In December 2013, an updated regulation of the Ministry of Internal Affairs came into force, according to which it became permissible to re-register a vehicle to another person, without deregistering the car. All obligations from the seller were also removed; after the purchase and sale agreement is concluded, all legal issues fall on the buyer.

The main aspects that made it possible to shorten and simplify the procedure for re-registration of a car:

  1. The owner of the car does not have to deregister it; this is done automatically when the new owner presents the purchase and sale agreement and application.
  2. At the request of the new owner, the old license plates are transferred to him.
  3. When checking, the numbers are checked - body, chassis and VIN code; previously, the engine number was also analyzed, which lengthened the process.
  4. Also, re-registration of a car is no longer required if a person changes their region of residence.

Where can I re-register a car?

In accordance with Order 605 of the Russian Ministry of Internal Affairs, car registration is carried out by the buyer, that is, the new owner. He is obliged to register the vehicle within ten days after signing the purchase and sale agreement. If the deadlines are violated, a monetary fine is imposed.

Re-registration of a car is carried out in the territorial division of the State Traffic Inspectorate, moreover, it is permissible to choose any department, and not necessarily the one attached to the registration address. Directly at the traffic police, the cycle of actions is as follows:

On January 1, 2021, a new procedure for registering vehicles with the traffic police came into force in Russia. It was introduced by Federal Law No. 283-FZ “On State Registration of Vehicles...” and several by-laws adopted by the government. Region binding

In Russia, the linking of vehicle registration plates to the region in which its owner lives has returned. Therefore, if the purchased car has a license plate number of a different region, then when registering you will need to get new plates. If a person from Voronezh bought a car with a code for the Moscow region, then in addition to issuing a new registration certificate (STS) and making the appropriate entry in the PTS (or receiving a new one if the place has run out or the document has become dilapidated), he will need to obtain new registration plates.

At the same time, the new owner can register the car with any MREO. The traffic police will issue new documents and numbers if suddenly the department has plates with the required regional code. But most likely, non-resident cars will only be assigned the value of a license plate. And it will need to be manufactured by a third party.

Production of license plates from third-party manufacturers

A list of companies that have the right to print registration plates is on the traffic police website. You need to choose a convenient address and provide it to the STS organization, on the basis of which the numbers will be produced.

The cost of producing registration plates can vary and often depends on the number of manufacturers in the region and on the format of the license plate (more on them later). But in any case, a set of numbers should cost no more than 2000 rubles. This price was set by the Federal Antimonopoly Service. Another thing is that companies can provide additional services, for example, express delivery, and they are charged separately.

Due to the fact that some car owners want to register a car but not receive license plates, the traffic police has published an explanation. “The State Traffic Inspectorate of the Ministry of Internal Affairs of Russia draws the attention of car owners to the need to produce state registration plates after assigning state registration numbers and the inadmissibility of driving a registered vehicle without installing state registration plates on it.” We remind you that driving a car without license plates is punishable by deprivation of rights for up to three months or a fine of 5,000 rubles (Part 2, Article 12.2 of the Code of Administrative Offenses of the Russian Federation).

About room types

New formats of registration plates are described by GOST R 50577–2018, which has already come into force on August 4, 2021. According to this document, “square” numbers have been added to the existing size of 520x112 mm (type 1) - 290x170 mm (type 1A) for cars, and numbers of a smaller format (190x145 mm) for motorcycles (type 4) are used. “Motorcycle” plates of the previous format (288x206 mm) are intended for tractors and other self-propelled equipment (type 3).

In order to obtain a “square” number, you need to pay attention to the last column in the table, which indicates the types of plates produced, in the list of companies that have the right to print registration plates. They are received as usual.

But even if the car has a standard mounting location for registration plates, it is better to check the formats of the plates produced in terms of city codes: plates for two-digit and three-digit codes differ in format. Accordingly, the selected company must have blanks for the combination assigned in the MREO.

If registration plates are already installed on the car, their code matches the owner’s registration, and the owner wants to change their format, then he just needs to pay for the production of new plates.

License plates that remain with the owner in exchange for those purchased in the new format are kept by the owner himself for an unlimited time.

Storing numbers

Just as before, the car owner can save the registration plates from his car by writing an application to the traffic police. This is possible not only before the sale of the vehicle, when new license plates are issued, but also when its registration is terminated at the initiative of the traffic police, for example, when fake or invalid documents are identified. Only from 2021, the owner will be able to store the registration plates himself, and he will be able to register a newly purchased car with them at any MREO, provided that the region code matches its registration. If during the year the owner did not use the saved license plates when registering, then the combination “burns out” and returns to circulation.

