Checking traffic police fines in 2 minutes

Road cameras for photo and video recording automatically transmit information about traffic violations to the Traffic Police Video Recording Center. According to Article 29.6 of the Code of Administrative Offenses of the Russian Federation, the inspector makes a decision to impose a penalty within 15 days, and then the information becomes available on the official website and in the state payment system (GIS GMP).

The traffic inspection portal sometimes malfunctions, and the car owner cannot check for fines and receive up-to-date information. A paper copy of the decision is sent by mail to the place of registration and sometimes gets lost.

Using the online verification service, you do not need to wait for a letter. Find out about penalties imposed in 2 minutes using the state number and vehicle registration certificate. Data is checked in real time through the service databases of the State Traffic Safety Inspectorate and GIS GMP.

How can you find out if a fine has actually been imposed?

Before making payment under the order, the driver must find out why he was fined and whether he received a genuine notification.

After the government introduced a 50% discount when paying a fine within twenty days, fees increased significantly. Drivers began to actively take advantage of the opportunity provided, and scammers immediately appeared wanting to profit from the situation.

The deception scheme is simple: scammers take pictures with a regular camera on busy roads, after which they prepare and print letters and send them to car owners. The addresses of car owners are found using stolen databases.

If some drivers check the authenticity of the fine before paying it, then another part unknowingly pays, especially if the amount is small. Thus, scammers make a good income from the carelessness of motorists.

In order not to become a victim of deception, it is important to know how to see what the fine is for and check the authenticity of the decision.

A genuine resolution from the traffic police must contain:

  • The column with the recipient of the funds, where the federal treasury department and the amount to be paid are indicated. The scammers will indicate some kind of LLC, electronic wallet or closed joint stock company.
  • Two photographs must be attached to the resolution - with a general plan of the car and the license plate number. If the photo is unclear, the number is difficult to see, then this is a reason to be wary.
  • Information about the imposed sanctions will be duplicated on the official website of the State Traffic Safety Inspectorate, State Services and aggregator sites that use information from the State Traffic Inspectorate portal when generating reports, for example, avtocod.ru.

If a decision on a fine has been received, but there is no information on Internet resources, the decision is fake.

Is it possible to check the UIN online and where can I see a photo of the violation?

Now let's find out how to get information about a violation on different portals for free using the UIN code.

If you need to see photos from a crime recording camera based on other data, follow this link.

Check on the traffic police website with a photo

It will not be possible to obtain the information we need on the traffic police website using the UIN alone . To check the information, perform the following steps:

  1. On the traffic police website, go to the “Services” section.
  2. There we select the “Check fines” section.

  3. We see that the requested information includes the State registration plate and data from the Vehicle Registration Certificate.

  4. By filling out the required fields and clicking the “Request Review” button, you will receive comprehensive information about the violation. It includes the date and time of the violation, a link to the article, the number of the resolution with the date of its adoption, as well as the amount of the fine. If there are no fines, then this window appears.

  5. Next, by clicking on the camera icon next to the “Pay fine” button, you will be able to see the violation with a photo recording.

Search through the State Services portal using a receipt

A special feature of the portal is that all functions are available only to registered users. In this case, the registration procedure involves identification of the individual through document verification. For those who are already registered on the portal, the procedure is simple.

  1. On the Gosuslugi.ru website, select the “Transport and Driving” section.

  2. Click the “Auto Fines” button.

  3. Two options will appear - “According to the car or driver” or “By receipt number”. We choose the second option.
  4. Enter the UIN. We get the information we need.

  5. If desired, you can pay the debt through the portal.

It is worth noting that the site provides very scant information about the violation. You will only be able to find information about the amount of the fine, as well as about the regional traffic police department to which the funds will go. Photo and video recording from the camera is not provided.

Find via Yandex.Money

  1. We go to the website money.yandex.ru.
  2. Select the “Payment for services” section.
  3. From the proposed list, select the “Fines” item.

Therefore, on the right we click on the link with the words “If you have a paper fine in your hands, pay according to its number.”

  5. In the window that opens, enter the UIN number and click the “Find fine” button.

  6. The information will include the date of violation, payment deadline, region, location of violation, and amount due.

Yandex invites motorists to subscribe to notifications of traffic police fines via SMS. For those motorists who prefer to work with e-mail, the service of receiving letters about violations by e-mail is available.

Please note that payment of traffic police fines via Yandex is made within 1-2 days and is paid. The remuneration for using the service is 1% of the transfer amount.

Get information via Autocode

Please note that this portal requires mandatory registration . Unlike the State Services portal, the procedure is quite simple. Required to choose from:

  • enter your SNILS data;

After this, all your violations will become available in the “Fines” tab.

In addition to these portals, you will find dozens of different sites on the Internet offering services for checking fines online. Be careful , quite often these sites show the absence of fines, including UIN, which is fraught with serious consequences for the motorist. This kind of information should be checked on trusted sites.

