Who needs a commission and why?


The military medical commission is needed for all persons who wish to serve in the Ministry of Emergency Situations and the Ministry of Internal Affairs. The VVK determines the degree of a person’s suitability for service. Everyone can be divided into 4 categories:

  1. Good (no restrictions) . Persons belonging to this group are characterized by ideal health, and they can withstand any physical and psychological stress without problems.
  2. Passable (with minor restrictions) . Such citizens can serve, however, they may have some minor health problems.
  3. Good (with restrictions) . Such people have significant health difficulties and this prevents them from fully performing their service.
  4. Unfit . This group includes everyone who has serious health problems, injuries and illnesses.

Thanks to the VVK, the degree of suitability is determined.

Sample report

Personal plans regarding passing the military and military qualifications upon leaving service are reflected in the report on dismissal from law enforcement agencies. The sample dismissal report does not require a strictly regulated template. It can be compiled in any form in compliance with the rules for presenting requests of this type.

The structure of the appeal can be presented as follows:

  1. document header - here the data of the addressee of the application is indicated (position, title and full name of the head, name of the territorial unit);
  2. the main part declares a request to dismiss an employee, indicating the reason for the action and a link to regulations. It also states here whether the employee intends to undergo the VKK. The main part contains a list of papers attached to the application;
  3. demanding part - here is a request to issue the employee a package of documents upon dismissal. As a rule, it includes a military ID, a work record book, a copy of the dismissal order, and a 2-NDFL certificate. The employee’s application may set out a request for payment of wages, compensation for unused vacation, and required benefits for which he may qualify;
  4. the final fragment contains the employee’s data: full name, his title and position in the territorial unit. The report indicates the date and personal signature of the person who compiled it.

What is needed to pass the IVC?

What documents are needed?

  • A special direction that has its own established pattern. You can obtain this referral from personnel officers of the Ministry of Emergency Situations or the Ministry of Internal Affairs, depending on the place of service. The validity period of this direction is 3 months;
  • Passport of a citizen of the Russian Federation;
  • Military ID.

Persons who are applicants, that is, who wish to undergo training at an educational institution of the Ministry of Emergency Situations, but have not yet completed military service in the Armed Forces, also need to prepare a certificate of fitness.

It is especially important to note that persons who have the marks B-3 and B-4 on their registration certificates cannot be allowed to undergo the IHC. Even minimal restrictions are grounds for refusing a person to undergo the IVC.

Also, those who do not have a registration document at all are not allowed to enter the IHC.

What tests need to be taken?

  • Clinical blood test. An expanded leukoformula is required;
  • General urine analysis;
  • Blood tests for syphilis, HIV, hepatitis B and hepatitis C;
  • Certificate of vaccination against diphtheria. A vaccination certificate with the appropriate mark is acceptable;
  • Fluorography of the thoracic region. Two projections. It is important to provide not only a conclusion, but also pictures;
  • ECG (at rest, with load) with interpretation;
  • Study of the functioning of the vestibular apparatus;
  • Chemical-toxicological testing for drugs.

The examinations are valid for 3 calendar months , and the results of fluorography of the thoracic region are valid for 6 months.

What certificates are needed?

  • The entire outpatient card;
  • Detailed extract from the document for the last 5 years. When changing residence, it is necessary to take detailed extracts from all medical institutions in which observation was carried out;
  • Certificate of illness;
  • Certificate of dispensary registration;
  • Certificate of observation in the following dispensaries: psychoneurological, narcological, dermatovenerological and tuberculosis.

In most cases, these certificates are paid.

Doctors on commission

A person undergoing VVC will need to see the following doctors:

  • Dentist;
  • Surgeon;
  • Otolaryngologist;
  • Neurologist;
  • Psychiatrist;
  • Dermatologist;
  • Ophthalmologist;
  • Therapist;
  • Gynecologist (for female candidates).

Each of the doctors carries out research as meticulously and scrupulously as possible. If the slightest doubt arises, the person is redirected for additional examination.

When extending service life

  • An official referral from the HR department to undergo a medical examination;
  • Service characteristics;
  • Service ID;
  • Outpatient card.

A person must also collect and provide the following information:

  • From psychoneurological, narcological, dermatovenerological and anti-tuberculosis dispensaries;
  • Fluorography. Two projections.
  • Outpatient card or a detailed extract from it for the last 5 years;
  • Certificates from a dermatologist and dentist;
  • Certificate of allergy history, infectious and parasitic diseases for the last year;
  • For women, a certificate from a gynecologist;
  • Electrocardiogram “at rest, with load) with interpretation;
  • Vaccination certificate or corresponding certificate.

You will also need to take several tests :

  • clinical urine test for sugar;
  • blood for syphilis (enzyme-linked immunosorbent assay (ELISA), Wasserman reaction (RW));
  • biochemical analysis for sugar, cholesterol and BLP.

For firefighters, it is necessary to take an x-ray of the paranasal sinuses.

Each certificate must be certified by the personal seals of doctors and medical institutions.

When recruiting for service in internal affairs bodies or the fire department, a candidate for a certified position is required to successfully pass a military medical commission (MMC).

