Registering a car - grounds for temporary registration

In a situation where the owner of a car temporarily moves to a new place (while his registration remains the same), and this place itself is located in the same region, there is no need to re-register the car. It will only be needed in one of the following situations:

  • if the car was purchased in one region and used in another;
  • a person bought a car while living in another region;
  • or when the owner of the car temporarily moves to another county.

Also, the car must be temporarily registered in the following cases:

  • if it is rented in one region and used in another;
  • when performing actions under a leasing agreement;
  • when the car is used not by the owner, but by another person by proxy.

Temporary registration of a car in Russia: in what cases is it mandatory?

The law establishes several cases in which temporary registration of a car is carried out. These include:

  • Leasing. The lessee temporarily registers the vehicle, and upon expiration of the lease agreement or after purchasing the vehicle, he is obliged to re-register it
  • The owner of the vehicle is a citizen with temporary registration
  • The owner of the vehicle is a foreign citizen or a stateless person. In this case, the car is registered according to the temporary registration of the owner
  • The car is a prototype (test)
  • The vehicle belongs to an employee of a consular office or diplomatic mission
Important! Having registered the vehicle for a limited period, the owner receives new license plates, the code of which corresponds to the region of his registration. Old license plates are removed and handed over to the traffic police for disposal.

Registration and registration of vehicles is carried out in accordance with the order of the Ministry of Internal Affairs No. 59, as amended 208 dated March 26, 2005.

A car can be registered only if there is a list of documents that are provided in accordance with the laws in force at the place of temporary/permanent registration of the car owner.

Who registers the vehicle

The rules and procedure for registering vehicles and trailers for them are prescribed in Federal Law No. 283-FZ of August 3, 2021, Government Decree No. 1764 of December 21, 2021 and the Administrative Regulations for the provision of public services for vehicle registration, approved by order of the Ministry of Internal Affairs of the Russian Federation dated December 21, 2019 No. 950.
Vehicles are registered by traffic police departments and specialized organizations - car dealerships, which have been assigned the status of a specialized organization and are included in a special register (Article 21 of Law No. 283-FZ).

As a general rule, a vehicle is registered once. An update is not required, but owners must inform government authorities about any changes in the design of the vehicle, transfer of rights to it, as well as corrections to documents.

Transport tax is not charged if the vehicle is deregistered with the registration authorities.

How to apply?

In order to register a car with temporary registration, you will need to contact the local traffic police department, where the registration will be carried out.

Moreover, it should be noted that, unlike legal entities, which are required to register their vehicles only in the same place where they themselves are registered, ordinary citizens do not have such restrictions.

In fact, every motorist has the right to register his car at any traffic police department located in the country.

But, as a rule, registration is carried out either at the place of permanent registration or at the place of temporary residence.

How long does it take to register if there is a patent?

The period for renewal of registration based on a patent in 2021 directly depends on the validity period of the patent and the period for which the foreigner made advance payments for personal income tax. Moreover, before the latest innovations, the requirement to extend migration registration was considered fulfilled when the foreign citizen made the next preliminary payment.

Currently, the maximum period for which temporary registration can be extended is 12 calendar months (this is the duration of validity of a patent after the first extension). But for this it is necessary to pay for the patent immediately for the entire period of its validity.

At the same time, no one obliges the payer to pay the entire amount at once; he still retains the right to make an advance monthly, in the current month for the next. But the extension of migration registration can be carried out for a period not exceeding one calendar month, which does not seem quite convenient from the point of view of time and human resources.

How long does it take to renew migration registration?

The beginning of the period during which renewal of registration in 2021 is required on the basis of a patent is associated with the moment the foreigner makes the next advance payment for personal income tax. Thus, registration must be completed (that is, the person must submit an application to the migration service, which is now a division of the Ministry of Internal Affairs) no later than before the expiration of the 3-day period.

The specified period of time is calculated in working days of the migration division of the Ministry of Internal Affairs. At the same time, the service provides reception in almost all matters on all days of the week, except Sunday. Accordingly, all days of the week except Sunday are counted towards the deadline for fulfilling the obligation to renew registration on the basis of a patent in 2020.

So, for example, if, in accordance with the payment document, the next payment for a patent was made on Thursday, then registration of foreign citizens must occur no later than Monday of the next week. If the payment was made on Wednesday, then this procedure must be completed before the end of the current working week.

List of documents


To register a car temporarily, you will need to provide the following set of documents to the automobile inspectorate:

  • car passport;
  • owner's passport;
  • documents confirming the ownership of the car (sale/purchase agreement, deed of donation, etc.);
  • OSAGO policy;
  • receipts for payment of duties in the prescribed amount;
  • as well as license plates.