Payment of traffic police fines on a driver’s license without a vehicle

Payment of fines through the traffic police website using the resolution number

Upon violation of traffic rules, the driver may receive a decision to impose a fine. The traffic police inspector has the right to consider the case on the spot and impose punishment if the offender admits guilt and agrees to bear administrative penalties.

Check fines by resolution number: an identifier (UIN) of 20 or 25 digits is indicated in the top line of the document. Enter the UIN in the appropriate field and perform a search. Pay off your debt with a bank card to avoid accumulating debt.

This method of checking and paying fines is inconvenient if there are several solutions. You will have to enter the identifier of each resolution in turn.

If a document is lost, traffic police fines can be checked using the VU or STS.

According to the law, the driver has only 10 days to appeal the fine and 20 days to make payment with a 50% discount. If the fine was imposed by the inspector at the scene of the violation, there are no questions. But if you receive a fine from a camera, it is important to understand whether the rules were really violated, why the order was issued and whether it is genuine.

How to find out whether the traffic police has issued a fine and see what it was assigned for, you will learn from our material.

How much time is given to pay the debt?

According to Article 32.2 of the Code of Administrative Offences, a citizen is obliged to pay an administrative penalty within 60 days from the date of the decision. The decision can be appealed within 10 days to the department that issued it: the State Traffic Safety Inspectorate, the State Traffic Safety Inspectorate, the State Traffic Safety Inspectorate, administrative commissions, etc.

In total, 70 days are provided to repay the debt. The case is then transferred to the bailiffs.

Delay threatens an additional penalty of two times the amount of the fine. If the debt exceeds 10,000 rubles, bailiffs have the right to:

  • Block a bank card;
  • Ban travel abroad;
  • Seize property;
  • Arrest for 15 days;
  • Temporarily deprive of rights.

To avoid accumulating arrears, check through our traffic police website for fines for illegal parking and traffic violations. Pay immediately if a check of fines shows the presence of unpaid debts, and get a discount.

Should I pay a fine for violating traffic rules?

Sometimes fines for violations add up to a large sum. The option of simply not paying these fines is fraught with consequences, including restricting travel abroad (Article 67 of Law No. 229-FZ of October 2, 2007). However, in some cases the fine can be appealed.

We have already told you how to appeal a fine from a video camera and issued by a traffic police inspector, and also published sample applications. Therefore, we will only briefly recall here.

are grounds for challenging a fine :

  • The photo in the letter is not your car. Such cases occur frequently. This is due to the fact that the camera cannot always correctly recognize the vehicle license plate.
  • It is impossible to determine the license plates from the attached photo.
  • It was not the car owner who was driving at the time of the violation. The owner is released from liability if he confirms that at the time of filming the car was stolen or was used/owned by another person (Article 2.6.2 of the Administrative Code).

If you decide to appeal the decision, you can send an application for appeal :

  1. To the traffic police inspector who issued the decision (the contact details of the official are indicated in the decision itself).
  2. To a senior official in the Traffic Police Department.
  3. Directly to the court at the place where the decision was made.

The application itself is drawn up in free form and must contain the following information:

  • Details of the official to whom the complaint is sent;
  • Applicant details;
  • Date and number of the appealed decision;
  • Request to cancel the decision;
  • Reasons for the complaint (describe the reasons for reviewing the decision);
  • List of attached documents (copy of the resolution, documents confirming your case, etc.);
  • Date of compilation and signature of the applicant.

If the car owner does not fall under the conditions noted above, it is better not to hope for an appeal and pay the fine according to the UIN number on time. Moreover, in Russia there is still a system of 50% discount for paying a fine within 20 days.

Note that:

  1. The law establishes a period for appealing a document on prosecution for violating traffic rules, which is 10 days. (Article 30.3 of the Administrative Code). If the deadline is missed for a good reason, and this is documented (there is a sick leave or an order to be sent on a business trip), you can still challenge the fine. Those who are late attach to the complaint filed with the court an application for restoration of the missed deadline with documents confirming the reason.
  2. The time allotted for fulfilling the obligation to pay a fine is 60 days.
  3. The statute of limitations for an administrative fine is 24 months from the date the decision on punishment comes into force.
  4. You can receive a discount in the amount of half the amount of the fine if it is paid within 20 days from the date of delivery of the decision or its receipt by mail.

How to understand what the fine is for using the avtocod.ru service

To check through the Autocode service, you need the VIN or license plate number of the car. The check is paid, but it shows a lot of data at the time the report is generated: the number of owners, accidents, mileage, average market value, collateral, enforcement proceedings against the owner, etc. This information is especially relevant when selling a car.

In the block with fines, in addition to the basis, number of the resolution and amount to be paid, a photo of the violation may be displayed if it was caught on camera.