The purpose of the military medical commission is to determine whether the physical and psychological health of the candidate will allow him to serve in the bodies of the Ministry of Internal Affairs or the Ministry of Emergency Situations, associated with unfavorable conditions, extreme situations, and an irregular service schedule in a specific position.

The passage of the military medical commission is regulated by: Order of the Ministry of Internal Affairs of the Russian Federation dated April 2, 2021 No. 190 and Order of the Ministry of Emergency Situations of Russia dated August 30, 2018 No. 356. Package of documents for passing the IVC

Read the list of documents in advance to quickly and successfully pass the commission.

You will need:

  • direction of the established pattern. Issued by the personnel department of the unit in which you intend to serve. You must pass the commission within 3 months, counting from the date the referral was issued;
  • All-Russian civil passport;
  • for men - a military ID or registration certificate with the mark A - fit for service;

Analyzes and research

  • clinical detailed blood test;
  • blood sugar test;
  • general urine test indicating specific gravity;
  • blood test for HIV, syphilis, hepatitis B and C;
  • fluorography of the chest in two projections with a description and photographs;
  • electrocardiogram (ECG) at rest and with load with description;
  • study of vestibular function - for positions of the first and second groups of purpose;
  • chemical and toxicological study for drug use;
  • for women – pelvic ultrasound;

The test results are affixed with the date and seal of the medical organization.

Tests and ECG are valid for three months, fluorography – six months.

Inquiries

  • medical card or a detailed extract from it for the last 5 years from each place of residence (if it has changed) according to registration;
  • certificates indicating chronic diseases (if any) and dispensary records;
  • certificates from psychoneurological, drug addiction, tuberculosis and dermatovenerological dispensaries (whether you are registered or not) – certificates are issued on standard forms, for a fee;

If you are under 22-23 years old, you will be asked for a medical card from the children's clinic where you were observed until adulthood.

If the outpatient card contains a record of any surgical intervention or a visit to a specialist (for example, you went to a neurologist for headaches, or a cardiologist), an additional examination is mandatory.

For each such case, you will be required to either undergo additional tests, or undergo an ultrasound or x-ray of those organs for which there is an entry in the outpatient card. Do additional research yourself and attach it to test results and certificates.

All certificates and extracts are certified by the doctor’s signature and the seal of the medical organization.

Surgeon, otolaryngologist, neurologist, therapist, ophthalmologist, dermatologist, gynecologist (for women) are specialist doctors who will examine you at the commission.

Each doctor writes a conclusion on suitability for service, certifies with a signature and seal.

Based on the results of the examination of specialists, a conclusion is made on suitability (or unsuitability) to serve in the intended position.

The conclusion is signed by the head of the VVK, certified by a seal and issued to the HR department employee against signature. By agreement with the personnel apparatus, the conclusion can be issued to the candidate for service for subsequent transfer to the personnel department.

Center for Psychodiagnostics or CPD

Simultaneously with passing the medical commission, the candidate for service in the Ministry of Internal Affairs or the Ministry of Emergency Situations receives a referral to undergo the CPD.

Psychological examination involves:

  • polygraph examination;
  • SMIL is a standardized multifactorial method of personality research - a list of 550 or more questions. They require an answer: “yes” or “no”. The questions are often repeated. Passing the test is not limited by time, but requires concentration and sincerity in answers. For example, the question “have you crossed the road in the wrong place at least once in your life.” The answer “no” will be accepted as a deliberate lie. When taking this test, do not try to show yourself better than you really are - you will get the exact opposite result;
  • CAT – short-term orientation test – 50 questions, 15 minutes to complete. The test asks you to perform simple mathematical operations, eliminate unnecessary things, and be attentive. The test is designed to reveal the ability to maintain performance in a critical situation. The main thing is to calm down and read the questions carefully. Answers to them do not require encyclopedic knowledge; a high school level of education is sufficient;
  • conversation with a psychologist - based on the results of previous studies. The psychologist can ask clarifying questions about previous tests. Be prepared to give answers about whether you have tattoos or piercings or scars. The reasons for their appearance. About the presence of bad habits: smoking, drinking alcohol;

It is not difficult to prepare for the CPD in advance. Test questions can be found on the Internet.

Immediately before testing:

  • get a good night's sleep, do not use any sedative medications;
  • take with you plain still water;
  • pay attention to your appearance - come neatly dressed for the season (a tracksuit or shorts with a T-shirt are not acceptable), unkempt hands, dirty shoes, the smell of cigarettes or the residual smell of alcohol will be noted by the psychologist not in your favor;

The psychologist's conclusion is certified by his signature and seal. Sent to the personnel office at the place where the candidate is registered for service. It is not issued to the candidate for service.

The decision to serve in the Ministry of Emergency Situations or Internal Affairs is not made spontaneously. It is assumed that you will go to serve while still in school or during compulsory military service.

Therefore, prepare for passing the IVC in advance. Go through an annual medical examination, get up-to-date vaccinations, and have your oral cavity sanitized by a dentist.

Such “little things” will help you pass the IVC without problems.