In addition, if the registration is not carried out by the owner of the car, then in addition a power of attorney authorizing the right to perform such actions will be required.

How to register a car using temporary registration

Having received temporary registration, you have the right to register your car . To do this you will need documents:

  • Your passport,
  • Car passport,
  • A document confirming that you have temporary registration,
  • OSAGO policy,
  • A document confirming that you are the owner of the car. Such a document could be a contract for the purchase of a car, at what time it was produced, and all the details of the car (color of the car, horsepower, and so on) must be entered into it. If you inherited a car, then a certificate of inheritance will be required,
  • License plates, if any.

Having collected these documents, you will still need to do some actions, namely, come to the traffic police department to receive an application form in the required form and fill it out. you will need to transfer a commission and state duty to it .

With temporary registration, you have the right to register your car in the place where you temporarily reside.

Vehicle registration is carried out on the basis of documents that will be presented (see their list above).

You must fill out a unified application form issued at the place where the car is registered, pay all state fees and commissions, and present a customs control document if the car was purchased in another country.

The car will be inspected by a traffic police inspector, he will check the numbers marked in the PTS for compliance with the valid ones, study the documents and check all the data about the car in the computer database.

When registering a car at the place of temporary stay, temporary yellow license plates will be issued, corresponding to the region of temporary stay.

If, after the expiration of the temporary registration period, it is extended, the numbers will also be replaced with new ones, the same temporary ones. At the same time, if a motorist wishes to stay in a given region and obtain a permanent registration in it, then the temporary license plates will be replaced with permanent ones (and in a situation where the temporary registration is interrupted due to leaving the region, transit plates will be issued instead of the temporary ones).

When deregistered from temporary registration due to departure, the car is also deregistered and you receive transit numbers with which you can go to your permanent place of residence.

If you remain in your permanent place of residence and have registered permanently there, then you need to submit an application to the traffic police , and the license plates will be replaced with permanent ones, and information about the permanent registration of your car will be added to the general information base.

new regulations on October 15, 2013, many letters began to arrive asking what temporary car registration . In today's article we will try to understand this so that you do not have any confusion.

Temporary car registration is the registration (registration) of vehicles for a limited period. Until October 15, 2013, a car was temporarily registered (registered) in two cases.

The first is when you bought a car in another region and drove the car to your region. It was registered temporarily so that you could ride it. And they themselves made a request to the traffic police of the region where the car was registered. After confirming that everything was in order, the car was not stolen or impounded, you came to the traffic police and put your car on permanent registration at your place of registration.

The second case of temporary registration of a car was that, for example, you were leaving for a long time (to work in Moscow from Khabarovsk) and received a temporary registration at your new place of residence. Having arrived and registered in a new place, you could put the car on temporary registration (temporary registration of the car) for the period of your temporary registration. And renew it (car registration) when renewing your registration.

It was necessary to renew the registration of the car in advance, since upon its completion the car was automatically removed from the temporary register. You automatically fell under Article 12.1 of the Code of Administrative Offenses of the Russian Federation for driving a vehicle that was not registered in the prescribed manner. For this, a fine of 500 to 800 rubles is provided. In case of repeated commission of this violation, Part 1.1 of Article 12.1 of the Code of Administrative Offenses applies.

With the introduction of the new regulations of October 15, 2013, the concept of temporary registration (temporary registration) no longer exists . Cars are no longer deregistered; registration data is now changed. The license plate is assigned to the vehicle. Any car owner who has permanent registration within the country immediately puts his car on permanent registration (permanent registration).

If you are currently operating your car under temporary registration (temporary registration), then at the end of this period you will be able to re-register the car and receive registration plates at any traffic police MREO. If you are going to work in another region, then you no longer need to deregister your car and put your car on temporary registration. Now, according to the new regulations, it remains registered at your address (registration), where you are permanently registered. You pay transport tax at the place of your permanent registration.

Many citizens of the Russian Federation have situations when they need to move to another region for a while. For others, their work involves constant business trips, and they are not at their permanent residence address for a long time.

According to the registration regime, which the legislator requires Russians and guests of the country to adhere to, those temporarily residing at an address other than their permanent one are required to register. In this case, there is no need to be discharged from a permanent place.

Registration today in Russia is of a notification nature for the state; control over the movement of the population is carried out by the Federal Migration Service.

A Russian citizen is required to temporarily register at the residential address if his stay will last 90 days or more. Foreigners are required to submit documents to the registration authority immediately after arriving in the country within 7 days.

