In any case, the decision on expulsion is made by the dean’s office and the rector’s office only after a conversation with the student and finding out the reasons: what led to this situation, how the student himself evaluates and perceives it, whether he is ready for “rehabilitation” and whether he should be given this chance “here” and now”, etc.
If a student experiences the following first signs of “study malaise,” which may eventually lead to expulsion, then he should urgently think about his situation and look for a way out of it:
- Low performance in subjects (regardless of the number of disciplines. Failure to perform even in one subject can lead to expulsion);
- The presence of absenteeism, absences from classes for unexcused reasons, unworked absences (in most cases, for expulsion it is enough to miss half of the classes provided for by the curriculum);
- Mandatory written projects not submitted on time, without which it is impossible to obtain admission to the session. This type includes coursework, practice reports, etc.
- Tensions with teachers and classmates due to non-compliance with the rules of order at the university, etc.

Reinstatement for distance learning
If a student becomes aware that he is expected to be expelled, he has the opportunity to continue his studies. To do this, it is enough to switch to a correspondence course, if the previous one was full-time. This provides the following benefits:

- there is no need to take exams again;
- there is an opportunity to study in the same specialty if the university provides a correspondence course for it;
- the cost is much lower when it comes to paid education.
It is not necessary to re-enter your educational institution. The student is given a certificate of incomplete higher education indicating the disciplines completed. Based on it, you can apply to another university and even to another specialty. In this case, you will have to take those disciplines that were not previously completed or for which there are much fewer training hours. At the new location, it is possible to enroll in a junior course.
Terms of reinstatement at the university after expulsion
Universities differ not only in the lists of documents, but also in the recovery periods. They depend on the internal rules of reinstatement at the university after expulsion, the schedule and division of the academic year into periods. The dates of sessions and final certification or the start date of the study period may differ - in some places the year is divided into semesters, in others into modules. At Moscow State University, for example, applications are accepted from June 20 to July 10.
The general rule for all universities is that students can be reinstated within 5 years from the date of expulsion.
In general, after exclusion due to academic failure, the student is enrolled at the beginning of the module or semester at the beginning of which the “failed” subject begins. If there is no need to re-study the course, then the student can recover and close the debt during the test and examination session.
At MGIMO, for example, the summer session lasts from May 15 to June 30, and the winter session from December 15 to January 25. With failure to pass the State Examination, the situation is similar - the student is reinstated during the certification period itself.

PROCEDURE for transfer, reinstatement, expulsion of students
1. GENERAL PROVISIONS
1.1. This “Procedure for transfer, reinstatement and expulsion of students at the educational institution “Belarusian State Economic University” (hereinafter referred to as the Procedure) was developed on the basis of the Code of the Republic of Belarus on Education, “Regulations on the procedure for transfer, reinstatement and expulsion of students”, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated June 15, 2011 No. 780.
1.2. The provisions of this Procedure apply to students studying educational programs of higher education of levels I and II in full-time and part-time forms.
1.3. Transfer and reinstatement of students is carried out no earlier than after the end of the first academic year, as a rule, during the holidays for full-time education students and no later than one month before the start of the next examination session for the relevant course - for part-time students .
1.4. Students expelled from the second semester of the first year, who do not have arrears based on the results of the current certification for the first semester, can be reinstated in the second semester of the first year, but not earlier than after the end of the academic year in which they were expelled.
Reinstatement to the first year is also possible for persons expelled due to circumstances that prevent them from continuing education in specialties (specialties, specializations) for the Armed Forces of the Republic of Belarus, other troops and military formations of the Republic of Belarus, internal affairs bodies of the Republic of Belarus, financial investigation bodies of the State Control Committee of the Republic of Belarus, bodies and units for emergency situations of the Republic of Belarus, provided for by the legislation on the performance of the relevant service.
1.5. The transfer, reinstatement and expulsion of students is carried out by the rector of the educational institution "Belarusian State Economic University" (hereinafter referred to as BSEU, university) upon the recommendation of the dean of the faculty, agreed with the first vice-rector - for full-time students at the 1st stage, full-time and part-time students at the 2nd stage ; with the vice-rector supervising the correspondence course - for correspondence students of the first stage of higher education.
1.6. The decision on transfer, reinstatement and expulsion of students is formalized by order of the university.
1.7. The order for transfer and reinstatement specifies the deadline for eliminating academic debt and discrepancies in curricula (hereinafter referred to as academic differences).
1.8. The conditions for transfer and reinstatement of students are:
1.8.1. availability of vacancies at the university (according to the appropriate form of education) within the number of students provided for by a special permit (license) for educational activities and (or) plans for training specialists (within the target figures);
1.8.2. availability of vacancies in the training group in the relevant specialty (specialization) and form of education;
1.8.3. payment of additional expenses associated with the elimination of academic differences and the cost of training in accordance with the concluded agreement on the training of a specialist with higher education on a paid basis;
1.8.4. the opportunity to successfully continue training according to the curriculum of the relevant specialty.