Additional marking in case of damaged identification numbers

If a car’s VIN, body or frame number is not readable, then a special police marking is applied to it. This is done after conducting examinations that exclude illegal actions with the car. The new rule applies not only to those vehicles whose license plates were damaged due to natural causes, but also to those that were subject to crime.

The marking is applied in accordance with the rules approved by Government Decree No. 1653. The list of companies that have the right to do this is posted on the website of the Ministry of Industry and Trade. The owner of the vehicle pays for the marking.

From a car dealership already with license plates

But buyers of new cars at car dealerships may not have to contact the traffic police at all and fuss with getting license plates - the seller will do everything for them. At the same time, he will represent the car owner in the MREO, receive documents for him and at the same time act as a representative of the registration department. From January 1, official dealers can receive the status of specialized organizations that will register vehicles. To do this, the official dealer must be included in the traffic police register (at the time of publication it had not yet been created) and have qualified specialists who will inspect cars, verify the client’s identity, prepare documents and enter data into the vehicle register.

While there are few such car dealerships - the requirements for them are high, there are many responsibilities, and from the client, in addition to the mandatory duties and the cost of producing a license plate, the dealer will be able to receive no more than 500 rubles for registration services (the tariff was set by the FAS). In addition, the order of the Ministry of Internal Affairs has not yet been approved, which describes the qualification requirements “for persons of specialized organizations participating in the state registration of vehicles authorized to conduct inspections of vehicles.”

From January 1, 2021, all cars registered in Russia will be entered into the state register of vehicles.

New vehicle registration certificates

Regardless of who registers the car and where, the new owner will be given a new type of STS, which was approved by Order of the Ministry of Internal Affairs No. 267 in April 2021. Its size remained the same (74×105 mm), as did most of the content, in which some clarifications only appeared. For example, the word “frame” appeared in the line with the chassis number. The concepts “Permitted max. mass, kq” and “Weight without load, kq” have been replaced by the more popular in the world “Technically permissible max. weight, kg" and "Weight in running order, kg". Although these two formulations have not yet been recorded in the Road Traffic Rules and other regulations, their definition is in the Technical Regulations “On Vehicle Safety”.

One of the notable changes to the STS was the disappearance of the line indicating engine power. At the same time, the lines “Vehicle type”, “Vehicle category (ABCD, trailer)” and “Vehicle type approval N” appeared. It is noteworthy that the line “category” implies not only the division for driver’s licenses, but also the classification from the technical regulations with the letters L, M, N, O and indices for them. It is understood that, based on these data, the traffic police officer will be able to understand what kind of car is in front of him. The owner will be able to find out the characteristics of his car from the PTS data.

Technical errors made during state registration of a vehicle are corrected free of charge within three days based on an application from the owner in written or electronic form.

Passport representation

The owner's representative can carry out registration activities. For this, a simple handwritten power of attorney will be sufficient only if it is accompanied by the owner’s original passport. If the owner cannot give his document to the representative, then he will have to issue a power of attorney from a notary.

Only citizens over 16 years of age can own a car. If a child received a vehicle as a gift or by inheritance, then it is registered in his or her name by an official representative (one of the parents, guardian or trustee).

Return of "transits"

If the owner travels his car abroad in order to sell it there, he receives Transit registration numbers. These numbers are also issued to foreigners who export a car purchased in Russia. On transit numbers, you can move the base vehicle or chassis from the primary manufacturer to the superstructure manufacturer. Transit numbers are valid for 30 days from the date of issue.

Termination of accounting

The opportunity to deregister a car simply at the request of the owner has returned. Such a measure may be necessary for those who cannot or do not want to use a car (large investments are required after an accident, the car is put up for sale but is stuck, etc.). When deregistered, the documents for the car are considered invalid, and the license plates are included in the “search records of lost special products of the traffic police.” That is, you cannot drive such a car.

Let us recall that previously deregistration was associated exclusively with the alienation of a vehicle - sale or disposal, after which it was impossible to restore registration.

All these changes should first of all create more order for the Ministry of Internal Affairs when registering vehicles and their further movements. Secondly, to simplify the life of car owners, at least its formal side. But most likely, what is beautifully written on paper will not always be implemented as successfully in practice. We can expect that in the next couple of years the Ministry of Internal Affairs will issue more than one order clarifying the application of the Law on Vehicle Registration.

In what cases is it necessary to re-register a car?

The need for re-registration arises in the following cases:

  1. Receiving a vehicle by inheritance (from a relative or any person).
  2. Donation of a car (provided as personal property to the recipient).
  3. Purchase under a sales contract (the document is signed by the seller and the buyer)
  4. Change of place of residence by the owner (for example, a person came for permanent residence or received permanent residence in the Russian Federation and wants to re-register the car according to Russian laws).

