From January 1, residents will be charged separately for waste removal. The general tariff is determined based on the cubic capacity of the apartment. According to general information, 2.5 rubles will be charged for each square meter of living space. This money will be used to pay for the services of companies with which residents will enter into an appropriate agreement. Depending on the company’s tariffs and the decisions made by the municipality, the final price for the population will be determined.

In 2021, regional operators will set tariffs in this area. Uniform rates will apply throughout the region, so the selected operator will take responsibility for all apartments. The prospects for the development of the above bill note the idea of ​​​​creating large waste processing enterprises that can serve several large regions simultaneously.

Is it possible not to pay for the service?

This is impossible. By law, every owner is required to pay for the maintenance and furnishing of his home. If payment is ignored, the management company may collect the debt and impose a penalty for late payment. Such a controversial situation will be resolved in court. However, apartment owners have the right not to pay the company if its employees have not done anything. In such a case, the organization is obliged to show certified papers confirming the fact of the work performed. Payment for housing and communal services for hot water

Every citizen can install special devices in their apartment to measure hot water consumption. If there is a meter in the premises, payment for the use of hot water will be made according to generally accepted tariffs in the region. To calculate the fee for the resource used, the following formula is used:

V – volume of water recorded by the meter on a certain date of the month;

T – cost of an installed resource unit.

When using this formula, you must remember that it is not applicable to those apartments that are serviced at two-part tariffs.

In the absence of special accounting equipment in the apartment, a fundamentally different calculation formula is used:

What does the tariff for the maintenance of residential premises consist of?

The price for such services is determined by the management company, which is responsible for maintaining the property in proper condition year-round. The size of the fee depends on the technical characteristics of the building, its dimensions, design specifics, the volume of work performed and the degree of wear and tear of the building. The cost of service is calculated from the approved provisions and rules of legislation and includes payment for services for:

  • ongoing restoration of structures;
  • management;
  • overhaul;
  • maintenance of common building facilities;
  • arrangement of residential areas.

All these points form a tariff plan, which is proposed in the format of an estimate by the management company and approved by residents at a general meeting. In some cases, tariffs are prepared in local government if the owners have not reached a consensus. Each region of the country has its own price for this service. It is calculated by dividing the total footage of the building by the share of each owner of the living space. The established price is valid for a year, after which apartment owners have the right to revise the rate if the work is not completed in full, but this option cannot be refused.

Payment of housing and communal services for the elevator

The new method of calculating fees for elevator cleaning and maintenance is aimed at maximizing the efficiency of providing services to the public. It is worth considering that work on elevator maintenance is carried out constantly. The amount of payment for all of the above work is determined on the basis of the share that belongs to the specific owner. The share is defined as a percentage of the total property of the owners of an apartment building. Responsibility for paying for the work falls equally on all owners, regardless of what type of real estate a person owns and on what floor his own property is located.

Housing and communal services payment for electricity

In 2021, electricity tariffs will increase by 7.1%. Today, in addition to the cost of consumed kilowatts, the population also pays a subscription fee. The fact is that the basis for calculations is not the amount of heat consumed, but the total cubic capacity of the apartment. However, recently, special devices have begun to be introduced into everyday use that allow you to control the level of heat in the house as part of central heating. Meters allow you to significantly save money during the heating season. An example of calculating the amount of payment for heating is as follows.

At the end of the month, the heat meter recorded 3 gigacalories. According to the current regional tariff, 1 gigacalorie costs 1,200 rubles. The calculation will look like this:

3*1200 rubles=3 600 rubles

The lack of an metering device forces the use of generally accepted rules for calculating heating payments, according to which a certain amount of heat is required for each square meter of the apartment. Let's look at an example.

Deductions to janitors who clean areas near entrances are made from the residents' cash receipts. This service is included in the structure of the “house maintenance” direction. It is from the fund of these deductions that payments are made to the janitors.

When paying for housing and communal services, residents pay for house maintenance services:

  • cleaning areas, parks, sidewalks, roads that are located as close as possible to an apartment building;

What is included in the maintenance of housing in an apartment building?

The main list of services that are included in the maintenance of an apartment building includes:

  1. Inspection by specialized services for safety (for example, employees of the Ministry of Emergency Situations).
  2. Lighting of common areas. Despite the inclusion of this service in the list, residents often change light bulbs themselves. However, to eliminate this shortcoming in the work of the HOA, it is enough to file a complaint.
  3. Cleaning the local area and common areas.
  4. Timely waste disposal.
  5. Carrying out repair work.

This list is basic. However, often even this minimum set of services is not provided to the owners. If any mandatory work is not being carried out in your house, and the receipt consistently indicates payment for housing maintenance, this is a reason to contact the HOA or management company with a complaint.

In addition to the above services, this payment item may also include other work. As a rule, a complete list is established at a general meeting of owners of an apartment building, which is held by the management company or HOA.

This issue must be brought up for discussion and agreed upon. For example, residents can refuse to clean common areas and do it themselves by setting a specific schedule.

If there was no general meeting on this issue, then, accordingly, the list of services is not specified. In such a situation, the management company or homeowners association arbitrarily determines what the tariff will be and what will be included there. However, in fact, residents will not know what exactly they are paying for, and therefore proper services are often not provided. This happens everywhere.

Is the intercom fee included?

This issue is highly controversial. Of course, interested parties, that is, residents, must pay for the installation, maintenance and repair of the intercom. But there can be two options:

  1. The intercom was installed by government agencies. This doesn't happen often. If the equipment was installed at the initiative of the residents at a meeting by management staff, then maintenance of the intercom will be included in the maintenance payment.
  2. The intercom was installed by the apartment owners. If residents independently raised funds for the installation of equipment and periodically collect additional money for its maintenance, then the intercom should not be included in the housing maintenance tariff.

As a rule, despite the non-involvement of the management company in the installation of an intercom, this article is often included in the payment for the maintenance of an apartment building. This happens due to the dishonesty of employees. Unfortunately, the inspection authorities do not understand at whose expense it was installed, and the residents themselves do not notice the difference - after all, paying for an intercom is not significant for the majority.

Is solid waste removal included?

With municipal solid waste there can be one of three situations:

  1. Solid waste and other garbage are removed, but the owners do not pay specifically for this service. In fact, this is how it should be - removal of solid waste and garbage is included in the contents and does not appear as a separate column in the receipt.
  2. Residents refuse to take out their garbage themselves. There must be grounds for such a decision to be made at a general meeting. For example, owners can calculate the costs and hire a private company to provide the service.
  3. Solid waste and other garbage are removed, but residents pay for this separately. This is a gross violation.

If you notice that garbage removal is indicated in a separate column on the receipt, you must file a collective complaint. At first glance, the amount for providing this service is insignificant, but over time, very significant costs accumulate.