For the purposes of this Procedure, the possibility of a student successfully continuing his studies according to the curriculum of the relevant specialty is understood as: a) the presence of an academic difference, as a rule, in no more than five disciplines, taking into account their volume and difficulty of study, and in no more than three disciplines when reinstating the second a course of students expelled from the first year and who have passed the current certification for the first semester; b) the possibility of eliminating academic differences within the following periods:
- when transferring and reinstating to full-time education from the first semester - no later than October 1;
- when transferring and reinstating to full-time education from the second semester - no later than March 1;
- when transferring and reinstating to a correspondence form of education - no later than the beginning of the next test and examination session in the corresponding course, subject to passing no more than one test (exam) per day.
1.8.5. absence of medical contraindications to study (work) in the specialty (field of specialty, specialization) desired for transfer.
1.9. Additional conditions for the reinstatement of students are:
1.9.1. compensation of tuition arrears at the time of expulsion by students who previously studied at BSEU on a paid basis;
1.9.2. successful completion of an interview by persons who have had a break in education for more than three years from the date of expulsion.
1.10. If there are no conditions necessary for reinstatement (transfer) of the student, the dean of the faculty, within two weeks from the date of receipt of the application, informs the student about the rector’s decision on the reasons for refusing reinstatement (transfer) to the university.
1.11. Disciplines studied by the student can be re-credited in accordance with paragraph 2.2 of the “Procedure for re-crediting academic disciplines at the educational institution “Belarusian State Economic University”, approved by order of the rector No. 879-A dated December 6, 2005, with paragraphs 2.2-2.6 “The procedure for transferring academic disciplines at the faculty of the Higher School of Management and Business of the educational institution Belarusian State Economic University, approved by order of the rector No. 800-A dated November 9, 2007. The decision to transfer academic disciplines is made by the dean of the faculty. Re-credited disciplines are not included in the academic difference.
1.12. Certification of students in disciplines that constitute an academic difference is carried out by the head of the relevant department or a teacher appointed by him.
1.13. The issuance of an order for the reinstatement (transfer, expulsion) of a student is preceded by the conclusion or amendment (termination) of the corresponding agreement on the training of a specialist with higher education.
Transfer students
2.1. Transfer of students can be carried out from another university to BSEU, from BSEU to another university, within the university - to another specialty and (or) another form of study.
2.2. The basis for considering the issue of transfer is a student’s application submitted to the dean’s office addressed to the rector of the university with a copy of the grade book certified by an authorized person for transfer from another university, an application and grade book when transferring to one faculty, an application with the consent of the dean and a grade book when transferring from one faculty to another.
2.3. The transfer of a student to BSEU from another university is made with the consent of the heads of both educational institutions.
2.3.1. Based on the submitted documents, the dean of the faculty determines the presence of an academic difference and sends the student’s application for approval in accordance with clause 1.5. of this Order.
2.3.2. Positive consideration of the issue of transferring a student from another university to the university is formalized by a corresponding letter signed by the rector (vice-rector) of the university on consent to the transfer, which is issued to the student for presentation to the management of the university in which he is studying.
2.3.3. The basis for enrolling a student from another university at BSEU is a copy of the order on the student’s expulsion from the university in connection with a transfer to BSEU.
2.3.4. The university where the student previously studied, within five days after issuing the order of expulsion in connection with the transfer, sends the student’s personal file to the university. In cases where personal files cannot be forwarded, a certificate of study signed by the head of another university and affixed with an official seal is sent.
2.4. When a student transfers from BSEU to another university, he submits to the rector of the university an application for expulsion in connection with the transfer to another institution of higher education, attaching a letter of consent to the transfer to another university.
2.4.1. After the university receives a request to transfer a personal file to another university, an order is issued to expel the student in connection with the transfer and his personal file is sent within five days. The BSEU stores a copy of the academic certificate (certificate of study), grade book, educational and personal student cards, and a list of sent documents.
2.5. The transfer of students within the university from one specialty to another, from one form of study to another is carried out in accordance with clauses 1.5-1.8, 1.13 of this Procedure.
Student recovery
3.1. Persons who studied at BSEU or another university with whom educational relations were terminated early have the right to be reinstated as university students.
3.2. Reinstatement of students expelled in the current academic year is allowed no earlier than after the expiration of one semester (half year) from the date of expulsion.
3.3. The time frame for reinstatement of students expelled from full-time education in the current academic year to a part-time education is not regulated.
3.4. The reinstatement of a student who has had a break in education for more than three years is preceded by an interview. The procedure for conducting an interview and the list of disciplines in which it is conducted are established by the dean of the faculty and documented by his written order.
3.5. The basis for deciding the issue of reinstatement of students is an application addressed to the rector of the university in the form in accordance with Appendix 1 to this Procedure. The following are attached to the application:
- original document on the previous level of education (certificate of general secondary education, diploma of a secondary specialized or vocational educational institution based on general basic education);
- certificate of study (academic certificate). For students expelled from BSEU, the results of passing the current certification in academic disciplines instead of an academic certificate (certificate of training) can be confirmed by the student’s educational card;
- medical certificate in the form established by the Ministry of Health (for those expelled from universities other than BSEU);
- 3 photographs measuring 3*4 cm.