Temporary registration can be issued not only in an apartment or house, a room in a communal apartment, but also in a boarding house, hostel, hotel, tourist center, or special institution. Based on the results of the registration procedure, the citizen must receive a temporary certificate, which will indicate the period of his residence at the new address. Citizens who have a vehicle under management while moving around the country are faced with the question of whether it is also required to be temporarily registered.

Previously, until 2013, car owners or drivers of official vehicles had to do this all the time, but today the legislator has simplified the procedure. Thus, the purpose of registering a car with the traffic police is to identify offenses and suppress criminal acts that can be committed with vehicles.

Information about all cars that are in operation in Russia is entered into a special register. Among various information about the car, the register must include the residential address of its owner.

The procedure for registering a car under No. 1001 (11/24/08) states that an individual is obliged to register a vehicle at the address indicated in the passport as a permanent registration, or in the certificate as a temporary one.

Definition of concepts

It may be necessary to register a car if you have a temporary registration in the following cases:

  • The vehicle is purchased in one region and operated in another;
  • the owner moves to another region for temporary residence;
  • the car owner travels outside of Russia;
  • According to documents, the car is rented in one district and used in another;
  • the car is operated by a trusted person;
  • in other cases.

This does not mean that every citizen moving across the territory of the Russian Federation is obliged to do this. The legislator specifically provided for categories of persons and vehicles that are required to undergo temporary registration. So, in 2013, by Order of the Ministry of Internal Affairs No. 605 in Chapter III, paragraph 52, this list was abolished in comparison with the previous one.

It is required to temporarily register vehicles that:

  • are the subject of leasing;
  • accredited by the Ministry of Foreign Affairs of the Russian Federation and belong to employees of diplomatic missions or consular offices;
  • belong to foreign citizens or stateless persons;
  • are owned by legal entities at the location of separate divisions on the territory of the Russian Federation;
  • imported to Russia for six months.

The question is, is it possible to register a car using temporary registration if a citizen of the Russian Federation or a foreigner took it on credit? Yes, of course, but one nuance arises here: Russian banks practically do not issue car loans to borrowers who have temporary registration.

If a person or car does not fall under the list specified by the legislator, then there is no need to temporarily register it when changing location.

After purchasing a car or due to other circumstances specified by the legislator, the car owner must enter information about the vehicle into the register within 10 days (Government Decree No. 938 of 08/12/94).

If this is not done on time, then a fine awaits in accordance with the Code of Administrative Offenses, Art. 19.22, part 1:

If a driver driving a car on the basis of a power of attorney refuses to register it temporarily or as a result of forgetfulness, he will face penalties in accordance with the Administrative Code, Art. 12.1 in the amount of 800 rubles. up to 5 thousand rubles

If the offense is committed repeatedly, the car owner may be deprived of his driver's license for a period of 1-3 months. If a persistent offender turns out to be a foreigner, it is likely that the next time he enters the country he will be denied temporary registration on its territory.

General rules for registering a vehicle

Registration is carried out at any traffic police department if the necessary documents are available. It does not matter where the car owner is registered; he can do this in the region where he is located at the moment.

Registration services in accordance with the Tax Code, Art. 333.33, clause 36 are paid in the form of a state duty in the amount of:

In each individual case, registering a car has its own nuances:

  • If a used car was purchased, then the new owner, according to general rules, must complete the procedure within 10 days. In this case, you are allowed to keep the old numbers and pay only for the new STS and for making changes to the PTS.
  • To undergo the procedure in Moscow, this can be done at any traffic police department, regardless of your residential address. For used cars, you are allowed to leave old license plates, even if they are not from Moscow. New license plates are issued in Moscow for new cars that do not yet have license plates.
  • According to Order of the Ministry of Internal Affairs No. 1001, license plates must be replaced if they are damaged or do not meet the requirements of the legislator.
  • The Ministry of Internal Affairs of Russia does not state in its legislative acts that a damaged car should not be registered, but it must have a valid MTPL policy, and to obtain it it is necessary to undergo a technical inspection. It will depend on whether the car has a technical inspection whether it will be registered or not.
  • The easiest way is to register a new car, but the financial costs of the procedure will be higher, since you will have to pay for all government services. Without taking into account the purchase of insurance, it will cost the car owner 2,850 rubles.
  • If you purchased a car that was deregistered, the new owner has the right to register or restore registration if, according to Order No. 1001, clause 13: the previous owner removed it due to alienation of property, i.e. it ceased to be his property, which is not concerns purchase and sale transactions;
  • the car was taken out of the country;
  • the car was listed as stolen or missing, but was found.

