Purchasing a car involves not only concluding a sales contract, but also registering the car. The vehicle must be registered in the name of the new owner, otherwise all fines will go to the old owner.

To register a car, you must contact the traffic police. It is possible to sign up for a visit to the department either directly through the official website of the state traffic inspectorate, or using the MFC or government services portal as an intermediary.

So, the opportunity to register a car at this universal institution appeared quite recently. The government issued the corresponding Resolution No. 1215 of August 14, which provided for several important opportunities:

  • include vehicle registration with the traffic police in the list of government services provided through the MFC,
  • provide, however, that this service is required to be provided exclusively with the participation of the State Traffic Inspectorate.

This document came into force on August 29, and therefore today, formally, centers have the right to provide re-registration services.

Thus, it is possible to re-register a car at the MFC as of 2021; the Russian Government has authorized this procedure. However, for this purpose, the center must be equipped with the necessary basic equipment for full registration: there must be a platform for inspecting cars to check for compliance with the Basic Provisions for permission to operate, as well as assigning license plates. That is, the participation of traffic police officers in the provision of public services is mandatory.

Reasons for refusal of registration

In accordance with the order of the Ministry of Internal Affairs No. 1001 of November 24, 2008 and No. 605 of August 7, 2013, the owner of a vehicle may be denied registration if:

  1. When submitting the application, not all documents or deliberately false information were provided;
  2. changes have been made to the design of the car that violate traffic rules and can create an emergency situation;
  3. the design of the car has been changed and does not correspond to the documents;
  4. an MREO employee discovered the fact of alteration and falsification of license plates (VIN, body, chassis) or documentation;
  5. there is no valid MTPL insurance policy or diagnostic card;
  6. the vehicle is pledged to the bank, under arrest, on the wanted list, or a ban has been imposed on it from performing registration actions, for example, by decision of the investigative authorities or the bailiff service;
  7. the recycling fee has not been paid, the corresponding mark has not been made in the vehicle title;
  8. it is impossible to recognize the vehicle as a result of replacing its frame and other components where the numbers are indicated;
  9. did not pay the state fee;
  10. the vehicle passport is not valid or recognized as such.

Through which MFCs can I register?

It’s no joke, but practically it was possible to register a car in Russia through a multifunctional center for a long time. But not everywhere. Thus, the registration service was provided in Moscow and Kazan 2 years ago.

By the way, nothing has changed for 2021. We indicated above that in order to be able to re-register, traffic police officers must work at the MFC, and the center itself must be equipped with an inspection platform with equipment for this, and also have a connection to the database of license plates for assigning them. Currently, only a few institutions have such a basis. And here is their complete list as of the date of writing:

  1. MFC in Moscow, Presnenskaya embankment, 2 (Afimall City shopping center, 1st floor) - here you can register a car, as well as deregister it,
  2. Moscow, Novoyasenevsky prospect. 1 (Shopping center "Spectrum", 3rd floor),
  3. Moscow, st. Kirovogradskaya, 13A, (Columbus shopping center),
  4. MFC in Kazan on Pobedy Avenue.

What should you do before contacting the center?

Moreover, this must be done not only when applying to the MFC for re-registration services, but also directly to the traffic police.

  1. Buy a compulsory motor liability insurance policy - without it, the car will not be registered at the MFC, and the seller’s policy will not suit you for this.
  2. Prepare a comprehensive list of documents – we will provide it below.
  3. Check the car for a registration ban on the official website of the traffic police - if there is one, you will be denied the service. We provided instructions for such verification in a special article.

What documents will be required?

Their set is standard, with the exception of the application - you will fill it out at the MFC, as opposed to applying directly to the traffic police, where it is better to write an application in advance or register with State Services when you fill it out online. And the list of documents depends on whether your car is new or purchased used on the secondary market.

If the car is new

Then you will need:

  • a car purchase and sale agreement is the main document, it is on its basis that registration with the MFC or any other body takes place,
  • PTS,
  • OSAGO policy, where you are listed as the owner as the new owner,
  • Your passport,
  • money to pay the state fee - how much you need to take with you in your case, we will find out a little below (most often for obtaining license plates, issuing a new registration certificate and making entries in the PTS); or receipts if you pay the fees in advance at the bank.

If the car is used

Then another document is added to the list:

  • the same contract with the previous owner (or, if the previous owner did not register, then the entire chain of contracts from the last one who currently has the car registered with the traffic police),
  • PTS and registration certificate,
  • OSAGO insurance,
  • Your passport,
  • money to pay the state duty or receipts for their payment.

When do you need to register your car?

Within 10 days after the change of owner, the vehicle must be re-registered. The starting day is the date specified in the contract or the vehicle acceptance certificate. An important feature is that we are talking about calendar days, not working days, since the state traffic police department is open all week.

Regardless of whether the state number is changed, the entire procedure takes no more than an hour. The most important stages are the inspection of the vehicle by a traffic police officer, recording information in the PTS about the change of owner and issuing a new certificate. Next, we will consider whether it is possible to register a car through the MFC.

How to register?