3.6. Based on the documents submitted by the student on the results of passing the current certification in academic disciplines before expulsion, the dean determines the academic difference, as well as the need and timing of the interview. The results of the interview are documented in a protocol in the form in accordance with Appendix 2 to this Procedure.
3.7. The student's application for reinstatement is submitted by the dean of the faculty for consideration in accordance with clause 1.5 of this Procedure.
Student expulsion
4.1. Expulsion from the university is carried out:
4.1.1. in connection with obtaining education;
4.2.1. ahead of schedule:
4.2.1.1. at the initiative of the student;
4.2.1.2. at the initiative of the university;
4.2.1.3. due to circumstances beyond the control of the student and the university.
4.2. At the student's initiative, expulsion is allowed:
4.2.1. at your own request;
4.2.2. in connection with a transfer to another university.
4.3. At the initiative of the university, a student may be expelled:
4.4.1. for failure in three or more academic disciplines; 4.4.2. for poor performance in two academic disciplines and failure to complete the practice program or receiving an unsatisfactory grade when passing a differentiated test in practice; 4.4.3. for failure to fulfill the individual work plan of the master's student; 4.4.4. for failure to complete the internship program, receiving negative feedback from the internship supervisor from the organization, an unsatisfactory grade when passing a differentiated test if it is impossible to re-send the student to internship; 4.4.5. for failure to pass the final certification without a good reason within the time limits established by the university or receiving a grade below 4 (four) points based on its results; 4.4.6. for failure to liquidate academic debt (academic differences) within the time limits established by the university; 4.4.7. for a long (more than thirty days) absence without good reason from classes during the academic year; 4.4.8. for systematic (repeated during the academic year) failure to fulfill or improper performance of the student’s duties and the University’s Internal Regulations, if disciplinary measures have previously been applied to the student; 4.4.9. for failure to pay tuition fees within the terms stipulated by contracts for the training of specialists with higher education; 4.4.10. for failure to appear from vacation for training sessions after one year from the date of dismissal from compulsory military service into the reserve or retirement.
4.5. Expulsion due to circumstances beyond the control of the student and the university is carried out in the following cases:
4.5.1. the entry into force of a court verdict by which a student is sentenced to a punishment that precludes continued education;
4.5.2. death of a student.
4.6. Expulsion of a minor student at the initiative of the university is carried out after notification of the relevant commission for minors of the local executive and administrative body.
4.7. Expulsion from the university on the grounds specified in clauses 4.4.7-4.4.8 of this Procedure is made taking into account the opinion of the primary trade union organization of students.
4.8. The grounds for expulsion of students from the university are:
4.8.1. for the reasons specified in clause 4.1.1 - the decision of the State Examination Commission;
4.8.2. for the reasons specified in clauses 4.3.1-4.3.2 – student’s application;
4.8.3. for the reasons specified in paragraphs 4.4.1-4.4.2, 4.4.4-4.4.10 - a memo from the dean;
4.8.4. for the reasons specified in paragraph 4.4.3 - a memo from the head of the relevant department;
4.8.5. for the reasons specified in clause 4.5.1 - a memo from the dean, a court decision;
4.8.6. for the reasons specified in paragraph 4.5.2 - a memorandum from the dean, a death certificate of the student.
4.9. In case of early dismissal from the university, the student is issued a certificate of study (academic certificate).
How to recover after a sabbatical leave
Academic leave involves release from the educational process for a certain period of time.
In order to continue studying after a leave of absence, the following series of actions must be taken:
- Contact the dean's office of the educational institution with an application for reinstatement.
- Find out about existing debts (close them if necessary).
- Familiarize yourself with the curriculum. If the programs change, the educational office draws up a working individual program for you, according to which you will pass the existing difference in the programs.
Submit your leave application in advance. If you do not submit an application, the educational institution has every right to expel you as a student who has not completed an academic leave.
During the academic leave, students retain their place, including the type of educational service (paid or budget basis).
Recovery Features
In most cases, the administration of the educational institution accommodates those students who have realized the mistake and are ready to continue their studies again. If a citizen has more than 80% of debts, he may be offered training 1 year lower. The man, having recovered, will have a deferment from the army for the entire duration of his training. Expulsion for no valid reason
Even in cases where the application for termination is written voluntarily and does not contain a reason, the dismissal will be classified as without good reason.
The reason for expulsion may be the student’s laziness and negligence, leading to academic failure:
- the presence of 3 or more debts, the results of assessment of coursework, practice, differentiated tests are taken into account;
- negative grades received during the period allocated for eliminating academic debt;
- regular failure to attend classes (absences exceed 50%) without good reason for 1 month;
- failure to start attending classes on time after termination of academic leave;
- regular disregard by the student of internal labor regulations;
- offenses leading to administrative or criminal punishment;
- failure to fulfill contractual terms if training was carried out under a contract.