Restoring registration does not differ from the procedure for completing the procedure for the first time or again for supported cars. Theoretically, it is impossible to restore registration for a car that has been deregistered as scrapped, but in practice this can be done.

An applicant may be refused registration of a car based on the provisions of the Administrative Regulations if:

  • he will not provide a complete package of documents;
  • the design of the vehicle will not comply with traffic regulations;
  • falsification of documents or damage to vehicle identification markings will be detected;
  • it turns out that this vehicle is wanted;
  • restrictions or a ban on registration actions have been imposed on the car;
  • other.

Is it possible to register a car using temporary registration and how to do it

The procedure for registering a vehicle was approved by the legislator in Order of the Ministry of Internal Affairs No. 59 and the new edition No. 208, Art. 22−23. The applicant will need to have the necessary documents; he can do this at his place of permanent or temporary residence.

In most cases, citizens of the Russian Federation register a car according to the permanent registration indicated in the passport, except in cases specified by the legislator. If the owner of the car is a minor child under 14 years of age, then his residential address can be indicated on the basis of a birth certificate.

General rules have exceptions. There is a category of citizens of the Russian Federation who do not have permanent registration, i.e. they always rent residential premises and have only temporary registration.

The car can be registered at the temporary address. If the car owner does not have a registration at all, i.e. he violates the registration rules, then he will not be able to register the car.

The applicant will need to fill out a unified application form, it can be obtained directly from the traffic police department, and here you can pay the necessary state fees using the terminal. During the procedure, the car must be inspected by a traffic police inspector.

He is obliged:

  • check all the numbers indicated in the PTS with those indicated on the engine;
  • check the documents attached to the application;
  • view the computer database for the presence of a machine in it.

Within one working day, the car owner receives temporary yellow plates, this will mean that his car is registered at the temporary registration address. If, during a temporary stay at a certain address, the car owner obtains a permanent registration, then he has the right to contact the traffic police again so that the temporary license plates are replaced with permanent ones.

New information about the permanent residence permit and registration of the car will be entered into the traffic police database. If you are removed from temporary registration due to leaving for a permanent place of residence and registering a car, when registration has already expired, you will have to obtain transit numbers and go on the road with them.

The car owner has several options to resolve the issue. He personally addresses the inspector with the documents; to do this, he needs to spend time queuing in the office.

The terminal will automatically give the user a coupon with a number. The same number will be displayed on a special display when it is the visitor’s turn. After waiting in line, you need to approach the responsible employee with a package of documents, receive from him receipts for payment and an application to fill out.

After paying the receipts, it is necessary, according to the general rules, to give the inspector the opportunity to inspect the car, then stand in line again and hand over the necessary papers to the window. After preparing the documents for the car, the car owner will be called by name to receive them.

The online application is sent through the “Vehicle Registration” section; the type of service is selected in the “Transport and Driving” catalogue. Then you will need to select the category of registration and issuance of documents, i.e., depending on whether it is a new car or a supported one, you need to make changes or initial data.
  • The application contains the necessary information about the car owner and the car. After checking it, the system will offer to pay the state duty online, in which case you will be able to get a 30% discount.
  • The payment receipt will have to be printed and attached to the package of documents with which you need to go to the nearest traffic police department, within the time frame specified by the State Services service. In fact, the portal user makes an appointment remotely. You can finally go through the procedure and receive documents for the car on the day of your visit.

  • Residents of the capital can use it. Through the main page of the portal, you should select the section on pre-registration for use. After this, the user will be asked to select a record type for registering the car. Then you will need to enter your personal and passport data, vehicle passport number and select the “Next step” function.
  • Next, you will need to select a traffic police department. When choosing, you should pay attention to the number of available places on the date that the applicant chooses to submit documents. After clicking the “Select” button, a visit date will be set for a specific person.
  • After confirming the selected information through the “Register” button, the potential visitor will be registered. After this, you can use a special button to print out a visit ticket so that you can take it with you later.

What documents do you need to submit to the traffic police?

The documents that a car owner is required to have with him when visiting the traffic police are indicated by the legislator in Order No. 605 (08/07/13):

  • general passport for Russians and international passport for foreigners;
  • PTS;
  • STS, if the car owner has it;
  • registration plates;
  • title documents for the car, this could be a gift or sale agreement, a certificate of inheritance of property, etc.;
  • receipts for payment of government services.

If the car was purchased abroad and brought to Russia, then a document confirming customs control will be required. When the registration is not carried out by the owner, the authorized person will have to obtain a power of attorney from a notary in advance.

