How much do Moscow pensioners receive in 2021 and how to apply for a capital supplement to their pension

Residents of the capital, like pensioners in other regions, are concerned about the size of their pension: some want to make sure whether the Pension Fund has forgotten to add bonuses, while other people are just planning to receive benefits. Regardless of length of service, conditions of release, or other circumstances, the minimum Moscow pension in 2021 is established by law: they simply have no right to pay you less.

Who is the money paid to?

An additional payment from the budget to the minimum pension is given only to those who:

  • completed his working career and is not officially employed;
  • receives a payment below the minimum pension;
  • lives in Russia.

The federal social security payment is assigned by the territorial branch of the Pension Fund. It is paid if the pension of an elderly non-working pensioner is less than the regional minimum, which in turn is lower than the federal minimum.

Regional social benefits are established if the regional PMP is higher than the federal one, but according to calculations the pension does not reach the accepted regional minimum.

What to do if you don’t have enough experience to retire and receive at least the social minimum

Lack of professional experience at the time of retirement age is not such a rare occurrence these days. For almost 20 years, unofficial employment in Russia was almost the norm, that is, employers did not make any contributions to the Pension Fund. And the person who “came for a pension” at the Pension Fund office is told that since there is not enough official work guard, he can only count on old-age social benefits. And the right to it will come only after five years.

But at the moment, not everyone knows that the latest edition of Federal Law No. 167 “On Compulsory Pension Insurance” gives citizens the right to independently make up for the shortfall in insurance contributions. Depending on the region, the cost of one IPC point ranges from 15,000 to 26,000 rubles.

The money, of course, is considerable, but if only a few points are missing and there is no way to earn them (a working pensioner is awarded 3 IPC points per year of work), then it is profitable to “buy additional” IPC points. This will allow you to immediately receive an insurance pension, the amount of which is higher than the minimum. Otherwise, you will have to live for five years without a pension at all, and then receive a social “minimum wage” in the amount of the monthly minimum wage.

What is taken into account when calculating

When assigning payments to elderly people, the following amounts are taken into account:

  1. Urgent pension payments.
  2. Pensions, even if the senior citizen refused to receive them.
  3. Additional social security.
  4. Monthly cash payment, which includes a package of social services.
  5. Other social payments that are established by law for individual subjects of the country.

Also, the calculation takes into account the support of citizens in payments for utilities, telephone, travel passes in material terms or their monetary compensation.

Types of Moscow social organizations

To support pensioners, not only various payments and benefits are used, but also other assistance measures. For this purpose, special social organizations are opening in Moscow to help older citizens. Typically help consists of the following :

  1. cleaning the house;
  2. grocery shopping;
  3. registration of various benefits and payments;
  4. assistance in traveling to the clinic or other organizations.

For each elderly person, a responsible worker is assigned who copes with the above actions. The services are provided free of charge, so the elderly person does not have to spend their own money. The pensioner is given a telephone number of an assistant, which can be called at any time if the citizen requires any assistance.

How does indexing work?

For Moscow, as for all of Russia, the increase in pension payments occurs according to the established plan:

  1. From January 1, the amount of insurance payments for elderly unemployed citizens will be recalculated. Pensions increased by 6.6%. A pension point costs 93 rubles in 2021. For comparison, in 2021 it cost 5 rubles less, 87 rubles. At the same time, the increase in pensions is twice the inflation rate recorded for 2021. Until this year, pension payments were recalculated based on inflation, but now a different percentage has been established, which is approved by the government specifically for this purpose. On average, Russians' pensions have become higher by about 1 thousand rubles.
  2. From April 1, 2021, social payments to pensioners will increase by 6.1%. As a result of this increase, average monthly payments for senior citizens will rise to 10.3 thousand rubles.
  3. In August 2021, those citizens who officially worked in 2021 can expect additional payments to their pension in Moscow. They will receive an increase in the amount corresponding to 3 pension points. If you score fewer points, you will only be paid the actual amount. And if you score more points, only 3 points will be taken into account.

Minimum pensions in Moscow are calculated according to two schemes:

  1. The amount of PMP is for those whose registration in the capital does not reach 10 years.
  2. The size of the City Social Standard (GSS) is for residents of Moscow with official registration in the capital of 10 years or more.

Each of these payments has its own characteristics.