We'll show you how to check fines using this Volvo S60 as an example.

We enter the license plate number on the main page of the Autocode website, click on the “Check car” button, pay for the check and wait for the report to be generated.

Problems are shown in summary data. The inspected Volvo had unpaid fines.

We go down to the block with fines and see that there are only two of them, for a total of 1,500 rubles.

The latest violation was caught on camera: the driver was speeding. The second fine was issued for failure to comply with the requirements of inspectors during an accident, so there is no photo in the report.

Sometimes, when checking, owners find restrictions imposed by bailiffs due to non-payment of fines. Notifications about prohibitions are not sent out, so the information for motorists is sometimes unexpected.

What is MADI

The Moscow Administrative Road Inspectorate (abbreviation MADI) is a special metropolitan unit that has several goals:

  • control over compliance with the rules for stopping and parking vehicles (vehicles) in the coverage area of road signs and markings. For example, “Stopping is prohibited”, “Parking is prohibited”. In 2021, this organization issued more than 38 thousand fines for illegal parking;
  • identification and punishment of violators parking in green areas;
  • supervision of compliance with transportation standards in passenger taxis;
  • monitoring compliance with regulations for loading and unloading operations at night.

The powers of the Moscow inspection consist not only of control and observation, but also of issuing penalties for identified violations. Therefore, we can conclude that a fine from MADI can be issued by its inspectors for the following offenses:

  • failure to comply with parking rules;
  • deviation from the norms for transporting people in passenger taxis;
  • evasion of established standards for night loading operations.

Important: employees of this organization have the right not only to fine, but also to send the vehicle to a penalty parking lot. From April 5, 2021, tariffs for forced evacuation in Moscow have changed:

  • RUB 4,837 — if you pay while the car is still in the impound lot;
  • 6,450 rub. — when paying within 60 days from the date of receipt of the car with special. parking;
  • RUB 9,130 - if you pay later than 60 days.

You can find out that the resolution was issued by the administrative inspectorate by the document number: it begins with the numbers “782” or “0356”.

Why is indicating a car number not enough to get information about a traffic police fine?

Internet services do not allow you to check fines by license plate number. To submit a request and verify information, you must provide details of official documents - car registration certificate or driver's license.

Fines imposed by car registration number cannot be verified, since open access to such information can be taken advantage of by fraudsters and ill-wishers. Precautionary measures are necessary to maintain the confidentiality of information in order to prevent deception of car owners.

Therefore, only a person who has official documents - the owner of the car or a person authorized to drive - will be able to submit and check the data on fines.

How to pay fines online without commission

Without a commission, you can pay fines only in large banks and government services, for example, on the State Services website or Sberbank Online. If you are already a client of a large bank, it may be convenient for you to pay fines there. However, it should be understood that no one provides services for free and there is still a hidden commission included - this includes annual card maintenance and monthly payment for the service for notifications to the phone, etc.

The advantage of using specialized commercial platforms for accepting payments for fines is a more attentive attitude towards their clients; they are willing to sort out controversial issues and help in case of problems. In addition, they are trying to create a more flexible and convenient service, unlike large banks, where, for example, there is a mandatory and often difficult process of account registration and user authorization.

We still recommend choosing a specialized service that deals with paying off traffic police fines and has its own user support system. If charging a small commission is critical for you, and you are already a client of, for example, Sberbank, then of course it makes sense to pay fines using all the capabilities of this bank.

Deadline for transferring fines to the bailiff service

The period for transmitting information about fines to the bailiff service is 10 days. That is, 80 days from the start of recording the offense. We recommend not to delay payment in order to avoid doubling the fine and dealing with bailiffs. If the fine is overdue and sent to the bailiffs, you will have to pay it in double amount. This can be done either through a bank or on the FSSP website or on our website in the Debts from bailiffs section. In addition, if, after the initiation of enforcement proceedings, the debt is not paid voluntarily, then an enforcement fee in the amount of 7% of the debt amount will also be collected.

Code of Administrative Offenses of the Russian Federation Article 32.2. Execution of the decision to impose an administrative fine:

5. In the absence of a document indicating the payment of an administrative fine, and information about the payment of an administrative fine in the State Information System on state and municipal payments, after the expiration of the period specified in part 1 or 1.1 of this article, the judge, body, official who issued the decision , prepare a second copy of the said resolution and send it within ten days (and in the case provided for in part 1.1 of this article, within one day) to the bailiff for execution in the manner prescribed by federal legislation. If a second copy of the resolution imposing an administrative fine is produced in the form of an electronic document, the legal force of which is confirmed by an enhanced qualified electronic signature in accordance with the legislation of the Russian Federation, the specified second copy is sent to the bailiff in electronic form via information and telecommunication networks. In addition, an official of a federal executive body, a structural unit or territorial body, or another state body that examined a case of an administrative offense, or an authorized person of a collegial body that examined a case of an administrative offense, draws up a protocol on the administrative offense provided for in Part 1 of Article 20.25 of this Code, in relation to a person who has not paid an administrative fine.

