Registering a car often involves a number of nuances, perhaps the main one being the good technical condition of the used car. But there are a number of other nuances. What if we buy a car in another city? Or we just want to get numbers from a different region. The answer to the question in our case is positive: in 2021 we can register the car in any region of Russia, regardless of the region of our residence.
If a car is purchased in another region, it does not have to be registered there. According to the law, we are given 10 days after the purchase to issue compulsory motor liability insurance (from the date fixed in the purchase and sale agreement) and the same 10 days to register. But if we decide to avoid possible problems with the traffic police, then the right decision here is to register the car in the region of its purchase.
As for the numbers, there are no problems here either - did you want numbers with region 777? You can register your car in Moscow.
In general, it is correct to call it not “register a car,” but “register a car.”
The administrative regulations of the Ministry of Internal Affairs provide for the possibility of registering a car in another region from the end of 2013. Today, in 2021, to do this, it is enough to apply to any MREO of a given city with paid state fees (2000 rubles for new plates - if this is required, and the car does not remain on the old plates) and 500 rubles for the issuance of a new registration certificate (pink plastic card, which is sometimes mistakenly called a registration certificate). By the way, when submitting an application for registration through the State Services portal, a 30% discount on payment of state fees is provided if payment is made by bank transfer (by card of any bank, via telephone or electronic money).

Linking registration plates to region
In the Russian Federation, the linking of car license plates to the region where the owner is registered is again being introduced. If the purchased car has a different region code in its license plate, you will need to obtain different license plates during re-registration. In this case, the place of registration of the vehicle does not matter. The owner still has the right to contact any MREO in the country to obtain STS and license plates.
If you are going to arrange transport in Moscow, but are registered in another region, contact any suitable branch. Upon completion of registration, you will receive the required documents and an assigned number, but the plates themselves will have to be ordered from a special company.
What is useful for the future owner to know?
Legislation often undergoes changes, which the average citizen has neither the opportunity nor the urgent need to regularly monitor. “How is this supposed to be done?” - a similar question arises after the fact, when it is already necessary to solve the problem. In such a situation, friends-advisers can often provide a disservice. For example, many argue that transport should be registered at the place of registration, since they themselves went through the procedure in this way. But it’s worth clarifying: how many years ago was this? Registration of a vehicle with the State Traffic Safety Inspectorate 2021 does not require the new car owner to contact the inspectorate at his place of residence. And this situation has been in effect for more than five years. There will be no obstacle to registering a car in Moscow if its lucky owner:
- Has a permanent residence permit in Voronezh, Vologda, Kostroma or another locality in the Russian Federation.
- Has a temporary residence permit.
But it is impossible to register a car without registration if it is completely absent (the person is not registered anywhere). This can be explained logically: if a car gets into an accident and the owner needs to be held accountable, finding a person without registration in the vastness of the Russian Federation will be problematic.
Changes in legislation have abolished the mandatory deregistration of a car before sale. But do not worry that the car will be registered with the old owner: as soon as you contact the inspectorate to register the car, it will automatically be removed from the old registration. There are two cases in which a car must be deregistered:
- Its condition requires sending it for disposal (for example, it was seriously damaged in an accident).
- It is being transported to another country.
Ordering numbers from commercial companies
The list of organizations that have received a license to print registration plates is presented on the official website of the State Traffic Inspectorate. Select a suitable company, order the production of plates and provide the vehicle registration certificate received from the traffic police; it is on the basis of this document that the plates will be produced.
The cost of printing license plates varies, often depending on the license plate format. The price is regulated by the Federal Antimonopoly Service, the maximum cost is 2000 rubles. Additional fees may apply for other services such as express delivery.
Important! For driving a vehicle without license plates, a motorist faces a fine of 5,000 rubles. We recommend ordering the production of license plates immediately after registering the car with the State Traffic Inspectorate.
Responsibility for refusal to re-register a car
According to Article 19.22 of the Code of Administrative Offenses, penalties for failure to update information in PTS and STS are not established .
A distinction should be made between evading vehicle registration and evading updating registration data. Fines are imposed only in the first case. In the second option, it is considered that the registration took place earlier.
In this regard, many owners do not take their obligations to the registration authorities seriously, regarding this procedure as a waste of time and money. And in vain.