  1. So, first of all, you need to choose the branch of the MFC where it is possible to register a car for 2021. Even if you find such a center on the Internet, it is better to call and clarify the possibility of registering a vehicle.
  2. Next, you come to the MFC with the necessary set of documents and money, where you submit them to an open window in order of priority.
  3. An employee of the center registers your application, enters it into the database and transfers the documents to the MREO inspector at the multifunctional institution.
  4. This will be followed by an inspection of the vehicle at the site for compliance with the Basic Provisions for Admission to Participation in Road Traffic.
  5. Finally, after the entire procedure, you are given a new STS (pink plastic certificate) and optionally assigned a new license plate number. If you have just been assigned plates, and the MFC does not produce them here, you will need to contact the appropriate point - please note that driving a car without registration plates after they have been assigned is no longer allowed.

As you can see, the procedure is quite simple. The most difficult thing in your case, most likely, will be to find an MFC that has a basis for registering cars: traffic police officers working there and an inspection site.

How much does it cost?

The cost of registering a car in your name at the MFC depends on the set of state fees that you will need to pay. The public service itself is provided by the center free of charge. The following fees will be required depending on your situation:

  • if you purchased a new car without license plates or want to change registration plates or your registration region does not match the region code on the license plate, you will need to pay 2,000 rubles for the issuance of new license plates (1,500 rubles if plates are issued for motorcycles or trailers),
  • in all cases, 500 rubles are paid for issuing a new STS,
  • for making changes to the PTS – 350 rubles,
  • if your PTS runs out of space for new entries, or it is lost, then you will have to pay 800 rubles for issuing a duplicate document.

Please note that registering a car is a little cheaper through State Services rather than through the MFC - in the first case, you are given a 30% discount when paying online. How long does it take to register a car?

As of 2021, the deadline for registration - regardless of whether you do it through the MFC or the State Traffic Safety Inspectorate - is 10 days, according to the new Federal Law on Registration (clause 3 of Article 8). This period is counted from the date of emergence of ownership rights - that is, it must be counted from the next day after the date that you indicated in the purchase and sale agreement.

For violating this duty, you may face as many as 3 penalties:

  • for driving an unregistered car – 500-800 rubles (Part 1 of Article 12.1 of the Code of Administrative Offenses of the Russian Federation),
  • if you are caught again for the same violation - deprivation of rights for 1-3 months or a fine of 5,000 rubles (part 1.1 of the same article),
  • and another fine of 1,500-2,000 rubles for the very fact of missing a deadline (not related to management) under Part 1 of Article 19.22 of the Administrative Code.

An important subtlety should be noted here regarding missing this deadline through no fault of your own. The fact is that very often - especially in Moscow and St. Petersburg - when registering directly with the traffic police or through State Services, free dates for application fall out much later, when the 10-day period has already passed. Formally, this is a violation, although in the absence of guilt you cannot be fined for skipping, but in practice in 2021 you are still fined.

So, with a more expensive car registration at the MFC due to the lack of a discount on state fees, this is precisely the advantage of multifunctional centers - most often your car will be re-registered on the day you apply, and you will not miss the 10-day period allotted for re-registration. That is, by deciding not to save on duties, you can save on fines, the size of which is higher.

Registration of a car at the MFC: step-by-step instructions for the car owner

Registering a car is an important step that precedes its subsequent use. Motorists are accustomed to registering vehicles at the State Traffic Inspectorate, but since 2020, the procedure for registering a car at multifunctional centers (MFC) has become available.

The procedure for registering a car at the MFC is not fundamentally different from other services provided by multifunctional centers.

In general, the procedure consists of several stages:

  • submitting an application and accompanying documentation for registration;
  • inspection of the car by a specialist who checks the car for compliance with the provided documents;
  • obtaining, based on the results of the inspection, documents confirming the registration of the vehicle.

The vehicle must be registered no later than 10 days after its purchase. The rule applies to all cars except those purchased abroad - 30 days are allocated for their registration.

In accordance with Art. 19.22 of the Code of Administrative Offenses of the Russian Federation, violation of the rules of state registration of vehicles of all types of transport, if registration is mandatory, entails the imposition of an administrative fine on citizens in the amount of 1500-2000 rubles; for officials - 2000-3000 rubles; for legal entities - 5000-10000 rubles.

Required documents

The car registration process involves collecting documentation. Some papers are required directly for registration, and some materials are used by the citizen during the operation of the car. The list of documents presented to the traffic police in order to register a car is as follows:

  1. Identification document – ​​citizen’s passport.
  2. An agreement reflecting human rights to a vehicle. For example, purchase and sale agreement, Certificate of inheritance, deed of gift.
  3. A valid MTPL policy for a car. It can be obtained from the insurance company's office or purchased online.
  4. A diagnostic card, which is issued after passing a technical inspection.
  5. Receipt for payment of state duty.

The amount of the state duty is determined by the circumstance - whether the state number will be changed or not. Since 2013, this action is not mandatory, but the former owner has the right to keep his number. Registration of a vehicle assumes that the new owner has all the documents for the car.

If the car was purchased at a car dealership or is under three years old, then presenting a diagnostic card is not required.
