What is the amount of state duty when registering a car with the traffic police?

One of the largest state fees in monetary terms will have to be paid when registering a car with the traffic police, but only if you receive new license plates - for example, for a new car or if the previous owner decided to keep the plates when selling you his car. In this case, three state fees are paid: for issuing new license plates, for issuing a new registration certificate (SoRTS) and for making changes to the PTS.

It also happens that the PTS runs out of space or it was lost, then you will have to pay a state fee not for making changes to the PTS, but for issuing a new PTS.

By the way, what many call a “registration passport” (a pink A5 plastic card) is correctly called a vehicle registration certificate (VRC). Technical passports were abolished several years ago, but many drivers still call this certificate a technical passport (and we will be in this article).

To register a car with State Services, you need to log in to the website, and then successively go to the Service Catalog → Transport and driving → Vehicle registration → Registration and issuance of documents → Registration of a motor vehicle with the State Traffic Inspectorate → then select “Get a service”; or follow the direct link to the registration form.

How to confirm payment of duty

To confirm payment, a receipt is used, which can be obtained at the bank's cash desk. If a citizen made a payment through an ATM, then the supporting document will be a check. When paying online, the motorist will have to print a receipt. Traffic police officers must accept any of the above documents.

Sometimes a citizen may mistakenly deposit funds using other details. It is enough to make a mistake in one number for the payment to be credited to another account. In this case, the funds may be returned to the payer. To do this, he must contact the tax service by writing an application and providing the original receipt.

What is the size of the state duty when registering motorcycles and trailers with the traffic police?

For registration of motorcycles and car trailers, the state duty for issuing license plates is slightly lower. Other state fees remain the same, as well as the form of registration with the traffic police is the same.

Procedure and rules for filling out a receipt

Let's understand how to correctly fill out the receipt for payment for a replacement passport:

• recipient of the payment - indicate the details of the MREO (they can only be obtained at the location of the branch to which the application for replacement of the PTS is submitted);
• recipient's bank - we indicate the BIC and OKTMO codes as standard;
• name of payment: the amount of the state duty and the date of bank transfer are indicated;
• signature of the payer (attention: the signature must necessarily contain a transcript of the payer’s last name - otherwise, the MREO may not accept this receipt for execution).

To avoid mistakes, ask the operator to type the receipt into the computer. In this case, you do not risk entering the state duty details incorrectly, since all settlement information about the recipient’s accounts appears automatically at the cashier. Only the person directly submitting the application to replace the vehicle title can fill out a receipt for payment of the state duty. Passport replacement, application submission and registration cannot be entrusted to a third party.

What is the amount of the state duty for the restoration of the vehicle title and registration certificate?

If the SoRTS or PTS has become unusable, lost or stolen, then replacing them will also cost money. In this case, the total amount of state fees will, of course, be lower than for registering cars or motorcycles.

How much do you need to pay this year?

The amount of government payments will depend on the conditions under which the changes are made. This issue is outlined in the Tax Code of Russia.

If you have to change something, you need to pay a state fee:

1. Technical passport due to unsuitability or lack of a free column - 800 rubles.
2. Technical passport and confirmation of registration - 1.3 thousand rubles.
3. Technical passport upon receipt of the sign - 2.8 thousand rubles.
4. A duplicate of the technical passport is issued and state signs are obtained for a motorcycle, trailer, agricultural machinery - 2.3 thousand rubles.
5. A duplicate registration certificate is issued and temporary registration is carried out - 1.2 thousand rubles.
6. Changes are made to the technical passport without a copy of the documentation - 400 rubles.

To pay the state fee, fill out a receipt indicating:

• banking and financial information about the owner of the vehicle (name of legal entity, passport data, identification code, BCC, OGRN, personal account number, bank account);
• financial information of the organization that receives the payment;
• contact details of the person paying taxes;
• why the payment is being made;
• in what amount is paid;
• when the state duty was paid.

The receipt must meet the following standards:

1. To be completed personally by the driver after first receiving the form from a banking institution. If the paper will be filled out independently, it is recommended to first clarify the details of the payment recipient, as well as the bank that serves it.
2. Formed on the state portal. If you choose this method, the recipient’s details are filled in automatically after selecting the name. In this way, possible inaccuracies can be prevented. The generated receipt will be shown to the applicant in already calculated form.

To generate the state duty, you should go to the official website of the authorized body of your city, where the corresponding option with instructions is located.