Recalculation of payment to PMP

Elderly people cannot receive pension payments that are less than the minimum subsistence level established for their locality. If the actually calculated pension turns out to be lower than the official minimum, then an additional bonus is recalculated from the regional budget. The process of additional calculation of regional allowances occurs according to a certain scheme:

  1. The size of the increase is calculated, which is obtained taking into account indexation.
  2. If necessary, the monthly payment is adjusted to the minimum level.
  3. Add the indexed amount.

Therefore, it is difficult to talk about the exact amount of pension payments in certain cities. The pension is a little more than the PMP in the region, but for each citizen the final amount will be different. For a more convenient calculation, let’s take a pension that is equal to the subsistence minimum.

For 2021, the amount of the established minimum pension for residents of the capital was 12,115 rubles. This means that the smallest pension in Moscow, taking into account the regional allowance, was exactly 12,115 rubles. In 2020, it was decided to increase the PMP for Muscovites by 3.7%. That is, we can consider the minimum pension for Moscow residents to be 12,578 rubles. This minimum wage is valid only for those pensioners whose registration in Moscow has been valid for less than 10 years.

Additional payment to the State Social Insurance Fund

City Social Standard (CSS) is the lowest monthly income of a senior citizen whose registration in the capital exceeds 10 years. If the calculated pension is less than the amount according to the State Social Insurance Fund, money is allocated from the capital budget to bring the payment to the specified amount. The amount under the State Social Insurance Fund is practically the same as the subsistence minimum, only it is for persons who have been registered for more than 10 years. The value of the Social Standard is slightly higher than the PMP for Moscow and the Moscow region.

Elderly residents of the capital with more than 10 years of registration and who do not have a job are entitled to this additional payment. From the beginning of 2021 until September 1, 2021, the amount of the State Insurance Fund was 17,500 rubles. Starting in the fall of 2021, it was decided to increase this amount by 2 thousand, to 19,500 rubles. It turns out that for non-working pensioners from Moscow, who have been registered in the capital of the Russian Federation for at least 10 years, the minimum wage is currently maintained at 19,500 rubles.

Working senior citizens with a residence permit of at least 10 years in Moscow receive a compensation payment towards their pension. However, the amount still remains the same. Payments are increased to 19,500 rubles. But there are restrictions for working older people. To receive additional payments, your average monthly earnings for the previous 6 months must not exceed 20 thousand rubles.

Social benefits for working pensioners in 2021

Some working pensioners in Moscow can also count on receiving an additional payment up to the city standard. For some of them, a requirement has been established: the salary should not exceed 20,000 rubles, others receive an additional payment regardless of the amount of earnings.

Regardless of salary

Receive a monthly compensation payment up to the city standard of 20,222 rubles. Working pensioners, regardless of place of work, position and amount of earnings, can receive the following categories of recipients:

  • disabled people and WWII participants;
  • disabled people of groups 1-2;
  • pensioners over 18 years of age receiving a survivor's pension or a disability pension of group 3, until completion of full-time education - up to 23 years.

With a salary of less than 20,000 rubles

For some categories of working pensioners, the average monthly salary is taken into account: in order to receive an additional payment, the salary should not exceed 20,000 rubles. There is one more condition for assigning payments - the pensioner must work in one of the positions approved by the Moscow authorities:

  • municipal (state) institutions of health care, education, social protection, culture, sports;
  • libraries;
  • archives;
  • veterinary service;
  • Civil registry departments;
  • employment center;
  • Moscow housing and communal services organizations: janitors, cleaners, etc.;
  • wardrobe attendants;
  • concierges and doormen.

Payments to a number of categories of capital residents

Muscovites are entitled to several pension payments for certain categories of the population, for example:

  • war veterans;
  • disabled people;
  • large families.

But there is also a Monthly City Cash Payment (CMC). It does not directly relate to the minimum pension. Moscow residents of retirement and pre-retirement age who are not entitled to federal benefits can count on receiving it. EDGV receive:

Social assistance in Moscow is provided only to people in difficult situations. These include the elderly and disabled, as well as citizens who have lost their breadwinner. The social pension is assigned to residents of any region, but it is in the capital that its size is considered the most significant , due to the presence of a special surcharge.

But the surcharge is not the same for all applicants, since during its calculation it is taken into account how long a person has lived in the capital, as well as where exactly he has a residence permit.

Minimum pension for non-workers and workers

Why is there no increase in the minimum pension?
