On mos.ru, it is now possible to pay for utility services provided by regional operators. Users who have real estate in the Moscow region and nearby regions can do this through the “My Payments” service, the capital’s Department of Information Technology reported.

With the emergence of new opportunities, city residents do not need to turn to various online resources to pay for EDP, gas and garbage collection services in their summer cottages and country houses. It’s enough to go to the “My Payments” service on mos.ru and pay all bills in a convenient and familiar way from a laptop or smartphone,” said Vladimir Novikov, director of the department for supporting citywide payment systems in the Moscow Department of Information Technologies.
What bills for country real estate can be paid on mos.ru
Residents of the capital region can pay on mos.ru, JSC Mosoblgaz and LLC Gazprom Mezhregiongaz. To do this, you need to log into the “My Payments” service, select the “Accounts Payable” tab and go down to the “Additional Payments” section. A list of service provider companies is displayed here.

In the service, you can save your bank card details so you don’t have to enter them again each time. Transaction security is ensured by user authentication for each payment: first you need to enter the card security code (CVC/CVV), and then a one-time code that will arrive as an SMS message from the bank to the specified mobile phone number. Payment receipts are saved on the payment results page and in your personal account in pdf format. If necessary, they can be printed or sent by email.
The My Payments service also has the ability to create payment templates. Then, the next time you make a payment, you will not need to re-enter information about service providers and your personal account number - everything will be saved in the “Templates” block, where you will only have to enter the amount and, if necessary, meter readings.
What is regulated by the new garbage collection?
Previously, garbage removal was included in the receipt under the name “maintenance and repairs.”
Now, the treatment of MSW in the receipt has become related to public services, which is clearly stated in Art. 154 of the country's Housing Code. The Code in terms of these changes was revised in 2021 on the basis of Federal Law No. 258. In addition, the new attitude towards solid waste is reflected in the following regulations:
- Federal Law No. 503 of 2021, which introduced additional changes to the concept of waste;
- Decree of the Government of the Russian Federation No. 1156 of 2021, which changed the rules for the provision of new public services;
- Federal Law No. 483 of 2021, which consolidated a number of changes in the already existing waste disposal system.
Federal Law No. 483 secured a delay in the transition to the newly created waste disposal system until January 1, 2022 for cities such as Moscow, St. Petersburg and Sevastopol.
Now, newly regulated rules for handling MSW have been introduced only in certain regions of the country, including the Moscow region, Tver region, Yamalo-Nenets Autonomous Okrug, Sverdlovsk region and others.
What else can you do in the “My Payments” service?
The “My Payments” service allows you to pay for almost all state and municipal services provided in Moscow. These include bills for kindergarten, educational and utility services, communication services, Internet, television and others. Last year, this service was used more than seven million times.
All users authorized on mos.ru have access to the service. The system automatically finds the required accounts based on the data specified in your personal account. If there is not enough information or the payment is not displayed, you can find it using the unique accrual identifier. Who will take out the garbage now?
If previously this work was carried out by management companies, now a company - a regional operator - will remove waste from yards. The selection of candidates for the provision of services in each region should be carried out on the basis of a competition. And, as a rule, this is not one, but several operators per region. Eg:
- 2 operators began to operate , territorially dividing the possessions of the subject of the country among themselves.
- 7 companies were selected as regional operators .

The waste management operator is obliged to provide the service at a unified regional tariff , which will be developed by local authorities for all citizens living in the region. Many subjects approached the introduction of the reform formally already at the start of its appearance, which is why the population had well-founded questions about many of them in terms of too high tariffs.
The need to conclude an agreement for the management of MSW is regulated by Art. 24.7 Federal Law No. 98. According to the law, the agreement must be concluded between the owner of the residential premises and the regional operator, and for the latter the document will be public.
Formula for calculating the “garbage tariff”
Information on how MSW management is calculated deserves special attention and clarification. Costs, as before, are borne directly by homeowners, but according to new calculations.
Tariffs for the removal of MSW are set exclusively by local authorities and are reflected in regional regulations.
The general calculation formula has the standard form: Standard x Tariff x Number of registered residents.
The standard here is a special component of the calculation, which is measured in units of volume. It is also approved for each region in different meanings. Moreover, it also depends on the type of room. So, for example, Order No. 424-RM of 2021 in the Moscow region applies the following standards:
- Apartment buildings – 0.114;
- Individual housing construction – 0.12;
- Cemeteries – 0.09;
- Cafes and catering restaurants – 2.07;
- Educational institutions – 0.19, etc.
Moreover, if we are talking about educational institutions, the unit of account is 1 student, if we are talking about cafes and restaurants - 1 place, in apartments - 1 square meter of area.
On average, for one person in an ordinary apartment that is not too large, the line for garbage removal will now be about 150-200 rubles .
It is easy to calculate that for a family of 4 people, in which two are non-working children, you will have to pay utility bills for waste removal of about 600-800 rubles per month just for garbage. It is obvious that the services of the regional operator will be paid for more than an impressive amount.

How to conclude a garbage removal agreement?
It must be drawn up according to the standard form provided for in paragraph 5 of Art. 24.7 of Law No. 89-FZ. This document will be called an agreement for the provision of services for the management of municipal solid waste. It should indicate the following:
- Place, date of conclusion.
- The name of the organization that is the regional operator, its location and contact details, as well as information about the consumer (passport details, residential address).
- Responsibilities of the operator, who must accept solid municipal waste at the specified location and in the amount stipulated by the contract. In addition, the document must indicate the obligation of transportation, processing, disposal at the price of the approved tariff. The operator is also obliged to provide information necessary for the consumer (for example, about the time of removal, about the landfill where disposal will take place).
- Obligations of the consumer to pay for services in accordance with contractual tariffs and terms, to store waste only in designated places (at special sites). Consumers must also appoint a person responsible for interaction with the regional operator as part of the execution of the contract, and to prevent damage to containers.
- The method of storage is indicated, namely, where the waste prepared for removal is placed (chambers, containers, bags, bins), their location according to the diagram.
- Duration of the contract (usually until the end of the license or agreement under which the operator is such).
- The operator’s obligation to respond to complaints related to the performance of the contract and to replace containers that have become unusable.
- The right of the operator and consumer to reconcile calculations and keep the necessary records of removed waste. If the calculations do not correspond to the actual ones, the consumer, together with the operator’s representative, draw up a report in the presence of at least two disinterested persons, using video and photographic recording. After which the act is sent to the operator’s location with a requirement to eliminate the identified violations (a copy to the municipality). The operator has the right to write objections in case of disagreement. If the act is not signed by the operator within three days, it is considered agreed upon.

The standard form existed before. But it contained a clause on the operator’s responsibility for waste management from the moment it is loaded into a garbage truck in places of accumulation, and the burden of maintaining containers (garbage bins) near the house fell on the owners of the apartment building. Now there is no such item.
The application should include a diagram of the location of the waste accumulation site and access roads to it.
In addition, from January 1, 2021 to the present day, the rule is in force - no later than December 25, on the eve of the coming year, the regional operator is obliged to send to local governments information on the number of garbage containers and bins placed, indicating their volume, as well as the places where these containers planned to be placed. Such information is necessary to maintain a unified register of places (sites) for the accumulation of solid municipal waste. Thus, the authorities are trying to control the number of organized waste collection sites and ultimately prevent unauthorized dumping.
You can view the registers of places (sites) for accumulation of MSW on the official website of the municipality or on the portal of the constituent entity of the Russian Federation. The register must contain data on technical characteristics (number of containers, location), their owners, etc. For example, a register has already been created on the website of one of the districts of the Kirov region, which every resident can familiarize themselves with.
