectorate.

How to rent a car through State Services:

1. Log in to the site using your credentials and use a search to find the “Vehicle Registration” service. Here you will see links with reasons for withdrawal. We will consider the most common option, when the buyer did not register the car in his name within the required period of 10 days - last link:

3. Proceed to fill out the application to deregister the car. The application can only be submitted by the owner of the vehicle from his account on State Services; the system will automatically enter his data into the form. They must be supplemented with an indication of the place of registration.

4. Next, you need to provide information about the car that is being deregistered. This is the registration number, information about the STS and the date of conclusion of the purchase and sale agreement. At least 10 days must pass from this day, otherwise the application will not be accepted.

5. The next section is to provide information about who bought the car from you. It is assumed that the information can be taken from the purchase and sale agreement, a copy of which must remain with the seller:

6. The last step is to upload a document that confirms the transaction and transfer of ownership. In our case, this is a car purchase and sale agreement. You can scan it or take high-quality photos and attach it to your application. Then click the “Submit Application” button:

The portal will send an electronic application to the State Traffic Inspectorate, which will check the data. If there are no complaints, the sale of the car is confirmed and a positive decision is made. It appears in the applicant’s personal account on State Services.

After receiving information about a positive decision, it doesn’t hurt to go back to the traffic police database and check whether the car has been deregistered. But do this a little later, since the data does not enter the system immediately.

Car registration procedure

The procedure for registering with the traffic police or registration is quite simple and, as we mentioned above, consists of 5 main procedures. We will describe them in more detail, except for collecting documents and paying state fees, to which we devoted a lot of text above.

And let's start with the procedure for submitting an application to register the MREO. It can be submitted online and in person to the traffic police department.

Step-by-step instructions for submitting an application for registration through State Services

To do this, we first need to register and log in to the State). For 2021, this procedure has been significantly simplified (previously it was necessary to come to various organizations in person with a passport).

So, here's the step-by-step application process!

  1. Log in to the State Administration and go to the “Transport and Driving” section (hereinafter we will provide screenshots of the computer version of the site, but in the mobile version and in the State Services application everything is identical).

  2. Next, go to the “Vehicle Registration” section.

  3. Then select the set.

  4. Now you need to choose one of the following, if you are registering a new car with the traffic police or one that was previously deregistered,

  • Next, on the page that opens, you need to familiarize yourself with the terms of service, the cost of paying state fees, select the state fees you need from the instructions above and click on the “Get service” button.

  • Now the most time-consuming part is to correctly fill out all the fields of the application form. There should be no difficulties here, all data is standard.
  • Next, at the very bottom of the page, at the last stage of filling out, you need to select the traffic police department where it is convenient for you to register or register (this does not have to be your residential address), and the time to visit the traffic police MREO.
  • Submitting an application in person to the traffic police

    Everything is simpler here: you need to fill out an application and submit it to the traffic police in person. The registration procedure must take place on the day of application.

    This is a simple process if you or someone before you has not made changes to the design of the car, and its condition complies with the traffic rules, the Basic provisions for vehicle approval (Appendix to the traffic rules) and the Technical Regulations of the Customs Union.

    Pay special attention to the following points that may cause registration refusal:

    • the car’s engine has been replaced with another one – different in characteristics and/or model (separate article on engine replacement),
    • tinting must comply with the rules,
    • the machine should not be equipped with gas cylinder equipment (LPG) without previously made changes to the design,
    • other design changes - even minor ones - must be suitable for a given car model (be approved by the manufacturer in the list or included with the car), including a towbar, roof rack and others,
    • The VIN number must match that indicated in the documents, be readable and have no signs of counterfeiting.

    For what reasons can a refusal occur?

    Usually there are no problems. If there are no restrictions on the car, if the purchase and sale agreement is drawn up correctly, the State Traffic Inspectorate will remove the car from registration, relieving the former owner of the burden of paying fines and transport tax.

    Refusal may occur due to a ban on registration actions imposed on the car by bailiffs. This means that the owner has debts for which enforcement proceedings have been initiated. Sometimes it gets ridiculous; a ban can be obtained for underpayment of modest amounts of 100 rubles or even less.

    If you see a ban, run through the bailiff database. In the list of debts you will see the amount and details of the bailiff who is collecting. Pay off the debt and contact the bailiff to remove the restrictions. After this, try again to remove the car from the State Service register.

    If there is an incorrectly drawn up purchase and sale agreement, or if it contains errors in essential data, a refusal may also follow. Therefore, complete the transaction very carefully.

    Where can I register my car?

    Today, you can officially register a car with the State Traffic Safety Inspectorate in those departments of the State Traffic Safety Inspectorate that deal with vehicle registration - MREO of the State Traffic Safety Inspectorate, as well as in some car dealerships when purchasing a new car.

    You can register your car at any traffic police MREO, not necessarily at the place of registration, but also in any other region other than your registration.

    Can I register online?

    No. For 2021, it is not possible to register a car with the State Traffic Inspectorate entirely via the Internet.

    It is only possible to sign up for registration through the State Services website (instructions below), but we are talking here only about signing up without a queue and submitting an application; you will still have to come to the traffic police to inspect the vehicle and obtain documents and license plates if necessary.

    Issuance of a new title upon renewal of registration

    67. Renewal of state registration of a vehicle is carried out by the registration department at the place of application of the vehicle owner with the issuance of a new registration document and vehicle passport (in the absence of an electronic passport).

    Clause 67 of the registration rules states that upon renewal of registration, the traffic police issues the car owner a new title . Naturally, in this case you will have to pay an additional state fee for issuing a new PTS (800 rubles).
