Nuances of the procedure
We recommend that motorists familiarize themselves with the specifics of the procedure before visiting the multifunctional center. Main nuances:
- Employees of multifunctional centers accept the application and documents of the car owner, hand over registration papers and license plates. They do not inspect the vehicle - this is the task of traffic police inspectors
- To conduct a vehicle inspection, the office must have a special area. Today, not all departments can provide a site that meets the requirements of the State Traffic Inspectorate. Before you sign up for car registration at the MFC, it is recommended to check whether the selected department provides the service
- New, due to the lack of proper infrastructure, is not available in every city; not all centers provide it
Taking into account the peculiarities, it is worth saying that registering a car without the participation of the Ministry of Internal Affairs and the State Traffic Safety Inspectorate is impossible. Specialists of multifunctional centers act as intermediaries, the registration itself is carried out in a standard manner. IMPORTANT
You should not delay the process of paying state fees. Until the traffic police officer is convinced that there is a receipt for payment, the process of issuing new documentation will be stopped. For maximum convenience of citizens, most traffic police departments have a terminal that allows you to pay the state fee on the spot.
A package of documents for registering a car through the MFC
The owner of the vehicle prepares a standard set of documents. Scroll:

- certificate of registration (for re-registration of transport)
- purchase and sale agreement (equivalent confirmation of ownership, gift agreement, certificate of inheritance)

Despite the fact that the MTPL insurance policy is not included in the mandatory list of papers, it must be issued before submitting the application. Availability of the policy is checked by database specialists.
If the car owner cannot go through the procedure in person, it is recommended to draw up a power of attorney and have it certified by a notary. The power of attorney should indicate the name of the procedure, date, location, full name, office address, passport details of the principal, proxy, information about the car being registered. You should list the documents received by the trustee from the owner of the vehicle, the powers vested in him, and indicate the validity period of the document.

To register vehicles owned by legal entities, an extended package of documents is required:

- applicant's identity card
- power of attorney to carry out registration procedures (signed by the general director, certified by the company seal)
- payment order for payment of duties
- copies of constituent documentation (TIN, Unified State Register of Legal Entities)

When is car re-registration required?
According to current legal regulations, re-registration of a vehicle is necessary every time something changes in the information about its owner or in information about him.
Thus, the re-registration procedure is needed if:
- The owner has changed (as a result of the sale of the vehicle, donation, inheritance and other situations).
- The owner of the car has changed his place of residence.
- The owner changed his personal data (first name, last name, patronymic).
- Other situations, provided for by current regulations, arose.

- Indicate to the consultant your full name, service of interest, date of visit

Users who have a verified account on the Public Services online service can sign up for the multifunctional center online. On the regional MFC website you should perform the following actions:
- Select region, city
- Select the appropriate one from the proposed list of offices and go to its website
- Find the “online booking” option
- Fill out the form (please enter personal data, contact phone number, email)
- Please indicate the reason for your visit
By entering the desired date of visit, the user has the opportunity to select a time from the proposed list. You can track the order of the queue on the website. The office resource must contain a list of services provided, a contact phone number, and an email address. If necessary, you should contact consultants to clarify details.
Through State Services
The government services portal allows all registered users with a verified account to submit an electronic application. Step-by-step instruction:
- Log in, enter your “Personal Account” (if you do not have an account, registration on the site is required)
- In the search bar, enter the query “Make an appointment at the MFC”
- Click on the tab for an entry in your region
- Select the “Get service” tab
- Read the instructions provided
- Answer the question (“Are you a citizen of the Russian Federation?”)
- Verify that the information in the form is correct (if your account is active, the information is filled in automatically), select the “data is correct” option
- Select the appropriate multifunctional center office, visiting time
- Confirm the information provided and submit your application
After completing these steps, the user receives a notification confirming the entry. At the appointed time, you should visit the selected office with original documents.
Please note that electronic queuing is not available for all offices. If you can’t sign up through State Services, use alternative options.
Take a coupon
Each multifunctional center has a self-service terminal that issues coupons. The appointment time is entered automatically on the coupon, so the method is not the most convenient - you cannot choose the time of the visit yourself. Some branches are equipped with modern terminals with the function of selecting the time of registration actions.
Usually, coupons are issued on the day of application to the MFC; it will not be possible to sign up in this way for a suitable date in a few days or a week.
Terms of service provision
The waiting time in line at the MFC rarely exceeds 30 minutes. If desired, citizens have the right to make an appointment in advance by calling or sending a request through the government services portal.
As for the day when the traffic police registration will be made, in most cases there is free time for any date. The car owner should not delay the vehicle registration procedure. In this regard, if there is no free appointment in a convenient department, and deadlines are running out, then it is better to choose another territorial unit.
Please note that it is not necessary to register with the department that is attached to your registration. You must come to your appointment by car; if the 10th deadline has expired, you should use a tow truck.