Nowadays, you can independently make a preliminary assessment of your own health based on various requirements. Of course, this is just a preliminary and approximate assessment, however, it may be useful for people who have definitely decided to undergo the IVC. Thanks to a preliminary assessment, you can heal yourself a little, correct existing problems and thus prepare for the IVC.

To begin with, you can make calculations based on your own height and weight, as well as the compliance of these characteristics with standard indicators. If you detect excess weight, you can lose kilograms, and if you don’t have enough, you can quickly gain them.

By going to the dentist, you can check your oral cavity and treat caries, which is why you are often turned away for an IVC and sent home. If possible, everything should be checked in order to eliminate superficial problems that doctors might get attached to.

In situations where the problem can be eliminated only through surgical intervention, you can apply for an IVC only after six months. If you try to pass the commission earlier, the doctors will declare you temporarily unfit.

Is there a chance to somehow keep silent about my health problems? Is it possible to circumvent the current rules?

With a strong desire, almost anything is possible. Nowadays, paid medical institutions are very popular, which attract people with high comfort and the absence of long queues. By undergoing examinations and treatment in these institutions, you can keep the patient’s record in the municipal hospital absolutely clean. As if there were no health problems.

Another possibility is that you may not be able to accurately answer questions asked by doctors about your own health. Doctors will not be able to identify serious problems without collecting anamnesis. Simply by keeping certain facts silent, you can increase your chances of passing the IHC.

It turns out that if you set a certain task or goal, you can deceive almost everyone. But for what? The current health requirements are high for a reason. They determine a person’s ability to bear the loads associated with military service. By deceiving the commission and going to serve in the Ministry of Emergency Situations or the Ministry of Internal Affairs, you can endanger your life and the careers of those who are responsible for it.

The “Schedule of Diseases” describes in detail the diagnoses and degrees of deviations from the norm for the corresponding diseases. The list of diseases, as well as the characteristics of disorders, are periodically reviewed. A young man of military age needs to learn about changes six months before he is expected to join the army.

Both physical and psychological health of a person are of fundamental importance. For this reason, maximum attention is paid to the issue of psychological diagnostics.

The Center for Psychological Diagnostics is a psychological diagnostic center where everyone who wants to serve in the Ministry of Emergency Situations or the Ministry of Internal Affairs undergoes an examination. If necessary, you can prepare to take this test.

First, you need to study your own appearance, since all serious organizations meet people by their clothes. Clothes must be washed, neat and tidy. It is necessary to avoid shocking behavior, because the diagnosis is carried out in a reputable and serious institution. Even in hot weather, it is best to dress smartly, avoiding shorts and flip-flops.

Persons with piercings, tattoos or scars should be prepared to tell the commission's doctors their history.

For objectivity, you can look at yourself in the mirror. CPD staff successfully evaluate a person based on a whole range of different factors:

  • Does the person bite their nails?
  • What condition are his shoes in?
  • What does he smell like?

This may seem like a small thing, but for psychologists it is an important factor.

The day before the interview and examination, it is advised to:

  1. Sleep well . If a person lacks sleep, he will be more irritable;
  2. Get some food . It is necessary to eat and quench your thirst;
  3. Be prepared for the testing to take a long time. There is no need to plan any other things. This will lead to irritation and a desire to rush.

How is the CPP examination carried out?

First of all, tests are carried out. These are basic options that you can easily find on the Internet and prepare in advance to complete them. It is recommended to adhere to the following behavior model:

  • There's no need to rush . Study the questions asked carefully. Particular attention should be paid to the words: often, always, sometimes, occasionally, etc.;
  • You can't try to be perfect . Each test has questions that determine your sincerity and therefore you need to be extremely honest. There are questions that determine objectivity, adequacy and honesty;
  • It is necessary, if possible, to remember your own answers . You can’t get confused in repeating questions that have different wording.

After passing all the tests, including intellectual ones, you will have a personal conversation with a psychologist. This employee’s job is to assess suitability and this should be in the subconscious throughout the conversation.

The psychologist will try to relax the interlocutor, but you need to be alert. Do not constantly touch your legs, nose, face or other objects with your hands. If a psychologist doesn’t like something, he has every right to refer you for another study.

Of course, the results are not made available to candidates. They are sent to the HR department.

Repeated medical examination

As a rule, during his life a young man must undergo all two medical examinations: when registering for the first time and during conscription activities.

However, in some cases a repeat commission may be appointed:

  • during conscription after the expiration of the deferment period;
  • after passing additional examinations;
  • when filing a complaint or claim against a decision on suitability category.

After the issuance of a military ID, there should be no new medical examinations. The call to undergo a military commission in this case is considered illegal.

In what other cases is it necessary to undergo VVC and CPP?

Upon dismissal

An employee leaving service must also undergo an IVC. Although he has the opportunity to refuse this, thanks to the IHC, it is possible to change the original basis for dismissing an employee.

In addition, an employee who has been incapacitated for work for 4 calendar months or more in one year is sent to a military medical commission. It’s interesting that previously 4 months had to last continuously, but now all sick leave is added up.

When extending service life

Today, all employees up to lieutenant colonels, upon reaching 45 years of age, must receive a positive conclusion from the Military High Commission.