What documents need to be collected
The set of papers differs for citizens and legal entities. An individual wishing to register a vehicle needs:
- statement
- owner's passport
- technical passport of the vehicle
- old certificate of registration (if there is a change of owner)
- purchase and sale agreement (donation agreement or equivalent title document)
- state duty payment receipt
If the application is submitted not by the owner of the vehicle, but by his representative, a notarized power of attorney is required. A representative visiting the State Traffic Inspectorate must have an identification card with him.
The MTPL civil motor insurance policy is not included in the list of papers, since traffic police representatives check the availability and validity of the policy using an electronic database. Uninsured vehicles are not registered.
When registering a car for a legal entity, the following is required:
- statement
- vehicle owner's passport
- power of attorney to register a vehicle on behalf of the company (signed by the head of the enterprise)
- extract from the Unified State Register of Legal Entities
- payment order for payment of duties
- registration certificate
- certificate of registration (if available)
- sales agreement
- rental agreement or leasing agreement (if any)
- state duty payment receipt
If the car is registered to a separate division or branch of the company, an additional order is provided on the establishment of the division, an order on allocating it with a car, a certificate of registration with the Federal Tax Service and a certificate from the state register.
In what order is the procedure performed?
Before submitting an application to the MREO, you must insure your vehicle. OSAGO insurance is required for all cars, regardless of the year of manufacture. Cars older than three years are insured after passing a technical inspection. To carry out maintenance, you need to contact a licensed inspection station.
A car owner can take out an MTPL insurance policy in any region. However, it is worth taking into account the cost; it depends on the region where the vehicle is operated, or more precisely, on the coefficients used to calculate the cost of insurance in a particular region. To insure a vehicle, it is not necessary to personally visit the insurance company; you can buy a policy on the official website of the insurer.
Registering a vehicle in Moscow takes about one to two hours or more. To complete the procedure in less time, you should first make an appointment with the appropriate department. The registration procedure is standard in all areas of the city:
- Submitting an application
- Inspection of vehicles by State Traffic Inspectorate employees
- Checking vehicle and owner documents
- Payment of state duty
- Registration certificate registration
- Issuance of state license plates
One of the main procedures is the inspection of the car, which is performed at a special site by employees of the State Traffic Inspectorate. They check the numbers of the car body and components with the data recorded in the technical passport. If the numbers do not match, the license plates are missing or damaged, the car will not be registered, and traffic police officers will send it for forensic examination. The duration of the examination is up to 15 days, it is paid by the owner of the car.
Attention! If technical errors are made during the preparation of documentation, they are corrected free of charge within three days after the issuance of the STS. To correct errors, the car owner must submit the appropriate application in person or online.
Do I need to re-register the car?
Re-registration of a car is a fairly simple procedure, the purpose of which is to send notices of fees and penalties to the owner’s place of residence. If such a procedure is not carried out, notifications will simply stop receiving, and subsequently difficulties may arise in obtaining insurance payments related to an accident, as well as with technical inspection.
The state has simplified the procedure for obtaining documents for a car: after changing the registration, deregistration occurs automatically.
In connection with the entry into force of amendments to the Order of the Ministry of Internal Affairs of the Russian Federation No. 605 dated 08/07/2013, the re-registration period was extended from five to ten days. In 2020, the current version of the Administrative Regulations is Order of the Ministry of Internal Affairs of Russia dated December 21, 2019 N 950, which also designates a ten-day period for re-registration.
Changing your registration does not affect the validity of your driver's license . This document indicates the region of issue, but it is valid throughout the country, regardless of place of residence.
If while driving the car is stopped by a police officer and it is discovered that in the documents presented by the owner, the address of its actual registration does not coincide with the address in the STS, then the latter is considered invalid.
Can they refuse to register a car in another region?
Traffic police inspectors can refuse to register a vehicle in any region; the reasons for refusals lie not in the place of the procedure, but in violations of current rules and laws. Main reasons for failures:
- provision of an incomplete package of documents
- filing incorrectly completed or fraudulent papers
- the vehicle is under arrest, in a lien that restricts the performance of registration actions, or sent for disposal
- car stolen and wanted
The absence of any document from the main list means almost 100% probability of refusal. Before visiting the State Traffic Inspectorate, be sure to check the documentation.