The details of the traffic police will be indicated on a special sign in front of the office where registration activities are carried out. Information is also available on the automobile inspection website.

What is the amount of state fees for issuing license plates if they are lost or misplaced?

The state fee for issuing new license plates, if you have lost them, they were stolen from you, or they have become unusable, will be the same 2,000 rubles. Just don’t confuse the issuance of new numbers (with different numbers and letters) and the production of duplicate numbers if they are unreadable - the latter is significantly cheaper and costs on average from 400 to 1000 rubles, depending on the prices of organizations.

When issuing new license plates, you will also need to obtain new SoRTS and make changes to the PTS, so the total cost of state fees here is comparable to registering a car or motorcycle, respectively.

Here, too, when submitting an application for issuing numbers through the State Services website, a 30% discount is provided.

How can I pay the state fee - all options

Above we looked at how much it costs to deregister a car for different cases. The required amount can be transferred in one of the following ways:

1. Appear at the banking organization and make payment. Many car owners are accustomed to paying as usual (through a bank). This method requires a loss of time, but there is no need to look for payment details. You can find out how much the service costs and pay for deregistration of the car (fee) at any branch.
2. Use a payment terminal. This method takes a minimum of time and allows you to quickly resolve the issue. Special devices are installed in many retail outlets. Before making a payment, you need to find out how much it costs to deregister a car and pay the required amount by card or cash. In this case, you do not need to specify the details, because they are registered automatically. If the device is in a bank, its employees will help you make the payment.
3. Use postal services. This method should be considered only as an additional one, because it is not entirely convenient for car owners. The payer must provide the details and only after providing them make the payment. You will have to figure out how to obtain this information yourself. The downside is that due to mail loading, you often have to wait in line for a long time. In addition, the translation process itself takes longer.
4. Use online banking. This technique is suitable in most cases, because it allows you to quickly deregister a car with less bureaucratic red tape.

When paying online or in another way, it is worth remembering that when transferring papers it is better to have documentary evidence with you. If you plan to take the car abroad for sale or other purposes, then you need to deregister the car with the traffic police and issue transit numbers for its export.

Necessary documents for deregistration of a car

After the car is sold, it is necessary to prepare the following documentation:

• passport of the former owner;
• STS;
• PTS;
• contract of sale;
• receipt of payment of state duty, if it is necessary to issue STS or transit numbers;
• a notarized power of attorney, if a third party acts on behalf of the owner;
• a notarized copy of the general power of attorney, if the driver disposed of the car under this document.

If a car is deregistered during a trade-in sale, you must have an agreement with you from the car dealership or dealer confirming the transaction.

If the application is submitted through government services, of all the documents, only the purchase and sale agreement will be required. A scanned copy or photograph of it must be uploaded to the service along with the completed form.

An MTPL policy is not required to deregister a car.

What is the amount of state duty for issuing new licenses or replacing licenses?

Unlike registration actions with cars, trailers or motorcycles, when replacing a driver’s license you will need to pay one state fee depending on the type of license. Also in this case, there is no difference in the amount of the state duty, whether the license is obtained for the first time or changes upon expiration, loss, or theft.

Grounds for termination of registration

Order of the Ministry of Internal Affairs of Russia dated August 7, 2013 N 605 “On approval of the Administrative Regulations” established the following situations leading to the termination of registration:

1. Loss.
2. Theft.
3. Limited registration period
4. The new owner who bought the car did not register it.
5. The leasing agreement has ended.
6. Disposal.
7. Export abroad.
8. The fact of forgery of documents, VIN codes or violation of the design of the car contrary to safety rules has been established.
9. Death of the owner of the car or closure of the legal entity that owns the vehicle.

When the case mentioned in the third paragraph occurs, the procedure occurs automatically in the inspection area that issued your registration certificates. The data immediately appears in state registers of transactions.

About the receipt

The receipt serves as documentary evidence of settlement with the state when the vehicle is deregistered. This means that it will definitely be required by the traffic police, to whose account the funds are received. The same organization will issue a form if necessary. You can also fill out and then print a receipt on the website of the State Traffic Inspectorate, a sample of which is presented below in the photo.

If payment is made through Sberbank, the cashier will provide a receipt and fill in the details. The State Traffic Inspectorate requires that the receipt must have a bank stamp.

When using online payment options through Gosuslugi, a receipt is generated automatically, but filling it out independently requires knowledge of the recipient’s details (State Traffic Safety Inspectorate) and careful and accurate entry of personal data. There will be no stamp here, but the form needs to be printed.