Ways to obtain a resolution

An administrative violation order means a document issued to a driver who has violated traffic rules. You can obtain such a document in several ways:

  1. At the scene of the incident from a traffic inspector. In such a situation, a decision can only be issued if the driver agrees that he has violated the traffic rules. A copy of the document is issued to the motorist.
  2. Through the court. If the motorist categorically refuses to admit his guilt, a trial is held. If the driver’s case has not been proven, he is issued a decision to bring him to administrative responsibility. If the motorist did not agree with the violation, only a protocol is drawn up on the spot.
  3. Submitting a violation protocol in electronic form. Such a decision comes only if the violation was filmed by cameras or other video recording devices.

How to check and pay a fine on Autohelp.center

To check and pay a traffic police fine, registration on Autohelp.center is not required. To pay the debt, just enter the required data on the car into the form. The check is absolutely free and is carried out using the Decree number or document index, vehicle registration certificate. During the process of generating the payment, the user will be asked to indicate his email to receive a bank receipt, and on the payment processing page, he will also once again indicate his email or cell phone number to notify of payment. If the user entered an incorrect email or for a technical reason did not receive a receipt or a link to it, then after payment he can contact the Autohelp.center technical support service - we will resend the document, as well as a download link. A bank receipt is an official confirmation of payment of the fine and can, if necessary, be attached to the application on the official website gibdd.ru or provided to other institutions.

It is important to know that paid charges are not immediately removed from the GIS GMP database. The average repayment period for fines is from one to three business days, and final crediting can take more than 3 days. If your fine has been listed as unpaid for a long time (several days or more), send a receipt to the traffic police through the application form, selecting your region. You can also contact Autohelp.center technical support 7 days a week.

What does the resolution number look like?

The resolution number is a numerical series of 20-25 elements.

Let's look at a specific example of what the numbers in the number mean. Let’s take an arbitrary number series 19440135150812838302. For convenience, let’s divide it into blocks:

194-4-0-1-35-15-08-12-88330-2

  • 194 – indication of the payment delivery address;
  • 4 — traffic police code;
  • 0—indication that this is an administrative fine;
  • 1 - Indication that this is an administrative violation;
  • 35 is the region code. We have the Vologda region;
  • 15 - year of issue;
  • 08 — month of issue;
  • 12 — number of issue;
  • 83830 - number of the resolution in order in the database;
  • 2 — control digit UIN.

The example shows that it is impossible to determine what violation was committed based on the number alone.

How to get a 50% discount on a fine?

After Federal Law No. 437-FZ of December 22, 2014 came into force, which amended the Code of Administrative Offenses of the Russian Federation, it became possible to pay only half of the fine subject to certain conditions.

Part 1.3 of Article 32.2 of the Code of Administrative Offenses of the Russian Federation specifies the conditions under which the fine can be reduced:

  • the violation relates to Chapter 12 of the Code of Administrative Offences, there is a violation of traffic rules;
  • pay within 20 days starting from the date of the decision;
  • If the violator is given an installment plan or deferred payment, then payment is made at full cost.

According to Law No. 437-FZ, which amended Part 2 of Article 3.5 of the Code of Administrative Offenses of the Russian Federation, the minimum fine is 500 rubles. Therefore, the lowest discounted price is 250 rubles.

What happens if you don't pay the fine on time?

Since the entire process is automated and it is not difficult to establish the presence of unpaid fines using the unified GIS GMP database, it is better not to miss the payment deadline (60 days + the first 10 days for appeal) so that the debt does not end up with bailiffs and its amount does not double. After this period, the fine is considered overdue and legal actions begin to be taken against the driver. Let's briefly consider the main points:

1. The fine is transferred to the bailiff service and is doubled (but not less than 1000 rubles). 2. If, after the initiation of enforcement proceedings, the driver does not pay the fine voluntarily, he will also be charged an enforcement fee in the amount of 7% of the fine amount (but not less than 500 rubles). 3. If there are funds in the debtor’s bank account, the bailiffs will write off the required amount from the account. 4. Bailiffs can block bank accounts and cards, even in the case of pension accruals to the card. 5. Involvement in compulsory work for up to 50 hours. 6. Bailiffs can impose a restriction or a complete ban on registration actions with any property. You will not be able to sell your car, rent out your apartment, etc. 7. The inspector has the right to detain you and take you to court, and if the court is not open (a day off), then to the police station for up to 48 hours. In this case, the car is sent to the impound lot. 8. If the debt exceeds 10,000 rubles, travel outside the Russian Federation will be impossible.