The application may be completed on site if the application was not completed online but is submitted in person. According to Order of the Ministry of Internal Affairs No. 139 (03.20.17), traffic police officers should not require a paper version of the MTPL policy from the applicant; they just need to check its availability through the electronic database.

It is necessary to take into account that having temporary residence, a citizen can register a car only for 6 months.

A car owner always needs to remember when MTPL insurance expires. If its term expires at the moment when the car owner is away, how can it be issued with a temporary registration?

It all depends on what needs to be done:

  • renewal of an existing insurance contract with your insurer;
  • entering into a new agreement with another insurance company.

Both options are quite feasible in another region of Russia, where the citizen will live for some time. To renew, you will need to find a branch of the insurance company with which the contract has already been concluded.

Each insurer issues a list of its representative offices located in the Russian Federation upon the initial conclusion of the agreement. In this case, documents will not be requested from the car owner again; the responsible employee will check the company database. Papers may be required if any misunderstandings arise.

When insurance is carried out for the first time or the car owner decides to enter into an agreement with a new company, he will have to submit to the insurer, in addition to an application and a civil passport:

  • PTS;
  • STS;
  • driver's license;
  • technical inspection

A notarized power of attorney for an authorized person will be required if the contract will not be concluded by the owner of the vehicle. Today it is allowed to have insurance in electronic form. Foreigners who do not need to insure a personal car temporarily located in Russia must have it on paper.

What to do when your registration expires

Extension of temporary registration of a car is required when the period expires:

  • citizen registration;
  • temporary registration for the car itself.

To do this, you will need to collect documents again and submit them to the traffic police, in the same way as temporary registration with the Federal Migration Service at your residence address is carried out. If you receive new license plates, they will need to be included in your insurance. Renewal of vehicle registration under temporary registration is carried out by placing a mark on the vehicle registration card.

In a situation where a citizen is removed from temporary registration at his place of residence or his registration expires and there is no need to renew it, he is also obliged to remove his car. If he does not do this, then within 5 days from the moment his registration expires, the registration of the car will be terminated automatically.

All this will happen electronically. Registration plates and STS will be put on the wanted list, and a corresponding mark will be made on the vehicle registration card. The car owner will receive a notice of cancellation of temporary registration that was not renewed on time.

License plates and car documents, which are electronically stored in the traffic police database, are subject to disposal after a month if the car owner does not claim them by that time.

In fact, it will be considered that the car is not registered, and according to the provisions of Russian legislation, the owner faces a fine. Therefore, it is recommended to resolve this issue in advance. If a violation of the law occurs, you will first have to pay a fine and then submit documents to register the car.

What happens to the numbers and certificate of registration when registration is terminated?

61. When the state registration of a vehicle is terminated in accordance with paragraphs 56, 58 - 60 of these Rules, state registration plates, with the exception of those accepted by registration divisions for preservation, and registration documents are declared invalid and are entered by the registration division into the corresponding search records of lost special products of the State Traffic Inspectorate.

When the state registration of a vehicle is terminated in accordance with paragraph 57 of these Rules, state registration plates and registration documents are invalidated and are entered by the registration division into the relevant search records of lost special products of the State Traffic Inspectorate after 10 days from the date of alienation of the vehicle.

If the registration of a car is terminated for one reason or another, then the registration certificate of this car and its license plate number are put on the wanted list. The only exception is numbers reserved for the car owner upon application. Such numbers are not put on the wanted list.

We are also talking about the situation when entering into an inheritance. If the owner of the car has died, then information about this is sent to the traffic police. The traffic police automatically stops registering the car. That is, you cannot drive such a car until you enter into an inheritance (this happens after 6 months). If the heirs get behind the wheel earlier, then at the first stop, traffic police officers will confiscate the car’s license plates and registration certificate.

Possibility of registration only after applying additional markings

18. If signs of forgery of submitted documents, state registration plates are detected, changes or destruction of markings applied to vehicles by manufacturing organizations, as well as if there is information about the presence of vehicles or main components of vehicles (body, cabin, frame) in the wanted list or the submitted documents - among the abducted persons, the internal affairs body carries out an inspection in the manner established by the legislation of the Russian Federation.

In these cases, registration actions are carried out upon completion of inspections carried out by internal affairs bodies, and in relation to vehicles with changed (destroyed) markings - after applying additional markings.

This item applies to vehicles whose body number (VIN) has been destroyed or changed.

For example, the number may be damaged by rust.

Another option is a car that was previously stolen. For such a car, the body number may be “interrupted”.
