The premises in which a citizen lives temporarily is called a place of stay. These include short-term rented apartments, boarding houses, hotels, etc.
Registration at the place of residence of a Russian or foreign citizen requires strict adherence to the following deadlines:

- as evidence - Form No. 8 of the Ministry of Internal Affairs of the Russian Federation for the provision of state services for registration (Order of the Ministry of Internal Affairs of Russia dated December 31, 2017 No. 984) - for children under 14 years of age who do not yet have a passport;
- as a mark - Appendix No. 4 of the Ministry of Internal Affairs of the Russian Federation (Order of the Ministry of Internal Affairs of Russia dated November 23, 2017 No. 881) - for foreign citizens, etc.
When listing how the place of residence differs from the place of stay, it is worth mentioning documents to confirm temporary location as another differentiating aspect. After all, the fact of registration at a temporary address is confirmed solely by a certificate. Its variety is also different - form No. 3 is used. Documents according to form No. 3 and No. 8 are issued in person upon registration of the fact of “moving into” the premises and are issued individually to the citizen. The fact of registration is also confirmed by a registration certificate in Form No. 9; it is ordered additionally and contains information not about one citizen, but about all those registered in a given apartment (house).
Speaking about a person’s civil rights and his access to public services (education, medicine, etc.) at his place of residence or place of stay, it will be useful to know the following:
- all rights are exercised at the place of primary residence;
- in case of temporary registration, access to public services is limited to the period for which the certificate was issued.

All registration procedures for both types of registrations are regulated by the same legislative act - Order of the Federal Migration Service of the Russian Federation dated September 11, 2012 N 288, which approved the Administrative Regulations for the provision of accounting services by the Federal Migration Service. However, some services relate to changes in the main identity document , while others do not.
- When registering at your place of residence : clause 18 Admin. The regulations state that the result of permanent registration for adult citizens is the imprint of a special stamp in the passport.
- When registering at your place of stay : in paragraph 56 Admin. The regulations indicate that temporary registration does not require the cancellation of permanent registration, that is, the stamp in a person’s passport remains for the entire period of his absence from home. Having successfully completed the accounting procedures at the point of non-permanent location, on the basis of clause 18 of the Admin. regulations, he will receive as a result a certificate of registration at the place of residence.

Differences between registration at place of residence and stay
Since the place of registration and actual location may be different, there is a significant difference in the purpose of each of them.
It is obvious, since the first does not imply unconditional residence at a given address, and the actual location does not have to be indicated in the documents.
If a person needs to register a residence permit at another address where he is actually located, he should contact the migration authorities with an application. To do this, you will have to go through a standard registration procedure, no different from obtaining a permanent attachment.
Fines for violations
By law, the place of permanent registration must correspond to the place of residence, otherwise citizens are required to notify the official services about this. If this is not done, then the person may be charged with administrative sanctions, the application of which involves the imposition of a fine in the amount of 2 to 3 thousand rubles (from 5 to 7 thousand rubles for cities of federal significance) for accommodation without registration. Administrative sanctions also await the landlord who allows persons to live without registration.

Is a document valid without a stamp in the Russian Federation?
A passport that does not contain registration is considered valid. Legally, all civil rights and freedoms remain assigned to a person even in the absence of a registration mark in the main document. But in practice , a person who has a passport without registration will be limited in the provision of certain social benefits :
- registration of a policy for free medical care;
- receiving SNILS;
- receiving benefits and subsidies;
- enrollment of a child in a childcare center or school.
A citizen may have a passport without registration if he left one place of residence, but did not have time to register for another.
Important! A citizen who does not have a registration record in his passport beyond the established period is subject to penalties. For residents of Moscow and St. Petersburg, the fine is according to
Code of Administrative Offenses Article 19.15.1
from 3 to 5 thousand rubles, for other Russians - from 2 to 3 thousand rubles.