If the applicant complies with all the rules and requirements, the traffic police cannot refuse to register the vehicle, regardless of the place of registration of the owner.
About purchasing not by registration
How to buy a car in another city? In the same way as in the case of concluding a transaction at the place of registration or temporary residence of the buyer.
The citizen will have to perform the following actions:
- Find a car seller and inspect the “product” you are purchasing.
- Discuss the specifics of the deal.
- Prepare a certain number of documents. The bulk of the paperwork for the transaction is prepared by the seller.
- Conclude a purchase and sale agreement with a notary.
- Transfer money for movable property, receiving a receipt in the prescribed form for this.
That's all. After this, you will have to think about registration actions in relation to movable property. There is nothing difficult or incomprehensible about them. But individual citizens may become confused in this process.
Payment of state duty
Registering a car is a paid procedure. The owner must pay a state fee. The amount is fixed, regardless of the department where the car is registered. The cost is 2850 rubles, it includes fees for several procedures:
- Registration certificate registration – 500 rubles
- entering the new owner’s data into the registration certificate – 350 rubles
- issuance of registration plates – 2000 rubles
If the car is re-registered to another owner without changing license plates, the cost of the procedure will be 850 rubles. Additionally, it may be necessary to replace the technical passport if it is completed or is in unsatisfactory condition. The cost of a duplicate registration certificate is 800 rubles.
There are several ways to pay the state traffic police fee:
- at the branch cash desk
- via self-service terminal
- via Internet banking or at the bank's cash desk
- through the online service State Services
Is it possible to register a car at the 24-hour traffic police?
In Moscow there are no traffic police departments working around the clock. If on the Internet you see an offer to register a vehicle or undergo another procedure at the 24-hour traffic police department, this is unreliable information.
There are several options for the working hours of the capital's registration offices. Some sites provide services daily from 8:00 to 20:00, others from 10:00 to 22:00. Some branches are open from Tuesday to Saturday or from Monday to Friday.

How to register online?
You don't have to stand in line to register a vehicle. You can make an appointment in advance, choosing a suitable time, on the Public Services portal. By registering on the portal, the user can submit documents, select the appropriate MREO of the city, and also pay the state fee. Please note that only citizens with a verified account can use the service. After registering on the website, the user’s civil passport and SNILS data are checked by the Migration Service and the Pension Fund of the Russian Federation; confirmation may take several working days.
How to submit an electronic application:

- Fill out the electronic application, indicating the details of the car and the owner (when filling out, use the owner’s passport, PTS or STS)
- Select the appropriate branch from those offered
- Select time of visit
- Confirm your application
- Pay the state fee
To pay the state fee, a bank card of any popular payment system, as well as an electronic wallet, is suitable. By paying government fees online, the user receives a 30% discount. After payment you need to save and print the receipt.
The electronic application should also be printed and submitted to the department during a personal visit along with the original documentation. Having visited the MREO at the appointed time, the applicant must provide the car for inspection. After completing all procedures, he will receive a registration certificate.
How to replace STS and PTS when changing your registration address?
Both of these documents are changed simultaneously at the traffic police or MFC. You can sign up for a replacement through the State Services portal. Below we will provide instructions for registering through this site. The only difference between a direct application to the traffic police or the MFC and the State Services is that you write the application yourself.
- for submission directly to the traffic police (without State Services).
- (to be filled out by hand).
But first of all, you need to check that there are no prohibitions on registration actions from bailiffs, since replacing documents when changing an address is a registry action. We have provided instructions for such verification in a separate article.
What documents will be required?
There are 5 of them in total:
- your STS with the old registration address,
- PTS,
- your civil passport,
- statement,
- receipts for payment of state fees.
How much does it cost?
You will need to pay 2 state fees:
- for issuing a new STS – 500 rubles or 350 (30% discount) when paying through State Services,
- for making changes to the PTS – 350 rubles or 245, respectively, when paying through the State Register.
But if you have run out of space in your vehicle passport, then instead of making changes to it, you will have to pay for the issuance of a new document, and this is already 800/560 rubles, respectively.