As before, you can register your car at any traffic police department. A resident of Vladivostok can do this in Moscow, and a Muscovite can do this in Sochi. But they will be assigned a number with the code of the region where they are registered at their place of residence.

The new registration rules separated the concepts of state registration marks and state registration numbers. Numbers are assigned by the traffic police. To provide such a service, the dealer must be included in the register of specialized organizations maintained by the Ministry of Internal Affairs. How to pay state duty at a discount

  1. When registering a vehicle acquired under a purchase and sale agreement, there is no need to be present in the presence of the previous owner of the vehicle.
  2. A general power of attorney does not change the owner of the car, although it gives a wide range of powers to the user.

In order for the procedure for registering a car to be carried out by a trusted person, it is necessary to draw up a document indicating the transfer of authority. It is recommended to have the paper notarized.

Preparation of documents for used car insurance

Buying a used car secondhand does not necessarily require maintaining a compulsory motor liability insurance policy.
According to the established procedure, if you buy a car without insurance, you must obtain it within 10 days after the purchase and sale transaction is concluded. At this time, you cannot be fined for its absence, but if you get into an accident and are found to be at fault for the accident, you will have to pay compensation out of your own pocket. Therefore, do not delay in applying for a policy! You can also negotiate with the seller to keep your current insurance. In this case, you will need to visit the insurance company together to re-issue the papers. For the unused insurance period, compensation is provided to the ex-owner.

Is it allowed to re-register a car without a license?

  • OSAGO (insurance must be taken out by the new owner)

You can entrust the re-registration of a car to another owner through State Services to an authorized person. When visiting the State Traffic Inspectorate, the owner’s representative must have his passport and power of attorney with him. How to file an application with the traffic police?

To the State Traffic Inspectorate - indicate the full name of the department to which you plan to apply to complete registration actions. If you don’t know the name, then look it up on the official website of the State Traffic Safety Inspectorate (GIBDD.rf) in the “contacts” section - “state traffic inspectorate departments”.

I - indicate the applicant's full name. If the car owner submits documents independently, then his last name, first name and patronymic are indicated in this field. If a trusted person contacts the traffic police, then you need to indicate the full name of this trusted person.

When submitting the following documents, I ask that in this field you need to indicate what operations with license plates and vehicle registration certificates need to be performed:

  • with the issuance of a PTS - if the PTS runs out of free space, or the PTS has become unusable, or the PTS is lost;
  • without issuing a PTS - if there is free space in the PTS to make another entry;
  • with the issuance of a state license - if new license plates must be issued for the car (for example, if the car is new, or if the region code on the license plate does not correspond to the registration of the car owner);
  • without issuing a license plate - if the car still has the number that was used on it before;
  • with the assignment of a saved license plate - if the car owner wants to assign a number that was previously saved for him; in the same field you need to indicate the number itself, which is in storage.

Note. No other values ​​are provided for this field in the application form. However, if necessary, you can enter the value “with preservation of state protection” into it. It will allow the car owner to save the number for future use. In addition, I recommend filling out a separate application to retain your number.

Information about the vehicle owner

This section of the application is completed on the basis of the car owner’s passport. You must enter your full name, date and place of birth, passport details, registration address, telephone, email, citizenship, gender and Taxpayer Identification Number.

In general, filling out this section should not cause problems. Only the last line with the fields “date”, “signature” and “full name” deserves attention. These fields are filled in:

  • the car owner himself - if he applies to the traffic police on his own;
  • authorized person - if a power of attorney is used for registration with the traffic police (in this case, the signature of the authorized person and his full name are put, and not the signature and full name of the owner).

Vehicle owner representative

This section is filled out only if it is not the owner of the car, but a person by proxy, who contacts the traffic police. If you go to the traffic police on your own, then simply skip this part of the application.

So, based on the passport of the authorized person, you need to enter the full name, date of birth, passport details, place of registration and telephone number in the application.

Of particular interest is the power of attorney field:

  • if a handwritten power of attorney , then the field can be filled out as follows: “dated January 16, 2021, issued by Ivan Ivanovich Ivanov.”
  • if the power of attorney was issued by noratirus , then the field is filled in as follows: “dated January 16, 2021, issued by Ivan Ivanovich Ivanov, register number 8-1234, certified by the notary Gorodnichy Andrey Vasilyevich.”

Bottom of the front side of the form

The bottom part contains only 2 fields: date and signature. They must be filled out by the person who submits the application to the traffic police (the car owner or an authorized representative).

Vehicle information

This section of the application is completed on the basis of the vehicle registration certificate or vehicle passport.

Just rewrite the information about the car in the appropriate fields.

After this, filling out the application is completed. Everything that is located in the application below the phrase “Automated accounting checks” is filled out by traffic police officers. Therefore, the remaining fields should not be touched.
